Meeting Minutes
November 19, 2012

General Announcements
Sgt Giambrone announced that the Illinois Liquor Control Commission revoked the liquor license for Congress Pizza as of October 31st, 2012. According to SGT Giambrone, the restaurant has not cooperated with the community and law enforcement in helping minimize the gang violence, including shootings, that have been occurring within this location for years. Due to strong community efforts, police and local officials, Congress Pizza is no longer allowed to serve alcohol. This change has already dramatically decreased the number of calls of service to this establishment. SGT Giambrone also complimented the efforts made by other venues along Milwaukee, including Congress Theater and V-Live who have participated in CAPS and actively assist police in managing criminal activity within or immediately surrounding their establishments. SGT Giambrone also mentioned that the police are still monitoring Congress Pizza, enforcing of liquor sales ban and alert to gang violence.

SGT Giambrone also announced that Beat officers are also proactively ticketing cars illegally parked and/or containing passengers "pre-loading" before parties and music events in this area.

Arrest Report
For a complete listing of crimes during this time visit ClearMap, however, the primary crimes during this time have been thefts. SGT Giambrone mentioned that during the holidays, residents should expect a spike robberies as criminals find more opportunities to steal gifts. Liz Rios recommended when throwing away boxes, particularly those that contained electronics, to break them down and put them in black plastic garbage bags and put them in garbage cans. If there is not enough room to place them in the cans, place them in the alley for pickup the night before or during the day of garbage collection to prevent potential criminals from seeing these items.

SGT Giambrone also encouraged people to remain aware of their surroundings and not use earphones when walking or running outside alone. Also, residents are encouraged to keep their windows locked securely when they are closed.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) There is an infamous property at 2765 W. Francis Pl., just North of California and Armitage known for gang activity. Two brothers living at this address are known Spanish Lords. A resident reported that the older brother has left, and since then, the gang activity has dropped "90%". So far, the last 3 months apparently have been quiet. This is great news.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1)There is a "deleterious hearing" on Dec. 11th at 11am at City Hall regarding V-Live that residents are encouraged to attend if they have both positive and negative comments to be addressed by the committee.
2) It was noted that no representatives from Tini Martini Ultra Lounge were in attendance at this CAPS Meeting.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A fire was reportedly started in a trash can a couple weeks ago in the alley behind Maplewood, South of Fullerton. Jerry Gabrielatos, in attendance from Ald. Moreno's office, was aware of this crime and reported an arson squad is currently investigating.
2) A couple weeks ago, there was also an issue with pit bull dogs running lose in this area near Talman. The Alderman's office is also aware of this issue and acting upon it.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A resident notified police that V-Live, Congress Theater and Tini Martini patrons who tend to park along Talman Ave, North of Milwaukee up to Fullerton, tend to "pre-load" in their cars prior to these events making them very susceptible to ticketing. Officers encouraged this resident to call 911 when seeing these "pre-loading" cars, however, they will also pay attention to this area.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Resident from the 2600 block of Logan Blvd reported a robbery a month ago in the first floor of the apartment building. The resident is confident he knows who the robber was and filed a police report. A few weeks ago, a neighbor informed this resident that the robber returned to break-in again. The African American suspect apparently loiters around the former Brentano's Pizza on Fullerton, has dreadlocks and is a known gang member, around 17 years of age, 5' 10" tall. He has also been seen playing basketball with his Maniac Latin Disciple gang members in the Haas Park gym between 5 - 7pm. He is believed to reside in Humboldt Park.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) New tenants near Artesian and Logan Blvd include 4 young kids that are causing problems in the area, "killing birds and other animals", jumping fences into neighbors yards. The kids are very young, grade school aged, and frequently seen walking down the middle of the street on Artesian unaccompanied by adults. Many neighbors are concerned and are not certain they are attending school.

General Announcements
Sgt Belicki introduced PO Tom McNamara as the replacement for retired PO Ken Trempe.

National Night Out
The 14th District National Night Out 2012 will be held Tuesday, Aug 7 from 5:30 to 8:00 pm in the 14th District Parking Lot at 2150 N. California Ave and will feature the Lowell Elementary School Concert Band, DJ, Dancing, face painting Senior Bingo, US Army inflatable, Military display show, free food and raffles.

Community Alert: Wanted for Attempt Criminal Sexual Assault/Home Invasion 14th District
On July 11, 2012 two separate incidents occurred during which two females were the victims of an Attempt Criminal Sexual Assault.

The first was at 1:30 am in the 1700 block of N. Humboldt Blvd, where a 29 woman was returning home when she approached by an unknown offender who displayed a knife and demanded her money.  The offender then forced the victim into the entry way of her build and attempted to sexually assault her.  The victim called for assistance and the offender fled the scene.

The second attack was at 1:55 am in the 1900 block of N. Drake where the victim was inside her home and found the offender in her kitchen.  The offender produced a knif and attempted to sexually assault her.  The victim shouted for help and the offender fled.

About the Offender:
The offender is described as a male black, 23-28 years old, 6’01-6’03, 170-180 lbs, dreadlocks, medium complexion, with a tear drop tattoo below his right eye.

What you Can Do:
•    Be aware of your surroundings
•    Keep doors locked
•    Travel with another individual or group
•    Call 911 to report any suspicious persons or vehicles in your area.

Community Alert: Wanted for Theft – Purse Snatch/Strong Arm Robbery
From July 5 to July 9, in seven reported incidents, the offender approached lone female shoppers in the parking lot of retail stores.  While the victims are unloading shopping carts, the offender grabs their purse and flees in a red Dodge van.  In several incidents, the offender has physically overpowered the victims for their purse.  On incident occurred in the 2600 block of N. Elston Ave in a shopping area near Beat 1431.

About the Offender:
The offender is described as a male black or black Hispanic, 5’07-6’, 150-160lbs, wearing a grey polo shirt and blue jeans.

What you Can Do:
•    Report any suspicious people or activity in the area
•    Be aware of this situation and alert neighbors in the area about the crime
•    Pay special attention to any subjects loitering in the area.

Community Alert: Blue Line Sexual Assault
Sgt Belicki also announced that the Chicago police are searching for two gunmen who forced a woman off a Blue Line train and sexually assaulted her just two blocks from a Logan Square neighborhood police station in June.

The 52-year-old woman met the two suspects June 30 as she boarded the train at the West Side Kedzie-Homan stop, police said.

They later forced her off the train at gunpoint at the California station about 6:30 a.m. and took her to an apartment in the 2800 block of W. Lyndale Street where they sexually assaulted her.,

Both of the suspects are described as black men in their 20s, standing roughly 5-foot-10 to 6-feet and weighing between 150 and 160 pounds.

One was wearing a white T-shirt, blue jeans and a blue hat.  The second was wearing a maroon plaid shirt, blue jeans and a Philadelphia Phillies baseball hat.

Anyone with any information about the incident is asked to contact Area North detectives at (312) 744-8261. Neighbors are asked to report any suspicious people or activity to police and pay special attention to anyone loitering in that area.

Court Advocacy Report
1) Court Advocates are following the criminal sexual assault against an 18 year old woman that occurred near the Congress Theater on New Years Eve.  Terrance Ford, Charles Chunning and Aanwar Barbour are charged with felony aggravated criminal sexual assault

Sgt Belicki announced that there were 25 arrests made in Beat 1431 between June 4 and July 18.  Three of those were graffiti arrests.  She also said that the top ten crimes for Beat 1431 were down 50% over the last reporting period and that we have a “nice little beat”.

Reported Shots Fired
1) Shots fired into property at 2765 W. Francis Pl. in mid May for the second time this year; the first time was in February.  And also in mid may, Spanish Lords shot a guy in his car in the stomach.
2) There were 4 incidents of shots fired at McLean and Campbell near the Congress Pizza in June.

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Vice Lord gang members live at 2136 N. Point and are dealing drugs, often around 1-2 am.  They are parking near a fire hydrant and someone comes from the house, gets in the car and returns in a few minutes.
2) Known Spanish Lords continue to gather at 2765 W. Francis. Neighbors have seen Spanish Lords at this property flash gang signs at passing cars as well as being involved in drug sales.
3) An attempted sexual assault was reported by neighbors on the 2100 block of Bingham.  On July 18 a man tried to grab a girl and pull her into a vacant lot.
4) Neighbors reported that patrons of the new pie shop on California are blocking the nearby alley in the mornings and late afternoons almost every day.  The Alderman’s office has been informed.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Neighbors reported 4 incidents of shots fired at McLean and Campbell near the Congress Pizza in June and a CAPS positive loitering event was held on June 29 in response.  Known gang member have been seen hanging out behind Congress using drug and one was employed there for a while.  Representatives from Congress Pizza were not present at this CAPS meeting nor have they come to any for months.  The back door to the restaurant is often left open and drivers and other employee sit on crates there with gang members.  In the summer of 2009 hearings with Congress Pizza and the Department of Business Affairs started because that business had become a nuisance to the community.  Community meetings went on for a year and Congress Pizza promised to fix the problems.  But this year the problems have returned with gangs, drugs, prostitutes and gun shots once again near the business.  Police also reported that they had an altercation inside the restaurant where people were fighting over a baseball game.  Sgt Belicki reported that no calls for service have been reported recently at 2033 N. Milwaukee, Congress Pizza’s address   She also said even if gang member hang out there, they have to be doing something illegal before the police can do anything.
2) SGT Belicki reported that there have been fewer calls for service at the Congress Theater.  But she would not give any details of those calls at the CAPS meeting.  The Department of Business Affairs and Consumer Protection has the Congress Theater in ongoing "deleterious impact" hearings.
3) A representative from Congress Theater reported that people are loitering on the Rockwell and Milwaukee corner near the back door of the Congress Theater.  Posting “No Loitering Signs” was recommended.
4) SGT Belicki reported that there was a battery at V-Live but again refused to give any details about that or any other calls for service.
5) Sgt Belicki reported that there was an arrest of a juvenile on the 2200 block of N. Western for possession of paint/marker with intent to deface in June
6) Sgt Belicki reported there was Reckless Conduct arrest on the 2400 Block of McLean on June 16.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Many neighbors reported that criminal activity continues on the 2400 block of N. Campbell by Ray Ray Joos and other gang members.  Ray Ray Joos moved back to this section after being released from prison a few months ago. He is a member of the AIG (Almighty Imperial Gangsters) and has been tagging not only on Campbell but in MLD areas in other parts of the beat.  Garages and fences on the corner of Campbell and Altgeld were tagged two times in June and July by both the AIGs and the MLDs.  Ray Ray Joos and other IAG gang members are hanging out on that same corner and the stop sign has been tagged by them also.  Members in this gang are traveling on foot, on bikes as well as seen pushing strollers.  Ray Ray Joos was arrested on an outstanding warrant on June 15 but returned to the area almost immediately.
2) There were three reports of bicycles being stolen in this section in July. Residents should keep an eye on this activity or consider lockable gas caps.

General Announcements
Beat 1431 residents strongly urged that an additional CAPS meeting be scheduled before the next regularly scheduled meeting July 19th. SGT Belicki took note of the request, but could not promise that this would be possible. The NATO summit scheduled for May in Chicago apparently is part of the reason why a CAPS meeting was not scheduled in May.

Residents are strongly encouraged to call 911 when seeing someone in the act of vandalizing a property with graffiti. Ronda Locke from the 1st Ward office mentioned that if your property has been vandalized by graffiti, in addition to requesting Graffiti Blaster services, be sure to also ask to create a Property Damage Report so it is recorded with the police as property damage. If the criminal is caught who is proven responsible for the graffiti damage to your property, the Property Damage Report can be used against the criminal in court proceedings.

Officer Ken Trempe will be retiring from his decades of service with the Chicago Police Department on June 5th.

Community Alert: Strong Arm Robberies within the 14th District
According to the Area 5 Detective Division (Area 5 includes police districts: 14, 15, 16, 17, 25), strong arm robberies have been occurring in our district. "A lone male offender approaches female victims on the sidewalk and robs them of their purses, money, and cell phones. Most of these incidents are occurring in the late evening and early morning hours."

Offender's Description:
- Male black offender 18-39 years of age
- Height: 5'08" - 6'06"
- Weight: 150-180lbs
- In three incidents, offender was described as having dreadlocks
- Wearing a gray or brown hooded sweatshirt, or a black puffy coat.
- Wanted vehicle: 1990's White Cadillac Deville - 4 door

What you can do:
- Walk in pairs
- Walk in well-lit areas
- Do not walk while wearing earphones or headphones
- Do not use other electronic devices which act as a distraction
- Be aware of surroundings at all times, especially people behind you
- Report any suspicious people or activity in the area
- Be aware of this situation and alert neighbors in the area about this crime
- Pay special attention to any subjects loitering in the area

Community Alert: Wanted for Attempt Child Abduction/Child Luring within the 14th District
According to Area 5, "On February 1, 2012, in the 2600 block of W. North Avenue, at approximately 5pm a person described as either a male White or Hispanic possibly driving an older model, Toyota Camry 4-door, pulled alongside the 13 year old female and asked for her name and age. The unknown male also asked her if she wanted a ride. The child entered a local store at which time the suspect completed a u-turn and parked his vehicle down the street in a parking lot waiting for the child to exit the store. After the child left the store, the suspect again followed the child as she walked until she made contact with a relative at a bus stop.

On February 2, 2012, the child was leaving for school through an alley behind her home with her younger sister when she noticed the suspect in his vehicle parked in the alley several houses away. The suspect followed the child and her sister for a short time as they walked through the alley to school until a cul-de-sac prohibited further vehicle movement.

About the offender:
- Male, White or Hispanic, 25 - 30 years old, Light Skin, Short Brown Hair

About the vehicle:
- 2003 Toyota Camry 4-door black in color

Community Alert: Wanted for Attempt Child Abduction/Child Luring
According to Area 5, "On February 22nd, 2012, in the 2000 block of North Point, at approximately 8:15am, a person described as a black male in a silver four door sedan similar to a Toyota, called to the 9 year old female victim, as she was walking to school, saying 'would you like a ride it's cold outside.' When the victim refused the suspect fled."

About the offender:
- Male, Black, Medium Complexion, 23 - 25 years old
- Black hair up to the middle of his ears, Bluish/Green Eyes, Black mole/birthmark on chin, subject had a gray gage earring in his left ear and was wearing a gold band containing a diamond on his left hand.
- Wearing a black stocking hat, blue t-shirt with a white skeleton

About the vehicle:
- 4 door mid-sized older vehicle, similar to a Toyota, silver with a shiny hood ornament which was of a male person standing up, vehicle is dirty looking.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) SGT Belicki reported that the problem property at 2139 Point – commonly referred to as the "catacombs" which has a past with gang activity, transients and drug use – is "deep in foreclosure". There were no other reports on this property at the meeting.
2) Known Spanish Lords location, 2765 W. Francis, was involved in more gang and drug activity over the last month, after being uncharacteristically quiet for weeks. Shots were reportedly fired into the property early morning on a Monday in February. Residents called 911 and the police responded very quickly. This property had been very quiet for weeks, but this was disrupted by the most recent shooting incident. Neighbors have seen Spanish Lords at this property flash gang signs at passing cars as well as being involved in drug sales.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A resident voiced a complaint that the Congress Pizza drivers are parking and loitering in the alley behind the restaurant - this has been a problem in the past. Representatives from Congress Pizza were not present at the CAPS meeting.
2) There has been less congestion due to illegal parking in alleys during Congress Theater events over the last month. SGT Belicki reported that residents have been calling 911 to report illegal parking which has helped minimize this problem. Residents are strongly urged to continue calling 911 to report illegal parking activity.
3) Gunshots were reported by residents Friday, February 17th around 6am at the corner of Maplewood and Palmer. The shooter is believed to be known, however, there were no eyewitnesses to the crime. According to residents, the shooter is an intimidating looking tall, thin male, believed to be an OA gang member (Orchestra Albany) who is frequently seen riding his bike around this section at 6am. He has several tattoos visible around his neck and residents have seen him threaten cars with gang signs. SGT Belicki strongly urged residents to call 911 if this individual is seen doing any criminal activity.
4) There was an arrest made on 2 suspects involved in the sexual assault crime that occurred against an 18 year old woman near the Congress Theater on New Years Eve. 14th District Court Advocates will be attending the court cases against the 2 arrested teenagers being charged as adults. According to the Chicago Tribune report, "The two other suspects, ages 15 and 16, were taken into custody Monday. Terrance Ford, 15, and Aanwar Barbour, 16, are charged with kidnapping, robbery and aggravated criminal sexual assault." http://trib.in/AmX9AG
5) A resident reported that on Saturday evening, March 10th, a couple of intoxicated individuals, believed to be patrons leaving Tini Martini Ultra Lounge, walked down Francis Pl. at Bingham and started breaking side mirrors on cars. Blood and broken bottles were found at this corner the next morning.
6) Ronda Locke from 1st Ward office announced that Alderman Moreno has put the Congress Theater into "deleterious impact" as a result of the owners of the establishment not following through on commitments the Alderman requested. Residents concerned with the commitments not being honored by the Congress Theater are strongly urged to appear at City Hall on the 8th floor, April 17th at 11am. Ms. Locke mentioned that owners of the Congress Theater have "done great lip service, but their execution hasn't been there."

1) Many section residents were in attendance to report on criminal activity on the 2400 block of N. Campbell by Ray Ray Joos. Ray Ray Joos has recently moved back to this section after being released from prison. Coincidentally, police officers Komo and Smith are  aware of Ray Ray Joos and happened to detain him hours before this CAPS meeting where he was causing problems at Logan and Western Ave. Gang members affiliated with Ray Ray Joos have been seen in this area since his return to the neighborhood. On March 10th, around 6:30pm, young males wearing white and black shirts were seen walking down the street displaying gang signs. The night prior to the CAPS meeting, residents noticed Ray Ray making shooting gestures in the middle of the street on Campbell. 911 calls were made and police arrived to detain him. Members in this gang are traveling on foot, on bikes as well as seen pushing strollers. A resident was late to the CAPS meeting because of being intimidated by a couple of 20 year old Black and Hispanic males on bikes preventing the resident from passing through. The property where Ray Ray Joos is currently living is reportedly a sanctuary for many other criminal drug activities and negligence. SGT Belicki suggested a call be made to the Illinois Department of Children and Family Services to help.
"AIG" (Almighty Imperial Gangsters) gang tagging was reported on Tile Outlet which has since been removed.Residents have been calling 911 and are strongly urged to continue calling to apply police pressure against these offenders. Residents are also seeing a "new cast of characters" enter into this section affiliated with Ray Ray. This activity is starting much earlier compared to last year and many residents are concerned about how much more the illegal gang activity will escalate. Residents have noticed that Ray Ray is "shiftier", always on the move around the neighborhood while frequently seen using a cellphone.
The officers strongly urged 911 calls by residents to report anything suspicious including bicycles being ridden on the sidewalk to maintain pressure on the situation.
Residents are also encouraged to spend time sitting on steps, walking dogs together, watering lawns, anything to stay visible and remain a positive vigilant presence in the neighborhood.

When residents call 911, SGT Belicki suggested the following:
Include as much detail as possible including whether the suspect is flashing gang signs, number of individuals, whether the activity is escalating, gang affiliations, names, etc.,
911 call taker has a list of questions to ask when receiving the call to help understand the request and then send the report to the dispatcher communicating it out to the police.
If anyone has trouble with the 911 call taker, ask for the call taker supervisor.

2) During one evening last month, a Hispanic male in his late 20s, was rummaging through a minivan on Campbell and attempted to break into another car on the street. Residents followed the suspect down the street and called 911, police responded and were able to arrest him. Concerned residents asked the police what course of action they can take against this repeat offender in the future. SGT Belicki indicated there is no course of action unless the victim of the crime files charges against him. Residents meanwhile are urged to call 911 on this individual for any criminal activity seen and the police can possibly tie the crime to others if he is convicted of them, increasing the penalty.
3) A resident reported that there was an incident of gas siphoning in this section. Residents should keep an eye on this activity or consider lockable gas caps.

General Announcements
CMDR Flores and SGT Belicki officially welcomed Vicky Schmidt as the new Beat 1431 CAPS facilitator.

PO Trempe announced that he will be retiring from his years of service in June.

Community Alert: Strong Arm Robberies within the 14th District
According to the Area 5 Detective Division (Area 5 includes police districts: 14, 15, 16, 17, 25), strong arm robberies have been occurring in our district. "A lone male offender approaches female victims on the sidewalk and robs them of their purses, money, and cell phones. Most of these incidents are occurring in the late evening and early morning hours."
Offender's Description:
- Male black offender, described as 18-39 years of age, 5'08" - 6'06", and 150-180lbs. In two of the incidents, the offender was described as having dreadlocks.
- The offender has been described as wearing a gray or brown hooded sweatshirt, or a black puffy coat.
What you can do:
- Report any suspicious people or activity in the area
- Be aware of this situation and alert neighbors in the area about this crime
- Pay special attention to any subjects loitering in the area

Court Advocacy Report
1) Court Advocates continue to follow the Derek Tate Jr. murder case which is currently in pre-trial motions. This murder happened over 8 years ago.
2) On December 15th, a battery case was thrown out by the judge since the party pressing charges (VLive) did not appear in court. A representative from VLive at the CAPS Meeting mentioned that he was not aware of this court case and that they have been attending past trials. Both the police and 1st Ward alderman's office will be checking into this case.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) SGT Belicki reported that there were no calls of service for disturbances or gang activity at the problem property at 2139 Point – commonly referred to as the "catacombs" and is known for it's transients and drug use. CMDR Flores did mention, however, that the 1st Ward Alderman's office called when a member from their office encountered gang activity when investigating that property in person.
Ms. Locke from the 1st Ward office reported that a police camera was considered in the area of this property, however, due to neighbor opposition (due to fear a camera would lead to decreasing property values) this plan did not move forward.
CMDR Flores and Liz Rios reported that they had no further status on this problem property, however, CMDR Flores said "it is on their radar". They will follow up with an update at the next CAPS meeting.
2) Known Spanish Lords location, 2765 W. Francis, reportedly did not have significant activity according to the police over the last 2 months.
3) PO Trempe reported that the police arrested a graffiti "artist", last Sunday Jan. 15th, tagging the rear of the Family Dollar store near Francis and Stave. The offender tried to flee and resist arrest, but was captured by police. This tagger was from the "AOM" crew.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) 1st Ward Alderman Moreno reportedly has asked for a lighting assessment along Rockwell to increase the brightness. Congress Theater has also agreed to add more lighting around the venue.
2) Residents reported that there has been illegal parking in the alley behind Congress Theater (near Maplewood and Rockwell) blocking residents from accessing their garages. Residents have called 911 in the past, but have not had quick responses from the police. Another resident reported that she walked a parking meter officer into the alley to show the cars to be ticketed. CMDR Flores said that officers will address the illegal alley parking, and that residents are strongly urged to call 911 to handle these incidences.
3) Residents reported that several cars were  keyed the morning after a Congress Theater event on October 16th.
4) According to CMDR Flores, evidence from the sexual assault crime that occurred against an 18 year old woman near Congress Theater on New Years Eve is still being processed. CMDR Flores could not speak any further about the case as it is still ongoing.
5) Ms. Locke from the 1st Ward office mentioned that the Congress Theater owes the office a report on activities and commitments they have made to make the area safer and more secure. The former Tavern League for Milwaukee establishments might be asked to reconvene along with the community and police as participants to provide and share information for the safety of patrons and residents. CMDR Flores requested that the police be notified of community related matters such as the Tavern League and other gatherings out of concern for the neighborhood.
6) A resident who lives near VLive has been having ongoing issues with trouble sleeping due to the strong bass frequencies emanating from the club. Attempts to request VLive to decrease the intensity of the music has not been effective. This sound occurs from Midnight to 4am when the club is open. City inspectors have been contacted but need to arrive during the late night hours to assess the sound pollution. Several other residents have signed a petition against the noise pollution from VLive. These residents are having to find other areas to sleep in their homes, small rooms to living rooms trying to find ways to get through the evening undisturbed by VLive.
A representative from VLive said that he has been lowering the bass whenever he receives a message from nearby tenants. SGT Belicki asked that VLive reduce the bass to prevent residents from having to contact them to do so.
Ms. Locke from the 1st Ward office will help arrange an inspection during the middle of the night to evaluate the noise pollution emanating from the club.
7) Residents have noticed that there are people illegally parking in permit only parking spaces on the 2100 block of Rockwell.

Meeting Minutes
November 17th, 2011

Officers Present: SGT Giambrone, PO Komo, PO Trempe, PO Luna, and Liz Rios (14th District CAPS organizer), and an Area 5 Detective.

General Announcements
The 14th District Commander has yet to select a Beat 1431 CAPS facilitator, but she has received applications for the position and will plan on interviewing the candidates.

Beat 1431 CAPS Meetings time at 7pm
The Beat 1431 CAPS meetings have been moved back to 7pm starting in January 2012.

Community Alert: Wanted for Armed Robbery
Male, Hispanic, 45 - 50 years of age, approx. 5' 6" tall at 200 pounds wearing one glove, armed with a handgun and riding a bicycle.
Offender committed 2 armed robberies on 11/15/2011. The first incident occurred in the 1400 block of W. Chicago Ave. at approximately 5:19pm. the second incident occurred on the same date at 6:47pm  in the 1800 block of N. Western Ave. The offender is also wanted for an Attempted Armed Robbery on October 5th, 2011 at 7:30pm in the 1900 block of W. Chicago Ave.

iPhone Thefts are High
PO Trempe reported that across the district iPhone thefts have been increasing. The phones are being stolen out of the hands of the owners while they are using them, oblivious to their surroundings. PO Trempe recommends keeping iPhones and smartphones in general in your pocket when walking outside particularly after dark to minimize likelihood of getting it taken.

14th District Peer Jury
The 14th District Peer Jury Program is looking for Peer Juror volunteers between the ages of 13 and 17. Peer Jurors preside over and help decide sentencing for certain misdemeanor juvenile cases. Peer Jurors meet the 1st Thursday of every month to preside over the court held at the 14th District Station. For more information or if you would like to join the 14th District Peer Jury Program, please contact PO Sonia Moriarity at (312) 744-1261.

Court Advocacy Volunteers Needed
The 14th District is also in need of volunteers to participate in the 14th District Court Advocacy Subcommittee. The purpose of the Court Advocacy program is to identify court cases which are of a concern to the community and to follow those cases in court. Crime victims and witnesses of crime are supported through the Court Advocacy program. For more information, contact Officer Sonia Moriarty at (312) 744-1261.

Liz Rios reiterated the youth curfew hours:

Children under the age of 12 must be indoors:
  • 8:30pm, Sunday – Thursday 
  • 9pm, Friday and Saturday
Children between ages 12 and 16 must be indoors:
  • 10pm, Sunday – Thursday
  • 11pm, Friday and Saturday

Court Advocacy Report
Court Advocates continue to follow the Derek Tate Jr. murder case which reportedly has not had any progress in convicting the alleged shooting offender in over a year. It has been over three and a half years since Alex Medina, charged with supplying the gun to the shooter, was arrested and he remains free on bond. The fact that this court case has been drawn out so long over the years has been very hard and frustrating for the family, the court advocates attending the case and the police who made the arrests.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) The criminal activity around 2136 N. Point has reportedly subsided over the last 2 months, with only a couple incidences.
2) 2139 Point is reportedly still a problem property with known drug use in the "catacombs" of the building. There were a couple arrests at this property for narcotics. According to Liz Rios, the 14th District Commander and PO Torres are currently reviewing problem properties within the district, but the status of this building was not known at this time.
3) Criminal and drug related activity was reported in the area of 2765 Francis Pl. which has a history of Spanish Lords affiliation.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Known delinquents with Spanish Lords gang affiliations continue to loiter around Congress Pizza. Representatives from the restaurant were present and reported that they have been dispersing these individuals.
2) PO Trempe reported that criminal activity around McLean and Campbell was down.
3) Representatives from VLive reported that there were 6 - 8 battery related arrests as well as an incident of a female patron urinating in the public way.
4) Congress Theater has a light event schedule in the coming months, expecting between 3 - 5 shows in January. Neighbors of the theater have complained of loitering and lines forming outside properties. Residents at the meeting also reported that Congress Theater patrons are drinking in their cars and disposing their garbage outside on neighborhood lawns.

1) There was a report of continued drinking and loud noise from patrons of the former Tini Martini and Congress Theater after 2am returning to their cars on Talman, particularly along the diagonal parking at Goethe Elementary School.
