General Announcements
An officer from the internal affairs division of the Chicago Police Department addressed the CAPS attendees communicating that the CPD prohibits racial profiling and other bias-based procedures. The officer also shared contact information for citizens who want to file complaints or compliments relating to officer conduct.

SGT Giambrone reported a disturbing aggravated assault arrest involving two males driving in a red minivan firing a high powered pellet gun at random people on the sidewalk. There were 6 victims from the incident with 2 individuals in critical condition. The two males were arrested on felony charges. The incident was not gang or race related.

From December 1st - 31st, according to CLEARMap, Beat 1431 suffered 99 crimes, an increase of 27 from last month (72):

Beat 1431 Court Advocacy Report
1) January 9th, Branch 23-4, 5555 W. Grand at 1:30pm
Defendants Jose Martinez, Dion Robinson, Octavio Almanza and Jason Mata were arrested on 11/12/08 at McLean and Campbell charged with obstruction of traffic by a non-motorist.
The police officer failed to appear in court and therefore, the case against these four defendants was dismissed.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) A resident reported an increase in transients in the area during the warmer periods of the month.
2) There was a proliferation of graffiti along the El tracks parallel to Milwaukee. The graffiti was reported to be mostly non-gang related.
3) A resident reported a suspicious black male wearing a a gray, black, and dark green camouflage jacket walking North and South along California on week nights between 6pm and 10pm.
4) SGT Giambrone reported the following arrests:
- 4 arrests were made on the 2700 block of West St. George for "drinking alcohol in the public way" on 12/13/2008
- An "Issuance of warrant" arrest was made on the 2000 block of North California on 12/20/2008
- A "Criminal damage to property" arrest on the 2100 block of North California on 12/21/2008
- A "Possession of Cannabis" arrest on the 2000 N. Milwaukee on 12/18/2008
5) For the 3rd month, drug activity was reported at a residence on the 2700 block of Prindiville.
action: Jerry from Alderman Flores' office will investigate the property reportedly involved in drug activity. If drug activity is seen, residents should call 911 to report the crime.
SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) SGT Giambrone reported an arrest made on a large quantity of Cannabis (500 - 2000 grams) on the 2400 block of West Lyndale on 1/07/2009.
2) For a second consecutive time, the manager of Congress Pizza failed to appear at the CAPS meeting to address gang and drug activity that is reported to be occurring at the restaurant. CAPS and Alderman Flores' office have requested the attendance of the manager for the last 2 months. After the CAPS meeting last month, the manager reportedly agreed to:
- Prevent parking in the alley
- Post "no loitering" signs
- Fix the security camera behind the restaurant
- Allow only employees to enter the establishment via the pizza delivery entrance
- Call 911 for drug and gang activity
SGT Giambrone reported that there have been no calls of service from the restaurant.
3) There were 2 arrests at Congress Theater. Security guards at the theater flagged down an officer to arrest a male forcing entry by kicking in a door.
4) A resident reported that last month there were 20-30 criminal damage to vehicles incidences along Milwaukee. Tires were slashed and the crime was associated with a "hip-hop" show at the Congress. Apparently there have been incidences with Congress Theater performers not appearing on schedule causing patrons to become disgruntled. SGT Giambrone reported calls of service to Congress Theater from patrons who were demanding their money back for performers who were appearing almost 5 hours late.
action: Jerry Gabrielatos from Alderman Flores' office will continue to apply pressure on Congress Pizza to get resolution to this ongoing problem. Residents should also continue to call 911 for any emergency or crime in this section and report shootings on the list serve.
SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There were no reported crimes in this section.
SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) SGT Giambrone reported 2 separate batteries at Tini Martini at Milwaukee and Talman. The first crime, the offenders fled the scene before the police arrived. The second incident involved a person with a gun with a black Ford Explorer waiting at the scene. No one was arrested.
2) There was gang graffiti reported on 2 garages on Lyndale behind Bubbleland as well as the yellow brick condo building on the corner of Belden and Washtenaw. The graffiti was applied with green spray paint.
3) SGT Giambrone reported 2 Cannabis arrests in this section.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.
SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Jerry from Alderman Flores' office reported that the former Bolzano's Pizza restaurant on Fullerton near Rockwell has a legal "raffle" license but not a liquor license. A resident reportedly saw a liquor license request posted on the property.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.
SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) A resident reported that street lights were out on the 2400 block of Artesian. Apparently this is a larger issue within the Beat and across the city. The outages apparently have been in effect since December 30th. Jerry from Alderman Flores' office reported that he has filed requests to the appropriate departments to resolve this issue.
