General Announcements
SGT Reyes and SGT Giambrone both mentioned the importance of staying vigilant during the holiday season, a time in which our Beat typically experiences an increase in burglaries. SGT Reyes encouraged people not to leave delivered packages on their doorsteps during the holiday season to minimize thefts (move them inside locked vestibules if possible). SGT Giambrone also suggested cutting down boxes that contain high value, desirable consumer products (such as big screen tvs and game consoles such as the new XBox or PS4) and dispose of the box pieces in black garbage bags. Leaving these large or recognizable boxes outside in the alley is an invitation to a potential robbery.

14th District Thanksgiving Food Drive: Nov. 1st - Dec. 21st, 2013
The "Thanksgiving Food Drive" benefits 14th District residents in need. Please bring any unopened, non-perishable food items to the 14th District Police Station any time from November 1st through December 21st, 2013.

16th Annual Domestic Violence "Tree of Hope" Lighting Ceremony & Prayer Vigil: Thursday, Dec. 5th, 2013, 6pm at the 14th District Police Station
Please join us as we remember victims who have died as a result of domestic violence and pray for those who are challenged by domestic violence in their homes. All are welcome! 14th District Christmas 2013 Toy Drive: Now through Wednesday, Dec. 18th, 2013.
There are many children this year for whom Christmas will just be another day. Help bring joy to a child this holiday! Call the 14th District CAPS office to donate new, unopened, unwrapped, toys for children 14 years and under. Questions call (312) 744-1261.

Arrest Report

14th District Court Advocacy Reports
1) A court advocate following the Dec. 31, 2011 New Years Eve rape and robbery crime that occurred outside Congress Theater, reported that one of the offenders, Aanwar Barbour pleaded guilty, and will serve 7 years in prison. The other charged offenders are still awaiting trials.
2) A court advocate mentioned that there is an upcoming trial date involving the graffiti tagger, Kristopher Klimala, known as "Wicked", who was involved in a deadly altercation at Western and Armitage back in January 2012.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) The Spanish Lord gang members residing on the 2700 block of W. Francis Pl. are now believed to have left according to residents and police officers. There were no calls of service reported for this property since the last Beat meeting.
2) Residents reported an increase in green tagging in the area, particularly near the 7 Eleven convenience store near Armitage and California. Officers did not have information as to whether there was any significance to this color.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) The owner of the pit bulls that killed a neighborhood dog on the 2400 block of Palmer back in July has been charged on multiple accounts and incurred approximately $4600 in fines. Residents also reported that this dog owner may no longer be in the neighborhood, however, SGT Reyes could not confirm or deny this report.
2) The 14th District police officers stepped up their patrol of Congress Pizza since this establishment recently received their liquor license after it was revoked. SGT Giambrone reported that there is currently less criminal activity at this property than what has been experienced in the past. SGT Giambrone also noted that the owner of Congress Pizza was not present at this CAPS meeting, despite being expected to attend. An upcoming 1st Ward Alderman meeting was believed by some residents to be occurring within the next week regarding the status of this establishment.
3) Neighbors have reported via facebook a number of burglary/break-ins on the 2100 block of N. Campbell between August and October of this year. SGT Reyes responded to this report that the police have been aware of this situation and were able to make a couple arrests on individuals who were stealing large, central AC condenser units from properties in the area.
4) SGT Giambrone celebrated officers: Cordero and Rivera (in attendance) for responding and arresting offenders who mugged and physically injured 2 victims (one had to be hospitalized) on the 2400 block of Armitage, tracking the offenders outside of Chicago and into Berwyn. Most of the valuables from these victims were recovered as well.
5) There was a battery reported at the new music venue, Concord, at 2047 N. Milwaukee. SGT Giambrone did mention that this music venue has been responsible, attentive and responsive in comparison to the previous establishment at this location. A representative of Concord was also in attendance at the CAPS meeting, shared some of the security measures they are taking to maintain control of their patrons and requested that neighbors share with him any complaints and concerns for them to address.
6) A resident reported a shooting incident at Campbell and Palmer last weekend (weekend of the 16th). SGT Giambrone reported that he responded to the 911 calls and believes it is gang related (possibly the Satan Disciples). The police are following up with information they are gathering for this crime. The property is on the 2500 block of West Palmer.
7) PO McNamara mentioned that Anthony Jones, who has a criminal history and resides on the 2200 block of Campbell, has recently been verbally threatening individuals. He is periodically seen walking his dog in this neighborhood and residents are advised to be careful when dealing with him and to not pet his dog.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There were no reports from this section.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Parents continue to park their cars illegally when dropping their kids off at Goethe Elementary School. They continue to block driving lanes and garages along Talman, Belden and Lyndale. 911 calls are being made to tow cars that are blocking garages along Lyndale. This is a consistent problem weekday mornings between 7:30am and 8am. Liz Rios mentioned that this is a problem throughout the city and that "parent patrols" can be an effective means of minimizing this behavior. It is unclear if Goethe Elementary has a Parent Patrol that manages traffic on the Talman side of the school.
2) The Ultra Lounge night club is no longer in business at the corner of Talman and Milwaukee.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) 911 calls were reported in response to "30 people fighting" on the 2700 block of N. Fullerton late evening/early morning of 9/29 and 9/30. There was no further information regarding this event.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) 14th District police, including Beat Officer McNamara, were able to minimize the growing number of homeless individuals along the Kennedy Expressway between Western and Artesian that were becoming a health hazard and nuisance to neighbors.
2) A shooting was reported at Los Recuerdos (located on the 2300 block of Fullerton just East of Western outside our Beat) on Oct. 19th. SGT Giambrone mentioned that the police have increased attention to this location and have made arrests, including a bouncer illegally smoking on the premises who also had a warrant out for his arrest. SGT Giambrone also reported that officers are trying to educate promoters of particular DJs of the potential their acts have in inciting gang violence that can lead to shootings.
3) There was a resident report of potential drug sales occurring in the alley across from the dog park at Logan Blvd. and Artesian. The activity is believed to be happening during the evenings – individuals walk out of the building to cars waiting outside in the alley.

Neighboring Beat Report: 2300 block of Altgeld and Montana
1) SGT Reyes reported that 14 District officers and "tag teams" were alerted to this problem area after reports of criminal activity from the last Beat CAPS meeting, however, he reported that no criminal activity was observed during these attempts. A resident from this area maintained reports of continued criminal activity in this area involving a Latino woman in her late 30s to early 40s in a black, 4 door Nissan Rogue that has been selling heroin on the 2300 blocks of Altgeld and Montana. This has been happening both during the day and in the early evening. The vehicle has temporary license plates that seem to change between 2 different versions.
2) There have also been problems of pre-game partying and drinking in this area Friday and Saturday nights between 10pm and 3am. Especially in the areas of Avondale and Western.

General Announcements

14th District Blood Drive
The 14th District Blood Drive will be held Monday, Sept 30th from 12:00 to 5:00pm at the 14th District. The American Red Cross needs a minimum of 30 registered people to hold the event. Six more people are needed for this event.

14th District Halloween Party
The 14th District Halloween Party for youth 12 years old and under will be held Saturday, October 26th from 12:00 to 3:00pm at the 14th District. There will be spooky movies, face painting, arts and crafts, a costume contest and raffles and prizes. Admission is free to children accompanied by an adult. Volunteers and decorations are still needed.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Known Spanish Lords continue to gather at a house on the 2700 block of W. Francis Pl. One of the brothers who used to live there has left, while the other remains but has been less active and not seen loitering on the porch as frequently. There have been fewer calls for service, only 5 were reported in the last period.  There are reports that the house may be in foreclosure.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Neighbors reported that gang members have been loitering behind Congress Pizza selling drugs again and neighbors do not feel safe walking near the business. The back door to the restaurant has often been left open and drivers and other employee gather in the alley there with gang members.
2) Neighbors also reported that Congress Pizza is selling liquor again. In the summer of 2009, hearings with Congress Pizza and the Department of Business Affairs started because that business had become a nuisance to the community. Community meetings went on for a year and Congress Pizza promised to fix the problems. However, they didn’t and the problems returned with gangs, drugs, prostitutes, fights in the establishment and gun shots once again reported near the business. Meetings with the Department of Business Affairs were started again in 2012 and Congress Pizza lost their liquor license in Nov 2012. But they are now selling liquor again.  Police will follow up on this as no one knew the liquor license had been re-instated.
3) The Congress Theater is still closed and no new issues were reported.
4) There were disorderly conduct arrests near V-Live. One occurred on July 28th and three on Aug 11th. These were all before Concord Music Hall took over the club there. There have not been any reported problems since they took over.
5) Two Pit Bull dogs reportedly attacked and killed a smaller dog on the 2400 block of Palmer in July. An animal control investigation is pending according to the alderman’s office. The owner of the dogs will have to go to court. Police will get neighbors the court date and case information.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There were no reports from this section.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) People are still sitting in cars and drinking and throwing out bottles on Talman near Goethe School before and after events at the venues on Milwaukee Ave. The venues, like the Concord Music Hall and Ultra Lounge are encouraged to do special clean ups in that area after events.
2) Parents are leaving their cars parked illegally when dropping their kids off at Goethe School. They are blocking driving lanes and garages along Talman, Belden and Lyndale.  Sgt Reyes will bring this up at a Principals meeting that was scheduled and at a Parents’ Patrol Meeting.  It was suggested that FOGS should be notified also.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Drug dealings were reported at the turnaround at the south end of Fairfield next to Haas Park from late May to Sept. A woman walking a stroller with no baby in it and several men in their 20s, some with dreadlocks, some Hispanic, and one white male have been seen in that area. Neighbors have called 911 and sent emails to the 14h District CAPS office. They have also cleaned up the cul-de-sac and police have been patrolling the area. One neighbor said he was going to put up a camera and the police said that can be tied into the city system.  The neighbors are also going to talk to the Alderman about getting new or moving old lights already there to better positions.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The number of homeless men along the Kennedy Expressway between Western and Artesian has increased and is becoming a health hazard and a major nuisance. Neighbors have also reported seeing some of the homeless men living there getting paid money which they suspect is related to drug dealing.
2) There was also concern about the growing number of homeless individuals hanging around the bus stop at Fullerton and Western. Neighbors have been walking to different bus stops on Fullerton rather than waiting at this particular one. The homeless men have also scared a special needs man into giving them money at that location.
3) Several cars have had windows broken and items stolen from them on the 2500 block of Artesian, Logan Blvd and Avondale in the past few months.
4) A tenant in a building on Artesian and Altgeld is moving a City of Chicago garbage can to the front of his building, chaining and padlocking it there and then threatening anyone who puts garbage in the can. He also hooked up an automatic motion sensor lights that shined into neighbors windows instead of the sidewalk in front of his building. When neighbors asked him to stop this he became verbally abusive. Calls were placed to 911 about both these problems.

Neighboring Beat Reports: 2300 Altgeld and Montana area
1) Neighbors reported that there have been a large number of home break-ins and car break-ins on the 2300 block of Altgeld. Neighbors suspect homeless men and prostitutes that they see checking out the area, sometimes with dogs that they don’t seem to own.  There have also been eight cars broken into in the same area in the past month.
2) Neighbors also reported that a Latino lady in her late 30s to early 40s in a black, 4 door Nissan Rogue has been selling heroin on the 2300 blocks of Altgeld and Montana. This has been happening both during the day and in the early evening. The license plate numbers start with R81, but she has been taking the plates off after she noticed neighbors trying to get her plate numbers. Both homeless and other drug users are buying, then using the heroin and then collapsing/hanging out in the triangle area east of Western, North of Fullerton and South of the Kennedy and also at Senior Citizen and Holstein Park.  Neighbors have been calling 911.

Bike Theft Prevention
There have been a number of questions in the community regarding how to prevent bike thefts. The Chicago Department of Transportation has a number of useful tips on registering your bike and keeping it secure.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) The infamous Spanish Lord property on the 2700 block of W. Francis Pl. continues to have problems. It is believed that one of the individuals is still residing at the property, however, for the last 2 months he has been telling the police that he plans to move. Drug activity is reportedly happening at this property at all hours of the day - cars receiving the drugs are frequently seen parking in front of the fire hydrant directly outside the property.
2) A search warrant request has been issued for the property on the 2000 block of California that has vicious dogs penned within the property. In the meantime, residents reported that the fence has been repaired and the dogs seem to be adequately restrained.
3) There were 4 arrests made on Francis Place: 1 DUI, 2 public indecencies involving Spanish Lord gang members, and a parolee arrested for loitering with gang members.
4) There has been excessive drinking and littering across 2110 and 2113 Bingham properties, and residents reported concern of returning Cobra gang members (who may or may not be connected to the properties).
5) Point and Francis Pl continue to have problems with graffiti.
6) Residents reported that there has been an increase in the amount of people periodically seen loitering outside the property at 2136 N. Point. This property has had a history with Vice Lord gang activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There were 2 "impact arrests" at VLive reported by Officer Chavez between May 16th and July 18th: a) Aggravated assault with a weapon and b) Battery
2) A resident reported (via facebook) suspicious activity at Congress Pizza - particularly in the parking lot area.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) The police reported making a cocaine and cannabis drug arrest on the 2400 block of Campbell. The drug arrest was also tied to the IGA gang. According to police, there were no other calls of service to this known problem location.
2) A resident reported that another property in this section (2214 N. Maplewood) has a red "x" sign placed in front of it. These signs are believed to indicate to emergency first responders that the building is vacant and/or might be unsafe. This property and a few other vacant properties are reportedly left wide open and not properly secured and there have been cases where children have been seen playing inside them. Residents fear transients may occupy these vacant properties and would like the developers of these properties to properly secure them.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Between 2am - 4am Sunday, June 2nd a resident reported 6 Latino adults (4 men, 2 women) in there 20s or 30s drinking and loitering behind Goethe Elementary School at Lyndale and Talman. A couple individuals were wearing red and black clothing drinking and talking loudly. The group was also keeping close watch on the North and South directions of Talman as well as looking down Lyndale.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) A resident reported (via facebook) of suspicious loitering in front of a property near Washtenaw and Altgeld.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) A resident near the corner of Altgeld and Artesian has been seen grilling on the sidewalk in front of his property and residents have been questioning whether this is legal or not. Officers present were not certain, and this might be a question for the alderman's office.
2) A resident reported that one evening several cars parked in the diagonal parking on Artesian near Fullerton had their wheel lug nuts removed - one driver was not aware of this theft and had their wheel fall off after they backed out of the angled spot.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) The infamous Spanish Lord property on the 2700 block of W. Francis Pl. continues to have problems, however, residents have been very appreciative of the attention the property has been getting by both the 14th district police and the 1st Ward Alderman's office. The problem tenants are expected to be moving out of the property soon.
2) SGT Reyes continues to work with the property owner on the 2000 block of California that has vicious dogs penned within the property. Meanwhile, the fence restraining the dogs has been better secured.
3) SGT Giambrone reported that there was a large house party hosted by Spanish Cobra gang members, May 5th, on the 2100 block of Bingham. Police were called on two occasions and they were met with some resistance causing several arrests.  
4) SGT Giambrone shared that there was a bicycle safety event held yesterday and today from 3:30 - 5pm from Milwaukee and Armitage up to California. The police cited 8 individuals, half were cyclists disregarding red lights and motorists driving while using their cell phones. There will be more police enforcement events encouraging safety that will include free headlights for cyclists.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) SGT Giambrone mentioned that "cease and desist" orders were filed for 3 parking lots being used along Milwaukee avenue events. These cases are ongoing.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Resident reported drug and gang activity in a building on the 2400 block of Campbell
2) Known delinquents Ivan and Ray Ray have been reportedly seen in this section - Ray Ray has been seen riding a motorized scooter.
3) There was a gang related shooting during a house party on the 2100 block of Campbell, Tuesday, May 14th. Two individuals attending the gang party were shot, but did not suffer life threatening injuries. The offender is known and is being sought after by police. The offender also has a history of criminal activity, including robbery and gun violence.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A 14th District Court Advocate reported that there was a probable cause for arrest during the preliminary hearing for an assumed gang member, who was charged with a felony criminal trespass of a home on the 2600 block of West Belden Ave. on 4/20/2013 at 3:45 AM. The case was transferred to 26th and California to be continued June 5th at 9:00 AM. Meanwhile, the defendant is out on bond. The lawyer for the defendant indicated to the judge that he will use a "criminal necessity defense" if it goes to trial. The lawyer claimed the defendant was being chased by gang members and feared for his safety when he went through the victims front window and up the stair and out a back window to escape becoming a victim himself.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) At approximately 3:26am this morning, 8 gun shots in rapid succession were reportedly heard by residents. A few minutes later, the 1431 police car was seen in the area, however, there was no further information.
2) A resident reported from the 2400 block of California, at 11pm on Tuesday, May 14th, her son heard 3 gun shots followed by voices saying "call the police, call the police" while taking their dog out in their backyard. Neighbors called the police and were interested in learning more information from the incident. The police had no further information at this time.
3) There were additional concerns reported that there has been gang recruiting at Haas Park.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) There were 3 reports of car vandalism reported in this section: 
a) April 29th, 2400 block of Artesian, catalytic converter was stolen
b) May 4th, 2600 block of Altgeld, driver side window was broken and a GPS unit stolen. A suspicious looking tall, Hispanic, male believed to be under the influence was seen in the area by residents near the time time as a potential suspect.
c) May 7th, 2500 block of Campbell, driver side window was broken
SGT Reyes recommended that residents keep valuables including GPS and spare change away and out of sight in cars parked on the street to deter vandals.
2) May 15th, 2400 block of Artesian, police responded to a call involving a domestic disturbance involving a landlord and tenant.
3) There was no further police information regarding a reported dumpster fire on the 2500 block of Altgeld back in April.

General Announcements
Overall, the top 10 crimes for our Beat 1431 decreased over the last 2 months. The top 3 crimes were, 1) Theft: decreased to 20 incidents, 2) Battery: increased by 3 incidents and 3) Motor Vehicle Theft: stayed constant at 10 incidents.  

There were 3 incidents of Strong Arm Robbery in our Beat prompting SGT Reyes to share words of caution to people when exiting the train and walking outside alone, particularly late at night. People need to be very aware of their surroundings. Try not to use headphones when walking alone, particularly later in the evening making you an easier target to be robbed.


Chicago's Citywide Clean & Green Volunteer Clean-Up
Saturday, April 20th
Haas Park and Humboldt Park neighborhood residents are encouraged to sign up to volunteer in cleaning up and recycling litter and trash as part of a citywide effort on April 20th to beautify our communities. The city will provide the use of brooms, rakes, shovels and bags needed to do the work.

Liz Rios provided reflective house numbers for interested property owners in attendance to display on the rear of their properties. There is a city ordinance for all properties to display address numbers on the alley facing side of the buildings (garage or otherwise).

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gang graffiti has been removed from the boarded building across from Chase Elementary School
2) The infamous Spanish Lord property on the 2700 block of W. Francis Pl. continues to have problems. Jerry Gabrielatos from Alderman Moreno's office is investigating this problem property. He has spoken with the property owner who is apparently "apathetic". SGT Reyes referenced the most recent calls of service involving the property and only 1 pertained to the address, involving narcotics. There was also reportedly a porch fire at this address in January. SGT Reyes encouraged residents to call 911 for any crime witnessed on this property.
Residents have also reported seeing new tenants in the property over the last month.
3) SGT Reyes reported that he is aware and working with the property on the 2000 block of California that reportedly has vicious dogs that are not secured properly within the property. A resident mentioned that there continues to be a growing hole in the rotting fence that is penning the dogs within the property. SGT Reyes requested that neighbors call 911 if they feel threatened by the dogs or should they get loose.
4) SGT Reyes commended 14th district police officers for a proactive fugitive warrant arrest on the California Blue Line platform. The officers noticed that the individual was smoking on the platform and asked him a few questions that he subsequently did not answer consistently. The officers discovered that he had a warrant for his arrest in Arizona. The fugitive apparently complimented the officers on their ability to arrest him.
5) A resident thanked the 14th District police for their quick response to his recent call regarding late night loud noise at the Table, Donkey and Stick restaurant. The resident also mentioned that this restaurant has applied for a patio license, and despite being in favor of the business obtaining the license, this resident wants the business to keep the patron noise level within control and not extend beyond business hours disturbing neighbors.
6) A resident also commended the Wicker Park police officers who arrested a Blue Line subway thief.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) SGT Giambrone delivered a general announcement of concern for the employees and/or owners of liquor or venue establishments along the Milwaukee avenue corridor in attendance at the meeting. He strongly requested that any management or staff of the establishment carry an Illinois state ID or drivers license to aid in police responding to incidents at these properties. Police officers cannot write citations or provide notices to these individuals without seeing proper legal identification. Failure to provide an ID will result in a physical arrest. He also added that the officers have not been getting proper cooperation from the venues along the Milwaukee corridor and requested that this improve or there will be consequences involving business court appearances.
2) There have been incidents of unlicensed parking operations along Milwaukee Avenue and the police have been writing citations. The CVS parking lot on Milwaukee avenue has been used as one of the unlicensed parking lots. The police indicated they are not getting great cooperation from the venues who are utilizing these illegal parking operations.
3) Traffic congestion spanning from Armitage to Rockwell continues to be a problem during venue events along Milwaukee Ave. Jerry Gabrielatos from Ald. Moreno's office learned that a traffic flow analysis was done by the city, however, it was performed during the day and not in the evening when the venues are active. Therefore, this analysis was not useful requiring further investigation and resolution to these traffic problems.
4) On March 8th, there was a report of public drinking, urination and parking without a permit by Congress Theater patrons. Residents should call 911 when witnessing these crimes and should also try contacting Jazmine de Natera, the "Community Outreach Coordinator" for Congress Theater, at 312-350-4087. Neighbors are encouraged to text the venue contacts, such as Jazmine, which is more immediate and provides a record of the contact being made with specific issues. Jazmine mentioned that Congress Theater has several security guards who are walking the blocks surrounding the theater and are responsive to any reports of criminal activity from patrons.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) SGT Giambrone shared that he misstated the fact during our last CAPS meeting that there was a shooting incident at Ultra Lounge located at Talman and Milwaukee (2169 N. Milwaukee Ave.) in December. 4 people in the club were shot. This was a gang related shooting at the club involving a gang active outside of our Beat 1431. The owner is cooperating in the ongoing investigation.
2) Liz Rios introduced 3 volunteer parent patrol members serving Goethe Elementary school who were in attendance at the meeting. They patrol the school grounds immediately before and after the the school day, helping manage traffic issues, safety and other issues. The 14th District helps provide training for these individuals. Residents are grateful for their participation.

1) A resident mentioned that a neighbor was rear-ended by another vehicle and the offending driver did not share any information or produce current insurance. The neighbor called 911 and was instructed to go to the nearest police station and file a report - the neighbor was wondering if this was a typical procedure. SGT Giambrone mentioned that an officer may not arrive at the scene of the accident if it is not a hit and run or the property damage is under $1500. SGT Giambrone also mentioned that if the offending driver did not provide valid insurance he would be cited at the station.

General Announcements
The top 3 crimes in our Beat are theft, motor vehicle theft and domestic battery. Theft decreased by approximately 25% over the last month (post holiday season), however, criminal damage to property, primarily graffiti, increased in on our area.

Police encourage residents to place property address numbers on garages facing the alley to help police confirm these addresses when responding to calls for service via the alleyways.

Residents are encouraged to create phone trees with neighbors to help increase 911 calls for crimes occurring in their neighborhoods.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gang graffiti continues to be a problem for the last few months in the alley behind Bingham, and near Francis Pl. and Armitage. A resident in this area has been capturing video of arsonists and gang taggers in the alley behind Bingham. The videos are being posted for public awareness at youtube.com under "simonf773". The crimes are most commonly occurring between 2am - 4am.
2) The infamous Spanish Lord property at 2765 W. Francis Pl., just North of California and Armitage has yet again been involved in more criminal activity. Residents reported that at 2am, January 12th several shots were fired at the front of the property. Also, a few weeks ago the front porch was ignited on fire and several shots were fired at the front facade of the building. Residents believe the former problematic tenants have moved out, however, new tenants seem to have moved in. The first ward alderman's office is aware of this building, however, residents are encouraged to call Alderman Moreno's office to make him continually aware of the crime and housing violations at this address.
3) There is a property on the 2000 block of California that reportedly has vicious dogs that are not secured well within the property. There is a fence made of wood that is rotting rapidly and the concern is that the dogs will be able to escape and harm pedestrians.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There were a few reports of major traffic congestion on Milwaukee during Congress and V-Live events, backing up traffic to Western and Armitage.

1) Police are still investigating a dumpster fire happening several weeks ago in the alley behind the 2200 block of Maplewood.

1) There was no further information regarding the report from last CAPS meeting of juveniles residing near Artesian and Logan Blvd causing problems in the area, "killing birds and other animals", jumping fences into neighbors yards. An officer looked into calls of service regarding these delinquents and did not find any claims. Residents in the area are encouraged to call 911 if these kids are seen committing crimes.
