General Announcements
SGT Giambrone welcomed and introduced SGT Burgos to the 14th District. SGT Giambrone shared that Officer Burgos served as a CAPS Sergeant in Giambrone's former district and that he is a very knowledgeable and community minded officer. SGT Burgos reported that he is awaiting confirmation on his assigned sector within the 14th District, however, in the meantime, he offered his support to our Beat 1431.

Safety tips for the holiday season
The top crimes of our Beat continue to be theft related as we enter the holiday season. Liz Rios reminded everyone of the importance of not placing items in the trunks of cars in parking lots and then walking away from the vehicle to visit other shops. Criminals are watching people for this behavior so that they can break into the vehicles to steal them. Ms. Rios strongly urges people to place items in their cars and then immediately drive to their next destination, even if shopping at the same shopping center - drive to another part of the parking lot. 

SGT Reyes reported that people continue to park their vehicles leaving valuables inside that are attracting criminal break-ins. There were 11 thefts of this nature on Milwaukee Ave within the last 2 months in our Beat. Bicycles also remain a consistent target for theft in our Beat. SGT Reyes strongly urges residents to keep their bikes securely locked if they are outside and visible, even if they are on upper floors of buildings. SGT Reyes also urged bicycle owners to register their bike serial numbers with the city of Chicago. It makes it easier and more likely for police to return stolen bikes to their rightful owners.

For residents planning to leave their homes for a period of time during the holidays, SGT Reyes strongly recommends the use of motion detector lights on the outside of the property as well as electric timers that control lights, radios and tvs inside the property to promote the appearance of activity to deter burglars. Reyes also encourages contacting trusted neighbors to help take in mail and any packages left on doorsteps to minimize opportunities for theft. Lastly, consider sending packages ordered online to places of work vs. home addresses. SGT Reyes mentioned that criminals have been observed following delivery trucks (e.g. FedEx and UPS) to identify where packages are being left and then stealing them.

Thursday, December 4th at 6pm: 17th Annual Domestic Violence "Tree of Hope" Ceremony & Prayer Vigil
The 14th District Police will be hosting the 17th annual "Tree of Hope" ceremony and prayer vigil to remember victims who have died as a result of domestic violence and pray for those who are challenged by domestic violence in their homes. All are welcome to attend this event at the 14th District Police Station, 2150 N. California Ave., Thursday, December 4th, at 6pm 

14th District Christmas 2014 Toy Drive
There are many children this year for whom christmas will just be another day. Help bring joy to a child this holiday. Call the 14th District CAPS office, 312-744-1261, to donate new, unopened, unwrapped toys for children 14 years and under. The toy drive ends Wednesday, December 17th.

911 & 311 – How and when to use 911 and 311 services
Two representatives from the Office of Emergency Management and Communications (OEMC) shared pertinent and helpful information regarding how and when citizens should call 911 for emergency services and 311 for city services.

Objective of the 911 call taker
During a 911 service call, the call takers need to understand the type of event being reported and the kind of help the citizen(s) needs in order to provide the appropriate service response. The call taker creates an event and if it requires emergency services, sends it to a dispatcher who communicates directly to the police. These events are prioritized based upon the following 3 general criteria (from highest to lowest):
  1. Involving life threatening and/or major damage to property 
  2. Immediate sense of danger is gone, however, citizen needs help to minimize further damage
  3. General "disturbances" that do not require immediate police action, but will be responded to once other higher priority responses are addressed
Questions from the 911 call taker:
Call takers are aware that some of their questions may seem frustrating to citizens, however, they are extremely important for them to assess the type of help needed and to ensure the service providers are prepared to respond to the event. These questions involve the following:
  1. Where the event is occurring – citizens should try to provide the exact address or 2 cross streets. If the event is occurring inside a property, additional details such as the floor number or apartment number are extremely helpful. 
  2. Who is involved – descriptive individual information is very important to help police in particular identify suspects such as, gender, race, clothing, (going from top to bottom) as well as any weapons involved.
  3. What is happening – details of the emergency situation in progress
It is important for citizens to know that these questions do not delay the response. Instead, they help to best prepare the parties responding to the event. Information also can be sent to dispatchers in real time to ensure timeliness of response.

Cellphone vs. Landline location details
Cell phone calls to 911 will most likely not provide your exact location, instead, they typically provide a location within a block radius of the nearest cellphone tower. Landlines will commonly provide address details, however, call takers must still confirm this location with the caller.

911 Emergency Services
Call 911 when a situation requires immediate police, fire or emergency medical response.
  • Police Services: Crime in progress or one has just occurred
  • Fire Services: to report a fire, a trapped person in need of rescue, and incidents with hazardous materials
  • Emergency Medical Services: To report life threatening medical emergencies that require an ambulance

311 City Services
Call 311 to request city services and to report situations not requiring a police response.
These include general city service reports and non-emergency police services.
  1. City Services: include problems or information regarding garbage collection, potholes, street lights, etc. special events and dates and locations for CAPS beat meetings.
  2. Police Non-Emergency services: situations that do not pose an immediate threat to life, bodily injury or major property damage or loss such as:
    1. Filing a police report
    2. Or reporting a situation that doe not require an immediate police response such as:
      1. Pick-pocketing
      2. Auto theft
      3. Or any other offense where the suspect is no longer at the crime scene

Remaining Anonymous
911 call takers share the names of citizens calling 911 when they need to speak with an officer. However, if the event is considered a general "disturbance" (e.g. barking dog, loud music, etc), it's not imperative that the name is shared with the officer. "Air time is precious", therefore, time is saved on the call by sharing only the pertinent information needed to address the situation.

There are incidences, however, that citizens may want to ensure anonymity when making these service calls. According to printed information prepared by the OEMC, 911 "are required to ask callers reporting gang and drug related incidents whether they would like to remain anonymous. As a result, the 911 dispatcher and the officer receiving the call do not see the callers name or address. Any person reporting a crime may inform the call taker that he/she wishes to remain anonymous.

While citizens who witness serious crimes have an obligation to come forward and cooperate with law enforcement authorities, it is the policy of the Chicago Police Department and the Office of Emergency Management and Communication to honor citizen requests to remain anonymous whenever possible."
  1. Clearly state your request to remain anonymous to the 911 call taker
  2. Your information will not  be available to the police dispatcher and not sent to police personnel assigned to investigate the incident
  3. If you call 911 again with additional information, you must request to remain anonymous again, as another call-taker may take your call
  4. Do not mistake basic police investigative techniques as ignoring your wish to remain anonymous. Police officers have a duty and an obligation to canvass crime scenes for potential witnesses. Without knowing you called and request to remain anonymous, police may knock on doors in the surrounding area attempting to locate potential witnesses.

Court Advocacy Reports
Court advocates have been following cases regarding:
  1. Los Recuerdos: There is a business affairs hearing December 9th at 9:15am at City Hall. Los Recuerdos (just East of our Beat at 2315 W. Fullerton Ave), is currently voluntarily closed as a result of a second incident of gang related gun violence. There is also an ongoing criminal case against the shooter in the most recent offense, Victor Torres, that Court Advocates are also pursuing. The next court date is January 7th, 2015.
  2. The 2011 New Year's Eve rape at Congress Theater: The court case for Charles Chuning is scheduled for December. 
  3. There is a January 2015 hearing set for Anthony Jones, a notorious criminal in our Beat, who is facing charges of robbery, criminal sexual assault and resisting arrest.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Residents in this section have reported ongoing issues with loud, disruptive noise during the late evening and early morning hours from the back patio of the restaurant, Table, Donkey and Stick at 2728 W. Armitage Ave. It was reported that the restaurant has a license to sell alcohol within their outside back patio until 11pm during weekdays and Midnight on weekends. However, residents are being disturbed by noise beyond these hours, sometimes as late as 1:30am. Some residents believe the noise might also be from employees using the back patio of the restaurant after it has closed. The noise is reportedly worse on the weekends. Despite efforts made by residents calling the restaurant directly to address the noise, it remains a continuing problem. SGT Giambrone mentioned that officers will followup with the restaurant to address these issues.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – There were no representatives of Congress Pizza in attendance at the CAPS meeting. This is the second Beat 1431 CAPS meeting that representatives from Congress Pizza have not attended, despite it being a city ordinance requirement. SGT Giambrone reported that Congress Pizza received a city order within the last month to retain the retired police officer they have been employing to lead their security efforts. SGT Giambrone also mentioned that since the last Beat meeting he was not aware of any 911 calls for fights, drug dealing or other criminal activity that Congress Pizza has been challenged by in the past. There is also a court order dictating that Congress Pizza cannot open their back door to the alley unless they are receiving shipments of food. Delivery drivers cannot park in the alley or use these alley doors to pickup pizzas for delivery. Residents are encouraged to call 911 if they observe any violations to these rules.
2) Congress Theater – Shortly before Halloween, police officers discovered an illegal party occurring inside Congress Theater. An apartment renter in the building managed to get keys to one of the street level storefronts in the building located on the Rockwell corner of the building. There are currently no valid business licenses for the Congress Theater storefronts and the renter was cited for illegally using this particular storefront and charging $5 for entry to the party. SGT Giambrone notified the city business affairs department of this activity, and the liquor commissioner promptly contacted the lawyer of Congress Theater to address this violation. SGT Giambrone praised the residents near Congress Theater and the business affairs department for their vigilance in recognizing and addressing this illegal activity at Congress Theater.
3) Representatives from Concord Music Hall were in attendance and had no significant issues to report. SGT Giambrone remarked positively that Concord Music Hall has been maintaining legal and responsible business practices.
4) SGT Reyes reported that he responded to an incident of graffiti on the 2500 block of N. Palmer.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Los Recuerdos has voluntarily closed their business and has an upcoming Chicago Business Affairs hearing December 9th. Residents interested in this hearing are encouraged to attend (see above under Court Advocacy)
2) An incident of female sexual harassment reportedly occurred on Western Ave. SGT Reyes requested that the individual who received this harassment call the police to help validate the identity of the offender. 
3) CAPS Community Facilitator, Vicky Schmidt, shared an email she received from a resident who reportedly witnessed a drug deal at Maplewood and Lyndale in early November. This resident called 911 and provided the license plate of the vehicle involved. There was no further detail available about this incident or information from the police.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) SGT Reyes reported that the "Kiss & Go" program in place for parents dropping their children off at Goethe Elementary on Rockwell St. is working well based upon his most recent visit. Alderman Moreno's office is still pursuing traffic studies around the school assessing traffic flow and safety. There remain issues with illegal parking and driving practices on streets surrounding the school. SGT Reyes and officers are trying to rotate their police presence to help improve these practices, issuing citations as necessary.
It is also still unknown whether the school has been able to recruit "parent patrols" to help direct traffic, especially on the bordering streets of Rockwell St. and Talman Ave.
2) A Talman and Lyndale corner street and stop sign has been knocked down for a week and a tow zone sign has also been removed remains missing. Residents have reported this via 311 City Services.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
There were no issues reported in this section.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) CAPS Community Facilitator, Vicky Schmidt, reported that the care taking son of the elderly woman residing on the 2400 block of Campbell has died. Community members have shared their concern for this woman who has been reportedly wandering the area and requesting rides from strangers. She has received help from Police and Fire Dept. services, and is hopefully getting the care she needs, especially now with the loss of her son. There was no further information regarding her situation.

General Announcements
Officer Chavez reported that theft ($500 and under) increased over the last 2 months in Beat 1431. Some of these cases involved property stolen from the trunks of cars. Officer Chavez emphasized that criminals are watching people place items in the trunks of their cars. After they leave their cars, the criminals either break into the trunk or the front seat to pop the trunk from the inside. Therefore, she strongly urges people to place items in trunks before arriving at their next destination.

Catalytic converters have also recently been stolen from cars, especially SUVs that have greater ground clearance making it easier for criminals to saw it out. Some of these incidences have occurred on Campbell Ave. during the evening hours.

Court Advocacy Reports
Court advocates have been following cases regarding:
  1. The 2011 New Year's Eve rape at Congress Theater: Terrance Ford has pled guilty to aggravated sexual assault and has been sentenced to 11 years in prison. The case against Charles Chuning in this crime is pending until Sept. 25th. 

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) At the last CAPS meeting, residents reported observing a growing number of bikes being sold at EZPawn at 2138 N. Milwaukee and wondered if (and/or how many of) the bikes might be stolen. Coincidentally, on August 13th, CBS Chicago reported that a different EZPawn location at 3711 W. Fullerton was indeed selling stolen bicycles. Residents remain concerned that the 2138 N. Milwaukee EZPawn could be selling stolen bicycles. There is also concern that bike sales at this EZPawn are competing with the bicycle shop immediately adjacent to them.
Officer Chavez emphasized again the importance of bike owners to register the serial number of their bikes with the city. Having this record is the most reliable way to prove ownership of a stolen bicycle. PO Chavez in the past has also recommended placing your name underneath your bicycle seat as another form of identification.
2) A resident shared an incident of discovering his stolen property at the EZPawn at 2138 N. Milwaukee (this property did not include bicycles). The property was returned (after the original owner had to buy it back at the same price the pawn shop paid for the items). This resident chose not to file a police report.
3) Residents also voiced concern that EZPawn caters to a drug using patrons in the area.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – There were no representatives of Congress Pizza in attendance at the CAPS meeting despite this being a requirement. Last meeting, a legal representative for the Lombardi family (owners of the business) was in attendance and articulated that he would be in attendance at all bi-monthly Beat 1431 CAPS meetings. Meanwhile, SGT Giambrone reported that individuals were illegally using the parking lot of the restaurant to work on their cars. Otherwise, there were no remarkable calls of service.
2) Representatives from Concord Music Hall were in attendance and had no issues to report.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There were no reports of 911 calls in regards to a reported concern from last CAPS meeting of potential drug dealing near or within the Renaissance apartment building near Palmer and Lyndale. 
2) SGT Giambrone extended his appreciation to residents of this section who greatly assisted police in arresting an offender who rear ended a car on Fullerton and tried to flee the scene heading South on Rockwell. Residents recognizing suspicious behavior, used their mobile devices to capture the offenders entering neighbors yards attempting to flee arrest and approached officers on Maplewood to share this footage. The police were able to use this information from residents to track down the offenders. All suspects were arrested by the police due to the help of the residents in the area. SGT Giambrone greatly appreciated the support he and his officers received from the community and "can't thank them enough" for their collaboration.
3) A resident shared a recent frustrating experience attempting to file a police report online after her car was burglarized. In addition to a window being broken, property was stolen from the vehicle. The online application required a crime to categorize the claim. The resident chose "vandalism", however, the claim was rejected requiring the resident to submit a new claim. According to Officer Chavez, the online application might not be optimized for claims that involve several types of crime. Therefore, she recommended that residents call the police department to file cases that involve multiple offenses.
4) Within 2 weeks of re-opening due to a past shooting incident, Los Recuerdos (just East of our Beat at 2315 W. Fullerton Ave), was again host to gang related gun violence. SGT Giambrone reported that the shooting occurred 2 weeks ago, during the early morning of Saturday September 6th, involving a patron exiting the club and shooting 6 rounds at a car containing rival gang members (Popes, according to SGT Giambrone) with a 25 caliber gun directly in front of the club. SGT Giambrone also reported that the bouncer of the club did not do anything to detain the shooter as he was firing his weapon or call 911 to report the crime as it was happening. SGT Giambrone also reported that no individuals were struck by the gun fire. City officials and departments are in the process of addressing this latest incident with the establishment owner.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Officer Chavez reported that Goethe Elementary School has implemented a Kiss & Go program and there have been no issues reported so far. It is not known, however, if this program includes Talman Avenue where residents have reported traffic congestion and illegal parking by parents/guardians double-parking along Talman and blocking garages along Lyndale to drop off school children. Vicki Schmidt asked if there was a parent or children patrol program and Liz Rios reported that there has been an absence of parents helping to patrol the school drop off and pickup traffic. SGT Giambrone suggested that Goethe attempt to utilize the Dunkin Donut's parking lot on Fullerton which is half a block away for parents to park and walk their kids to the school. The police and residents are hopeful a safe and legal solution can be implemented.
Another resident also voiced concern at excessive speeding on Rockwell during the afternoon pickup hours (approximately 3pm) at the school. Parents/guardians have also been seen illegally driving the wrong way on Rockwell to try to expedite picking up their kids.
Officer Chavez reported that the Alderman's office is working with CDOT to do a traffic study to help alleviate the traffic issue on Rockwell. Officer Chavez also said that she will followup with Goethe Elementary School at the next "school principal's meeting" October 1st on the illegal driving and parking practices during both drop off and pickup periods.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The large group of transient "Travelers" that were reported loitering and panhandling in and around the skate park and dog park 2 months ago have left according to SGT Giambrone and Officer Chavez. Residents have seen a few members last week loitering under the expressway embankments near Western. As reported at the last meeting, these groups are believed to be involved in drug abuse. Residents are strongly encouraged to not give money or provide other needs for these panhandlers to discourage them from returning to this area. If residents observe any alcohol or drug use by these individuals they should call 911 to report these crimes. A resident from Wicker Park (outside Beat 1431) reported seeing "Rail Riders" walking along Milwaukee Ave South of North Ave. wearing all black clothing vs. combat inspired clothing and asked officers if these individuals are changing their "uniforms". PO McNamara responded to this question and explained that he was not aware of a change of uniform and that Wicker Park in general attracts a variety of people of equally diverse associations.
2) Officer Chavez reported that the home invasion shooting crime on August 11th on the 2400 block of North Talman was drug related. There was an arrest made at this property.
3) An elderly woman that resides on the 2400 block of Campbell has been reportedly wandering the area and requesting rides from strangers. Concerned residents are hoping that she receives the attention that she deserves to prevent her from causing herself any harm. Police and fire departments have helped this individual after calls of service have been made. Residents in this section are being asked to keep an eye out for her and call for help as need be. She is described as being very recognizable as "dramatic, glamorous and adorable", often seen waving down traffic in the area. She needs help from the community to keep her safe. PO Chavez mentioned that she spoke with this woman's son and he claimed that he is taking steps to provide a care giver to help support her.

Strategies to Address New Problems
Neighbors are encouraged to create and use phone trees to alert neighbors of new problems on their block in addition to calling 911. Posting problems on EveryBlock Chicago was also suggested. Getting to know your neighbor is important.

14th District National Night Out, August 5th 2014
Join us for America's National Night Out Against Crime and enjoy a free, fun and entertaining evening. The event occurs on Tuesday, August 5th from 5pm to 8pm at the 14th District Police Station parking lot at 2150 N. California Ave.


Arrest Report 
The highest number of crimes in our Beat over the last 2 months involved the theft of items worth $500 or less. SGT Reyes recommended that people keep bicycles that are visible outside locked and serial numbers registered (even if they are on upper floors of buildings on balconies or back porches). SGT Reyes also strongly urged residents not to leave any possessions visible in cars - even old bags that are visible inside a car could be mistaken to contain something of value and result in break-ins.

Court Advocacy Reports
Court advocates have been following cases regarding:
  1. The 2011 New Year's Eve rape at Congress Theater. Court appearances are still occurring and plea agreements are still pending.
  2. The murder case involving the VTC graffiti tagger known as "Wicked" who allegedly stabbed tagger "Chip" to death, January 21st, 2012
  3. Anthony Jones who has been charged with criminal sexual assault and battery to police officers. A trial date might be set as soon as September.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) A resident reported concerns that street blockades used during the upcoming Blue Line maintenance work the weekend of July 26th could restrict access (in and out) of the Bingham block party that is also scheduled for the 26th. Police officers were also invited to stop by the block party and to help ensure it ends peacefully at 10pm.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Congress Pizza – a legal representative for the Lombardi family (owners of the business) was in attendance and shared several actions being undertaken to improve its standing in the community. These actions include:
  1. The hiring of a former Chicago Police officer for security a few nights a week
  2. Installation of working surveillance cameras
  3. Requirements that all employees call the police if any criminal activity is witnessed
  4. The firing of a bartender
  5. Prevention of a known prostitute from loitering at or near the property
  6. Monitoring the parking lot at least twice a day (mornings and evenings)
  7. Drivers are being fired for not following orders
  8. Pizza delivery drivers are not allowed to block the alley behind the property. If residents witness this behavior, they should call 911 for illegal use of the thoroughfare.
Also, in response to a question from a resident whether Congress Pizza drivers are being tested for drug use, the attorney said that he is currently not able to legally enforce drug testing on the drivers unless he is made aware of previous case files that indicate otherwise. This question was asked due to a history of Congress Pizza delivery drivers being known to be drug users. PO Komo mentioned that he has seen a known peddler in front of the property. The attorney said he does not work for Congress Pizza and that this peddler should not be allowed to be there.

The legal representative also mentioned that he does not expect changes to happen overnight, but is optimistic that there should be noticeable changes by Fall. The attorney is expected to attend the bi-monthly Beat 1431 CAPS meetings from now on. 

2) Residents have noticed a growing number of bikes being sold by EZPawn on Milwaukee and are wondering if (and/or how many of) the bikes might be stolen. SGT Giambrone and SGT Reyes emphasized the importance of bike owners to register the serial number of their bikes with the city. SGT Reyes emphasized that if the bikes are not registered with the city, it is extremely difficult for law enforcement to prove that the bikes are stolen. PO Chavez also recommended placing your name underneath your bicycle seat as another form of identification. Lastly, there was also a question raised by residents as to whether EZPawn has a license to sell goods (such as bikes) on the sidewalk directly in front of the property.
3) SGT Giambrone reported that the Concord Music Hall has been a "good neighbor" so far and that there has been a noticeable impact since the Congress Theater has closed – one resident added that it has been much "calmer" in the community since its closing.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Residents reported concern of potential drug dealing near or within the Renaissance apartment building near Palmer and Lyndale. A suspicious young individual on a bike has been consistently seen by residents in this area and was described as being  5' 8", with dark complexion, black hair, and often seen wearing a baseball cap. SGT Reyes encouraged residents to call 911 and take photos if they see any suspicious activity. Residents also asked if the police could patrol the alleys in this section more frequently.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Due to the summer break at Goethe Elementary School, there have not been recent issues with illegal parking blocking garages and streets bordering the school. Residents expect this problem to recur once school begins again in September. SGT Reyes mentioned conversations with the school will be conducted to try to alleviate the illegal parking practices of parents dropping off their children. Liz Rios mentioned that a Parent Patrol was organized and trained at Goethe Elementary but it apparently has not been consistently maintained.
2) A resident also voiced concern for pedestrian safety recalling a recent death of a resident who was backed over by a car on Rockwell in front of the school due to traffic congestion.
3) Residents periodically have been calling 911 to report extremely late night/early morning (Midnight - 3am) basketball playing at the Goethe Elementary school play lot and request that the police help monitor the playground to discourage late night basketball playing that can be disruptive to the neighboring homes.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There were no additional incidences of shots being fired in the alley between Washtenaw and Fullerton since the initial shots reported on 5/11/2014 @ 6:30am. SGT Reyes confirmed there were no victims involved in the shooting, however, there was property damage that is being addressed.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The resident living within the 2400 block of North Artesian who was believed to be dealing drugs has reportedly moved outside our community. Residents appreciated the additional police attention to this matter and believe this played a role in dispersing the drug activity.
2) Large groups of transient "Travelers" have been loitering and panhandling in and around the skate park and dog park in this section. There have also been concerns raised for the health and well-being of the dogs that they keep with them. Some of these transients are believed to use dogs to help their case in receiving money and food. These groups are also believed to be involved in drug abuse. Residents are strongly encouraged to not give money or provide other needs for these panhandlers to discourage them from returning to this area. If residents observe any alcohol or drug use by these individuals they should call 911 to report these crimes.
3) Street lights on the 2400 and 2500 blocks of Artesian have been reportedly out for the last 2 weeks. Residents have called 311 but were informed by SGT Reyes to also call the alderman's office (Ald. offices tend to be more responsive to these requests).

Neighbors are encouraged to create and use phone trees to alert neighbors of new problems on their block in addition to calling 911. Posting problems on Every Block was also suggested. Getting to know your neighbor is important.

Condolences were made for Detective Dennis McLaughlin who died unexpectedly of a heart attack on Feb 6.

Earth Day
Earth Day will be celebrated at the Humboldt Park Boat House, 1359 N. Sacramento on Saturday April 26 from 9:00 am to 3:00 pm. It is sponsored by Block Club Federation, Friends of the Park and the Chicago Park District.

Arrest Report
1) There were 18 arrests for the reporting period since the last CAPS meeting. 
2) An arrest was made in the far South Side for the man committing robberies on the Blue Line. He was discovered through community alerts.

Reported Shots Fired
There was a report of 5 shots fired in the alley on the North side McLean on March 11.

Graffiti/Tagging
There has been increased graffiti and tagging reported in all areas of our Beat 1431. Please report all graffiti and tagging to 311. Court Advocates have been following graffiti cases where taggers have been sentenced to clean up graffiti and tagging.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Bernardo Catalan, reported to be a Spanish Cobra who lived on Bingham Street, was shot and killed at Cortland and Rockwell on March 11. The Spanish Cobras and the MLDs have been in gang conflicts near there.
2) The house on the 2700 block of W. Francis Place where known Spanish Lords used to hang out, has been sold and no gang members have been seen recently.
3) There was an arrest for graffiti on the 2000 block of Point.
4) There was an arrest for delivery of cocaine from Des Plaines.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Five gun shots were fired on March 11th between 5:00 pm and 6:00 pm in an alley north of McLean Ave. There were no victims and no vehicles were hit. Two black males, 5’6” to 6’, one with braids, were seen hanging out nearby.
2) Congress Pizza has been found in violation of many city codes and is being forced by the city to meet the nuisance agreements made with the Department of Business Affairs in 2012. No new calls to 911 have been made in the past two months. There was an online report that a patron found a cockroach in his pizza.
3) There were two battery charges at the Concord Music Hall. On Feb 15th, there was an altercation inside with 4-5 guys fighting who then got aggressive with the Concord security.  On March 8th, at a rock show there was a moshing incident inside the club and a fight broke out. One guy was hit and broke a tooth. 911 was called both times and there was one arrest each night.
4) There was an arrest on Feb 27th when a rifle was pointed at a victim inside a house on the 2000 block of N. Campbell.
5) Alexander, the nephew of Anthony Jones, a known gang member, turned himself in for shooting and killing someone in another district.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Parents are still leaving their cars parked illegally when dropping their kids off at Goethe School. Sgt Reyes said police have been going by and saw they are double parking but didn’t see them blocking the streets. They will check Lyndale and alleys for garages being blocked in the area. Sgt Reyes will bring this up at a Parents’ Patrol Meeting.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Neighbors are concerned about a Motorcycle Club in the building on the north west corner of Rockwell and Fullerton. The building had huge letters MFFM on the front windows. There was concern that those letters stood for Mongols Forever Forever Mongols, (a notorious and dangerous national motorcycle club). Sgt Reyes said the police knew about this when the building was leased 5 months ago and that it was not the Mongols Motorcycle Group, rather the Mexteca Motorcycle Club.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) There is one homeless man along the Kennedy Expressway between Western and Artesian that has a huge and growing pile of trash. He has been seen fighting with another man, who drives up in a small white car with a license plate that begins with R19. They are fighting over garbage cans and trash is getting spilled all over the area. Sgt Reyes suggested that the Alderman’s office be contacted. Chicago Streets and Sanitation has to post a notice in advance saying that the area will be cleaned up before they can come in clean the area.action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

Neighboring Beat Report: 2300 block of Altgeld and Montana
1) Police have been checking this area but have not seen any problems.
2) Los Recuerdos Nightclub on the 2300 block of Fullerton, where there was a recent shooting, remains closed for building violations.

General Announcements
The14th district had a successful 2013 holiday season of giving. Food shelter contributions were made to the Chicago Food Depository and local pantries. Toys were distributed to multiple families in need, as well as to domestic violence shelters and local churches such as St. Sylvester's and Armitage Baptist Churches. SGT Reyes thanks the community for their donations on behalf of Beat 1431 and the greater 14th District.

Residents should not attempt to reserve street parking spots during this Winter. The practice of "dibs" is no longer tolerated in the city.

Residents should call 311 to report animals that are left outside homes in extreme cold temperatures. These calls will likely be forwarded to the animal control department which will lead to scheduled visits with offending pet owners.

There were a couple incidences of dangerous levels of carbon monoxide levels in homes over the last couple of months. SGT Giambrone encourages all property owners to ensure they have working carbon monoxide detectors installed (replacing batteries at least twice a year).

To decrease the likelihood of theft from buildings, SGT Reyes urges residents to always keep doors and windows locked and invest in light timers to make the property appear inhabited when away. It is also a good idea to notify trusted neighbors when being away for a prolonged period of time to keep an eye on the property and pickup mail and newspapers that might accumulate while gone.

PO Chavez warned residents that there has been a pattern of forcible entries targeting seniors in which the criminal pretends to be a utility worker (such as Water Dept., ComEd, etc) and requests access into the home. A common trick these imposters use is to claim there is a water main leak down the street requiring access to your home. These criminals also have props such as reflective vests and other items trying to make themselves look more legitimate.  PO Chavez mentioned that a legitimate utility worker will only visit a home if there has been a prior scheduled appointment (likely via phone). Residents should always ask a for an ID from these individuals to better ensure they are legitimate and ask for a phone number to call to confirm the appointment.

Crime Report
Notable reports over the last 2 months:
  1. Domestic Battery increased from 3 cases to 8, which according to SGT Reyes is a typical increase during colder months where people are more frequently indoors increasing the likelihood of escalating arguments. 
  2. Motor vehicle theft reports doubled from 4 to 8, some of these reports are believed to be for cars that were towed because they were parked in snow being plowed. Residents are encouraged to be mindful of posted snow tow zone parking spots. 
  3. There was an increase in cases of thefts totaling greater than $500. SGT Reyes commented that this is typical during the holiday season with delivered packages being stolen from front entryways of properties. PO McNamara added that some of these criminal offenders were caught based on strong eye witness accounts from neighbors who called 911.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Good news was shared by residents that the infamous problem property on the 2700 block of W. Francis Pl. has apparently been sold or foreclosed and the Spanish Lord gang members who resided there have packed up all their belongings and are gone. It is believed that one of these gang members has now moved onto Rockwell just North of CVS. Residents are encouraged to stay vigilant in this area and the police are doing the same.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Owners of Congress Pizza are expected to attend an upcoming city meeting to address multiple building violations while the business remains open. The Chicago Department of Business Affairs last met with Congess Pizza in December and identified specific items to address or the business would incur extremely costly fines. Residents are encouraged to follow up with the 1st Ward Alderman's office for further information.
2) A felony arrest was made on Anthony Jones for robbery, attempted criminal sexual assault and fighting with the arresting officers. Anthony Jones has a criminal history and resides on the 2200 block of Campbell. The criminal court date was not known at the time, Court Advocates plan to follow up and potentially attend the hearing.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Los Recuerdos (just East of our Beat) is still closed due to multiple business violations. When it was open, this has been a problem property over the last several months.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) During the evening of 12/30/2013, two properties on the 2600 block of Lyndale were vandalized with MLD gang graffiti. Residents called in the graffiti to 311 and the city department painted over the graffiti on one property (within 24 hours) but neglected to remove the graffiti on the vinyl siding of the other property.
2) Parents/guardians continue to park their cars illegally when dropping their kids off at Goethe Elementary School. They continue to block driving lanes and garages along Talman, Belden and Lyndale. 911 calls are being made to tow cars that are blocking garages along Lyndale. This is a consistent problem weekday mornings between 7:30am and 8am. SGT Reyes notified the daytime Beat officers to monitor the traffic flow problems and to discourage the illegal parking in alleys, they parked their police cars at the entrances. Despite these periodic efforts, the illegal parking continues.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) There remains a few homeless individuals loitering at the Kennedy expressway and Artesian. Officers have been dispersing several of the homeless congregations in the area. Notices are being posted to communicate that loitering is prohibited. This is a district and citywide problem.
2) Tile Outlet continues to get tagged repeatedly and might benefit from having a mural created to cover the area as well as a camera installed to capture the vandalism.

Neighboring Beat Report: 2300 block of Altgeld and Montana
1) SGT Reyes mentioned that he visited the 2300 block of Altgeld and Montana very frequently to investigate previous resident reports of drug activity. Neither SGT Reyes nor the Gang and Tactical police teams were able to identify any of the described criminal activity.
