BEAT 1431 CAPS
Meeting Minutes
April 7th, 2011

The next meeting is scheduled for Thursday, May 19th at 6:30pm at the 14th District Police Station, 2150 N. California.

Officers Present: No officers were present.

Number of Beat 1431 residents present: 5

General Announcements
Beat 1431 residents remain extremely discouraged with Commander Flores of the 14th District who is no longer supporting monthly Beat 1431 CAPS meetings despite having a very strong and committed community volunteer base interested in working with police to address the continued criminal activity within the Beat.
Commander Flores has reduced the Beat 1431 CAPS program to meeting every other month on the 3rd Thursday at 6:30pm.

From March 1st - 31st, according to CLEARMap, Beat 1431 suffered 85 crimes, an increase of 5 from last month (80):

Beat 1431 Court Advocacy Report
- Court Advocates are following the case of Ricardo Vasquez
following tagger Benjamin Acuna, "Were", who was caught vandalizing Congress Theater, he is roughly 35 years old
- Court Advocates also continue to follow the murder case of Derek Tate.

Reported Shots Fired Beat Map
3/16 at 5:22pm and 8:20pm, shots were fired toward Francis Pl., near Bingham and Stave




Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) 2 separate incidents of shots fired were reported the evening of March 16th, first at 5:22pm and then again at 8:20pm. Unfortunately, no one witnessed the shootings. 14th district police officers responded quickly.
2) Cobra gang graffiti has been reportedly vandalizing the business at 2700 Francis Pl.
3) Another building on the 2000 block of Bingham has been vandalized with Cobra gang graffiti along with MLD gang graffiti.
4) Residents believe MLD gang members have been seen more frequently in the section.
5) Residents are seeing an increase in gang graffiti in addition to non-gang related tagging.
action: Residents are urged to continue calling 911 to report the ongoing gang and criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Residents are wondering whether past criminal activity that has occurred at VLive is in conflict with a restrictive covenant in place for their business license. There is a pending meeting with VLive and Alderman Moreno to address this issue.
action: Club 2047 criminal activity, Congress Theater & Tini Martini and Congress Pizza gang activity remain priorities in this section.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A resident reported that there is an abandoned property on Medill that has suffered significant water damage.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Neighbors reported Tini Martini is attempting to apply for a late liquor license.
2) A resident reported that there was a group of 5 - 6 young males suspiciously loitering, listening to loud music behind the Goethe Elementary School annex building near Lyndale and Talman late evening Tuesday, April 5th. Police were called and responded quickly and were seen detaining the individuals.
Unfortunately, no police were present at this Beat meeting to report on this incident, this remains an unanswered question.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) A resident on the 2500 block of Talman was reportedly arrested for criminal activity outside Beat 1431.
action: Residents are strongly urged to call 911 if they hear or see any suspicious activity.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The infamous homeless person (record of drug abuse), Daryl Chambers, continues to loiter near the Kennedy between Western and Artesian.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti
