General Announcements


Be aware of increased crime from now through mid-January
Crime Prevention tips:
1) Make your home look occupied by leaving lights on.
2) Let a trusted neighbor know if you will be away for a longer period of time and return the favor.
3) Travel only in well-lit and well-traveled areas, avoiding alleys and other shortcuts.
4) Always keep a hand free for emergencies.
5) Shop with friends or relatives.
6) If you must carry a purse, keep it close to your body with the clasp next to you.
7) Carry cash in a front pants pocket.
8) Don't display large amounts of cash.
9) Never leave your purse in a cart, or unattended anywhere.
10) Transfer valuables to the trunk of your car before you reach your destination.
11) Never leave valuables in sight in your auto.
12) Keep your keys in your pocket, never in your purse.
13) Remain alert at all times.
14) When returning to your car or home, have your keys ready in your hand.
15) Use the panic or alert button on your key chain if you feel fearful or suspicious.
16) Be alert for suspicious persons loitering in parking lots.
17) Always lock your car even if your are leaving it for only a few minutes.
18) Lock your doors immediately upon entering your car and always drive with the doors locked.

14th District Toy Drive
A toy drive is being sponsored by the 14th District. Take donations of toys for ages infant to 18 years to the station. Toys should be new, unopened, and unwrapped. Call 312-744-1261 to volunteer to wrap gifts on Saturday December 12 beginning at 9:00.

Honda Auto Theft Prevention
Honda model years from 1991 to 2004 are vulnerable to theft by means of an easily created master key that will open any model within that time period. It is strongly suggested to purchase a Club and secure it to your steering wheel. If your vehicle is stolen and towed to a city lot, you will have to wait there to make a police report in order to claim it, pay the towing and storage fees, and collect from your insurance company.

Beat 1431 Court Advocacy Report
1) Alex Medina, charged in the shooting death of Derek Tate Jr. on June 6th, 2003 as the individual who supplied the gun did not show up in court on Dec 3rd. Medina, who was free on bail, had a warrant issued for his arrest. The next Derek Tate Jr. murder case court hearing is scheduled for Jan 8.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Drinking by gang members turned into an argument and shots fired into the air at 3:30am Saturday, Nov 28 on Bingham Street.
2) Cars were hit with gang graffiti "TW" for the Talman and Wabansia Disciples.
action: Residents are urged to continue calling 911 to report criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from Club 2047 at 2047 N. Milwaukee said the club is using metal detectors for all nightclub events with the exception of private events such as fashion shows, for which the space is rented out. They have increased security; there are now 7 people outside during events which increases to 12 outside after closing. They have installed more cameras both inside and outside and have a better back-up system. Management can access the cameras by computer from home. They also deny access to people with certain tattoos that the police have identified as associated with threats or completed killings. They also have a strict dress code.
2) Police reported four more arrests the night of the fatal shooting. Additionally, there are at least two arrests every week-end in the parking lot for assault and battery. The representative from Club 2047 said he was not aware of those arrests and will make plans to increase security in the parking lots.
3) A representative from Congress Pizza attended the meeting and said that it has been quiet. Neighbors agreed.
4) A man in a wheel chair is hanging out with apparently under-age girls and also with Spanish Lords gang members near Campbell and McLean. The man in the wheelchair may live in the Campbell Terrace building. Police are aware and will talk with Campbell Terrace's management who have been very responsive to problems.
5) The representative from Congress Theater said it is their slow time of year. They are hosting the Indoor Winter Farmers Market on Sundays from 10am to 2pm.
action: Congress Pizza gang activity and Club 2047 fatal shooting and large number of arrests remain top issues in this section.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Gang member Anthony Jones was shot in the hand, arm and leg at the corner of Campbell and Palmer on Nov 28. The shooter was reported to be a Spanish Lord however the victim refused to ID the shooter and no arrest was made.
2) A person who lives on Palmer was arrested for burglary the 4th or 5th of November.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A Honda car owned by the principal of Goethe School was stolen. The car was filled with food for the school's Thanksgiving party. See the general announcement section above for more information on Hondas being stolen.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) A known burglar who lives on Fullerton is out of jail. Police will be watching him.
action: Residents are strongly urged to call 911 if they hear or see any suspicious activity.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The skate park is doing well overall despite attempts to discredit it on the part of a small group. Anonymous callers have made complaints that turn out to have no foundation.

Salvation Army "STOP IT" Initiative Against Human Trafficking
A representative from the Salvation Army provided an overview of "Stop It", a Chicago initiative against human trafficking. This program supports victims of human trafficking - when a person is used against their will by force, fraud, or coercion for the purpose of cheap labor, domestic servitude, or sexual services. The two most prevalent forms of trafficking in the Chicagoland area include labor and sexual services. The representative strongly urged community members to report any suspicious activity that could be the result of human trafficking by calling 1-877-606-3158.

Beat 1431 Court Advocacy Report
- The 4 individuals involved in the homicide at VLive (Club 2047) are going to court on December 4th at 9am. Representatives from Club 2047 were told to be sure to be present at this hearing.
- Antolino Philips charged in the shooting death of Derek Tate Jr. on June 6th, 2003, took a plea deal for 35 years in prison with no option for an early release. As part of this deal, he identified Alex Medina as the individual who supplied him with the gun. Medina remains free on bail.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Graffiti in this section continues to be a major problem.
2) Gang graffiti was reported on a garage at Point and Francis.
3) The entire alley behind St. Helen St. was tagged with gang graffiti over the last month.
4) PO Trempe mentioned that there was a "shots fired" service call made in the area of Point and Francis around the last week of October. MLD Gang activity from Rockwell and Cortland has reportedly been entering this section against rival gangs including, Vice Lords, Cobras and Spanish Lords.
action: Residents are urged to continue calling 911 to report criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from Congress Pizza was present and reported that it continues to be generally quiet around the restaurant. Helping to reduce the criminal activity, notorious problem residents on the 2400 block of McLean have moved away from the area.
2) Max, a representative from Congress Theater, announced that October was their most active month for events and that it will be ramping down for the remainder of the year. Residents should expect less traffic issues.
A resident did mention, however, that the traffic flow gates at Francis and Milwaukee during events is making it difficult for residents to turn onto Francis.
- In response to a question posed by Jim Rhodes on how the theater prevents guns from entering the property, Max responded that every single person entering the theater is searched for guns and any other illegal items.
3) Representatives from Club 2047 who own and run VLive were present to respond to questions regarding the homicide of a 17 year old male attending a 21 their VLive club, Thursday, October 15th.
They were asked the following questions:
- Why was a 17 year old allowed into a place that serves drinks?
- Why was a 17 year old out after curfew?
- Why were patrons not searched for guns?
Based upon what the representatives of the club understand at this time while the investigation continues, the 17 year old victim had 2 legal IDs, one that indicated he was 21 and another that indicated he was 17. Club representatives mentioned that no one under the age of 18 is allowed in the club at any time. VLive checks the IDs of patrons twice upon entry and the victim was allowed entry using his ID that falsely indicated he was 21. Representatives also mentioned that he was carrying a large amount of money in cash and driving an expensive car.
The shooting took place while everyone was watching a live performance, once the shooting occurred club members immediately started to disperse. Despite the presence of many security cameras in the club, the shooting was not caught on the security camera. The club representatives do not know how a gun made it on the premises.
Wristbands are used to indicate if patrons can be served alcohol and no patron under 21 can be served alcohol.
Since the shooting, based upon the suggestion of the police, the club has made a series of changes, including:
- The purchase of 9 metal detectors that all patrons are required to pass through
- Additional security cameras are in place and are filming everyone entering and leaving the club
- IDs are being scanned and recorded
- An increase of physical security in the club and in the parking lots. (The security company they use is a professional company that is licensed by the state of Illinois.)
4) The grandmother of the troubled Hispanic male who has been living unsupervised on the 2400 block of Palmer is believed to have returned. This property continues to be a constant nuisance. A resident called the police to report that individuals frequenting the property have been trying to illegally turn on the gas utility that has been shut off.
action: Residents are strongly urged to call 911 for any gang related activity or criminal activity related to Congress Pizza, Congress Theater and VLive (Club 2047).

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) On October 9th, there was a shooting reported at Lyndale and Campbell. PO Trempe reported that this shooting was the result of a single gang member shooting himself in the hand.
2) A resident reported that illegal dumping of construction material continues to occur within the vacant lot between the tire shop and the flag shop on Western avenue.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) PO Trempe reported that there was an arrest made on Halloween on the 2200 block of Talman involving Spanish Cobra gang members, Ricky Vasquez and Lino Quinn, who were breaking car windows with wrenches to steal cellphones. Apparently they were only charged with misdemeanors.
2) A resident reported that there continues to be problems with people parking in the Goethe Elementary School diagonal parking along Talman, drinking and littering and being extremely loud at 2am when local clubs such as Tini Martini close.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
No activity was reported in this section.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Non-gang graffiti continues to be a nuisance in this section, particularly along Fullerton.
2) The skate park continues to be a big success in the section, attracting kids and families. A resident remarked, however, that it would be very helpful to slow traffic down around Logan Blvd by the park to minimize the risk of potential accidents. The resident suggested creating a speed trap or using cameras to help protect the safety around the park. A bicyclist was killed at the intersection at Logan and Western a year ago.
3) A resident also inquired on the status of a homeless person in the area who was hit by a car on Fullerton during the last week of October. The officers present did not have any information on this incident.

Curfew Hours for Youth 17 and Under
Pursuant to Municipal Code Section 8-16-020, curfew hours for youth 17 and under are:
- In by 10:00pm Sunday through Thursday
- In by 11:00pm Friday and Saturday

TXT2TIP Text Messaging Police Tip
The Chicago Police Department is offering a TXT2TIP program allowing the public to send tips (including pictures, video or audio) via text message about criminal activity to the Chicago Police Department from any cell phone. Cook County Crime Stoppers is offering up to $1,000 for information leading to arrests.
- Text a tip (text, photo and/or video) ANONYMOUSLY to the Chicago Police Department.
- Send your message from any cell phone to CRIMES (274637) and begin with CPD. For example:

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) During the last week of September, a fire pit was being used on the public parkway on the 2100 block of Bingham. The police were called and were able to disperse the gathering, and warn the residents to stop using it on the parkway. These same residents are reportedly seen daily drinking on their steps. The police mentioned that they have limited authority to arrest residents drinking on their own property.
2) Section arrests:
- Battery arrests were made on the 2000 block of Milwaukee on Sept. 6th, 10th, and 24th.
- 2 gang graffiti arrests were made on the 2700 block of Francis Pl. on Sept. 6th.
- A "criminal tresspass to land" arrest was made on the 2000 block of Milwaukee Sept. 8th.
- An "issuance of warrant" arrest was made on the 2000 block of Milwaukee Sept. 9th.
- A "reckless conduct" arrest was made on the 2000 block of Milwaukee Sept. 10th.
- A "criminal damage to property" arrest was made on the 2000 block of Milwaukee Sept. 12th.
- A drug possession arrest was made on the 2500 block of Armitage Sept. 12th.
- A "domestic battery - bodily harm" arrest was made on the 2700 block of St. Georges Ct. Sept. 27th.
- An "obstruction to justice" arrest was made on the 2700 block of St. Georges Ct. Sept. 27th.
- A cocaine arrest "less than 15 grams" was made on the 2000 block of Milwaukee Oct. 1st.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A representative from Congress Pizza along with a security guard were present to report that it has been generally quiet around the restaurant. Gang bangers seem aware that their is security around the restaurant and are not loitering at the property.
2) A representative from VLive was at the meeting and reported that they appeared at the court hearing for the patrons arrested last month for reckless conduct where a weapon was recovered on August 10th at 3am. The charges were dropped apparently because there were no police officers present at the hearing.
3) A resident reported that VLive has been using the alley behind CVS to move patron traffic which is very disruptive during the night for neighbors. PO Belicki mentioned that this traffic flow pattern, where cars are parked at CVS and then directed out of the lot via the alley, was approved by Alderman Flores' office.
4) Section arrests:
- An "issuance of warrant" arrest was made on the 2100 block of Maplewood Sept. 9th.
- 2 "reckless conduct" arrests were made on the 2100 block of Milwaukee Sept. 10th.
- A "criminal damage to property" arrest was made on the 2200 block of Rockwell Sept. 11th.
- A "domestic battery - bodily harm" arrest was made on the 2200 block of Western Sept. 18th.
- 2 graffiti arrests were made on the 2400 block of Palmer Sept. 24th.
- A "UUW weapons" arrest was made on the 2400 block of McLean Sept. 27th. This was a gang related arrest where the police recovered a fully loaded .38 revolver. This arrest was made after a resident called 911 at 3:15am reporting a gang disturbance.
action: Residents are strongly urged to call 911 for any gang related activity. Continued police attention is needed on Palmer and Congress Pizza must continue to adhere to regulations.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A resident reported that there has been illegal dumping of construction material occurring on the vacant lot between the tire shop and flag shop on Western for the last few months.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A few days prior to the first day of school, residents reported seeing a Black male in his 20s loitering outside the Goethe Elementary School playground on Talman Ave. between 5pm - 9pm using his cellphone before being picked up in a car in the early evening. This individual has not been seen in the neighborhood before. Police encouraged residents to get a more detailed description of the individual and to call 911 to report suspicious individuals.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Gang graffiti continues to be a problem in this section. This is most likely MLD gang graffiti.
2) Section arrests:
- A "cannabis possession of 2.5 - 10 grams" arrest was made on the 2700 block of Fullerton Sept. 18th.
action: Police officers are encouraging residents to call 911 if they hear or see any suspicious activity.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Non-gang related graffiti continues to be a nuisance in this section. It continues to go up all along Fullerton.
2) Section arrests:
- An "issuance of warrant" arrest was made on the 2400 block of Maplewood Sept. 14th.
action: Police officers are encouraging residents to call 911 if they hear or see any suspicious activity.

General Announcements
Cmdr. John J. Escalante, the new 14th District Commander, introduced himself. He returned to the 14th District on June 24. He started his career at the 14th District 23 years ago. He was a CAPS Lieutenant at Grand and Central. And was the Commander of the Bomb and Arson section for the last year and a half. His wife is a street cop and he listens to her. He said he is trying to get to all the beat meeting and will see more of us in the future.

Sgt. Ballicki announced that a gun turn is planned for Aug 15. Also a community forum against gang violence is planned for Aug 11 at the Simons Park Field House, 1640 N. Drake.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) JJ Morgan, a well known criminal and notorious gang member, has been seen hanging around in Section 1 again.
2) Large amounts of graffiti are going up on Stave.
3) There were two arrests in a burglary at 2060 Stave.
4) It was exceptionally quiet in this section. No shots were fired in the past month.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) On Thursday, July 23rd there was a community meeting with the Department of Business Affairs and Consumer Protection to address issues related to Congress Pizza. At that meeting, Congress Pizzeria agreed to the following
A. Drivers will park only in authorized location: the Congress Pizza parking lot and by meters.
B. The business will do background checks on their employees and share that with the community.
C. The owner or manager will attend the CAPS meetings.
D. Working cameras will be installed to cover the alley and Pizzeria's parking lot.
E. A security guard from reputable company will be hired.
F. An architect will be hired to create space for the drivers/employees to wait indoors and not hang out in the alley.
G. Alley door/scissor door will be locked at all times
H. The side entrance which leads into parking lot will be used by patrons and not alley door.
I. There will be absolutely no loitering in alley.
The Congress Pizza manager and one driver attended this CAPS meeting and said that three outside cameras have been installed and are recording. The driver said that he told the gang bangers to stay away and had been threatened by Aldo Martinez and the Spanish Lords. But according to reports from the community, the door to the alley is still being left open and people are loitering in alley near it. Also parking on parkway is still a problem. Community residents are welcomed and encouraged to attend the next meeting with the Department of Business Affairs and Consumer Protection on Aug 27th, Thur at 10:00 at City Hall, 121 N. LaSalle, Room 805.
2) Club 2047 got hit with lots of gang graffiti on the side by CVS. It was gone the next day.
3) A resident was concerned about speeding cars in the alley by Walgreens. Traffic is going through the alley to avoid a traffic light and is dangerous to pedestrians. He thought the Alderman's office was going to talk with the Walgreen's manager about putting planters near the area or doing something like that to slow the traffic but it has not been done.
4) A resident asked how we should pressure landlords of problem houses like the one at 2435 W. McLean where gang members Jose, Aldo and David Martinez constantly loiter. The landlord there says the brothers don't live there, but their parents do. Sgt. Ballicki said she would bring a list of what's needed to make this an official Problem House.
5) Police reported that registered sex offender Anthony Jones who resides on the 2200 block of Campbell was shot on Aug 1. He claims he was shot on Campbell near his house but he refused to make a police report and wanted no help from them. No calls for shots fired were reported.
6) One person was arrested for armed robbery on the 2000 block of Milwaukee on July 26.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Officers Flores and Lopez arrested three men for burglary on the 2500 block of Belden on July 30. Two of the offenders were already inside when police arrived after being called by a neighbor. The three men had already robbed an apartment on the 2000 block of Hoyne, where neighbors had also called in a description of the men and the car they were driving. The arrested men had items from the first robbery in their car.
2) A resident reported that cars are going through the alley on Medill to avoid traffic on Western and often driving the wrong way on Medill. Police arrested a violator who ran a stop sign while doing this on Aug 6.
3) Graffiti was reported on Rockwell.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A loaded gun was recovered from a juvenile at Goethe School on July 27. Police were responding to a shots fired call.
2) A no trespassing sign was put up at the Dearborn Foods building on Milwaukee near California. Transients have been loitering there and harassing residents.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Gang graffiti was reported on garages on the 2400 block of Talman.
2) A resident reported that traffic is going through alleys very fast in this area also, probably because the street is torn up and being repaired.

General Announcements
SGT Belicki is our new 14th District Beat Sergeant. There is also a new 14th District Commander, Cmdr. John J. Escalante, his experience includes being a Lieutenant Gang/Tactical officer and a former CAPS officer.

Residents are encouraged to continue to call 911 to report criminal activity. The more calls that come in, the more likely the areas where these crimes occur will get more police attention. These decisions are made by police commanders who meet weekly as part of the city's Deployment Operation Command.

The male rapist responsible for the criminal sexual offenses including the 2100 block of North Maplewood on February 18th and the 2300 block of Moffat February 2nd has been arrested and charged with 6 rapes as a result of a citizen who called 911 after seeing and hearing a woman screaming while being attacked.

Beat 1431 Court Advocacy Report
1) Offenders Ricky Vasquez and Lino Quinn, arrested for gang graffiti on the Club 2047 property on Milwaukee were released because Club 2047 failed to appear in court. This is very unfortunate and disappointing particularly since a representative from 2047 who appeared at the CAPS meeting last month promised that a representative would be present to support charges against these known criminal gang members.
2) The next Derek Tate Jr. murder case court hearing is scheduled for July 7th.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) There was a gang related shooting between a Maniac Latin Disciple (MLD) and the Spanish Cobras and Latin Lovers, Thursday, June 25th at 1am leaving 3 gang members with minor injuries. The shooting started on the 2000 block of Stave and then continued onto the 2100 block of Bingham. There is a chance that part of the incident was captured by the police camera on the 2100 block of Bingham, and police are reviewing the recording. Meanwhile, police believe the shooter to be a well known MLD gang member from Rockwell and Cortland, however, there is currently no victim pressing charges to allow for prosecution.
2) Between 9:30pm - 11pm Friday evening, June 26th, residents reported that gang members between 2124 and 2100 Bingham bombarded passing cars with bricks and beer bottles. The gang members were believed to be "protecting their territory" in response to the shooting the day before (see above section report). There are a number of infamous gang members back and active on Bingham.
3) A resident questioned the police whether the police camera located at Stave and Francis captured any of the gang graffiti that was going up on the buildings at this location (store and condo building) - the police have not reviewed the recording.
4) A resident asked the police whether home security video cameras could provide admissible evidence for any captured crime around and outside the property, and the police mentioned they did not know if it is admissable, however, it is extremely valuable for police and investigators to view.
5) A resident reported continued nefarious drug and transient behavior at 2139 N. Point. Within the last 2 weekends a couple robberies including a stolen arc welder and grills have occurred and are believed to be connected to the criminals illegally squatting within the property. The police are well aware of this problem and have notified the city building department to follow up on the address. Jerry from the Alderman's office will follow up with the status on this building investigation.
6) Multiple layers of gang graffiti is going up in the alley on the 2000 block of Bingham
7) The vacant Dearborn Foods property along Milwaukee and the El tracks near California is becoming a popular loitering area for vagrants and homeless who are threatening residents. The property owner has been contacted and apparently was planning to meet with the 14th District Police to address the issue, however, nothing seems to have changed at the property thus far.
Police mentioned that there is a homeless black male who is loitering near the California Blue Line El station who has been extremely temperamental with pedestrians and police. He has also been seen in the vacant lot of Dearborn Foods.
8) At 1:30am Saturday, June 6th, a resident on St. George St. was mugged and beaten while walking home from the California Blue Line El on Milwaukee. The resident did not call police when he returned home after the mugging. He went to sleep and later woke up feeling ill and later died at the hospital due to complications with his injuries. The police had little further news about the investigation as they had very little information to go on since the crime was not reported after it occurred, however, the suspects are believed to be 2 black males in their 30s.
9) A resident reported a stabbing incident, Tuesday, June 30th on Attrill around 12:30pm believed to involve the vagrants who loiter around that area. The police were not aware of the incident.
10) Section arrests:
- A shoplifting arrest "less than $150" was made on the 2100 block of Milwaukee on June 9th.
- A battery arrest causing bodily harm arrest was made on the 2800 block of Armitage on June 15th.
- A "Criminal Tresspass to Land" arrest was made on the 2700 block of Armitage on June 16th.
- On June 18th, at 2724 W. Armitage there was a purse snatching that occurred on the 18th of June and 2 citizens were able to catch and hold the criminal while police arrived to arrest him.
- A battery arrest causing bodily harm was made on the 2100 block of Milwaukee on June 19th.
- A criminal damage to property arrest (less than $300) was made on the 2100 block of Milwaukee on June 20th.
- A battery arrest "Physical Contact" was made on the 2100 block of Milwaukee on June 22nd.
- A criminal damage to property arrest (less than $300) was made on the 2000 block of California on June 24th.
- A "Drinking Alcohol in the Public Way" arrest was made on the 2600 block of Fullerton on June 25th.
- A domestic battery arrest "Physical Contact" was made on the 2000 block of Stave on June 28th.
- A battery arrest "Physical Contact" was made on the 2600 block of Attrill on June 29th.
- An armed robbery arrest was made on the 2000 block of Milwaukee on June 30th.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Jerry Gabrielatos from Alderman Flores' Office announced that on Thursday, July 23rd there will be a community meeting with the Department of Business Affairs and Consumer Protection, to address issues related to Congress Pizza. The meeting will take place 10am at City Hall, 121 N. Lasalle, Room 805. Alderman Flores and a 14th District representative are scheduled to attend.
Community residents are welcomed and encouraged to attend this meeting.
Police reported that there has been no improvement at Congress Pizza. This establishment has been employing known gang members, the scene for a recent gang shooting and general drug and gang activity. Congress Pizza has continually refused petitions from the police, Alderman Flores' office and our local CAPS community to attend CAPS meetings and address the crime they are supporting.
2) After 4:30pm it is illegal to park in the parkway across the Delta Screw property (near Congress Pizza). Prior to 4:30pm parking is allowed only if the vehicle displays an industrial parking permit (33).
Police are encouraged to write tickets on offending cars on the parkway. Residents seeing illegally parked cars are encouraged to call 311.
3) A resident reported that there are 2-3 known Spanish Lords who remain loitering in the alley behind Congress Pizza often seen with teenage girls.
4) Notorious thief Wheelchair Tony has been seen around Congress Pizza as well.
5) A 30 year old male resident on the 2400 block of McLean called the police to report that his drugs were stolen at 2am Tuesday, June 30th. After being bound, gagged, beaten and shot with a Taser gun, 3 robbers stole cash and drugs ($2000 worth of Cannabis).
6) A resident asked the police if Taser guns were legal. The police said they are considered firearms and conform to hand gun laws. If an individual is caught with an unlicensed Taser gun, they are charged with a Unlawful Use of Weapon violation.
7) Residents reported that during a large Euro dance event at the Congress Theater over the past week a number of patrons were urinating between houses near the Theater. Patrons apparently are commonly seen urinating and drinking in the alley behind Congress Theater and would like Theater security to do a better job patrolling the alley and perimeter of the property.
8) The troubled Hispanic male living unsupervised by an adult on the 2400 block of Palmer again continues to be a constant disruption to neighbors. He has begun using an airhorn between 3:45am - 5am to wake residents. The parties have lessened a bit but he has found other means of disrupting the peace. The police have been paying special attention to the area and apparently an orange city sticker was placed on the door of the property which is believed to indicate that the city is shutting the water off.
This troubled male apparently has also been seen hanging around with registered sex offender Anthony Jones and two other infamous offenders.
Residents are getting very frustrated having to deal with the disruptive antics of this repeat offender.
9) Garages on the 2400 block of Palmer have also been tagged with graffiti but property owners are not calling 311 to get it removed.
10) Residents are encouraged by police to call 911 to report fireworks during the 4th of July.
11) Section arrests:
- A "Simple Assault" arrest was made on the 2400 block of McLean on June 8th.

1) A resident reported that the transients who have been loitering in the vacant Dearborn Foods building on Milwuakee near California have been verbally harassing residents walking passed the property toward the California Blue Line El. John Burns is believed to be the developer who owns this property and needs to address this problem. Police have been able to ticket homeless who are drinking. It is not illegal to simply be homeless and if the property owner doesn't request trespass charges, they can't be arrested.
2) Section arrests:
- A "Drinking Alcohol in the Public Way" arrest was made on the 2300 block of California on June 4th.
- A "Criminal Trespass to Land" arrest was made on the 2100 block of Talman on June 21st.

General Announcements
Commander Martinez announced the importance of calling 911 and also encourages residents to be patient with the police after calling. Officers take the 911 calls seriously. One reason the police may not seem to respond to the scene of the crime quickly is that they frequently attempt to follow the crime away from the scene when it is called in to have a better chance of making an arrest.

Graffiti has been a major problem citywide, however, Commander Martinez mentioned that there have been few calls for graffiti and strongly urges residents to be vigilant and call 911 if they see tagging occurring. Martinez also mentioned that the majority of the non-gang related taggers are white, male offenders, whereas the majority of gang related graffiti is being done by black and Hispanic, male offenders. Commander Martinez was pleased to announce that the 14th District has made 20% more graffiti arrests in 2009 than in 2008 thus far, a result of the police taking these crimes seriously.

PO Serb has prepared a presentation that identifies gang and non-gang related graffiti offenders and their identifying tags which will be shown in the near future at CAPS meetings to help residents identify and report these crimes.

Commander Martinez mentioned that the majority of the armed robberies that have been occurring are taking place in the Wicker Park area on Division, Damen, North and Milwaukee as well as near the Green Dolphin at Webster and Ashland. Patrons of bars and clubs leaving late at night are being targeted by muggers.
SGT Giambrone added that the victims are commonly those who are either unaware of their surroundings (inebriated or otherwise), distracted by talking on a cellphone or are listening to music through headphones.
SGT Giambrone also reminded everyone to keep doors and windows closed and locked when leaving a residence or doing gardening and general maintenance outside the property.

SGT Giambrone noted that there was an increase of 10 thefts compared to last month and did not have any clear conclusion as to why.

Out of the 30 neighboring Beats, our Beat 1431 was second lowest in crime over the past year.

Beat 1431 Court Advocacy Report
Court Advocates attended court May 27th at 26th and California for Alex Median and Antolino Phillips who are charged in the murder of Derek Tate Jr. on June 6th, 2003.
The cases are being split and the next date for Phillips is set for June 8th where his lawyer will be making a motion that there was no probable cause for his arrest.
The next court date for Medina is July 7th who is seeking tho have his statement thrown out.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gang loitering and drinking has been reported during early and late evenings on the 2100 block of Bingham directly under the Police camera.
2) Gang and non-gang related graffiti continues to plague the area
3) SGT Giambrone reported the following arrests:
- William Nieves was caught attempting to steal a vehicle using a crow bar on Milwaukee Ave. A resident called 911 after witnessing the crime and the police were able to arrest him. His court appearance is July 22nd at Grand and Central.
- Lino Quinn and Ricky Vasquez, notorious gang members for years in this section, were arrested May 19th for tagging the back of the newly renovated 2047 property on Milwaukee after a citizen called 911 after witnessing the tagging. Police responded quickly and were able to arrest them fleeing from the scene in an SUV. The court date is July 22nd at 1:30pm at Grand and Central.
The General Manager of the VLive nightclub, located on the 2nd floor at 2047 Milwaukee, attended the CAPS meeting and mentioned that he will be attending the court hearing.
Lieutenant Serb requested the General Manager to provide contact information for the property at the 14th District in order for the police to contact the appropriate individuals when a crime occurs at that location.
- An expired drivers license arrest was made on the 2000 block of Milwaukee on May 10th.
- A retail shoplifting arrest (under $150) was made on the 2000 block of Milwaukee on May 10th.
- A retail shoplifting arrest (over $150) was made on the 2000 block of Milwaukee on May 17th.
- A "Criminal Damage to Property < $300" arrest was made on the 2000 block of Milwaukee on May 19th. - A controlled substance arrest was made on the 2000 block of Milwaukee on May 22nd. - A "Criminal Damage to Property < $300" arrest was made on the 2600 block of Francis Place on May 30th. - An "Aggravated DUI without a valid drivers license" arrest was made on the 2200 block of California on June 2nd. action: Two significant arrests were made in this section due to vigilant residents calling 911. This is great news. Residents are urged to continue calling 911 to report criminal activity.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) SGT Giambrone reported a shooting incident that occurred the evening of May 21st. The hooded offender was walking eastbound on McLean when he shot and hit 2 Spanish Lords gang members who then, according to witnesses, retreated into Congress Pizza. The gang affiliation of the offender remains unknown. There is video of the crime and detectives are investigating, so far no one has been identified as the shooter. SGT Giambrone commended the area residents for their accounts of the shooting and for assisting the police. SGT Giambrone mentioned that the sort of interest and cooperation the residents displayed is a sign of a caring neighborhood. There was also a successful positive loitering event held in response to the shooting at the scene of the crime on Campbell and McLean. Spanish Lord gang activity has been reported in and around Congress Pizza for many months and the owners of the restaurant have not been cooperating with the community or Alderman Flores' office to address this volatile and violent situation.
2) Immediately prior to the CAPS meeting, PO Komo reported that he and PO Smith stopped at Congress Pizza and spoke with the manager and advised her to no longer send pizza delivery drivers to the CAPS meeting and that she needs to attend the meeting instead. Despite this advice, the manager failed to appear at the CAPS meeting yet again. Jerry Gabrielatos was present from Alderman Flores' office and announced that there will be an upcoming meeting at City Hall with city officials (including Jerry and Alderman Flores), representatives for Congress Pizza and 14th District Commander Martinez is also expected to attend. Interested residents will be allowed to attend the meeting, however, Jerry mentioned that it will likely occur during the work day.
Alderman Flores' office is working diligently with these matters involving Congress Pizza and residents should contact the office with any further questions or concerns.
3) Officers have been diligent in ticketing illegally parked cars in the alley behind Congress Pizza. The Congress Pizza delivery cars continue to illegally park their cars despite being ticketed and owners of the restaurant have apparently done nothing to prevent this from happening.
4) The parkway across from the restaurant by the Double Screw is currently not a legal place to park and residents are encouraged to call 311 to report illegally parked cars. Residents have discussed changing the parkway to green space with grass to discourage parking and are talking to the Alderman's office about the feasibility of getting this done.
5) The troubled young male Hispanic (early 20s) living with no supervision on the 2400 block of Palmer continues to be a major problem. Parties, drinking and drug activity are continuing during evenings and into the night on Fridays, Saturdays and Sundays. The offender has been contacted by police and the Alderman's office and has continually ignored their warnings. Commander Martinez announced that he will be visiting the address and possibly arresting the offender for his repeat offenses since being officially warned. PO Komo and PO Smith have been stopping by the address regularly in the evening, however, they have not seen much activity and asked more specifically for a time from residents that they have seen the parties occurring. Residents at the meeting mentioned that the parties usually start around 11pm. PO Trempe has also spoken with the young male to tell him to cease his activity, however, there was no indication that the young male was going to comply.
6) There were also problems reported involving a tenant at 2415 Palmer. Apparently, units within this property are being rented for temporary corporate housing. The property owner has been contacted by Jerry at the Alderman's office, who also mentioned that he has had good dealings with the property owner in the past, and that the owner is taking care of the problem tenant immediately.
7) There were 2 reported cases of garages being broken into in the alley of the 2400 block of Palmer. The offenders were seen riding bicycles. A lawnmower was stolen from 1 garage. The residents did not call 911 and the police mentioned that they need to call 911 so that they have a chance to arrest these individuals.
8) A resident reported concerns with pedestrian safety by the "cut through" providing vehicle access back and forth from Milwaukee to Armitage in the property at 2000 N. Milwaukee. Congress Pizza drivers have been seen frequently using this cut through. Pedestrians and cyclists are most at risk crossing this entrance and exit way. PO Giambrone suggested that "No Through Traffic" signs could be posted. Jerry Gabrielatos from the Alderman's Office had some thoughts that he will try to act upon.
9) SGT Giambrone reported the following arrests:
- There were a couple burglary arrests at the Walgreens on Milwaukee including a felony arrest and arrests of individuals using and/or carrying heroin and crack cocaine.
- A "Disorderly Conduct - Breach of Peace" arrest was made on the 2100 block of Western on May 30th.
- A retail shoplifting arrest (under $150) was made on the 2200 block of Western on May 30th.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Hispanic homeless individuals continue to urinate in public in the alleys behind properties on Medill.
2) People have been seen traveling the wrong way on Medill, frequently starting from Campbell.
3) Several residents have recently complained about the constant loitering outside Hector's Barbershop located on the SW corner of Fullerton and Maplewood. Women have reportedly been harassed by the many young males seen loitering outside the shop. These same individuals have also been littering their cigarettes all over the sidewalk.
The owner of the barbershop has historically been responsive and supportive of CAPS and community concerns, however, these recent complaints are discouraging.
4) A resident reported that he has received in his mailbox several copies of an anonymous flyer over the last month that mentions there are unnamed juvenile delinquents vandalizing property and public spaces in the neighborhood. The resident asked if anyone else has received copies of the flyer but no one else present at the meeting received them.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Residents reported that the registered sex offender, Anthony Jones, residing in Section 2 on the 2200 block of Campbell has been seen picking up his child from Goethe Elementary School. The child's mom usually picks him up, however, she has not been seen recently. Commander Martinez mentioned to residents that they should call 911 when they see Anthony Jones near the school.
2) The removal of the basketball hoops during the evening has made a dramatic impact on keeping people from using the hoops late into the night as well as being a deterrent to gang loitering around the playground.
3) A couple cases of graffiti were also reported in this section

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) SGT Giambrone reported the following arrests:
- Police arrested a known offender in the section in possession of a gun yesterday, Wednesday, June 3rd. The arrest was made after a foot chase just West of California. Commander Martinez mentioned that this individual had a long criminal record, including an incident on the 2400 block of Washtenaw, and his arrest with a gun most likely prevented a homicide.
- An "Aggravated Battery of a Police/Sheriff Employee" arrest was made on the 2500 block of Rockwell on May 25th.
- An unauthorized vehicle title/registration arrest was made on the 2400 block of Washtenaw on May 29th.
- A "Reckless Conduct" arrest was made on the 2600 block of California on June 3rd.
action: Police officers are encouraging residents to call 911 if they hear or see any suspicious activity.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Several cars on the corner of Artesian and Logan Blvd. had their windows smashed during the middle of the month of May.
2) Residents also reported fire crackers were being set off in the area, possibly around Campbell. SGT Giambrone mentioned the police responded to resident calls.
3) June 6th is the anniversary of the Derek Tate murder near Tile Outlet, his family and concerned and supportive residents have been going to court for close to a year trying to seek justice on his assailants. It appears that the cases are getting closer to trial.
4) SGT Giambrone mentioned that the 11pm closing time at the skate park is being enforced and that bicycles are not allowed in the skate park. The posted sign that indicates there are no bikes allowed has been frequently vandalized and/or removed.
5) Commander Martinez asked the residents at the meeting if they have seen or made aware of any crime related to the skate park and attendees unanimously responded that they have not.
Commander Martinez mentioned that the skate park has received incredible amounts of police attention but they have not found any criminal activity.
Residents at the meeting indicated that there have been no complaints of the skate park.
6) SGT Giambrone reported the following arrests:
- Police stationed near the expressway on Logan Blvd observed a young Hispanic male named Richard Rodriguez tagging "Boddha" on the South side of the boulevard and were able to call in a description as he began to flee Southbound on Western helping officers from the Wicker Park detail nearby to make the arrest. The court date for Richard Rodriquez will be June 16th.
- There was an "Aggravated Battery Arrest" on Jose Aguilara who was having a verbal dispute with a female and he began swinging a cane which struck the officers resisting arrest. The officers were able to arrest him and found that he also was in possession of Cannabis. He was charged with felony arrests for battery as well as the possession of an illegal substance.
- Commander Martinez mentioned that there has been a "spike" in the battery of police officers with offenders trying to resist arrest. SGT Giambrone mentioned that the State's Attorney has been effective in charging these offenders who are fighting police with felony battery charges.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) SGT Giambrone announced that a few criminals who were responsible for the robbery flare ups on Milwaukee Ave were arrested.
2) A major fugitive task force combined with the U.S. Marshalls, arrested Maria Robar who was wanted on a fugitive warrant.
3) Police found 35 - 40 people illegally living at 2139 N. Point. The large number of transients exited from the basement of the property when officers visited the address. The city building department has been notified to follow up on the address which apparently is full of violations.
4) There were 4 felony theft arrests in the area. Ramone Martinez and Gustavo Sanchez were arrested on Francis Pl. and California Ave. trying to steal an A/C unit.
5) Alberto Vasquez was arrested attempting to steal a gas grill on the 2100 block of Stave. 2074 N. Stave is reportedly a front for selling stolen items. Vasquez is a notorious thief who is frequently found stealing power tools, ladders and gas grills and then selling them at 2074 N. Stave.
6) There was an arrest of a male and female driving a car on Milwaukee while firing a paintball gun at pedestrians.
7) There was also an arrest of an individual driving on the expressway shooting a gun (a "Latin Jiver" gang member). An off-duty police officer saw the driver exit the expressway at Kimball and drive into our Beat. He was reported waving his gun at other drivers before he was arrested. He was able to throw away the gun but later admitted to using it. The truck driver he shot at on the expressway was not able to be contacted to testify against him.
8) 2074 Pridiville was reported to have drug dealing and gang member tenants who are intimidating other neighbors who have been calling police.
9) On Henry Court at 2am, numerous cars were vandalized with broken windows and MLD gang tagging. A young male was walking with a gun rumored to be returning to Tini Martini to get revenge on a number of individuals involved in a fight at the club.
Residents called numerous times and a police squad car from another district was feet away from the individual but did not address the situation. SGT Giambrone is investigating how the miscommunication occurred with this particular car from an outside district.
10) There were 2 gang related homicides in neighboring Beat 1422 between the IGs and Latin Kings gangs. There was an arrest on one of the homicides.
11) The homeless who have been drinking outside the 7/Eleven have moved into a vacant lot near St. Helen St. that has recently been cleared of trees. Some of these individuals have been loitering and playing obnoxious music at all times day and night.
12) Friday/Saturday morning (May 1st/2nd), Twister Scissors at Point and Armitage, was reportedly seen with it's door kicked in
13) Graffiti (both gang and otherwise) has been spreading in the area
14) Officers and residents mentioned that a number of currently imprisoned gang members will start to be released in the coming months.
15) SGT Giambrone reported the following arrests:
- A theft arrest was made on the 2000 block of Point St. on April 2nd.
- A "Battery" arrest causing bodily harm was made on the 2200 block of Milwaukee Ave. on April 4th.
- A cocaine arrest involving 1 - 15 grams of cocaine was made on the 2100 block of Point St. on April 6th.
- A "Battery" arrest causing bodily harm was made on the 2300 block of Milwaukee Ave. on April 13th.
- An "Aggravated Assault" involving a dangerous weapon was made on the 2300 block of Milwaukee on April 13th.
- An "Out of State Fugitive Warrant" arrest was made on the 2100 block of Point St. on April 13th.
- An "Issuance of Warrant" arrest was made on the 2800 block of Francis Pl. on April 24th.
- An "Aggravated DUI license suspended or revoked" arrest was made on the 2200 block of California Ave. on April 25th.
- Two theft arrests involving < $10,000 were made on 2800 Francis Pl. on April 26th.
- Two "Cannabis - possession less than 2.5 grams" arrests were made on the 2000 block of Point St. on April 27th.
- A "Cannabis" delivery arrest was made on the 2000 block of Point St. on April 27th.
- Two theft arrests were made on the 2000 block of Stave St. on April 30th.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A rooster on the 2200 block of Maplewood was reported being a nuisance.
2) Residents reported more trouble at the Palmer address (that has been reported for months) where a troubled teenager is residing without a guardian. He was recently seen completely naked outside the residence. Parties with 30 - 40 people have continued to occur at all times of night. Party attendees have also been seen throwing and smashing beer bottles in the street while children are playing in the area.
Jerry from the Alderman's office is working with the police to acquire the sufficient cases for access to the property.
3) Congress parking enforcement have been seen ticketing illegally parked cars during events. The Congress Theater has been forwarding the upcoming events to the Alderman Flores' office who then notifies the city parking enforcement department to send officers to ticket cars. A resident reported that the ticketing officers, however, have been overlooking the zone numbers on parking stickers.
4) There was a warrant arrest on the 2200 block of Campbell of a notorious criminal, Alexander Scott. They found stolen credit cards in clear violation of his parole. He is now back in prison.
5) SGT Giambrone reported the following arrests:
- An arrest for leaving the scene of an accident was made on the 2100 block of Western Ave. on April 6th.
- An "Obstruction of Traffic by a Non-Motorist" arrest was made on the 2400 block of McLean Ave. on April 17th.
- A "Drinking on the Public Way" arrest was made on the 2100 block of Western Ave. on April 30th.
action: Congress Pizza gang activity and Congress Theater event parking remain top issues in this section.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There have been homeless individuals seen sleeping on the porch at a property on Medill near Western, they have also been seeing drinking and urinating in the alley. The men are described being in their late 40s and 50s.
2) The Hispanic gang task force received information about 2 individuals from North Carolina bringing a large quantity of cocaine into the city. In response, they setup a rolling surveillance for cars exiting the Kennedy on Fullerton. They detained a car being driven by a male and female couple who could not produce a license. A police dog sniffed the car and officers were able to uncover 2 kilos of cocaine with a street value of $250,000.
3) SGT Giambrone reported a domestic battery arrest on the 2300 block of Western Ave. on April 27th.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Goethe Elementary School has been taking down the basketball hoops at the school at 8pm to prevent unsupervised basketball playing at all hours of the night. Police were called between 1 - 2am to disperse people playing basketball while the hoops were left up and unattended.
The basketball hoops are also a notorious attraction to gang activity which intensifies during Spring and Summer months.
Police reported the need for these hoops to be supervised when they are up and to be taken down at the end of the school day.
2) On April 24th/25th (Friday/Saturday) at 2630 Belden, residents believe there was a party attended by a huge number of Critical Mass cyclists (roughly 100 people). Drinking and fighting broke out and police were called and responded quickly. People were seen defecating between cars. The party was dispersed around 2am.
3) Early Monday morning, April 26th at 3:45am a woman was reported crying for help in the Goethe School playground, the woman was seen wearing a tank top and trousers with a staggering limp, walking through the playground with another young hooded male about 10 feet in front of her heading south down Talman. Police responded but arrived after these two individuals were out of sight on Talman.
4) SGT Giambrone reported the following arrests:
- A lane violation arrest was made on the 2200 block of Talman Ave. on April 14th.
- A "Driving Under the Influence of Alcohol" arrest was made on the 2600 block of Lyndale St. on April 24th.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) A resident reported that his residence was broken into Monday, April 27th on the 2400 block of Fairfield. In addition, a month earlier in March, his car was stolen on Fullerton in front of Haas Park. The car was fortunately retrieved (however, without a battery). A large screen tv was stolen along with a laptop from the residence. The downstairs neighbors mentioned they heard noises in the middle of the night, however, thought furniture was simply being moved and did not call the police.
During the evening on May 6th, a number of cars were also reportedly vandalized with broken windows. Side mirrors have also been stolen. Residents are wondering if the dark-lit cul-de-sac, one-way street design has been contributing to the crimes. The police mentioned that the design is inconvenient for their cars to access the area quickly, however, SGT Giambrone mentioned that he'll have the bike officers spend more attention to that area.
2) An arrest was made in conjunction with a burglary that occurred East of Western. PO Trempe provided a plate of a suspicious car leading to the arrest. Neighbors saw the suspected individual loading a car with a number of items.
An officer mentioned that pawn shops have been advertising cash for tvs. There is an economy for certain home appliances which could be spurring on this criminal activity.
3) SGT Giambrone reported the following arrests:
- A "Domestic Battery involving Physical Contact" arrest was made on the 2400 block of Talman Ave. on April 5th.
- A "Possession of Paint/Marker with Intent to Deface" arrest was made on the 2600 block of Rockwell St. on April 8th.
- Three "Criminal Defacement to Property" arrests were made on the 2400 block of Talman Ave. on May 6th.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) The skateboard park has been receiving numerous praises by section residents. The police reported there have not been any problems with the park and that there seems to be one person who does not live in the section that is dead set against the park, however, police have found no evidence for what this person is reporting.
The residents have enjoyed the entertainment of the park and kids of all ages have been flocking to this area under the expressway.
2) SGT Giambrone reported the following arrests:
- A "Domestic Battery" arrest was made on the 2400 block of Campbell Ave. on April 4th.
- A "Simple Assault" arrest was made on the 2400 block of Western Ave. on April 19th.
- A "Disorderly Conduct" arrest was made on the 2400 block of Fullerton on April 24th.
- A "Battery with Physical Contact" was made on the 2400 Belden Ave. was made on May 6th.

Auto Theft Prevention
PO Rapacz addressed the CAPS meeting with advice on preventing auto theft. Below are a number of measures to help prevent your car from being stolen:
- Always try to park in well-lit, heavily traveled areas, as close to your destination as possible.
- When you park, always roll the windows up tight, lock all doors, and take the keys with you.
- Never leave your car with the motor running, even if only for a minute to run into a store or your home.
- Never hide spare keys in a secret place or in a magnetic key box under the hood. Car thieves routinely check the visors and ash trays and look under floor mats for keys. If you feel better with spare keys close at hand, carry them with you in separate locations.
- Some thieves use tow trucks to take cars. To avoid being towed by a thief, turn your wheels toward the curb and apply your emergyency brake.
- Leave your car in gear or park. When parking a front-wheel-drive car, place your vehicle in park and apply the emergency brake. If you have a stick shift, put the gear into forward or reverse and apply the emergency brake.
- If you have a garage, use it. Lock both your car and the garage.
- Avoid leaving your automatic garage door opener in your car. Don't make it easy for a thief who enters your garage through a side door and breaks into your car to get the vehicle out.
- Keep your vehicle's title at home, not in the glove compartment of your car. This will prevent a thief from using the title to "prove" he owns the car.

Beat 1431 Court Advocacy Report
1) April 13th at Branch 50 at 9am for Spanish Lord gang member Octavio Almanza in possession of a .45 caliber hand gun with laser sight.
2) William Gonzalez charged in the battery arrest on the 2600 block of W. Fullerton will be in court at 1:30pm also on April 13th at Grand and Central, 5555 W. Grand.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Graffiti continues to be an issue.
2) Homeless have been drinking in the public way in front of the 7/11 near Francis Pl.
3) SGT Giambrone reported the following arrests:
- 5 MLD gang members were arrested on Fairfield for graffiti and possession of a hand gun
- A Spanish Lord gang member named Octavio Almanza was arrested in possession of a .45 caliber handgun with a laser sight. The court date is set for April 13th at Branch 50 at 9am.
- Officers arrested a young male on felony graffiti charges (responsible for over 5 counts of graffiti)
- Undercover officers made a felony arrest involving two men who approached a woman in an alley near North and Milwaukee. The men were also in possession of a stolen car partially parked in an unfinished garage.
- On March 5th, officers arrested Timothy Bailey Woodson believed to be involved in a murder case in Bloomingdale, the court date is in Dupage County. Woodson is also believed to be involved in several cases of arson and petty theft around our Beat.
- An individual living on the 2500 block of Lyndale was arrested for delivering 100 - 500 grams of cocaine.
- A "Drinking Alcohol in the Public Way" arrest was made on the 2100 block of California Ave. on March 6th.
- A "Criminal Trespass to State Land" arrest was made on the 2200 block of Milwaukee Ave. on March 15th.
- A "Physical Contact" battery arrest was made on the 2100 block of Milwaukee Ave. on March 17th.
- An "Issuance of Warrant" arrest was made on the 2300 block of Milwaukee Ave. on March 17th.
- A "Bodily Harm" battery arrest was made on the 2800 block of Henry Ct. on March 28th.
- A "Domestic Battery" arrest was made on the 2000 block of Milwaukee Ave. on March 28th.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A resident reported an arrest made on March 22nd at 2:20am for an unlawful use of a weapon on the 2100 block of Milwaukee. This occurred during an evening of a dj event at Congress Theater. At the time of the show, residents complained of very loud music and traffic circulating around the theater into Bingham St. A white limo carrying a number of disruptive kids stopped in front of a property and started drinking and littering their bottles on the ground.
Max, a representative from Congress Theater, was in attendance at the meeting and he mentioned that most of the crowd they attract use public transportation. Regardless, Max mentioned he spoke with the alderman's office to get employees from the department of revenue to write tickets to illegally parked cars. Residents also discussed alternatives for traffic flow around the theater. Both the ticketing and traffic flow issues were discussed as matters for Jerry Gabbrielatos at the alderman's office to help address.
2) A property at 2036 Campbell, (corner of Campbell and McLean) was vandalized with gang graffiti on March 16th.
3) Spanish Lords gang activity has been reported on Campbell.
4) The owner of Congress Pizza did not appear for the CAPS meeting for the 5th consecutive month.
5) A resident reported a robbery at the CVS on Milwaukee Ave. during the afternoon last Thursday, March 26th. 6 - 7 teen age kids ran in and out the pharmacy robbing the store of liquor. As they went out the back doors, they flashed their guns and escaped. According to this resident, CVS did not call the police. SGT Giambrone mentioned that 911 should be called during these crimes. Security cameras might have recorded the crime and officers said they would review the recording.
6) SGT Giambrone reported the following arrests:
- On March 17th there was an arrest made at the Congress Theater involving a concertgoer who was disrespectful and started a skirmish with a 14th district police officer.
- A "Criminal Damage to Property" arrest was made on the 2200 block of Rockwell St. on March 12th.
- There were 4 battery arrests in connection with a Congress Theater event on the 28th of February.
7) SGT Giambrone also reported that the MLDs who are active south of our Beat at Talman and Wabansia and Rockwell and Cortland have been periodically entering our Beat - recently involved in a mugging near Armitage and Western Ave.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) A resident reported that there is an abandoned building on the 2300 block of Maplewood that is being used for party and drug activity. There were also rumors that a rape occurred at this location, however, SGT Giambrone said there were no reports of such a crime.
2) SGT Giambrone reported a robbery on March 17th at 9:30pm, there was a robbery involving a gun at Domino's Pizza on the 2400 block of Fullerton. The suspect is a White Hispanic male, 30 years old, bald, 5' 5" at 160lbs. He was wearing a blue polo shirt, white pants with a dark green or black handkerchief covering his face.
action: Spanish Lord gang activity has been reported near this area and Section 2, residents are urged to call 911 for any gang activity.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Gang graffiti was reported on properties along Lyndale avenue between Washtenaw and Talman. Black, upside down pitchforks were seen on a blue vinyl sided garage behind the Blockbuster and Bubbleland shopping center. SGT Giambrone mentioned that the black upside down pitchforks are intended to communicate disrespect from a rival gang to the MLD activity coming from the south of our Beat.
2) Representatives from Tini Martini attended the CAPS meeting at the request of CAPS due to the periodic reported concerns with their patrons over the last several months. CAPS facilitator, Jim Rhodes, emphasized to the representatives present that they are our neighbors and that they need to maintain "nice relations" out of respect of the neighborhood. The head of the security detail mentioned that they hired additional men to help manage patrons leaving at closing time to their cars.
3) A resident reported hearing 4 gun shots between 2-3am April 1st in the alley between Belden and Medill. This resident also heard rumors that there might be gang members who recently moved into this area on Medill from Milwaukee, WI.
4) SGT Giambrone reported the following arrests:
- An arrest for "Manufacturing and Delivery of 30 - 500 Grams of Cannabis Near a School" was made on the 2200 block of Talman Ave., on March 26th. The offender arrested is Alberto Tobias.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Graffiti was reported at the new skate park that is now open on Logan Blvd. under the Kennedy Expressway. Officers believe there will be a lot more tagging (non-gang related) in the area around the skate park.
2) SGT Giambrone reported the following arrests:
- A "Battery Causing Bodily Harm" arrest was made on the 2600 block of Fullerton Ave., on March 17th.
- A "Criminal Damage to Property" arrest was made on the 2700 block of Fullerton Ave., on March 23rd.


SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) SGT Giambrone reported the following arrests:
- An "Issuance of Warrant" arrest was made on the 2500 block of Artesian Ave., on March 8th.
- An "Issuance of Warrant" arrest was made on the 2500 block of Fullerton Ave., on March 11th.
