Tree of Hope – Thursday, December 3rd, 2015 at 6PM
Lighting Ceremony and Prayer Vigil at 14th District Police Station, 2150 N. California Ave.  Remember victims who have died as a result of domestic violence and pray for those who are challenged by domestic violence in their homes.

14th District Chicago Police Department Recruitment Open House – November 21st, 2015, from 1pm - 4pm.
Join the 14 District for pizza and the movie “Police Academy and sign up for the exam.  Officers will be on hand to answer all your questions.

14th District Food Drive
The 14th District is holding a Food Drive all year long. Food and hygiene products can be dropped off at the 14th District Police Station (2150 N. California Ave) or at your next Beat Meeting.

14th District Christmas Toy Drive
Call the 14th District Community Policing Office
(312-744-1261) to donate new, unopened, unwrapped toys for children 14 years and under. The Toy Drive ends Dec 18th.

Arrest Report
Theft continues to be a problem in Beat 1431 and 1432, especially from cars. Residents were strongly urged to not keep anything of value in parked vehicles and to keep their parked vehicles locked at all times, even when parked inside locked garages.

  • Beat 1431: 15 arrests and 79 "contact cards" written

Court Advocacy Reports
Court advocates have been following cases regarding:
  1. At the Nov 5th, 2015 court hearing, Victor Torres, was sentenced to three years in jail.  Torres was in custody for additional criminal felonies and pled guilty to a weapon felony (unlawful use and possession of a firearm). Torres was apprehended after a foot chase with police at Los Recuerdos at 2315 W. Fullerton Ave, on Sept 6, 2014 after allegedly shooting at a car of gang-bangers.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) An arrest was made in connection with an assault reported on the 2100 block of N. Bingham on July 1st, however, the victim refused to prosecute.
2)
Cobra, Spanish Lord and MLD gang graffiti continues to be a problem on Stave and Bingham streets.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – No representatives from Congress Pizza were present at this CAPS meeting. This is the 5th consecutive meeting they have not attended. Police officers reported that there have not been any calls for service and no illegal congregations in the alley.
2) A representative from Concord Music Hall was in attendance and said they would be contributing 750 turkeys with Alderman Moreno for needy families and senior citizens on Nov 20th. The representative also said that the Concord puts people at the club who have had too much to drink in Uber taxis and has them taken to the Blue Line in an effort to prevent them from driving drunk.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There were no issues reported in this section.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Goethe school parking is still a problem during drop off and pickup times. Both streets and garages are being blocked while parents drop off students. Police are giving tickets to anyone involved in the traffic violations and many citations have been given. SGT Reyes was not at the meeting to report on a meeting with the principal of Goethe Elementary School on September 22nd, to discuss the ongoing traffic issues.
2) There was no update on children and adults playing late night basketball beyond public park hours at the Goethe Elementary School playground.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) The FBI has taken over the Oct 22nd case of the woman who was kidnapped in the 2400 block of North Fairfield late at night. A couple showed her a gun, forced her into their car and then left her in Hammond Indiana. They took her to several ATM’s, but her card didn’t work at any of them. The woman was not hurt, but they stole her cell phone, iPad and credit cards. Police put out alerts and distributed flyers in the neighborhood.
There was a second attempted kidnapping incident in the 2400 block of N. Richmond, which is not in our Beat, at 10:09 p.m. on Sat., Oct. 24th. After they robbed the victim, she fought off the offenders and escaped.
2) A representative from Haas Park asked for extra police coverage at Haas Park. A car parked at Haas was broken into the night before the CAPS meeting. There has not been a 14th District Park Car for months and the police now only stop 1 or 2 times a week. The resident was also concerned that 10 park security cameras have been broken for 5 months, which is a Park District issue, and more people are loitering around the park. He said more police presence is needed because there are over 1000 people, including kids, in park programs there. Officers recommended that our community continue to advocate for more police attention at Haas Park.
3) There was an armed robbery on the 2400 block of Talman in August, however, the victim was not able to identify the offender.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Although no arrests have been made in the attempted armed robbery on Altgeld and Maplewood, arrests were made for strong armed robberies that occurred West of Beat 1431 (on Altgeld). The arrested individuals included a 13 year old girl and 2 teenage male accomplices.
2) Homeless individuals have been using the CTA bus stop at Fullerton and Western as a shelter, making it challenging for people to enter and exit the bus at this public location. Police have been ticketing the homeless when they have been drinking in the shelter. PO Chavez said that the shelter has been cleaned to help decrease the permanency of the homeless in this public structure.
3) Neighbors are still waiting for a formal traffic report from Alderman Moreno covering the Western and Logan Blvd corner. The police will follow up with the 1st Ward Office as a followup.
4) A neighbor reported that an illegal parked construction trailer with no license plate has been in front of 2418-22 N. Artesian for weeks and gave the police a picture of the trailer.  Police said to call 911.

Neighboring BEAT 1432 Key Reports
1) A representative from Rio Chicago (formerly Dolphin Street night club) was in attendance and reported that there has not been any criminal activity at the club. In the past six months he reported there have been only 2 contact cards created. He also said that their security team escorts people who may have had too much to drink to their cars. If they are deemed unable to drive, their staff takes them home.
2) 7 cars in the 2200 block of W. Diversey had windows broken reportedly due to rocks being thrown at them.
3) There was one arrest in the 2000 block of N. Western of an offender that was wanted for Attempted Murder and home invasion in the 9th District. The offender does not live in the 14th District.

General Announcements
Domestic Violence Rally  – Friday, October 30th, 2015, 11AM - 1PM
The rally will begin at Roberto Clemente High School (1147 N. Western Ave.) at the corner of Western Ave. and W. Division St. The walk will head West on Division St. to California Ave. and then head North on California Ave. to the 14th District Police Station (2150 N. California Ave). Participants are asked to dress in purple to commemorate all victims who have lost their lives due to domestic violence in their homes and to honor those that have survived domestic violence. Bring your drums, instruments, pots, pans and your voice to make noise for those who have none. Send empowering messages, and bring awareness to end domestic violence. The rally is presented by, Connections for Abused Women and their Children (CAWC) and the 14th District Domestic Violence Subcommittee. For more information or to participate please contact:

14th District Alert – Herbie Pulgar, Gang Intervention Program Offender
PO Chavez reported that Herbie Pulgar, known MLD gang member who has been stealing cars in the 14th District, is under curfew. If residents see Pulgar outside after 7pm call 911 immediately.

14th District Food Drive
The 14th District is holding a Food Drive all year long. Food and hygiene products can be dropped off at the 14th District Police Station (2150 N. California Ave.) or at your next Beat Meeting.

Arrest Report
Theft continues to be a problem in Beat 1431 and 1432, especially book bags stolen from cars. SGT Reyes also shared a recent report of a theft from a vehicle that had approximately $8600 worth of stolen belongings (e.g. designer briefcase, laptop, iPad, golf clubs, etc.). SGT Reyes strongly urged people to not keep anything of value in parked vehicles. SGT Reyes also urged residents to keep their parked vehicles locked at all times, even inside locked garages.

  • Beat 1431: 26 arrests and 81 "contact cards" written
    • Notable arrests:
      • 2730 W. Francis Pl – search warrant arrest which resulted in the confiscation of heroin, heroin paraphernalia and money
      • 2700 W. Francis Pl - juvenile was caught hiding in a yard with a gun after robbing the local 7 Eleven convenience store.
      • 2200 N Milwaukee - officers arrested an offender stealing a vehicle
  • Beat 1432: 40 arrests and 58 "contact cards" written
    • Notable arrests:
      • 2131 N. Oakley – search warrant arrest which resulted in the recovery of 27 grams of Cannabis. The offender is Kevin Oldenberg (spelling could not be confirmed)
      • 2300 block of North Lister - criminal defacement graffiti arrest was made

Court Advocacy Reports
Court advocates have been following cases regarding:
  1. September 8th court hearing for Victor Torres – apprehended after a foot chase at Los Recuerdos, 2315 W. Fullerton Ave, on Sept 6, 2014 after allegedly shooting at a car of gang-bangers. The judge said there can be no further court postponements on behalf of Torres and the next court date will be October 22nd for a hearing on a motion to dismiss the charges. Torres is currently out of jail on bond.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) No arrests have been made in connection with the assault reported on the 2100 block of N. Bingham on July 1st. SGT Reyes mentioned that there were follow-up activities related to the incident, however, no arrests have been made at this time.
2) PO Komo reported gang graffiti on Stave and Bingham streets - Cobras, Spanish Lords and MLDs.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – There was no representative of Congress Pizza in attendance.
2) A representative from Concord Music Hall was in attendance and mentioned that the events at the venue will start to pick up in the Fall. There were no issues to report.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) SGT Reyes reported that police representatives will be meeting with the principal of Goethe Elementary School on September 22nd, to discuss the ongoing traffic issues during drop off and pickup times. Meanwhile, there is a consistent rotation of 14th District police officers from the Community Policing office to help address the traffic challenges. SGT Reyes also mentioned that the police will not be "giving breaks" to anyone involved in the traffic violations, and many citations have been given.
2) Children and adults continue to play late night basketball beyond public park hours at the Goethe Elementary School playground. Residents living near the playground have been calling 911 to try to disperse the individuals from playing basketball between 11pm and 2am.
3) On August 1st, there was a stabbing just outside Beat 1431 on the 2300 block of N. Milwaukee. SGT Reyes reported that there has not been an arrest yet.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) A resident reported police activity September 10th in the alley near the dog park at Western. SGT Reyes checked calls for service, but no activity was logged.
2) Homeless individuals have been using the CTA bus stop at Fullerton and Western as a shelter, making it challenging for other individuals to take the bus at this public location. Police have been ticketing the homeless when they have been drinking in the shelter. PO Chavez suggested that the shelter be cleaned periodically to help keep the area clean and decrease the permanency of the homeless in this public structure. Residents and the police are looking for respectful ways to treat the homeless individuals while also maintaining the public transportation shelter for others to use.
3) Gang graffiti was reported near the dog park on garages on Artesian. Residents will be sharing photos of the graffiti with the police. 
4) Although no arrests have been made in the attempted armed robbery on Altgeld and Maplewood, arrests were made for strong armed robberies that occurred West of Beat 1431 (on Altgeld).  Arrested was a 12 year old girl and 2-3 teenage male accomplices.

2) CAPS Facilitator Vicky Schmidt reported that there were "For Rent" signs in the windows of Los Recuerdos that has been closed since the gang related shootings from the Fall of 2014. SGT Reyes does not believe the establishment will be able to receive a liquor license if it is rented due to the past criminal activity.

National Night Out for the 14th District will be Tuesday, August 4th from 5pm - 8pm in the 14th District Police Station parking lot, 2150 N. California Ave.

Community Alert – Attempted Kidnapping
On July 13th, 2015, at approximately 7:20am, two juveniles, male and female were victims to an attempted kidnapping. The offender is described as a white Hispanic male, 20-30 years old, 5'9" - 6'02" and 190 - 210 pounds, clean-shaven, with dark curly hair, wearing a black and white Adidas jacket and black construction boots. The vehicle is described as a white work van with no side windows with a large dent on the front passenger side.

What you can do:
  • Call 911 to report any suspicious persons or activity
  • Walk in groups
  • Be aware of your surroundings
  • Travel in well-lit and populated areas

  1. July 8th court hearing for Victor Torres – apprehended after a foot chase at Los Recuerdos, 2315 W. Fullerton Ave, on Sept 6, 2014 after allegedly shooting at a car of gang-bangers. Torres wanted to file a motion to void his arrest, however, the court proceedings were not prepared for this request. Therefore, there will be a new session on July 29th after they receive more information of the shooting from police officers who were involved in the arrest. Torres is currently out of jail on bond.

  • Beat 1431: 13 arrests and 64 "contact cards" written
    • Impact Arrests
      • 2100 Milwaukee - 2 arrests for criminal trespass to property involving a stolen vehicle.
      • 2200 Milwaukee - stolen bike recovered - PO Chavez strongly urged residents to securely lock bikes on the street as well as on car bike racks if you leave them unattended.
      • 3 narcotics related arrests and 2 warrant arrests
  • Beat 1432: 22 arrests and 59 "contact cards" written
    • Impact Arrests
      •  2400 block of N. Elston, State Police pulled over a vehicle for speeding and recovered 1300 grams of cannabis ($24K street value) and a firearm.
      • 1800 block W. Webster, criminal caught stealing a bike
      • Holstein Park, public indecency arrest, a homeless individual was masturbating in the park - parents of children playing in the park called 911 that led to the arrest.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) There were no representatives from the new Boulevard Veterinary, at 2740 W. Armitage Ave near California, to address reported problems with people loitering, drinking and urinating in the parking lot they have behind their building. SGT Reyes reported that the police did not have many calls for service for that property and emphasized that residents should definitely call 911 when observing any criminal activities.
2) An assault was reported on the 2100 block of N. Bingham on July 1st.
3) 2106 N. Bingham has seen an increase in criminal activity, including potential gang activity as reported by residents. There has also been late night drinking and loitering at the property. Shootings have also been reported causing broken car windows both in front and behind the property. Due to this criminal activity, several residents on this block will not participate in the upcoming Bingham block party - there are many kids on this block that parents do not want to expose to potential violence. Drinking has been happening erratically on Fridays and Saturdays. SGT Reyes mentioned that the police have made many attempts to contact the tenants of this property with little success. The alderman's office has also been notified.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – There was no representative of Congress Pizza in attendance. SGT Reyes reported that there were no issues reported at this property.
2) A representative from Concord Music Hall was in attendance and had no issues to report.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There were no issues reported in this section.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Children and adults continue to play late night basketball beyond public park hours at the Goethe Elementary School playground. Residents living near the playground have been calling 911 to try to disperse the individuals from playing basketball between 11pm and 2am. PO McNamara and PO Komo is aware of the problem and he and other officers have been trying to patrol the park after it is closed to stop the basketball playing.
2) Residents also reported transients behind Bubbleland on Lyndale Ave. sleeping on mattresses and sometimes sleeping inside the front gates of private property along the street. A resident reported that one of the tenants of a property on Lyndale was leaving his property in the morning and was surprised by a homeless individual sleeping on his front porch who also happened to have drug needles discarded next to him.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) "Two Six" and "OM" graffiti was reported at Rockwell and Fullerton, 2457 N. Campbell and 2527 N. Artesian. District intelligence officers are interested in seeing the graffiti - if possible, email the 14th District Community Policing department (CAPS.014District@chicagopolice.org) with these photos. Also, residents are urged to call 311 to get the graffiti removed to prevent further tagging on top of it from rival gangs.
2) During the last few weeks on the 2400 block of Artesian, residents have reported that there have been many large trailers from construction crews building new houses in the area that are using valuable street parking several hours a day and sometimes overnight. Not all of these trailers have license plates or permits to park on the street in this area. It is illegal for them to park there and residents are urged to call 911 to have them ticketed.

1) A representative from the former Dolphin Street night club – now re-opened under the new name of "Rio Chicago", however, still remaining under the same ownership of Sam Menetti – was in attendance and police had not issues to report. The representative briefly explained the new concept of the nightclub and emphasized that security will be increased to help rectify it's recent negative impact on the community and to "bring peace." There will be thorough screenings performed on patrons entering the club including bag and wand checks among others, and there will be a "no tolerance" policy for any aggressive behavior.

General Announcements
The 14th District is holding a Food Drive all year long. Food and hygiene products can be dropped off at the 14th District Police Station or at your next Beat Meeting.

COP on TOP is Friday, May 29th from 7 - 11am at 2565 W. Fullerton. Sgt Reyes and other Police Officers from the 14th District will be on top of the Dunkin' Donuts to raise awareness and funds for the Special Olympics athletes.

The 14th District Bike Rodeo, a free bike safety event, will be held on Saturday, May 30th from 10am - 12pm at the Liberty Bank, 2392 N. Milwaukee Ave. Come and get safety tips, a bike checkup and other gifts.

  1. Victor Torres was apprehended after a foot chase at Los Recuerdos, 2315 W. Fullerton Ave, on Sept 6, 2014 after allegedly shooting at a car of gang-bangers. He is facing UUW weapon charges. His next court date is June 11, 2015.
  2. Tagger Kristopher Klimala (WICKED) was sentence to 12 years at 85% IDOC time for the 2nd Degree Murder conviction of Linear Caballero (CHIP), another tagger, on May 21, 2015. There were 10 arrests in Beat 1431 and 51 in Beat 1432 for the reporting period.since the last CAPS meeting.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Two women were reported fighting at 2108 N. Bingham the week of May 10th, and the following morning, car windows were broken in front of the house.
2) A neighbor of the new Boulevard Veterinary, at 2740 W. Armitage Ave near California, asked what that business should do about people loitering, drinking and urinating in the parking lot they have behind their building. Police suggested that they put up "No Loitering- No Trespassing" signs, which they can get from the police station and said to call 911.
3) A neighbor asked about the shootout between several gang members resulting in one death on May 13th at the Food Smart parking lot at 2901 W. Armitage Ave. He said that although it is not in our Beat, it is very close. Police reported that there was an arrest and that a private camera in the parking lot helped them. Police said that private cameras, particularly digital ones with better resolution, have been useful in prosecutions.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – There was no representative of Congress Pizza in attendance at the CAPS meeting for the second time in a row.
2) A Representative from Concord Music Hall was in attendance and had no issues to report. They did mention that the new valet service using the laundromat on Milwaukee Ave is not connected to the Concord Music Hall.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Parents are still leaving their cars parked illegally when dropping their kids off at Goethe School. A traffic control analysis of Goethe Elementary School from alderman Moreno’s office was reviewed at an April 23 meeting at the school. The traffic control analysis is helping with the problem on Rockwell, but more attention needs to be paid to the problems on Talman. Police officers are often present and issuing tickets as needed at arrival and dismissal of school.

Neighboring BEAT 1432 Key Reports
1) No one has yet been arrested for the shooting homicide that occurred on the 2000 block of W. Fullerton on Feb 19, 2015. This incident was caused by road rage began further West of where it ended.
2) There was no representative from the Dolphin night club at the meeting to address the shooting incident at the club back in March (reported in our last CAPS meeting). Two men were killed at the Dolphin night club on Webster near Ashland on March 16, 2015. The victims were from the South side. The shooter is not in custody. The Dolphin night club voluntarily closed for two months to re-brand themselves and will have a soft re-opening on the weekend of May 22nd.

General Announcements
The 14th District is holding a Food Drive all year long.  Food and hygiene products can be dropped off the 14th District.

Earth Day is Saturday, April 18 and Clean and Green Day is Saturday, April 25.  Call 311 to get material including bags, brooms and rakes.
 
Court Advocacy Reports
Court advocates have been following cases regarding:
  1. Charles Chunning – one of three young men arrested for the 2011 New Year's Eve rape at Congress Theater – pled guilty to felony unlawful restraint and was sentenced to 20 months juvenile probation on March 12, 2015.  He will be on probation until he turns 21. He cannot expunge his court records until he turns 26. His case has been continued for months.
  2. Anthony Jones, a criminal in our Beat, was declared guilty of a robbery, criminal sexual assault and resisting arrest at a bench trial on Jan 29, 2015. Post-trial motions and sentencing was scheduled for Feb 27, 2015. On that date, Jones’ motion for a new trial was denied and sentencing was scheduled again for March 27th.
  3. Victor Torres was apprehended after a foot chase at Los Recuerdos, 2315 W. Fullerton Ave, on Sept 6, 2014 after allegedly shooting at a car of gang-bangers.  He is facing UUW (unlawful use of weapons) charges. His next court date is April 16, 2015.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) A neighbor called in a Penske truck blocking the alley in the 2700 block of W. Francis because he was suspicious that it might be robbery. The guy driving the truck said someone was moving, but when told that the call had been made they left immediately. Police said to always call 911 if something looks suspicious and try to get the license plate numbers for them to follow up.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – There was no representative of Congress Pizza in attendance at the CAPS meeting. There was a warrant arrest at Congress Pizza for a relative of the managers for drugs and a stolen car left at the Walgreen’s parking lot in the last reporting period.
2) Representatives from Concord Music Hall were in attendance and had no significant issues to report.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Parents are still leaving their cars parked illegally when dropping their kids off at Goethe School.  A traffic control analysis of Goethe Elementary School from alderman Moreno’s office will be reviewed at an April 23rd meeting at the school. A representative from Alderman Moreno’s office said they will get Revenue out to ticket. Students are helping with the “Kiss and Go” program but that has not solved the problem. Police officers are often present and issuing tickets as needed at arrival and dismissal. Speeding is still a problem on Rockwell and construction on Talman has added to the problem.
2) A house construction crew knocked down a Tow Zone sign at the corner of Talman and Lyndale and it has not been replaced. Residents reported this and a missing stop sign on this corner via 311 City Services months ago. The stop sign on this corner was replaced, but not the tow zone sign. A representative from Alderman Moreno’s office said they will expedite this.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There was a break in on Jan 23, 2015 in the 2600 Block of W. Fullerton Ave.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The man with Parkinson’s disease, who was begging for money on the corner of Fullerton and Western, has moved to California and North Ave. He was seen throwing rocks there.  Neighbors are concerned about him.
2) There was an attempted break-in on the 2400 block of N. Campbell. Someone thought there was a person in their backyard and the dog was barking, but the victim did not respond when police arrived.
3) A break-in was reported in the 2500 block of N. Campbell on Feb 22, 2015. This was a construction site and this is a city wide problem. Thieves are looking for copper piping and tools.

Neighboring BEAT 1432 Key Reports
1) The burned out building at 2321 W. Fullerton, reportedly housing several homeless, is secured now and in demolition court.
2) Gypsies in parking lots along Elston Ave during the week of Feb 16, 2015 were reportedly trying to scam victims out of money saying they would fix dents in cars and then demanding more money. In one case, the victim claimed the gypsies ran into their car and then wanted money to fix it. Police recommended calling 911 but said that the victim must stay until the police come to sign a complaint.
3) A shooting homicide occurred on the 2000 block of W. Fullerton on Feb 19, 2015. This incident started as road rage further west. The victim was visiting a friend when the shooting happened. There was a good police response.
4) Two men were killed and another wounded in a shooting that occurred at the Dolphin night club on Webster near Ashland on March 16, 2015. The victims were from the South side. People from the club were stealing items from the corpses when police arrived. Police think it was a planned attack and the shooter may have walked right by the police who were writing tickets near the club. The shooter is not in custody.
Alderman Waguespack, who attended the CAPS meeting, said he has been trying to get this club closed. This is the third violent act in 12 months there also including a DUI arrest when a woman was run over and a man beaten up on the dance floor. He said there have been problems going back to 2008, including encroaching on the Chicago River with an illegal deck, using old illegal occupancy cards and cars racing through the area. He said the Liquor Commission and the Dept of Business Affairs have allowed them to stay open. He said the mayor needs to review their processes which allows dangerous late hour night clubs to stay open even after community meetings, police requests and his requests to shut it down. He also said that the club is hiring promoters who are bringing in these problems, but the city has no control over them. He said there needs to be new city code to cover them.

General Announcements
SGT Giambrone wished former 14th District Commander Valadez well in his new position.  But it is bitter sweet because he was doing such a great job at the 14th District. Capt. Buzlick is the temporary Commander of the 14th District.

Strategies to Address New Problems Identified
  1. Call 911 when suspicious/criminal activity is observed.
  2. Use/create phone trees – get to know your neighbors. Know who lives on your block.
  3. Call 911 before reporting problems on social media and encourage others on social media to call 911 and report problems.
  4. Talk to your neighbors and check up on them.
  5. Call 911 if you see homeless are in vacant buildings.
Court Advocacy Reports
Court advocates have been following cases regarding:

  4. Kristopher Klimala, aka “Wicked”, who is charged with first degree murder for stabbing another tagger two years ago will have a bench trial on Feb 18th, 2015.

    SECTION 1 (Borders: California, Milwaukee, Armitage)
    1) There were no new reports of problems at Donkey Table and Stick at 2728 W. Armitage. Residents at the last beat meeting reported ongoing issues with loud, disruptive noise during the late evening and early morning hours from the back patio of the restaurant. Officers stopped by and talked to the restaurant after the last beat meeting and the weather has gotten colder. Residents were advised to call 911 if the problems start again in warmer weather.

    SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
    1) Congress Pizza – A lawyer representing Congress Pizza was in attendance. There is a court order dictating that Congress Pizza cannot open their back door to the alley unless they are receiving shipments of food. Delivery drivers cannot park in the alley or use these alley doors to pick up pizzas for delivery. Residents are encouraged to call 911 if they observe any violations to these rules
    2) Congress Theater will be opening with a new owner and a better business plan.
    3) Representatives from Concord Music Hall were in attendance and had no significant issues to report.

    SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
    1) Parents are still leaving their cars parked illegally when dropping their kids off at Goethe Elementary School. This was also compounded by a water main break on Rockwell. The traffic control analysis of Goethe Elementary School from alderman Moreno’s office has still not been received. Parent patrols to help prevent the illegal driving and parking practices around the school have still not been established, however, the students are helping with the “Kiss and Go” program. Officers are often present and issuing tickets as necessary.

    1) After hour activities were reported in the soccer field at Haas Park, however, there were no calls to 911 reported. Police reported that there were two arrests there last summer, however, the staff has been great and there is no longer any gang activity in the park.

    SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
    1) Drug sales at the yellow brick building on Artesian Ave across from the Dog Park has stopped. A family suspected of this activity has moved out of the building.
    2) A resident reported that a man with Parkinson’s disease, who was begging for money on the corner of Fullerton and Western, was almost hit by a truck. He is very unstable and concern was expressed for his safety.

    Neighboring BEAT 1432 Key Reports
    1) Police have been monitoring the 2300 Altgeld and Montana area for drug sales, but have not noticed any problems recently. They think the customer base may have dwindled since the closing of Los Recuerdos on Fullerton Ave.
    2) Los Recuerdos Nightclub at 2315 W. Fullerton Ave has voluntarily given up its liquor license after a hearing on December 9, 2014 with the Department of Business Affairs and Consumer Protect at City Hall. The building was closed for building violations after gang related gun violence in Sept 2014 when an offender shot at a carload of gangbangers.
    3) It was reported that several homeless individuals are living in a burned out building at 2321 W. Fullerton.
    4) A representative from Danny’s Bar, at 1951 W. Dickens reported that late on Jan 10 a woman came into the bar saying that a few guys had tried to drag her into an alley near the 606 Trail. She had not reported it to police. The officers said a call to 911 should have been made by the bartenders as soon as she told them so the police could come and talk to the victim even if she had not called it in.
    5) Several robberies have occurred along Milwaukee Ave in this beat during the past reporting period.
