Chicago's Citywide Clean and Green 
Saturday, April 16th, 2016
Clean and Green is a great opportunity for residents, school groups and community organizations to team up and beautify areas in their neighborhood. The City will provide the brooms, rakes, shovels, and bags needed for clean-up projects, as well as white paint and painting tools for cleaning viaducts.

Arrest Report
Theft from cars continues to be an ongoing problem in Beat 1431 and 1432. Officer Chavez reported that a significant cause of the continued thefts from vehicles is that people are leaving belongings such as, cellphones, laptops and even dirty gym clothes visible in cars. These items attract the attention of thieves, and the police urge car owners to not leave any of their possessions in their vehicles to help deter and minimize these thefts.


When calling 911 for any criminal activity, PO Chavez requests that people be very descriptive as to what the offenders are wearing starting from head to toe. Officer Chavez also encourages 911 callers to not be anonymous and to be available if called upon to help establish "probable cause" supporting police action. For example, a 911 call in this case might end as follows, "I don’t need to speak to the police, however, if they do end up needing to talk to me, they can call me at this number." Otherwise, the officers will need to use their own judgement to establish "probable cause" that a crime has been committed.

      • Theft – 2200 block of N. Maplewood, offender was observed removing packages from the stoop of a residence. Offender then proceeded to the alley and began opening the packages.

    • Impact Arrests
      • Aggravated Possession Stolen Motor Vehicle – 2300 block of N. Lister, Officers investigating an auto accident after a shots fired call found offender to be in possession of a stolen vehicle. A handgun in slidelock was also recovered from the vehicle.
      • Cannabis Possession 30-500 Grams/PCS2000 block of W. Fullerton, During eviction proceedings officers recovered a large amount of Cannabis and other controlled substances.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Numerous residents from this section reported two significant series of criminal events believed to be connected to new tenants who moved into the 2700 block of Julia Court on March 1st. Early Wednesday morning at 2am on March 9th, a nearby resident woke up to the sounds of a "girl being hit by a man". This resident called 911 immediately and then observed that about 10 people had congregated in front of the property shouting back and forth at each other. There also seemed to be 1 younger female to be instigating the whole scenario. The crowd was then heard yelling that they needed to leave the premises. Police showed up within about 25 minutes after the crowd had dispersed.  

Residents reported a second incident at the same address on the following Sunday morning (March 13th), again at approximately 2am involving 4 of the same people observed from the situation on Wednesday. Residents noticed a suspicious car parked at the end of the alley as well as another car parked in the middle of the street. There seemed to be some sort of fight going on in the street, and residents witnessed an individual walk up to the driver and hit him, causing the driver to back up the car and leave. Other people around the car then began to throw bottles at the car and then 6 gun shots were heard. Responding police found shell casings near the property at Julia Ct. and Stave while a resident found a laser site for a gun. There was also a very large pool of blood on the sidewalk outside the property. The owner of the property has been contacted by residents and the police will also be following up with this individual as well as the recent activity reported. PO Chavez strongly urged residents to call 911 before the dangerous activity escalates (if possible) to give police a better chance at dispersing and preventing further violence.
2) Continued criminal activity was reported at a notorious problem property on the 2100 block of Bingham. On Feb 8th at 9am gun shots were heard by nearby residents. Then, on March 8th there was a party at this address from 6:30pm - 10pm during which 2 gunshots were heard. Just before the responding unmarked police car arrived, the people involved had already withdrawn into the property and turned off the lights. This property has had a history of being in and out of the City's "housing court" as well as attracting gang activity. PO Chavez mentioned that police cameras are installed nearby which might be able to help capture criminal activity at this location. Officers have also stopped by the property to discuss the reported activity with them.
3) In response to the criminal activity in this section, PO Chavez and Liz Rios suggested a potential future "smoke out" event on Bingham to serve as a positive loitering campaign.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – No representatives from Congress Pizza were present at this CAPS meeting. This is the 7th consecutive meeting they have not attended. There was also  discussion of rumors that this property has been sold.
2) A representative from Concord Music Hall was in attendance and shared that the venue will be busy this Spring and into Summer.
action: Residents are strongly urged to call 911 to report any illegal patron or employee behavior at businesses along Milwaukee Ave.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Illegal driving behavior and parking practices continue at Goethe Elementary School during student drop-off and pickup periods.
Both streets and garages are being blocked. Lyndale Ave/Alley between Washtenaw and Talman is particularly congested and prone to illegal parking (e.g. parents leaving their cars double parked or blocking garages to walk their children to school). A resident suggested that school officials consider monitoring and controlling the of cars near Talman and Lyndale and to make sure cars do not double park blocking the street and blocking garages. The CAPS community is still waiting to learn if PO Reyes has spoken with the Goethe Elementary School Principal about these practices. action: Residents are strongly urged to call 911 to report illegal parking and other criminal activity and 311 for graffiti.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) On Friday, February 15th a number of residents were in the dog park at 2529 W Logan Blvd (Park #556) and noticed a large pool of blood. The residents called Haas Park and then 311 to determine if there might have been a major dog fight reported. Police responded and arrived at the park and reportedly indicated that it was human blood, however, attending police officer at the CAPS meeting remarked that they are not sure how this could have been determined. PO Chavez offered to look further into the matter.
