The next meeting is scheduled for Thursday, November 17th at 6:30pm at the 14th District Police Station, 2150 N. California.

Officers Present: SGT Belicki, PO Luna, PO Sutchen (sp?), PO Smith, and Liz Rios (14th District CAPS organizer)

Number of Beat 1431 residents present: 15

General Announcements
The 1431 Beat Facilitator position is still open for community residents still interested in volunteering for this role. An application can be obtained at the 14th District Police Station. Community resident, Vicky Schmidt, has applied for the position, however, the 14th District CAPS office is still evaluating and accepting applications as of this meeting in September.

New curfew rules are effective as of September 18th:

Children under the age of 12 must be indoors:
  • 8:30pm, Sunday – Thursday 
  • 9pm, Friday and Saturday
Children between ages 12 and 16 must be indoors:
  • 10pm, Sunday – Thursday
  • 11pm, Friday and Saturday
Lastly, it is a Chicago City ordinance to have alley facing address numbers posted on properties.


Court Advocacy Report
There were 2 notable cases reported:
  1. Tagger team known as "Jack & Juicy" were convicted and received 2 years probation, responsible for restitution and court fines
  2. Anthony Torres, was arrested for graffiti and resisting arrest, paying $2000 in restitution with 1 year probation

Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Two weeks ago, residents near Point and Francis Pl. reported observing drug dealing between 5pm and 10pm. The police were aware of both the activity and properties involved.
2) A resident asked if there was any further information on police activity around 10pm the night before (9/14) near Francis Pl. and Point involving several marked and unmarked squad cars. Attending officers at the meeting believe it was related to a routine traffic stop that led to a couple cars evading the officers.
3) Residents reported that there has been Cobra gang graffiti vandalizing homes on the 2100 block of Bingham and along Milwaukee.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There were reports of known delinquents loitering near Congress Pizza that have Spanish Lords gang affiliation. The police were aware of these individuals.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A resident who lives in a property that was reported as place where there were domestic problems at the last CAPS meeting was in attendance and communicated that he was not aware of the nuisances reported. Another resident asked to read the problems reported from the last CAPS meeting, but SGT Belicki requested that not be done, indicating that if the people who originally reported the problems at the last meeting did not appear at the meeting then it should be assumed that the problems have "subsided". SGT Belicki also mentioned there were no calls for service at the property.
When asked by a resident if there was any follow up done by the police on the properties, SGT Belicki was not aware what the properties were and the resident had to repeat the addresses of the properties to her. The resident asked again if there was follow up by the police and SGT Belicki didn't directly address the question other than indicating it is a lengthy process.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Resident from the 2400 block of Wastenaw reported that his property was tagged with graffiti (house and garage). The garage was broken into and a bike was stolen 2 days earlier.
2) A resident called 911, Tuesday (9/13) around 3:30am to report individuals who were drinking and making noise outside of the residence. It took two 911 calls for officers to respond who then detained a few of the individuals for questioning. The resident wanted to follow up with the incident to possibly learn more as to the cause of the activity, however, that did not seem possible. SGT Belicki said there would only be a report made if an arrest was made. There was no indication an arrest was made. SGT Belicki mentioned that the resident would need to explicitly ask to see the police who responded to the call to learn more about the incident, otherwise, there would be no follow up with the resident.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) According to a resident, criminal activity on the 2400 block of Campbell was reportedly down over the last 2 months. Also, a known criminal in the area was reportedly imprisoned in Will County.
2) There was continued criminal drug and loitering activity in and around the alley between Campbell and Artesian. Local residents have been calling 911 over the last 2 weeks.
3) There is a renter on the 2400 block of Artesian who has been leaving various belongings out in the parkway at all hours of the day which neighbors are trying to discourage. Liz Rios suggested contacting the Ward Superintendent to cite the landlord of the property in violation of the use of the parkway.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gun shots were reported on the 2100 block of Point on Sunday, July 3rd. This reported incident follows a shooting at the same place on Easter Sunday resulting in a wounded individual - these shootings are believed to be related to the known problem property at 2139 Stave. In addition to shooting incidents between 2136 and 2139 Point, residents are also reporting that there is drug activity and loitering.
A resident reported that a stray bullet from the Easter Sunday shooting went through the window of his apartment, fortunately he was not in the apartment at the time otherwise he would have been harmed. SGT Belicki has asked for more detailed information regarding the crimes being reported. A resident also suggested a positive loitering campaign in this area and setup a phone tree, a resident email list or a group mobile text.
SGT Belicki thought a positive loitering campaign was a good idea and would follow up with a date for this action.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) In the absence of a representative from Congress Pizza, Beat officers present reported no criminal activity at Congress Pizza
A resident did report, however, that a known prostitute named "Pebbles" has been seen loitering by the Congress Pizza delivery drivers. SGT Belicki indicated that there needs to be evidence that there is criminal activity occurring on the premises.
2) There were no representatives from Tini Martini present at the meeting, however, officers present mentioned that they have been very active in calling the police if there is any crime occurring.
3) Representatives from Club 2047 (VLive) were present and reported that there have been battery arrests over the last 2 months.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A resident on the 2500 block of Fullerton mentioned problems with the properties just East of Fullerton and Maplewood. Shots were reportedly fired near these properties on the 4th of July and confrontations with baseball bats and guns were also reported the evening of June 30th. Residents nearby have called 911 on these properties and have confronted the problem individuals. PO Trempe was well aware of these problems. SGT Belicki asked for more details on the activity.
2) A resident asked SGT Belicki for any more detail on a series of three burglary offenses occurring within a week on Rockwell, however, SGT Belicki did not answer the question directly. She did indicate that having "nosey neighbors" and a well-connected neighborhood to report these crimes is very important in these cases.
3) A resident indicated that a burglary that occurred on Rockwell was witnessed by neighbors and have called the police providing descriptions but the burglars were able to return despite this information. SGT Belicki mentioned that some of this information might have been lost or is currently in progress. The resident indicated that this information could be provided again to SGT Belicki and she would pass it along to a burglary sergeant.

General Announcements
Liz Rios announced that Beat 1431 CAPS meetings are only meeting every other month like many other districts due to staff shortages. She also mentioned that Beat 1431 residents are free to meet between CAPS meetings, however, they need to be called "Community Meetings" and not "CAPS Meetings". Ms. Rios also requested that meeting minutes captured at these non-CAPS meetings be referred to as "Community meeting minutes".
A representative from the GGNA community group mentioned that the GGNA will likely try to support monthly "community meetings" between official CAPS meetings.

Beat 1431 is in need of a resident to serve as the CAPS meeting facilitator. Interested candidates should contact the CAPS office at the 14th District Police Station (312-744-8290) or CAPS.014District@chicagopolice.org

SGT Velgara announced that he is retiring from the police force after many decades of service. SGT Giambrone mentioned his thanks for Velgara's service, particularly his efforts in community outreach.

SGT Velgara also announced that residents should email the CAPS office (CAPS.014District@chicagopolice.org) at least a week in advance of the Beat 1431 CAPS meetings for any criminal activities they would like the police to provide further information. This also includes any community meetings that occur in between official "CAPS" meetings.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) There continues to be drug and gang activity on the 2000 block of Stave and the 2700 block of Francis Pl. The police had no further information on this situation which was reported in March.
According to resident reports, gang and drug activity on the 2700 block of Francis is at a "steady state" during the evening hours between 6pm - 11pm, Wednesday - Saturday.
2) April 29th, an off duty US Marshal shot a gang member in the leg who was in a chase while wielding a gun. There was no further information provided by the police.
3) Residents re-iterated all the crime incidents from the previous "Community meeting" held in April:
a) 2 separate incidents of shots fired were reported the evening of March 16th, first at 5:22pm and then again at 8:20pm. Unfortunately, no one witnessed the shootings. 14th district police officers responded quickly.
b) Cobra gang graffiti has been reportedly vandalizing the business at 2700 Francis Pl.
c) Another building on the 2000 block of Bingham has been vandalized with Cobra gang graffiti along with MLD gang graffiti.
d) Residents believe MLD gang members have been seen more frequently in the section.
e) Residents are seeing an increase in gang graffiti in addition to non-gang related tagging.
3) Residents mentioned that parking on Bingham and Stave has been challenging due to events being held by Tini Martini, Congress Theater and VLive.
4) SGT Velgara announced that there were 3 arrests made for graffiti in section 1 on Wed, May 18th.
5) SGT Velgara mentioned that there were over 20, 911 calls regarding the property at 2139 Point.
6) SGT Velgara mentioned that the police arrested 4 individuals for burglary on the 2000 block of Point.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Representatives from VLive announced that there were 2 arrests made in April, both pertaining to battery of employees
2) Gun shots were reported on April 25th at 11pm on the 2400 block of McLean, police were dispatched. SGT Giambrone mentioned that he responded to the call and he and his colleagues did not find the suspect or notice indications of a gun being fired.
3) Residents are still wondering whether the ongoing criminal activity at VLive is in conflict with a restrictive covenant in place for their business license.
4) Resident reported that ticketing of illegal parking has been working well in this section even in concert nights.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) SGT Giambrone responded to a 911 call over the last month from a resident reporting individuals drinking in a parked vehicle. When SGT Giambrone arrived, he found a young male laying in the middle of the street inebriated, and lucky to have not been run over by a car.
2) Residents asked the police for more information regarding a house near the intersection of Washtenaw and Belden that had yellow police tape surrounding the front entrance. Police believe the tape was an indication that the property was "unsafe" or could be in the process of being torn down.
3) According to the police present, the arrests reported last month on April 5th at Goethe Elementary School near Talman and Lyndale resulted in a gun being seized.

1) The police had no further information on the illegal parties that were reported on the 2600 block of Fullerton. These were initially reported at the last Beat meeting in March. There have been complaints of noise as well as residents noticing signs for parties.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Several residents reported criminal activity on the 2400 block of Campbell near Altgeld and Campbell. A few suspects have been identified recruiting and selling drugs and there is concern that the IG's (Imperial Gangsters) might be trying to form in this area. Residents have called 911 and are remaining vigilant in this area. The alley behind Artesian facing Western has also been an area where there has been loitering and criminal activity.
Residents would like to get this activity stopped as soon as possible. SGT Giambrone indicated that he will discuss this with the Gang and Tactical Unit.
2) Residents reported that the infamous homeless person (record of drug abuse), Daryl Chambers, has moved further North near Diversey and Western.

General Announcements
Beat 1431 residents remain extremely discouraged with Commander Flores of the 14th District who is no longer supporting monthly Beat 1431 CAPS meetings despite having a very strong and committed community volunteer base interested in working with police to address the continued criminal activity within the Beat.
Commander Flores has reduced the Beat 1431 CAPS program to meeting every other month on the 3rd Thursday at 6:30pm.

1) A resident reported that there is an abandoned property on Medill that has suffered significant water damage.

1) Neighbors reported Tini Martini is attempting to apply for a late liquor license.
2) A resident reported that there was a group of 5 - 6 young males suspiciously loitering, listening to loud music behind the Goethe Elementary School annex building near Lyndale and Talman late evening Tuesday, April 5th. Police were called and responded quickly and were seen detaining the individuals.
Unfortunately, no police were present at this Beat meeting to report on this incident, this remains an unanswered question.

March 3rd, 2011

General Announcements
There has been increased graffiti in Beat 1431 in the last few months. There were 10 juveniles arrested for graffiti in the last 30 days and there were 135 requests for graffiti removal within the 14th District in the past month. Graffiti is staying up longer due to city layoffs in the graffiti removal program.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) A neighbor reported that drug dealing has started from a house on Francis near the dogleg between Point and California. Deals are done mainly Thursday, Friday and Saturday evenings from 6 to 10 pm by the fire hydrant across the street by a guy recently released from jail. There was a brawl between the dealer and the buyer. A 31 year old man who may have been involved was arrested on March 1st.
2) Gang members were inside a fenced lot at 2110 N. Bingham drinking and flashing gang signs on March 2nd. The lot is owned by a bank and the trash and weeds get cleared once a month. This is the first time gang bangers have been seen at this location this year.
3) Beat Facilitator Jim Rhodes asked the police if they knew about the problems the family on the 2000 block of Point reported in December. The police did not recall, so, Jim reported again about the theft of propane tanks from a deck, another break in at the same apartment and objects being thrown at their window. He also described the white male with a teardrop tattoo on his face - recognized by people in the neighborhood as a "known crackhead" - who has been seen carrying propane tanks in the area.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) One third of all arrests in the Beat are occurring in or near V-Live events. Police reported that there were 10 arrests in December and 18 arrests from January 6th to March 3rd within two blocks of V-Live.
2) There have also been three reported rapes associated with V-Live, 2 in December, which were not reported at the January CAPS meeting, and one on Feb 18. One of the December rapes was reported to have occurred in a parking lot being used for a V-Live event. The second rape occurred when the victim left with someone after a V-Live event. Police said that the third rape was reported inside V-Live on Feb 18 and happened in a backstage area by an artist. Police said that it was reported but they didn’t have details yet.
3) Neighbors have also complained about noise and trash both before and after events. They never see anyone from V-Live around patrolling the area. A representative from V-Live said there is a person from their security company in the parking lots.
4) The noise complaint from V-Live was also brought up again and a representative from V-Live said that problem has still not been resolved.
5) There were also concerns that no one from V-Live was at the January CAPS meeting and that the restrictive covenant was not being honored. The restrictive covenant was a condition of community approval for the V-Live Planned Development zoning change which allowed V-Live to increase the number of people allowed in the building. V-Live told the community that there would not be any increase in noise, trash or other problems as a result of that zoning change.
6) A representative from Congress Pizza announced that Congress Pizza has applied for a Place of Public Amusement (PPA) license. They want the PPA license so their customers can hold parties with a band or a DJ.
7) Benjamin Acuna, with the tag name, "Were," was arrested on Saturday morning, Jan 9th. He was tagging the front of the Congress Theater as a concert was letting out. His case is being followed by court advocates.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Robert Rodriguez and Anthony Diaz, both parolees, were arrested in February for a robbery in the 2700 block of Logan Blvd. Police think they may have been responsible for the increased number of thefts, robberies and attempted break-ins on Campbell and Maplewood in recent months. Their cases are being followed by court advocates.
2) Two juveniles (15-and 16-years old) were arrested for damage to cars along Western Avenue.

1) Neighbors reported Tini Martini is applying for a late liquor license.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Raves or illegal parties are being reported at 2608 N. Fullerton. It has been a noise nuisance on the weekends and signs displaying, "The Party is Here" have been seen on the door of the building. There is no license for such functions at that address. The police will investigate this further.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The homeless person living in a pile of boxes, garbage cans, rugs and other garbage next to the Kennedy between Western and Artesian is still there.
2) Progress is being made on creating a dog park on the land between the Kennedy, Western and Artesian.
3) Residents in this sector report that Ricky Fisher, a MLD gang member who used to hang out in this sector, was arrested on Feb 23 in a Humboldt Park drug sweep. He has been charged with a Federal complaint for distribution of crack cocaine.

The next meeting is scheduled for Thursday, February 3rd, Chase Elementary School, 2021 N. Point.

Officers Present: There were no 14th District police officers in attendance.

Number of Beat 1431 residents present: 3

General Announcements
The 14th District continues to only support CAPS meetings every other month vs. monthly. According to Liz Rios in the CAPS office, Beat 1431 CAPS meetings will only be recognized by the police every other month. According to Rios, if residents want to meet every month without the police, they are not to be considered CAPS meetings, but instead "community meetings." Residents are ignoring this distinction and will continue to email CAPS meeting minutes and raise awareness of the criminal activity in our Beat regardless of police support. Residents remain extremely disappointed in the 14th District for not supporting monthly Beat meetings particularly while crimes are continuing to plague our Beat.

1st ward alderman Moreno attended the meeting and immediately started communicating additional plans he had made with snow removal crews to help clear more side streets and alleys in our Beat.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Over the last month, owners of a property in this section suffered 2 break-ins and additional vandalism. The offenders responsible for this activity are believed to be gang members. Residents brought these crimes up a the last Beat meeting, and learned that the police were also aware of these crimes. Residents at the Beat meeting are wondering why the police are not more forthcoming in communicating these crimes at the CAPS meetings (relying on residents to raising awareness to them).
2) A resident asked if Jerry Gabrielatos of the Ald's office had any follow up information on the notorious "catacombs" residence on Bingham (catering to homeless and transient drug users). He did not have any further information but mentioned he would follow up.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Last month, over one third of the arrests in this section involved the VLive nightclub (Club 2047).
Also, Ald. Moreno met with the owner of VLive to verify that no representative from the club was in attendance at the last CAPS meeting. The owner of the club insists a manager was in attendance, so, Ald. Moreno will be checking on the attendance sheet to verify if was indeed the case.
Residents are very concerned about the criminal activity involving VLive as part of the covenant they made with the community to be in our Beat.
2) Resident reported that Congress Pizza was interested in filing for a "Place of Public Amusement" license, but there was no further knowledge of this request.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Maplewood and Campbell has had a series of criminal activity. Ald. Moreno's office followed up on the criminal activity in this area with the Beat SGT and she claims that there have not been calls to 911 reporting some of these crimes, such as the stolen dog. The police are requesting that residents call 911 to report these crimes, emailing the crimes to the community is not enough.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Congress Theater and Tini Martini patrons continue to park up and down neighboring streets such as Talman and Rockwell and then proceed with drinking, littering and being a noise nuisance before and after the shows.
A resident recommended that both Congress and Tini Martini should pay for better policing of patrons who wander through the neighborhood as well as provide sidewalk and street cleaning services after their events. Currently Goethe School and local residents have to pick up the garbage and broken alcohol bottles that litter the neighborhood.
Alderman Moreno mentioned that "we can make that happen." in regards to making Congress and Tini Martini accountable for these clean up services.
2) Tini Martini is requesting a 4am liquor license. Ald. Moreno mentioned that the owners Tini Martini are telling him that they have overwhelming support to have a 4am liquor license. Ald. Moreno said they need support of the 14th Dist. Commander and the support of Ald. Moreno (who mentioned he has never granted a 4am license). Ald. Moreno has also not seen any actual petitions from Tini Martini that prove their claims.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Graffiti went up all over this section after the record snowfall. Ald. Moreno's office is responding to the vandalism and expects it to be cleared soon.
2) Ald. Moreno met with the owner of 2514 Fullerton regarding "social club events" at the residence. Ald Moreno told the owner that he cannot have these activities without a license.

General Announcements
Sgt Velgara announced Beat 1431 Stats: 35 arrests during December, mostly on Milwaukee Avenue. There were 2 criminal sexual assaults; 3 robberies; 1 aggravated assault; 7 burglaries; 5 motor vehicle thefts and 3 batteries in Dec.

Sgt Velgara also announced that CAPS will be meeting every other month with meetings starting a 6:30pm. Neighbors responded that they will continue to hold CAPS meetings every month at 7:00pm, as they have been doing for years, regardless of police attendance.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Repeated gang tagging on garages on Point Street was reported.
2) On the 2000 block of Point, on 12-3-10, two propane tanks were stolen from decks in one building. Around 9:30 pm that same night, someone climbed on another back deck while the family was at home and stole another propane tank. Police were called.
3) On 12-16-10 at the same address on Point Street, someone broke into an empty apartment from the deck at 5:37 pm and an alarm went off. The family got home 45 minutes later and called police to go in with them. The deck door had had been forced opened with a crowbar but nothing was stolen. Apparently the alarm frightened the person(s) away.
4) On Jan 5, someone tossed objects (possibly balls of mud with snow) at the windows in the same apartment while the family was at home. No damage was done.
5) A white male with a teardrop tattoo on face and described by people in the neighborhood as a "known crack head" has been seen carrying propane tanks in area.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Police reported that there were ten arrests at V-Live during December. No one from V Live was at the meeting. Jim Rhodes, the beat facilitator, will contact Alderman Moreno's office. Neighbors have also reported beer bottles and other trash in the neighborhood both before and after events at V-Live. V Live was supposed to have extra security for New Year’s Eve when they expect to be at full capacity with close to 1900 people at their events.
2) No problems were reported at Congress Pizza.
3) No arrests were reported at Congress Theater but there were some medical issues there.
4) On Dec 10, a neighbor on Maplewood who has windows overlooking the alley reported that thieves tried to pry open storm windows in the alley. Traffic through the alley deterred them. This is the second attempted burglary in Dec at that location.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) The week before Christmas about 6:00 pm on Lyndale near Maplewood, four men in a red Bronco pulled up and demanded that a man walking there give them his money. They said they had a gun and took the person's money; he was not injured.
2) A car was stolen from Belden Avenue just east of Maplewood during the night of Dec 6th.
3) A neighbor reported that before Christmas someone tampered with their back gate to the alley and there were footsteps up to a first floor window after a fresh snow on Maplewood south of Fullerton.
4) On Jan 5, a neighbor reported that a young man with a red hat with white trim, carrying a screw driver was looking in the drivers side of cars parked between Campbell and Maplewood on Belden.
5) Neighbors on Maplewood south of Fullerton found the screen on a window that faces the alley had been pushed up on Jan 5. This is the second time it has happened. They reported it to the police.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) No problems were reported at Tini Martini, which is now closed on a couple of nights during the week.

1) More gang graffiti has been reported on garages around Haas Park.

1) A pile of boxes, garbage cans, rugs and other garbage is being used by a homeless person camping out next to the Kennedy between Western and Artesian.
2) More gang graffiti has been reported in the alley parallel to Fullerton.
3) A private social club at 2514 West Fullerton was closed down in the middle of Dec for liquor licensing violations. It was reported that they were allowing people into the club who were not members and were not accompanied by members.
