General Announcements
Beat 1431 residents strongly urged that an additional CAPS meeting be scheduled before the next regularly scheduled meeting July 19th. SGT Belicki took note of the request, but could not promise that this would be possible. The NATO summit scheduled for May in Chicago apparently is part of the reason why a CAPS meeting was not scheduled in May.
Residents are strongly encouraged to call 911 when seeing someone in the act of vandalizing a property with graffiti. Ronda Locke from the 1st Ward office mentioned that if your property has been vandalized by graffiti, in addition to requesting Graffiti Blaster services, be sure to also ask to create a Property Damage Report so it is recorded with the police as property damage. If the criminal is caught who is proven responsible for the graffiti damage to your property, the Property Damage Report can be used against the criminal in court proceedings.
Officer Ken Trempe will be retiring from his decades of service with the Chicago Police Department on June 5th.
Community Alert: Strong Arm Robberies within the 14th District
According to the Area 5 Detective Division (Area 5 includes police districts: 14, 15, 16, 17, 25), strong arm robberies have been occurring in our district. "A lone male offender approaches female victims on the sidewalk and robs them of their purses, money, and cell phones. Most of these incidents are occurring in the late evening and early morning hours."
Offender's Description:
- Male black offender 18-39 years of age
- Height: 5'08" - 6'06"
- Weight: 150-180lbs
- In three incidents, offender was described as having dreadlocks
- Wearing a gray or brown hooded sweatshirt, or a black puffy coat.
- Wanted vehicle: 1990's White Cadillac Deville - 4 door
What you can do:
- Walk in pairs
- Walk in well-lit areas
- Do not walk while wearing earphones or headphones
- Do not use other electronic devices which act as a distraction
- Be aware of surroundings at all times, especially people behind you
- Report any suspicious people or activity in the area
- Be aware of this situation and alert neighbors in the area about this crime
- Pay special attention to any subjects loitering in the area

Community Alert: Wanted for Attempt Child Abduction/Child Luring within the 14th District
According to Area 5, "On February 1, 2012, in the 2600 block of W. North Avenue, at approximately 5pm a person described as either a male White or Hispanic possibly driving an older model, Toyota Camry 4-door, pulled alongside the 13 year old female and asked for her name and age. The unknown male also asked her if she wanted a ride. The child entered a local store at which time the suspect completed a u-turn and parked his vehicle down the street in a parking lot waiting for the child to exit the store. After the child left the store, the suspect again followed the child as she walked until she made contact with a relative at a bus stop.
On February 2, 2012, the child was leaving for school through an alley behind her home with her younger sister when she noticed the suspect in his vehicle parked in the alley several houses away. The suspect followed the child and her sister for a short time as they walked through the alley to school until a cul-de-sac prohibited further vehicle movement.

- Male, White or Hispanic, 25 - 30 years old, Light Skin, Short Brown Hair
About the vehicle:
- 2003 Toyota Camry 4-door black in color

Community Alert: Wanted for Attempt Child Abduction/Child Luring
According to Area 5, "On February 22nd, 2012, in the 2000 block of North Point, at approximately 8:15am, a person described as a black male in a silver four door sedan similar to a Toyota, called to the 9 year old female victim, as she was walking to school, saying 'would you like a ride it's cold outside.' When the victim refused the suspect fled."
About the offender:
- Male, Black, Medium Complexion, 23 - 25 years old
- Black hair up to the middle of his ears, Bluish/Green Eyes, Black mole/birthmark on chin, subject had a gray gage earring in his left ear and was wearing a gold band containing a diamond on his left hand.
- Wearing a black stocking hat, blue t-shirt with a white skeleton
About the vehicle:
- 4 door mid-sized older vehicle, similar to a Toyota, silver with a shiny hood ornament which was of a male person standing up, vehicle is dirty looking.

Court Advocacy Report
1) Court Advocates will be following the criminal sexual assault against an 18 year old woman that occurred near the Congress Theater on New Years Eve. "Terrance Ford, 15, and Aanwar Barbour, 16, are charged with kidnapping, robbery and aggravated criminal sexual assault." http://trib.in/AmX9AG
2) Court Advocates are also following the court case involving a fatal stabbing that resulted between two graffiti taggers (known as "Wicked" and "Chip") at Western and Armitage, the evening of Saturday, January 21st.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) SGT Belicki reported that the problem property at 2139 Point – commonly referred to as the "catacombs" which has a past with gang activity, transients and drug use – is "deep in foreclosure". There were no other reports on this property at the meeting.
2) Known Spanish Lords location, 2765 W. Francis, was involved in more gang and drug activity over the last month, after being uncharacteristically quiet for weeks. Shots were reportedly fired into the property early morning on a Monday in February. Residents called 911 and the police responded very quickly. This property had been very quiet for weeks, but this was disrupted by the most recent shooting incident. Neighbors have seen Spanish Lords at this property flash gang signs at passing cars as well as being involved in drug sales.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A resident voiced a complaint that the Congress Pizza drivers are parking and loitering in the alley behind the restaurant - this has been a problem in the past. Representatives from Congress Pizza were not present at the CAPS meeting.
2) There has been less congestion due to illegal parking in alleys during Congress Theater events over the last month. SGT Belicki reported that residents have been calling 911 to report illegal parking which has helped minimize this problem. Residents are strongly urged to continue calling 911 to report illegal parking activity.
3) Gunshots were reported by residents Friday, February 17th around 6am at the corner of Maplewood and Palmer. The shooter is believed to be known, however, there were no eyewitnesses to the crime. According to residents, the shooter is an intimidating looking tall, thin male, believed to be an OA gang member (Orchestra Albany) who is frequently seen riding his bike around this section at 6am. He has several tattoos visible around his neck and residents have seen him threaten cars with gang signs. SGT Belicki strongly urged residents to call 911 if this individual is seen doing any criminal activity.
4) There was an arrest made on 2 suspects involved in the sexual assault crime that occurred against an 18 year old woman near the Congress Theater on New Years Eve. 14th District Court Advocates will be attending the court cases against the 2 arrested teenagers being charged as adults. According to the Chicago Tribune report, "The two other suspects, ages 15 and 16, were taken into custody Monday. Terrance Ford, 15, and Aanwar Barbour, 16, are charged with kidnapping, robbery and aggravated criminal sexual assault." http://trib.in/AmX9AG
5) A resident reported that on Saturday evening, March 10th, a couple of intoxicated individuals, believed to be patrons leaving Tini Martini Ultra Lounge, walked down Francis Pl. at Bingham and started breaking side mirrors on cars. Blood and broken bottles were found at this corner the next morning.
6) Ronda Locke from 1st Ward office announced that Alderman Moreno has put the Congress Theater into "deleterious impact" as a result of the owners of the establishment not following through on commitments the Alderman requested. Residents concerned with the commitments not being honored by the Congress Theater are strongly urged to appear at City Hall on the 8th floor, April 17th at 11am. Ms. Locke mentioned that owners of the Congress Theater have "done great lip service, but their execution hasn't been there."

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Many section residents were in attendance to report on criminal activity on the 2400 block of N. Campbell by Ray Ray Joos. Ray Ray Joos has recently moved back to this section after being released from prison. Coincidentally, police officers Komo and Smith are aware of Ray Ray Joos and happened to detain him hours before this CAPS meeting where he was causing problems at Logan and Western Ave. Gang members affiliated with Ray Ray Joos have been seen in this area since his return to the neighborhood. On March 10th, around 6:30pm, young males wearing white and black shirts were seen walking down the street displaying gang signs. The night prior to the CAPS meeting, residents noticed Ray Ray making shooting gestures in the middle of the street on Campbell. 911 calls were made and police arrived to detain him. Members in this gang are traveling on foot, on bikes as well as seen pushing strollers. A resident was late to the CAPS meeting because of being intimidated by a couple of 20 year old Black and Hispanic males on bikes preventing the resident from passing through. The property where Ray Ray Joos is currently living is reportedly a sanctuary for many other criminal drug activities and negligence. SGT Belicki suggested a call be made to the Illinois Department of Children and Family Services to help.
"AIG" (Almighty Imperial Gangsters) gang tagging was reported on Tile Outlet which has since been removed.Residents have been calling 911 and are strongly urged to continue calling to apply police pressure against these offenders. Residents are also seeing a "new cast of characters" enter into this section affiliated with Ray Ray. This activity is starting much earlier compared to last year and many residents are concerned about how much more the illegal gang activity will escalate. Residents have noticed that Ray Ray is "shiftier", always on the move around the neighborhood while frequently seen using a cellphone.
The officers strongly urged 911 calls by residents to report anything suspicious including bicycles being ridden on the sidewalk to maintain pressure on the situation.
Residents are also encouraged to spend time sitting on steps, walking dogs together, watering lawns, anything to stay visible and remain a positive vigilant presence in the neighborhood.
When residents call 911, SGT Belicki suggested the following:
Include as much detail as possible including whether the suspect is flashing gang signs, number of individuals, whether the activity is escalating, gang affiliations, names, etc.,
911 call taker has a list of questions to ask when receiving the call to help understand the request and then send the report to the dispatcher communicating it out to the police.
If anyone has trouble with the 911 call taker, ask for the call taker supervisor.
2) During one evening last month, a Hispanic male in his late 20s, was rummaging through a minivan on Campbell and attempted to break into another car on the street. Residents followed the suspect down the street and called 911, police responded and were able to arrest him. Concerned residents asked the police what course of action they can take against this repeat offender in the future. SGT Belicki indicated there is no course of action unless the victim of the crime files charges against him. Residents meanwhile are urged to call 911 on this individual for any criminal activity seen and the police can possibly tie the crime to others if he is convicted of them, increasing the penalty.
3) A resident reported that there was an incident of gas siphoning in this section. Residents should keep an eye on this activity or consider lockable gas caps.
