BEAT 1431 CAPS
Meeting Minutes
November 4th, 2010

The next meeting is scheduled for Thursday, December 2nd, Chase School, 2021 N. Point.

Number of Beat 1431 residents present: 11

General Announcements
A 14th police district sergeant announced that due to budgetary issues, Beat 1431 officers will only be present at meetings every other month (instead of monthly). Beat 1431 CAPS meetings will continue every month led by community members regardless of police attendance.

911 Caller Anonymity
Oscar Torres, a 911 dispatcher and instructor, presented a number of informative facts about calling 911. The following set of guidelines for calling 911 were provided by the CPD and the City of Chicago Emergency Management & Communications:

"As a matter of policy, call-takers are required to ask callers reporting gang and drug related incidents whether they would like to remain anonymous. As a result, the 911 dispatcher and the officer receiving the call do not see the caller's name or address. Any person reporting a crime may inform the call-taker that he/she wishes to remain anonymous.

While citizens who witness serious crimes have an obligation to come forward and cooperated with law enforcement authorities, it is the policy of the Chicago Police Department and the Office of Emergency Management and Communications to honor citizen requests to remain anonymous whenever possible.

- Clearly state your request to remain anonymous to the 911 call-taker.
- The call-taker will not this on the event record, which will make your information unavailable to a police dispatcher. The dispatcher will not have the caller information to pass along to police field personnel assigned to investigate the incident.
- If you call 911 again with additional information, you must request to remain anonymous again, as another call-taker may take your call.
- Do not mistake basic police investigative techniques as ignoring your wish to remain anonymous. Police officers have a duty and an obligation to canvas crime scenes for potential witnesses. Without knowing you called and requested to remain anonymous, police may knock on doors in the surrounding area attempting to locate potential witnesses."

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gang loitering and drinking continues to be a nuisance in front of properties 2112, 2113 and 2114 Bingham. Known Cobra gang members have been regularly seen in the area. Their loitering reportedly is occurring between Midnight and 3am.
2) Gang members are reportedly still loitering by the fence on the Francis side of Chase School. They are believed to be trying to recruit students.
3) Alderman Joe Moreno has reportedly given the go ahead to remove the tree in front of 2118 N. Bingham which has been obstructing the police surveillance camera.
4) The police roll call and positive loitering event on 10/14 in front of 2110 N. Bingham reportedly went well.
action: Residents are urged to continue calling 911 to report the ongoing gang and criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from V Live at 2047 N. Milwaukee reported that there were 4 arrests made over the last month. 1 arrest was due to a patron being struck by a bottle inside the venue. Another arrest was the result of two female patrons fighting outside the club.
2) A representative from Congress Pizza reported that there has not been any recent gang or criminal activity.
action: Club 2047 criminal activity, Congress Theater & Tini Martini nuisances and Congress Pizza gang activity remain priorities in this section.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There was no activity reported in this section.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A representative from Tini Martini attended the CAPS meeting. There was a controlled substance arrest related to the club over the last month.
2) The Goethe Elementary School basketball hoops were consistently removed over the last month.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) MLD gang graffiti continues to plague this section, particularly in the alley of Campbell.
action: Residents are strongly urged to call 911 if they hear or see any suspicious activity.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) MLD–AW gang tagging continues to vandalize Tile Outlet.
2) Daryl Chambers, a notorious homeless beggar continues to be seen in this section.
3) A street light continues to remain out at Artesian and Altgeld for 3 months now. Numerous calls have been made to both 311 and the 35th Ward Alderman’s office to no avail.
