Meeting Minutes
November 21st, 2013

The next meeting is scheduled for Thursday, January 16th, 2014, 7:00pm at Haas Park Field House, 2402 N. Washtenaw.

General Announcements
SGT Reyes and SGT Giambrone both mentioned the importance of staying vigilant during the holiday season, a time in which our Beat typically experiences an increase in burglaries. SGT Reyes encouraged people not to leave delivered packages on their doorsteps during the holiday season to minimize thefts (move them inside locked vestibules if possible). SGT Giambrone also suggested cutting down boxes that contain high value, desirable consumer products (such as big screen tvs and game consoles such as the new XBox or PS4) and dispose of the box pieces in black garbage bags. Leaving these large or recognizable boxes outside in the alley is an invitation to a potential robbery.

14th District Thanksgiving Food Drive: Nov. 1st - Dec. 21st, 2013
The "Thanksgiving Food Drive" benefits 14th District residents in need. Please bring any unopened, non-perishable food items to the 14th District Police Station any time from November 1st through December 21st, 2013.

16th Annual Domestic Violence "Tree of Hope" Lighting Ceremony & Prayer Vigil: Thursday, Dec. 5th, 2013, 6pm at the 14th District Police Station
Please join us as we remember victims who have died as a result of domestic violence and pray for those who are challenged by domestic violence in their homes. All are welcome! The event will take place at the 14th District Police Station at 2150 N. California Ave. For more information, please contact the 14th District Community Policing Office at (312) 744-1261.

14th District Christmas 2013 Toy Drive: Now through Wednesday, Dec. 18th, 2013.
There are many children this year for whom Christmas will just be another day. Help bring joy to a child this holiday! Call the 14th District CAPS office to donate new, unopened, unwrapped, toys for children 14 years and under. Questions call (312) 744-1261.

Arrest Report
There were a total of 33 arrests made since the last Beat 1431 CAPS meeting. For a complete listing of crimes during specific time periods visit ClearMap.

14th District Court Advocacy Reports
1) A court advocate following the Dec. 31, 2011 New Years Eve rape and robbery crime that occurred outside Congress Theater, reported that one of the offenders, Aanwar Barbour pleaded guilty, and will serve 7 years in prison. The other charged offenders are still awaiting trials.
2) A court advocate mentioned that there is an upcoming trial date involving the graffiti tagger, Kristopher Klimala, known as "Wicked", who was involved in a deadly altercation at Western and Armitage back in January 2012.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) The Spanish Lord gang members residing on the 2700 block of W. Francis Pl. are now believed to have left according to residents and police officers. There were no calls of service reported for this property since the last Beat meeting.
2) Residents reported an increase in green tagging in the area, particularly near the 7 Eleven convenience store near Armitage and California. Officers did not have information as to whether there was any significance to this color.
action: Residents are urged to continue calling 911 to report the ongoing gang and criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) The owner of the pit bulls that killed a neighborhood dog on the 2400 block of Palmer back in July has been charged on multiple accounts and incurred approximately $4600 in fines. Residents also reported that this dog owner may no longer be in the neighborhood, however, SGT Reyes could not confirm or deny this report.
2) The 14th District police officers stepped up their patrol of Congress Pizza since this establishment recently received their liquor license after it was revoked. SGT Giambrone reported that there is currently less criminal activity at this property than what has been experienced in the past. SGT Giambrone also noted that the owner of Congress Pizza was not present at this CAPS meeting, despite being expected to attend. An upcoming 1st Ward Alderman meeting was believed by some residents to be occurring within the next week regarding the status of this establishment.
3) Neighbors have reported via facebook a number of burglary/break-ins on the 2100 block of N. Campbell between August and October of this year. SGT Reyes responded to this report that the police have been aware of this situation and were able to make a couple arrests on individuals who were stealing large, central AC condenser units from properties in the area.
4) SGT Giambrone celebrated officers: Cordero and Rivera (in attendance) for responding and arresting offenders who mugged and physically injured 2 victims (one had to be hospitalized) on the 2400 block of Armitage, tracking the offenders outside of Chicago and into Berwyn. Most of the valuables from these victims were recovered as well.
5) There was a battery reported at the new music venue, Concord, at 2047 N. Milwaukee. SGT Giambrone did mention that this music venue has been responsible, attentive and responsive in comparison to the previous establishment at this location. A representative of Concord was also in attendance at the CAPS meeting, shared some of the security measures they are taking to maintain control of their patrons and requested that neighbors share with him any complaints and concerns for them to address.
6) A resident reported a shooting incident at Campbell and Palmer last weekend (weekend of the 16th). SGT Giambrone reported that he responded to the 911 calls and believes it is gang related (possibly the Satan Disciples). The police are following up with information they are gathering for this crime. The property is on the 2500 block of West Palmer.
7) PO McNamara mentioned that Anthony Jones, who has a criminal history and resides on the 2200 block of Campbell, has recently been verbally threatening individuals. He is periodically seen walking his dog in this neighborhood and residents are advised to be careful when dealing with him and to not pet his dog.
action: Residents are strongly urged to call 911 to report shooting, illegal parking and any illegal patron or employee behavior at the Congress Theater, Concord and Congress Pizza.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There were no reports from this section.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Parents continue to park their cars illegally when dropping their kids off at Goethe Elementary School. They continue to block driving lanes and garages along Talman, Belden and Lyndale. 911 calls are being made to tow cars that are blocking garages along Lyndale. This is a consistent problem weekday mornings between 7:30am and 8am. Liz Rios mentioned that this is a problem throughout the city and that "parent patrols" can be an effective means of minimizing this behavior. It is unclear if Goethe Elementary has a Parent Patrol that manages traffic on the Talman side of the school.
2) The Ultra Lounge night club is no longer in business at the corner of Talman and Milwaukee.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) 911 calls were reported in response to "30 people fighting" on the 2700 block of N. Fullerton late evening/early morning of 9/29 and 9/30. There was no further information regarding this event.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) 14th District police, including Beat Officer McNamara, were able to minimize the growing number of homeless individuals along the Kennedy Expressway between Western and Artesian that were becoming a health hazard and nuisance to neighbors.
2) A shooting was reported at Los Recuerdos (located on the 2300 block of Fullerton just East of Western outside our Beat) on Oct. 19th. SGT Giambrone mentioned that the police have increased attention to this location and have made arrests, including a bouncer illegally smoking on the premises who also had a warrant out for his arrest. SGT Giambrone also reported that officers are trying to educate promoters of particular DJs of the potential their acts have in inciting gang violence that can lead to shootings.
3) There was a resident report of potential drug sales occurring in the alley across from the dog park at Logan Blvd. and Artesian. The activity is believed to be happening during the evenings – individuals walk out of the building to cars waiting outside in the alley.

Neighboring Beat Report: 2300 block of Altgeld and Montana
1) SGT Reyes reported that 14 District officers and "tag teams" were alerted to this problem area after reports of criminal activity from the last Beat CAPS meeting, however, he reported that no criminal activity was observed during these attempts. A resident from this area maintained reports of continued criminal activity in this area involving a Latino woman in her late 30s to early 40s in a black, 4 door Nissan Rogue that has been selling heroin on the 2300 blocks of Altgeld and Montana. This has been happening both during the day and in the early evening. The vehicle has temporary license plates that seem to change between 2 different versions.
2) There have also been problems of pre-game partying and drinking in this area Friday and Saturday nights between 10pm and 3am. Especially in the areas of Avondale and Western.
