General Announcements
Sgt Velgara reported that on Oct 24th, at 5:30am, a Spanish Lord fired 8 shots in Lazo’s on Western Ave. Police caught the offender.
Sgt Velgara also reported that auto thefts were up last month in our Beat and across the city.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) No activity was reported.
action: Residents are urged to continue calling 911 to report the ongoing gang and criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from V Live at 2047 N. Milwaukee reported that there were three arrests inside the club for battery in the past month. These were people fighting for personal reasons inside the club, usually over a girl friend or wife.
2) A neighbor reported hearing vibrations from the bass in his third floor bedroom during some performances at V Live. They are loud and keep him awake at night. Noise cannot be heard outside his building or on other floors. He said staff has been nice, but have not resolved this problem. He is hoping there will be further follow up by V Live. Another neighbor said she has heard vibrations in her basement also. V Live staff at meeting said it may be related to door in back being opened for smokers to go in and out.
3) V Live will have extra security for New Year’s Eve when they expect close to 1900 people, full capacity. The V Live representative said that their security extends to the parking lot but not beyond that. Call Ulysses at 630-660-6939 to have someone come and pick up the trash and bottles after V Live events.
4) The representative from Congress Pizza reported that there was a fight between two drivers. One has been fired.
5) A Rave with 50-100 kids was put out of business on 2000 block of Western in the last half of November.
6) More panhandlers, one of them reportedly a Spanish Lord, have been reported at Walgreens and CVS in the past month.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Drivers are going the wrong way down Medill, a one-way street and then making U-turns in intersection of Medill and Campbell.
2) A 2 flat on the 2400 block of Medill has apparently been abandoned by its owners for unknown reasons. The alderman's office has been advised and reported that the building has not been sold.

General Announcements
A 14th police district sergeant announced that due to budgetary issues, Beat 1431 officers will only be present at meetings every other month (instead of monthly). Beat 1431 CAPS meetings will continue every month led by community members regardless of police attendance.

911 Caller Anonymity
Oscar Torres, a 911 dispatcher and instructor, presented a number of informative facts about calling 911. The following set of guidelines for calling 911 were provided by the CPD and the City of Chicago Emergency Management & Communications:

"As a matter of policy, call-takers are required to ask callers reporting gang and drug related incidents whether they would like to remain anonymous. As a result, the 911 dispatcher and the officer receiving the call do not see the caller's name or address. Any person reporting a crime may inform the call-taker that he/she wishes to remain anonymous.

While citizens who witness serious crimes have an obligation to come forward and cooperated with law enforcement authorities, it is the policy of the Chicago Police Department and the Office of Emergency Management and Communications to honor citizen requests to remain anonymous whenever possible.

- Clearly state your request to remain anonymous to the 911 call-taker.
- The call-taker will not this on the event record, which will make your information unavailable to a police dispatcher. The dispatcher will not have the caller information to pass along to police field personnel assigned to investigate the incident.
- If you call 911 again with additional information, you must request to remain anonymous again, as another call-taker may take your call.
- Do not mistake basic police investigative techniques as ignoring your wish to remain anonymous. Police officers have a duty and an obligation to canvas crime scenes for potential witnesses. Without knowing you called and requested to remain anonymous, police may knock on doors in the surrounding area attempting to locate potential witnesses."

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gang loitering and drinking continues to be a nuisance in front of properties 2112, 2113 and 2114 Bingham. Known Cobra gang members have been regularly seen in the area. Their loitering reportedly is occurring between Midnight and 3am.
2) Gang members are reportedly still loitering by the fence on the Francis side of Chase School. They are believed to be trying to recruit students.
3) Alderman Joe Moreno has reportedly given the go ahead to remove the tree in front of 2118 N. Bingham which has been obstructing the police surveillance camera.
4) The police roll call and positive loitering event on 10/14 in front of 2110 N. Bingham reportedly went well.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from V Live at 2047 N. Milwaukee reported that there were 4 arrests made over the last month. 1 arrest was due to a patron being struck by a bottle inside the venue. Another arrest was the result of two female patrons fighting outside the club.
2) A representative from Congress Pizza reported that there has not been any recent gang or criminal activity.

1) A representative from Tini Martini attended the CAPS meeting. There was a controlled substance arrest related to the club over the last month.
2) The Goethe Elementary School basketball hoops were consistently removed over the last month.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) MLD gang graffiti continues to plague this section, particularly in the alley of Campbell.

1) MLD–AW gang tagging continues to vandalize Tile Outlet.
2) Daryl Chambers, a notorious homeless beggar continues to be seen in this section.
3) A street light continues to remain out at Artesian and Altgeld for 3 months now. Numerous calls have been made to both 311 and the 35th Ward Alderman’s office to no avail.

General Announcements
Sgt Belicki announced a police roll call and "positive loitering" event on 10/14 at 2110 N. Bingham at 6:00 pm. Leaflets were handed out for this event.

Sgt Belicki said that car thefts are up across the city, especially for Hondas 1990 to 2003, which can be opened and started with a replica key. She suggests using a club, a kill switch or an alarm in addition to locking the car.

There were 30 arrests this past month, including one for public violence; others for obstruction of traffic, aggravated robbery and graffiti.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Four people were arrested in the 2100 block of Bingham on 9/11 for obstruction of Traffic.
2) On 9/16, police visited Mariano's at Prindiville and Milwaukee regarding the drug dealing going on behind their business. The police gave them a ticket and Mariano’s has been closed because they did not have a business license. It is now quieter in that vicinity, with less loitering, however, there is still some drug activity occurring. The visit from the police was in response to neighbors calling 911 everyday about drug dealings going on in that area.
3) On 9/25 a group of 12 young men, who appeared to be new recruits to an old gang, were loitering on Stave Street and in the alley. New graffiti was seen the next day.
4) On 9/26, a male cyclist wearing black and red and a mask rode several times around the block, and then pulled a gun on people at 2702 Francis. No police report was filed by the targets and no shots were fired.
5) Gang members are hanging out after school at the opening in the fence on the Francis side of Chase School. They are trying to recruit students there.
6) The police have worked with city services to get some tree trimming done near the police camera and have performed some covert surveillance as well.
7) There are still problems with drinking in public and graffiti on the sidewalk and on buildings in this area. Gang members are using empty lots as gangways between Bingham and Stave. One of the problem locations, however, now has a chain on the gate that is locked at night.
8) One of the residents regularly paints over graffiti with paint obtained from the alderman's office.
9) On 10/14 there will be a community outdoor roll call and positive loitering event at 2110 N. Bingham at 6:00 pm.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from V Live at 2047 N. Milwaukee reported that two people were arrested at V Live when they were denied entry and refused to leave. Also, a young person became intoxicated and was abandoned by her companions with no ID or contact information. The club called an ambulance for her.
2) A representative from Congress Pizza reported that there has not been any recent gang or criminal activity and everything is quiet there.
3) Walgreens has hired a security guard who will try to keep panhandlers away near the business. Nothing further is known about Walgreens' application for a liquor license.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) On 9/8 at 2:30 am, two minors were arrested for robbery. They used a replica firearm and demanded money from the victim.
2) On 9/28, shortly after 1am, a man was seriously wounded in a stabbing near Fullerton and Western avenues. It was related to a drinking incident and the people involved knew each other.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A young man who is picking up kids at Goethe School is also riding around flashing gang signs. No description of the man or his car is currently known.
2) A man was arrested for robbery on 9/11 in the 2300 block of California. After eating in a restaurant, he robbed the cashier with a replica firearm.
3) In the early morning of 9/18, a garage near Goethe School was tagged in silver paint with gang graffiti and on the side of Goethe Elementary School facing Talman Ave with a large "N."
4) Goethe Elementary did not remove the basketball hoops on 2 separate occasions during the first 2 weeks of September. Neighbors and the Alderman’s office spoke with the principal at Goethe who assured them that she will be accountable for having the hoops taken down at the end of the day. This has not been a problem since.
5) MLD –AW gang tagging was put up on The Bob Inn on Fullerton and Rockwell.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) On 9/24, there was a gang disturbance at Haas Park.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) MLD –AW gang tagging was done on Tile Outlet on Artesian and Fullerton. It was removed promptly.
2) Daryl Chambers, a notorious homeless beggar has returned to the neighborhood. He may be camping out next to the Kennedy between Western and Artesian.
3) There was a report that marijuana is being used in the skate park at Logan and the Kennedy.
4) Lights were out for a whole week in the 2500 block of Rockwell before they were finally restored. This kind of problem should be reported to both the alderman's office and 311; be sure to get work order number for tracking.
5) A street light has been out at the corner of Artesian and Altgeld for two months. Numerous calls have been made to both 311 and the 35th Ward Alderman’s office. The light is still out.

General Announcements

Business Alert
Area Five Detective Division has issued a 14th District Business Alert regarding a current deceptive practice in which suspects pose as Health Department employees attempting to schedule inspections of local businesses. The suspects then tell victims they will receive text messages to their personal cell phones with a "code" to relate to inspectors when they arrive for inspection and to enter into an email. The Department of Health does not have such a procedure. It is unknown at this time if any fraudulent activity has occurred as a result of these attempts.

- Dept. of Health DOES NOT issue a "code" or confirmation number for inspections
- Dept. of Health encourages businesses to ask for employee identification, along with badges

"Choking Game" Community Alert
Chicago Police have become aware of a potentially deadly game children are playing that may result in death or near-death experiences. In the "choking game," participants attempt to experience a euphoric feeling by temporarily depriving the brain of oxygen by applying pressure to the neck until they pass out. Parents may seek information about risks associated with the choking game to help prevent children from playing the game.

- Strange bruising or red marks around the neck
- Bloodshot eyes
- Bed sheets, belts, t-shirts, ties, or ropes tied in strange knots and/or found in unusual places
- Visiting Web sites or chat rooms mentioning asphyxiation or the choking game
- Curiosity about asphyxiation (asking questions like "how does it feel?" or "what happens if?"
- Disorientation and/or grogginess after being alone
- Locked or blocked bedroom or bathroom doors
- Frequent, often severe headaches
- Changes in attitude; becoming more aggressive
- Wear marks on furniture (bunk beds or closet rods)

If parents believe a child is playing the choking game, speak with the young person about the life-threatening dangers associated with the game and seek additional help if necessary.

Gang Intervention Probation Program: Community Notice
Mario Williams who resides on the 2000 block of N. Campbell has been arrested and charged with a criminal offense in Illinois and placed in the Gang Intervention Probation Program.
This individual may not associate with known gang members, must refrain from gang activity, and must not possess gang paraphernalia and/or clothing.
He must also obey the curfew hours of 7pm - 7am until May 6th, 2012.

If you see this individual in public disobeying any of the above rules, call 911. You can remain anonymous if you prefer.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) 2113 Bingham continues to be a location for gang and drug activity between the hours of 3pm and 2am. Empty lots at 2120 and 2110 are also being used by these offenders. PO Trempe reported that he spoke with the property owner at 2113 who claims he has tried to curtail the activity to no avail.
SGT Belicki asked residents to provide as much detail as possible when describing this activity to aid police in investigating the problem. Residents are also strongly urged to call 911 to get the attention this problem needs.
2) Residents reported gun shots fired on Francis, near Bingham and Stave between 2am - 2:30am last Saturday morning, 8/28.
3) PO Trempe reported that he has noticed gang activity around Chase School at Francis and Chase, there seems to be heavier recruiting occurring.
4) Graffiti is plaguing this section, particularly along the Blue Line tracks and in the alleys. Graffiti with "KWT" and "Big L" tags have been seen all over the Beat
5) Vagrants are seen loitering outside Mariano's at Prindiville and Milwaukee daily. They are reportedly drug users and thieves. Residents asked police officers for help in dealing with this situation. They also would like Mariano's and the neighboring dollar store to install motion detecting security lights and cameras. SGT Belicki mentioned that she and other officers will be speaking directly with the owners of these businesses and request that they also place "No Tresspassing" signs outside the property to help discourage the loitering of these vagrants and also give officers another cause to arrest them.
Officers again strongly urged residents to call 911 to report this problem, even if it means calling several times a day or everyday to make sure it gets the attention it deserves.
Residents also suggested threatening to take away the business licenses to Mariano's if the business continues to allow the vagrants to loiter on the premises.
6) There was a major drug arrest at 2123 N. Point, August 19th. Carlos Guerrero was arrested in possession of $250,000 worth of heroin and $500,000 in cocaine and other drugs.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from V Live at 2047 N. Milwaukee reported that it has been a quiet month and that there were no arrests made.
2) A representative from Congress Pizza reported that there has not been any recent gang or criminal activity.
3) PO Trempe reported that he learned that Tini Martini is under new ownership and they are interested in improving the clientele of the establishment.
4) Residents reported that Walgreens has applied for a liquor license to sell beer and wine. There was a community meeting regarding the request last week. Residents and police are not pleased with this request, if approved, it will provide more access to alcohol for the vagrants loitering along Milwaukee, exacerbating an already challenging situation.
Officers reported that Walgreens continually has homeless aggressively begging outside the business. Walgreens apparently is not calling the police to disperse these transients.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A resident reported witnessing a young male on a bicycle, cruising up and down Medill and stopping at a car to check the door handle. The car happened to be owned by the onlooking resident. The resident yelled out to the young male who responded, "wrong car" and biked off. Residents are encouraged to keep their car doors locked and to remove anything of value from the inside of the car to help prevent auto theft and break-ins.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Drinking, littering and noise continue to be a nuisance along Talman during late nights, particularly in conjunction with Tini Martini and Congress events.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Residents reported an increase in car break-ins and stolen GPS units along the 2700 block of Logan Blvd and along Washtenaw. Officers re-emphasized the importance of not keeping any valuables in the car, including GPS, iPods, laptops, tablet computers, loose change and IPass transmitters.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Residents reported drug sales activity in the alley behind Artesian near Western.
2) Graffiti has been a problem in the section, particularly on Tile Outlet which has been tagged by "KWT."
3) Residents noticed that the skate park has some railings missing from steps into the park as well as a few access holes that should be addressed by the Chicago Park District. Officers requested that resents call these concerns into the Chicago Park District to resolve.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Residents reported gang loitering and drinking in front of 2062 Bingham and 2113 Bingham. These gang members are also believed to be using police scanners to monitor whether the police are being called to their location. SGT Belicki strongly urged residents to call 911 and to request that the message be communicated directly to the police car. SGT Belicki also mentioned that she had no reports of 911 calls for these properties. She strongly urged residents to call so there is a call log that the police can use as evidence against the property owners if further action is taken.
2) 2 vans were reportedly broken into on Bingham over the course of the month.
3) A "representative" of the current property owner as well as the former owner of the infamous "catacombs" house at 2139 N. Point attended the CAPS meeting at the request of the 1st ward alderman's office. They were informed of the ongoing problems at their property and both of these individuals agreed something needed to be done to keep transients from trespassing on the property. The actual property owner needs to file an official complaint to the 14th District Police in order for them to arrest the trespassers squatting on the property.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There was an arrest made by the Wilmette police in one of the Congress Theater storefronts at 2129 N. Milwaukee Ave. on July 23rd. A 26-year-old man was arrested for "manufacturing and delivering dozens of [...] fake IDs" to minors in the northern suburbs and "police found a quantity of controlled substances including suspected methamphetamine and a shotgun." 2) A representative from V Live at 2047 N. Milwaukee reported that they had 2 arrests: a woman had her purse stolen, and another woman was arrested for hitting a male patron with her shoe. Lastly, V Live called an ambulance for a patron who was suffering from seizures.
3) Congress Pizza reported that they have not had problems with Spanish Lord gang loitering in several weeks.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A resident reported gang graffiti on their garage at the corner of Lyndale and Talman. The graffiti was quickly removed by the resident to prevent rival gangs from tagging over the graffiti.
2) The property owner of the vacant lots on Belden and Talman, and Medill and Talman is not regularly maintaining the boulevard - weeds have been left to grow upwards of 3 feet in between mowings. Jerry Gabrielatos has been contacting the property owner and requiring the boulevard to be mowed and maintained more frequently.
Residents with questions regarding these vacant lots should contact Raymond Valadez, the Chief of Staff at the 1st ward alderman's office.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) On August 5th, a burglary occurred at Noon at a property on the 2400 block of Washtenaw. The thieves also stole the family dog, however, it was fortunately found afterwards and returned to the property owners.

The Chicago City Sticker deadline has been extended through July 30th due to problems with many stickers not adhering properly to windshields. If residents have similar problems with the stickers, contact the city department and they will send a new sticker for free.

Section 1 is having a block party on August 7th on Bingham St. between Francis Pl. and Armitage Ave. from 10am - 10pm.

Beat 1431 Court Advocacy Report
The MLD gang member arrested last month in Section 1 at Rockwell and Armitage in possession of a semi-automatic 9mm pistol in the act of returning gunfire with rival Spanish Lords gang members, was sentenced to 18 months of intensive gang probation (including curfew restrictions and is not allowed to associate with any other gang members). The MLD member was re-arrested 3 days later for a curfew violation and is currently back in Cook County jail awaiting resentencing.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Resident questioned whether the individuals selling goods in front of 2074 Stave up to Francis Pl. have a permit. The selling reportedly is taking place every weekend.
2) Resident reported car congestion at Armitage and Stave - Jerry from the 1st ward alderman's office reported that CDOT has been notified to do a traffic study at this location, however, CDOT is 6 months behind.
3) Gang members have been seen loitering (often in their cars) in front of 2108 Bingham, they periodically appear in front of this address between 8pm and 10pm. There are also problems reported at 2106 Bingham where one of the tenants has been frequently getting drunk and fraternizing with the gang members loitering next door at 2108 Bingham.
4) Resident Joe Kopera has been volunteering his time painting over graffiti in the area with paint provided by the alderman's office.
5) A narcotics arrest was made at 2617 Francis Pl, involving 2 kilos of cocaine.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There were no reported arrests at V Live over the last month, it was a "quiet month" according to a representative.
2) The notorious Spanish Lord gang member frequently seen outside the Campbell Terrace apartments in a wheelchair continues to be a nuisance in the area. PO Trempe reported that he also frequently loiters at the hot dog stand on Armitage and Western. He was arrested for trying to steal a car radio on the North side but has since returned to the area.
3) Congress Pizza reported that they have not had problems with Spanish Lord gang loitering in several weeks. One of the problem Spanish Lords gang member is currently serving time in jail (possibly for several years).

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) PO Trempe reported that officers monitored the traffic at Campbell and Medill and found that the cars have been following normal traffic flow (in response to last month's beat report that cars were frequently travelling the wrong way).
2) Resident reported that a few residents within the Lyndale Commons apartment complex at Lyndale & Rockwell have been creating problems in the neighborhood. The residents were encouraged to report the issue to the management company who have been very responsive with these matters in the past.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Goethe Elementary School has been regularly removing the basketball hoops in the afternoon in response to not taking them down for several days last month, attracting basketball players at all hours of day and night as well as gang activity.
2) Resident reported that the lawn/weed bed on the vacant lots on Belden, Talman and Medill have not been cared for and need to be mowed. Jerry from the 1st ward office said he will contact the property managers to take care of this problem.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There were 4 - 5 graffiti arrests in this area. The vandal, Eddie Garcia - tag name of "Soar", who uses acid on windows (permanently damaging them) was one of these arrests.

1) Notorious homeless person Darrel Chambers (past drug arrests) remains in this area and has been seen soliciting money on Western.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) PO Trempe reported there were gang related shots fired in front of 2136 N. Point on May 26th.
2) PO Trempe reported a second shots fired call at 2211 N. California Ave. near the California train stop, Tuesday, June 1st. The suspect was described as a 5' 6" male hispanic at 220 lbs.
3) Vagrants are reportedly loitering at 2133 N. Bingham and vandalizing the property with graffiti - particularly the side facing the El tracks
4) PO Trempe reported that the "catacombs" property at 2139 Point continues to be a problem with vagrants coming and going - this property has been a problem for months and needs attention.
5) Cars are reportedly driving down the wrong direction on the streets in this section
6) SGT Giambrone reported via email over last month that officers caught and arrested an MLD gang member on Rockwell and Armitage and confiscated a semi-automatic 9mm pistol. A court advocated reported that the offender was charged with Felony Unlawful Use of a Weapon (UUW) and the judge ruled that there was probable cause for the arrest and transfered the case to 26th & California for trial. The offender is currently being held in Cook County jail. Rockwell and Armitage is along the border between known MLD and Spanish Lord gang territory. The convicted MLD was reportedly looking to fire upon rival Spanish Lords.
7) Residents have received permission from the alderman's office to move forward in planning a community garden at 2081 N. Stave.
8) Max from the Congress Theater reported that the "Wash Out Inn" business has been wrongly parking cars on behalf of the Congress Theater during events. Max has asked them to cease parking cars under the guise of the Congress Theater. They are also illegally parking cars in the alley.
9) Max also mentioned that the Metronome music festival will be starting in 2 weeks and will have several police officers at the event
10) Residents have reported that J.J. Morgan has been seen loitering in the area.
action: Residents are urged to continue calling 911 to report criminal activity. "Catacombs" problem property at 2139 Point needs to be investigated.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There were 3 arrests made at V Live over the last month:
- An offender was arrested trying to pose as a police officer
- A female offender was arrested for hitting an off duty police officer
- Two male offenders were arrested for hitting police officers
V Live also reported that they periodically deny entry to their club if patrons do not meet certain criteria such as dress code or are believed to be members of a gang.
2) The Campbell Terrace continues to attract Spanish Lord gang members apparently visiting a notorious resident seen outside in a wheelchair. Gang loitering and drinking occurs in the parking lot.
PO Trempe has spoken with Campbell Terrace and strongly urged them to call the police when they become aware of the criminal activity that is occurring on the property.
3) Congress Pizza continues to attract Spanish Lord gang members and the business has been dispersing them once they are seen.
4) A resident reported that there has been gang related shootings in an alley near a hotdog stand at Armitage and Western. This area is a known Spanish Lord hangout and has seen more gang activity than usual since February.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Residents have reported an increase in cars travelling the wrong directions on both Campbell and Medill.
2) Homeless continue to loiter around alleys and have been sleeping on front porches of some properties in the area.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A resident reported that there has been gang activity around the Goethe Elementary basketball hoops. At 5pm, Thursday March 20th, a resident noticed what appeared to be gang members (wearing red and black - assumed to be Spanish Lords) on the Goethe School Playground threatening a teacher. The gang members were eventually dispersed.
A few days later a call to 911 was made to disperse gang members at the playground. According to Jim Rhodes, CAPS facilitator, the principal of Goethe Elementary School determines when the basketball hoops go up and down and if residents feel the schedule should be changed she has to be contacted directly. Residents discussed possibly having the basketball hoops taken down earlier between 6pm and 7pm to discourage gang activity.

1) Graffiti continues to be a nuisance in the area.

1) Infamous vagrant Darrel Chambers who has had past drug offenses remains in this section and is apparently living at the corner of Altgeld and Artesian.
2) June 6th is the 7th anniversary of Derek Tate Jr.'s murder. The shooter, Antolino Phillips has been convicted to serve 35 - 40 years in prison without early release. He also recently testified in court that he received the gun from Alex Medina who has been able to successfully postpone his court hearing and has been out on bail for almost the last 2 years.

Sgt Belicki announced a gun turn-in on Saturday May 8th. The nearest location for Beat 1431 is 5312 West North Avenue in the 25th District. $10-$100 gift cards will be awarded for guns that are turned in to police with no questions asked.

The Keeping It Real program will be scheduled for Beat 1431 in October. Previous burglary offenders from a half-way house will make a presentation on how burglars work. Why they select a certain house, what they take and how they do it will be described.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Ricky Vazquez has been arrested in connection with the shots fired incident reported last month and has a court date of June 3. Five or six shots were fired near the corner of Bingham and Francis Place on March 31. One victim who does not live in the area, but has a girlfriend who does, was struck by the gun fire.
2) VTC graffiti is in alley behind Gilman Hardware on Milwaukee Ave: VTC, which stands for "vandalize the city”, comes in two kinds: individuals do one color, graffiti gangs do double colors. One VTC graffiti offender has been arrested; Court advocates are following the case.
3) Graffiti is all along alley from Francis to Armitage. It was cleaned up by the Graffiti Blasters on April 19 and was back again immediately. It is usually put up around 3-4 am.
4) Parking attendants for Congress Theater are leaving cars in alley behind the Wash Out Inn when they fill up the lot used for parking. A representative from the Congress Theater said he would talk to the valets. If residents see this again they should call 911 and the police will follow up.
5) Gang graffiti was reported again on Francis and Point.
6) Two people were arrested on the 2200 block of Point for drinking alcohol on the public way on April 25.
7) Residents in this section are working on setting up a phone tree for a neighborhood watch. CAPS office will help if needed.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Two people were arrested at V Live when they were denied entry and refused to leave
2) Gang members have been coming back for the past three weeks and hanging around Congress Pizza, although they are staying for shorter periods of time. The Congress Pizza representative did not attend the meetings so police will follow up with management.
3) Spanish Lord gang members have been seen going into the Campbell Terrace senior housing with a resident in a wheelchair. It was reported that this is making some residents uncomfortable. Police will talk with management to let them know what is happening and find what the rules are and if they are being broken. Follow up with the Alderman’s office was also suggested.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) On March 19, on the 2500 block of Lyndale, a man in a car drove up to another car and threatened the driver with a gun. The victim shouted “there goes the police” and the guy drove away.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) On April 1st, an individual was shot leaving Tini Martini. The victim was not a gang member and an arrest was made.
2) An arrest was made for obstruction of traffic in the 2300 block of California on April 10th.

1) A robbery in the 2400 block of Maplewood was reported on April 29. The offender asked for money promising to pay it back and the victim gave him some. The offender then followed victim, pulled a gun and demanded the rest of his money.
2) On April 18th there was an aggravated assault with a gun at 2400 W. Fullerton; no arrest was made.
3) On the 2400 block of Artesian, a backyard fence was knocked down and graffiti put up during the night on April 10. The owner knows of no reason for being targeted and it has not happened again.

Sgt Belicki introduced the new 14th District Commander Linda Flores. Commander Flores said that she had been on the job at the 14th District for two weeks but has worked with the Police Department for 25 years. She has worked in narcotics, prostitution and administration. She last worked as a CAPS Lt and is very CAPS oriented. She is looking forward to working with CAPS in the 14th District. The new 1st Ward Alderman, Proco “Joe” Moreno was also introduced. He said that he had been on his job less than a week. But he has lived in the neighborhood for 14 years. He previously worked with Humboldt Park Social Services and was also a member of a Local School Council. He said he wants to be very hands on working with CAPS and hopes to provide resources and communications for CAPS. He is going to post maps and meeting dates for the CAPS meeting in the 1st Ward on his web site. He also announced the 1st Ward Clean and Green on April 17 and encouraged everyone to participate.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Five or six shots were fired on March 31 shortly after midnight near the corner of Bingham and Francis Place. One victim who does not live in the area was struck by the gun fire. It was reported that a witness to the shooting saw Ricky Valazquez with a gun in his hand.
2) PO Alcazar arrested an 18 year old male for graffiti on the 2100 block of Milwaukee Ave on March 29. Seven business owners signed the complaint. He has a May 12 court date.
3) Graffiti continues to be a nuisance near Francis and Point.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from Congress Pizza mentioned that there was no noteworthy activity.
2) A representative from the Congress Theater reported that that an ambulance was called on March 26. Two people attending the concert were dehydrated and two were having drug related problems. Three went to the hospital but all were later reported in good condition or released. He said Congress Theater has four EMT on staff and has a free water station. He also said that the Congress Theater always lets the 14th District know when shows are scheduled.
3) Representatives were present from VLive (Club 2047) and said there were three calls for ambulances in March. The VLive staff called police when they discovered what appeared to be coke on a person trying to enter the club; the man was arrested. And on March 28, two people were stabbed in a parking lot after closing. The VLive security man held on to the offender until the police arrived and arrested him. Officers reported that there were six arrests for narcotics in March at VLive.
4) Gun shots were reported at Campbell and Palmer on March 20 around 8 pm. A dark car, possibly a dark green Blazer, came down Palmer and shots were fired at a car parked on the street. One round went into a house on Campbell.
5) A resident reported that a Suburban keeps going around the building where gang member Anthony Jones lives.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) On March 19, on the 2500 block of Lyndale, a man in a car drove up to another car and threatened the driver with a gun. The victim shouted “there goes the police” and the guy drove away.

14th District Community Alert - Wanted for Luring/Child Abduction
This incident occurred on February 23rd, 2010 on the 2400 block of Altgeld Ave at approximately 8am. A 10 year old female Goethe Elementary School student was approached by the offender, who asked the victim for directions and then offered the victim a ride to school.
The offender is described as being a male Hispanic, 20 - 30 years old, short brown hair and a goatee. He was last seen wearing a black hooded sweatshirt and driving a small red vehicle with rear passenger side damage.

What you can do:
- Call 911 to report any suspicious person or activity
- Walk in pairs
- Don't talk to strangers or approach strange vehicles
- Be aware of your surroundings

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Graffiti continues to be a nuisance under the El particularly near Bingham and Milwaukee. Spanish Cobras gang graffiti was reported on Milwaukee.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from Congress Pizza mentioned that there was no noteworthy activity. PO Trempe mentioned that the security guard at Congress Pizza detained a man, (a Spanish Lord gang member) who was abusing his girlfriend at the bar area, until the police arrived and arrested the offender for domestic battery.
2) Representatives were present from VLive (Club 2047). There were at least 2 arrests made at VLive over the month. One occurred in the parking lot (domestic arrest - a couple were involved in an altercation). The other arrest was made at the entrance when an individual was denied entry.
3) There were a couple arrests reported in conjunction with Tini Martini for disorderly patrons.
4) No activity was reported at Congress Theater.
5) A resident reported that there are a large number of tow trucks taking up street parking places around the 2200 block of Campbell. SGT Belicki mentioned that special truck parking permits are available at the Alderman's office.
6) Officers have witnessed a large gathering of Spanish Lords gang members at the hot dog stand near Western and Wilmot. Officers are watching the increased presence and activity of this gang. They are believed to be trying to recruit from local public schools (Pulaski School, Clemente High School and Goethe Elementary) and showing their presence in the area.

Safe Passage
SGT Belicki announced the Safe Passage Program partially sponsored by the Chicago Police Department. The Safe Passage Program will also be sponsored by parents and business and will provide a safe place for children to go. It is similar to the Safe Haven Program discussed at last month's Beat meeting.

Alejandro Valdez Anti Gun Law for Gang Members
SGT Belicki announced a new anti gun law in honor of fallen PO Alejandro Valdez who was killed by gang gunfire. The law essentially states that it is unlawful for a gang member to be in possession of a firearm. If a gang member is found guilty and convicted of being in possession of a firearm, s/he will serve a mandatory prison sentence of 3 - 10 years as a class 2 felony.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Graffiti, mostly "artists" but some gang graffiti, was reported between Milwaukee and Bingham under the El tracks. A city service request was done by the police and it was also reported to the alderman's office and both are working on removal.
2) An aggravated assault was reported on Jan 24 shortly after midnight. A person was driving on Milwaukee when another car drove up next to him and the driver shouted “Vice Lord Killer” and displayed a gun. No arrest was made.
3) A search warrant issued on the 2100 block of Point on Jan 30 turned up drugs and money.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Representative from both Congress Pizza and V Live reported that it had been quiet at their businesses.
2) It was report by a neighbor that an older man in a wheel chair is still hanging out with gang members near McLean and Campbell. This is the third month that this has been reported. The man in the wheelchair may live in the Campbell Terrace and has been seen taking underage girls into that building.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A robbery was reported at Dunkin Donuts on Fullerton and Rockwell on Jan 26th. At 9:15 pm, a man ordered two Bavarian cream donuts, then showed a gun and demanded money from the cash register. No one injured and no arrest was made.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A criminal sexual assault was reported on the 2200 block of Milwaukee on Jan 24th, after 1 am. A woman who had been drinking was walking home. When offered a ride, she got into a car with someone she did not know in the 25th District. The driver told her he had a gun. She fought off the assailant and managed to get out of car on the 2200 block of Milwaukee. No arrest was made.

1) Graffiti was reported along Fullerton.

1) A burglary was reported in the 2400 block of Artesian. The front door to a two flat was left open after an empty apartment was being shown and the other apartment was robbed.
2) Two arrests were made for false personation/name use on the 2500 block of Western on Jan 13. Two people were holding donation signs and asking for money for the Sister Harris House for Battered Women and Children, a non-existent organization.

General Announcements

Safe Haven
SGT Belicki announced the Safe Haven Program partially sponsored by the Chicago Police Department. According to the CPD web site, a Safe Haven "is a place, usually a business, where youngsters, senior citizens and other individuals in need can go for help. Safe Havens are identified by window decals or posters provided by the City.

Essentially, a Safe Haven serves as a port in a storm for anyone in an emergency situation. For example, an elderly person who is confused or lost might enter a Safe Haven and ask for directions or to use the telephone. Injured people, frightened children, or stranded motorists might do the same.

It requires very little to be an effective Safe Haven. Simple and/or advanced CPR training would be useful, but is not a prerequisite. Employees are encouraged to call the Police, the Fire Department, the school district, or other appropriate agency when they encounter people in need."

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Graffiti continues to plague the alley of Milwaukee underneath the El
2) Commotion was reported in the alley behind Tropicana involving security guards
3) A resident on Stave reported via email of a burglary in his garage at 5am on December 21st. The 3 - 4 burglars jumped the alley fence and pushed open the pedestrian door (which was unfortunately unlocked). The resident called 911 and was told to stay inside the safety of his house, however, the resident claimed the police never arrived. Only a few small items were stolen. SGT Belicki did not have information that could confirm whether officers appeared at the residence or not. In general, SGT Belicki recommends in this sort of scenario that citizens calling 911 should tell the dispatcher that they want to speak with the officers when they arrive on scene. It is possible that officers arrived at the scene investigated, did not see burglars and moved on.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Representatives from Club 2047 were present and reported that they have increased security in their parking lots by 2 security officers. Also, for private events guests are not required to pass through metal detectors or receive pat downs searching for banned items.
Private event guests, however, must have tickets to get into the club, IDs are scanned and recorded, and security cameras are recording activity.
2) A court advocate attended the court case for the 4 individuals charged in criminal activity the night of the homicide at Club 2047 and reported that Club 2047 was not named as a victim in the case. SGT Belicki confirmed that was the case because the crime did not happen directly to them, but it did happen on their property. The concern is that Club 2047, by not being considered a victim of these sorts of crimes, has no obligation to appear in court and testify against the criminal offenders lessening the chance that these criminals will be charged for their offenses. SGT Belicki claimed it is up to the State's Attorney to subpoena Club 2047 and any witnesses at the scene of the crime to appear in court. Jim Rhodes suggested to the Club 2047 representatives present at the meeting that they proactively contact the State's Attorney's office to participate in the investigation as a victim since their property was damaged in reputation as not a good neighbor from the perspective of neighborhood residents.
3) Max from Congress Theater reported that the last month was slow with 3 shows, and expects January to be the same. He reported that the Alderman's Office contacted him for complaints of garbage. No criminal activity was reported.
4) A representative from Congress Pizza claimed there has not been gang activity at the restaurant. The representative did report continued sightings late at night of the man in a wheel chair accompanying underage girls near Campbell and McLean. The man in the wheelchair may live in the Campbell Terrace building. This situation was reported last month.
There was another meeting between Congress Pizza and the City to address known issues. All attendees were in agreement the situation was going well and that there will continue to be follow up meetings.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Anthony Jones who was shot last month, has not been seen around the Beat.
2) The troubled resident on Palmer reportedly had no nuisance reports over the month.

1) The usual late night drinking and littering in the diagonal parking at Goethe Elementary School on Talman continues on weekends.
