General Announcements
SGT Giambrone reported that the city as a whole is "getting hammered" with robberies between November and December due to the economy and the holiday season. That said, Beat 1431 is doing well compared against other Beats in the 14th District, particularly with low thefts.
SGT Giambrone mentioned that there was an increase in motor vehicle thefts and believes this is the result of residents warming their vehicles outside in the cold with the keys in the ignition.
Giambrone also reported that Garmin navigation systems are being stolen from cars and drivers that own these systems should remove them from the car when not in use.
Lastly, SGT Giambrone mentioned that vehicles that have OnStar systems can be tracked and located if stolen. The OnStar service can also flash the lights of the vehicle and slow it down remotely to assist police in recapturing the vehicle.
Liz Rios underscored the following public safety tips that were mentioned at the previous CAPS meeting:
- When shopping and carrying bags to your car, be mindful that you could be watched by a criminal. Do not take a lot of time to arrange shopping bags in the trunk of the car to minimize the time a criminal has to walk up behind you.
- If you are going to continue to shop, place your purchases in the trunk of your car and drive to another parking location to make potential criminals who are watching you think you are leaving.

Beat 1431 Court Advocacy Report
1) December 4th, Branch 23-4, 5555 W. Grand at 1:30pm
3 cases from the 2400 block of McLean were released with no charges. The offenders had warrants issued by the arresting officer but the court released the warrants and let them off. Apparently this is a common court tactic to clear cases.
3 cases from the 2700 block of Prindiville the judge entered an ex parte judgement for $200.
2) January 9th and 14th at Branch 23-4, 5555 W. Grand at 1:30pm
Gang members arrested for "obstruction of traffic" and "reckless conduct" on the 2400 block of McLean. Court Advocates and Alderman Flores are scheduled to attend.
Court Advocates at the CAPS meeting reported that they seem to get more cooperation from the City Counsel rather than the State's Attorney. The State's Attorney rarely seems to recognize the Court Advocates and tends to quickly breeze through cases.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Drug and gang activity continues on the 2700 block of Prindiville, people have been reportedly seen driving up to the residence, going in and then leaving. Drug exchanges were reported by a resident.
2) A large amount of gang tagging was reported under the El tracks in this section.
3) There was a "possession of cannabis" arrest, November 13th, on the 2200 block of N. Bingham.
4) There was a "criminal trespass to vehicles" arrest, November 11th, on the 2000 block of N. Stave.
5) There was an "issuance of warrant" arrest, November 24th, on the 2700 block of W. Armitage.
action: Residents should continue to call 911 for any emergency or crime in this section. They are also encouraged to call 311 for graffiti and the Alderman's Office for problems with abandoned buildings.
SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There was an "armed robbery with firearm" arrest, November 23rd, on the 2000 block of N. Campbell.
2) There were 5 "obstruction of traffic" gang member arrests and 1 "possession of cocaine" arrest, November 12th, on the 2000 block of N. Campbell.
3) 2 pizza delivery drivers for Congress Pizza attended the meeting to address community concern about gang drug activity at the restaurant. Community residents have seen known gang members going in and out of the rear of the restaurant through the pizza delivery doors and they are not delivering or buying pizzas. Instead, they are believed to be selling drugs to the pizza delivery drivers and the restaurant manager or owner does not seem to be preventing the activity. The 2 pizza delivery drivers attending the meeting denied any drug activity and that the delivery door to the restaurant is always kept open to allow for the coming and going of the drivers.
Jerry Gabrielatos from Alderman Flores' office announced that he had requested a management representative to attend the CAPS meeting. Instead, 2 pizza delivery drivers were sent to attend the meeting. Jerry will follow up with the manager of Congress Pizza to suggest they change their "business model" for the safety of the neighborhood to address the gang drug activity that is being reported at the restaurant with the drivers. Jerry also mentioned that positive loitering campaigns have occurred at the restaurant and the Alderman's office receives weekly calls on the gang activity at that location.
The drivers at the meeting mentioned that the manager would be at the pizzeria after the CAPS meeting offering free pizzas to meeting attendees.
4) A resident reported a complaint to the Congress Theater that theater parking signs directing parking to Chase Elementary school were seen blocking access to Francis Pl. Max, a representative from Congress Theater at the meeting, mentioned that the signs should be on the curb corner and will address the issue.
action: Police and Alderman's office should continue to pressure Congress Pizza to address the gang drug activity reported at the restaurant.
Residents should continue to call 911 for any emergency or crime in this section and report shootings on the list serve.
SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There were no reported crimes in this section.
SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) There was a "domestic violation of order of protection" arrest on November 30th, on the 2600 block of W. Fullerton.
2) SGT Giambrone mentioned that police were called to handle a fight outside of the Tini Martini nightclub at Talman and Milwaukee.
3) A resident reported that patrons of both Tini Martini and Congress Theater tend to park in the diagonal parking spaces at Goethe Elementary School creating noise and leaving garbage behind.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.
SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There were 3 "aggravated robbery" arrests at 4:45am December 2nd on the 2600 block of N. California. Two of the offenders were adults, one was a juvenile.
2) There was a report of late night parties occurring at the former Bolzano's Pizza restaurant on Fullerton near Rockwell. The establishment is believed to be connected to the club located at California and Fullerton.

General Announcements
PO Sherman from Preventative Programs addressed the meeting with the following robbery prevention safety tips:
- Remain alert within your surroundings
- When you leave your house to enter your car, have your keys out and ready to quickly get in and drive away
- Prior to getting into your car, check the front and back seats to ensure no one is hiding in the vehicle
- When shopping and carrying bags to your car, be mindful that you could be watched by a criminal. Do not take a lot of time to arrange shopping bags in the trunk of the car to minimize the time a criminal has to walk up behind you.
- If you are going to continue to shop, place your purchases in the trunk of your car and drive to another parking location to make potential criminals who are watching you think you are leaving.
- Try to stay in groups of 2-3 people when walking and look at suspicious people directly to let them know you see them and remember a brief description.
- Walking in alleys late in the evening is not safe for men or women, particularly when walking alone even in your own neighborhood.
- If you jog outside, do it during the day on known safe routes. Also, when wearing headphones, try to keep one headphone out of your ear to enable you to hear your surroundings.
- We live in a big city and during the tough economic times and approaching holiday season, thieves are looking for targets. Remain vigilant and look out for your neighbors and call 911 whenever you have reason to be afraid or see anything suspicious.

Liz Rios announced that there will be a self-defense event in response to a sexual assault that happened over a month ago in Beat 1433. The 14th District has organized the event next Thursday, November 13th from 6pm - 7:30pm, at the Wicker Park Fieldhouse, 1425 N. Damen, all ages are welcome. Come prepared to participate!
Rios also mentioned that she and a few other community members are considering organizing a similar event for Beat 1431 as well.
Finally, Liz Rios mentioned that the 14th District Police Station is organizing a toy donation for needy children between November 10th and December 12th. More information regarding this event can be found below.
Lastly, a resident shared two safety tips he has found useful. First, carry your keys with you while you are walking with one of the keys between your fingers creating a sharp protrusion that can be used to stab a criminal in self-defense. Secondly, whenever riding in a car, keep your doors locked to prevent outside entry.

Beat 1431 Court Advocacy Report
1) Charge CTA - Trespass On/Remain
Defendants Jose Salgado and Rick Waller appeared. Neither police officer nor CTA appeared in court. City attorney "Non Suited" the case and charges were dismissed. Jose Salgado still has an active $3,000.00 warrant for his arrest from previous case.
2) 3 defendants charged with Reckless Conduct
Alderman Manny Flores appeared with several court advocates at the 1st hearing on 10/15/08 for the defendants involved in the gang problem on the 2400 block of McLean. It was set for trial on 1/14/09 at 9:00 AM at Branch 23 which is located at Grand and Central. We hope that others in the community can join us at that time for this case.
The defendants are Jose Martinez, Juan Perez, Pedro Ramos and Jose Gallegos. They were arrested on 8/15/08 and all were charged with Reckless Conduct for flashing gang signs and other gang activity at a park playground located at 2159 W Wabansia. The arresting officer appeared in court for both hearing.
Alderman Manny Flores appeared with court advocates at the 1st hearing on 10/8/08. At that time the defendants would not agree to a plea deal and requested a continuance in order to hire their own attorney. At this next hearing on 11/7/08, several court advocates including Jerry Gabrielatos from the Alderman's office, appeared as court advocates and were acknowledged by the judge. The defendants and their lawyer filed their appearance motion and requested a trial date of 1/14/08 at 9:00 AM.
These guys are said to be involved in the activities that have occurred on McLean St these last few months. We would like to make the community's presence known at their trial. If anyone wishes to join us, please mark your calender 1/14/09 at 9:00 AM. We need to reclaim our neighborhood from these gangs before some innocent person gets shot in their cross fire.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Drug and gang activity occurring primarily in the afternoons between 2-4pm was reported at a residence on the 2700 block of Prindiville, people have been reportedly seen driving up to the residence, going in and then leaving. SGT Bettancourt is aware of the problem.
2) There continues to be gang activity at a property on Francis & Point, the property is boarded up, however, it may require "No Trespassing" signs. SGT Bettancourt will drive by the property and Community Policing will also notify the owner of this property that it needs to be properly secured to prevent tresspassing.
3) Problem residents from the 2000 block of Bingham have moved to a property on Maplewood near the CVS drugstore (good news for section 1, bad news for section 2). SGT Bettancourt mentioned that he believes these residents are aware they have received the attention of neighbors and police and might start behaving responsibly.
4) A resident asked SGT Bettancourt if there were active gang members on Armitage near Western, and the SGT mentioned the Cobras and MLDS are in the area, however, they have been quiet. Whenever there is a flare up of activity the police try to quickly disperse it. According to Bettancourt, there was a love interest that was causing gang loitering near Armitage and Milwaukee, and that love interest has moved out of this area, apparently taking the loitering with her.
5) A resident requested that additional "No Loitering" signs be installed across from Mariano's cafe on Prindiville. The Beat community policing office will obtain and install the signs.
6) PO Gomez reported that there were 5 arrests made on Stave for the breaking of car windows in the section.
action: Police officers to check on boarded up property at Francis and Point and request "No Tresspassing" signs to be installed.
Community Policing needs to install "No Loitering" signs at Prindiville and Milwaukee, along Prindiville across from Mariano's.
Residents should continue to call 911 for any emergency or crime in this section. They are also encouraged to call 311 for graffiti and the Alderman's Office for problems with abandoned buildings.
SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Residents reported underage drinking and late night parties at 2424 W. Palmer. Police will keep an eye on the property and PO Torres will notify owner of situation (who is reported to be out of the country).
2) Spanish Lord gang activity continues to be a nuisance on the 2400 block of McLean.
3) SGT Bettancourt encouraged residents in this area on McLean to remain confident and strong against the gang bangers and to call 911 whenever feeling threatened or intimidated. SGT Bettancourt mentioned that the increased presence from CAPS volunteers and resident attention on McLean is having a positive influence winning the battle against the gang activity.
4) PO Smith reported he has been aggressively ticketing the parking around Congress Pizza and the owner of this establishment has been cooperating in better controlling his pizza delivery drivers who have been reportedly illegally parking and driving while under the influence besides being a general nuisance. The police are working with the owner to keep the alley free of parking as best they can.
5) The alderman's office has a cease and desist order on an illegal body shop behind the property at 2431 W. McLean which also apparently seems to have gang ties. If anyone sees any activity in this illegal operation, call 911.
6) The alderman's office has reported many instances of "Helter Skelter" graffiti in the area.
7) A resident reported gym shoes hanging from an electrical wire behind Danny's Liquors at Lyndale and Western. These are usually symbolic of gang and drug activity - the alderman's office will schedule a truck to remove the shoes.
8) SGT Bettancourt mentioned there seems to be a small group of young individuals who have been seen loitering at a storefront near Congress Theater who might be responsible for acid etching graffiti crimes on Milwaukee during the early hours of the morning.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There were no reported problems in this section.
SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) There were no reported problems in this area, however, SGT Bettancourt mentioned that the police have been trying to control the Latin Lover gang activity around Goethe Elementary School making it safe for children and parents.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) A resident reported a robbery over the past month on the 2400 block of Rockwell in the alley. A man was held up in the alley between 8am - 9am. SGT Bettancourt felt it might have been random since there were no other incidences around that time. Bettancourt also underscored the importance of remaining secure in your car and being alert and cautious of surroundings.
2) Derek Tate's murder court hearing has been continued to December 4th when they might start motions. SGT Bettancourt feels it might be early next year when they start address the offenders plea agreements.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Drug and gang activity occurring primarily in the afternoons between 2-4pm was reported at a residence on the 2700 block of Prindiville, people have been reportedly seen driving up to the residence, going in and then leaving. SGT Bettancourt is aware of the problem.
2) There continues to be gang activity at a property on Francis & Point, the property is boarded up, however, it may require "No Trespassing" signs. SGT Bettancourt will drive by the property and Community Policing will also notify the owner of this property that it needs to be properly secured to prevent tresspassing.
3) Problem residents from the 2000 block of Bingham have moved to a property on Maplewood near the CVS drugstore (good news for section 1, bad news for section 2). SGT Bettancourt mentioned that he believes these residents are aware they have received the attention of neighbors and police and might start behaving responsibly.
4) A resident asked SGT Bettancourt if there were active gang members on Armitage near Western, and the SGT mentioned the Cobras and MLDS are in the area, however, they have been quiet. Whenever there is a flare up of activity the police try to quickly disperse it. According to Bettancourt, there was a love interest that was causing gang loitering near Armitage and Milwaukee, and that love interest has moved out of this area, apparently taking the loitering with her.
5) A resident requested that additional "No Loitering" signs be installed across from Mariano's cafe on Prindiville. The Beat community policing office will obtain and install the signs.
6) PO Gomez reported that there were 5 arrests made on Stave for the breaking of car windows in the section.
action: Police officers to check on boarded up property at Francis and Point and request "No Tresspassing" signs to be installed.
Community Policing needs to install "No Loitering" signs at Prindiville and Milwaukee, along Prindiville across from Mariano's.
Residents should continue to call 911 for any emergency or crime in this section. They are also encouraged to call 311 for graffiti and the Alderman's Office for problems with abandoned buildings.
SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Residents reported underage drinking and late night parties at 2424 W. Palmer. Police will keep an eye on the property and PO Torres will notify owner of situation (who is reported to be out of the country).
2) Spanish Lord gang activity continues to be a nuisance on the 2400 block of McLean.
3) SGT Bettancourt encouraged residents in this area on McLean to remain confident and strong against the gang bangers and to call 911 whenever feeling threatened or intimidated. SGT Bettancourt mentioned that the increased presence from CAPS volunteers and resident attention on McLean is having a positive influence winning the battle against the gang activity.
4) PO Smith reported he has been aggressively ticketing the parking around Congress Pizza and the owner of this establishment has been cooperating in better controlling his pizza delivery drivers who have been reportedly illegally parking and driving while under the influence besides being a general nuisance. The police are working with the owner to keep the alley free of parking as best they can.
5) The alderman's office has a cease and desist order on an illegal body shop behind the property at 2431 W. McLean which also apparently seems to have gang ties. If anyone sees any activity in this illegal operation, call 911.
6) The alderman's office has reported many instances of "Helter Skelter" graffiti in the area.
7) A resident reported gym shoes hanging from an electrical wire behind Danny's Liquors at Lyndale and Western. These are usually symbolic of gang and drug activity - the alderman's office will schedule a truck to remove the shoes.
8) SGT Bettancourt mentioned there seems to be a small group of young individuals who have been seen loitering at a storefront near Congress Theater who might be responsible for acid etching graffiti crimes on Milwaukee during the early hours of the morning.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
There were no reported problems in this section.

1) There were no reported problems in this area, however, SGT Bettancourt mentioned that the police have been trying to control the Latin Lover gang activity around Goethe Elementary School making it safe for children and parents.

1) A resident reported a robbery over the past month on the 2400 block of Rockwell in the alley. A man was held up in the alley between 8am - 9am. SGT Bettancourt felt it might have been random since there were no other incidences around that time. Bettancourt also underscored the importance of remaining secure in your car and being alert and cautious of surroundings.
2) Derek Tate's murder court hearing has been continued to December 4th when they might start motions. SGT Bettancourt feels it might be early next year when they start address the offenders plea agreements.

SGT Bettancourt noted that the holidays are coming soon and strongly urges residents who walk within the Beat to walk with a friend and a cell phone. He also said if you have to walk alone, phone someone to meet you. Carry your purses in front of you and keep your wallet in your front versus back pocket. Pay attention, keep your keys in your hand and look people that you meet in the eye. If someone is in front of your house, look at the person and remember the details. If you are driving, back your car into your garage and keep the lights on.
There was a sexual assault recently by a black male, 5' 6-7", 200 lbs, wearing a sports jacket with lines across the chest, on Ashland near Marshfield. This occurred early in the morning, around 5am. Although it was not in our Beat, we should all be aware, talk to someone on our cell phones and look at people and remember details.
Residents were encouraged to talk to their Neighbors and set up phone trees.

Court Advocacy Report
1) Joe Kopera, Sally Hamann and Liz Rios appeared in Branch 23 as court advocates in support of Delia Ramirez. The defendant Jonnia Dirkans was picked up on a warrant for failing to appear and held in Cook County Jail. He was charged with Assault on Delia Ramirez and Criminal Damage to Property. He pled guilty to both charges and was given 5 days of SWAP, 1 year Probation and will be required to have a Mental Health Evaluation.
2) Court Advocates are needed for an Obstruction of Traffic charge on the 2100-2200 Block of Talman on Friday, October 10, 2008 1:30 PM Branch 23-4.

SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Drug activity is still occurring at Stave and Attrill.
2) There are also people loitering and selling drugs on Prindiville near Milwaukee and also in the middle of the block.
3) Several homeless individuals are hanging out on California and Francis Place near the 7-11. They are living in an abandoned building at 2117 Stave. The police said they have pushed them out of the building but they can't arrest them unless the property owner signs the complaint. Neighbors were told to call PO Torres at the 14th District or 311. New city ordinances may help this situation as owners will have to keep their property including the building and garage clean and secure. Steel gates will be required.
4) A young man and his father from the 2000 block of Bingham came to the meeting because his address was listed in last month's minutes as a problem because of gang loitering. He said that he no longer has any gang affiliations, wants a second chance and does not want to get his landlord in trouble. He is telling his friends not to hang out at his house and that they should go hang out at their houses which are not in our Beat. Sgt Bettancourt told him to make sure to tell them not to hang around there, particularly when he is not at the property, and that he should return to next month's meeting to report on progress.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There were 5 to 7 gun shots at 3:52 pm on Sept 22 on the 2400 Block of McLean near Campbell. A spontaneous positive loitering was held by a few GGNA members on 9/22. A larger positive loitering event was held on Sept 23rd, attended by many neighbors, the Alderman and the police. Liz Rios encouraged everyone to advise the police when a positive loitering is being planned. Police talked with residents of 2431-37 where there have been problems reported for the past few months. Alderman Flores and PO Torres are setting up a meeting with the owners of these building.
2) The Alderman and the police will be meeting with Congress Pizza to make sure that people are not allowed to hang out around there and that their drivers park in the parking lot and not illegally in the area.
3) 7 gun shots were reported on Sept 19th around 2:30 AM. They seemed to come from the Campbell area south of 2200 block of Maplewood.
4) On Sept 8th, in the 2400 block of W. Mclean a neighbors van was vandalized. The window was smashed and the driver's side view mirror was ripped out.
5) Behind 2431 McLean, an illegal mechanic shop is being operated out of garage; despite receiving a citation it hasn't stopped. Neighbors are encouraged to call the Alderman.
6) There was a report that on Sept 29th, adults were buying liquor at the store on Lyndale and Western and then selling it to minors waiting outside. The owner said that he has told his employees not to sell to minors and to watch for this kind of activity. It was also reported that the homeless from the alley off of Belden are also buying liquor there. Sgt Bettancourt told us to call 911 if minors are out later than 10:00pm on week nights or 11 pm on Fri or Sat nights. The police have a special car to go and pick them up when they violate curfew.
7) On Sept 25th, 4 Shots fired at 11:50pm in front of the bar on Western just south of Lyndale. It appears to be gang related. The bar owner said the shooter was not allowed in the bar. He has pressed charges against Alberto Rivera, the shooter, for trespassing and the case will be going to court on Oct 17th.
8) A representative from Club 2047 reported that there has been a lot of graffiti and acid has been used to etch the glass doors on the building at 2047 Milwaukee. The representative said she would take our reports about Tini Martini and Congress Pizza back to the Milwaukee Ave Tavern League.
9) A representative from Wisco at Palmer and Webster reported there has been a lot of graffiti on their building and they have had to replace glass in their building that acid on it also. She said they have a camera on the dock but will try to get them on the outside of the building.

4) There are 4-5 teenagers who hang out on the west side of Goethe School late at night. Residents were told to call 911 when they see this. The school playground has posted signs that indicate it closes 6:30pm.

The third watch sergeant, PO Bettancourt is being placed in charge of the CAPS meetings for the 14th District. This is a result of cost saving measures preventing overtime pay for officers attending CAPS meetings during non-work hours. SGT Giambrone will continue to stay abreast of what is happening in our Beat, however, SGT Bettancourt will be taking over his role for now. He is a highly regarded gang and tactical officer and he will communicate all CAPS related matters to the appropriate section sergeants and officers in the district.
SGT Giambrone strongly urges residents who walk within the Beat to walk with a friend and a cellphone.
SGT Giambrone also announced that our Beat 1431 had the lowest number of crimes within the 14 beats of the 14th District.
An employee of C3 Productions (promoter that frequently works with the Congress Theater) who is involved with security planning was present at the CAPS meeting to hear any concerns from residents regarding the Congress.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gang graffiti is repeatedly vandalizing the mailbox at 2125 Stave. There has also been drug activity out the side door. Suspicious looking young Hispanic individuals and a white SUV have been seen loitering around the property in the early evening. Young children between ages 7 and 12 have been seen setting off fireworks around the property as well.
Alderman Flores' office has been in touch with the owners regarding this problem and they are cooperating in deterring the vandalism and address the problem with the tenants.
2) 2062 Bingham is having gang loitering problems. Alderman Flores' office has also contacted the owner of this property and she said she will address the problem with the tenants.
3) Drug selling was reported at 2058 Bingham in the front and in the back of the property.
4) There was a posession of cannabis arrest on the 2000 block of Stave at 10:30pm on the 30th of August.
5) Outside properties at 2118 and 2124 Bingham, under the camera, there are individuals drinking alcohol at all times of the day.
6) Juveniles living at 2027 Bingham have frequently been seen outside, past curfew.
7) Graffiti has been repeatedly going up on the garage at Point and Francis.
8) There have been complaints against Tini Martini patrons who have been using the parking lot of the thrift store near Atrill. These individuals have been playing loud music and drinking in the lot between 2 and 2:30am. Tini Martini has a history of problems controlling the behavior of their patrons during this time of the morning.
9) There is gang graffiti behind property 2117 Stave. SGT Giambrone mentioned there have been a number of calls for service for that property. The property is currently in foreclosure. Alderman Flores' office is currently taking steps to contact the party responsible for this property.
10) There are a number of homeless loitering at the large, white frame house at 2139 N. Point. The property owner also has a pit bull that is on a leash but sits outside in the public way and there is concern for pedestrians walking by that could be harmed by the dog. Animal Control and 911 calls have been made but to no avail.
11) There is public drinking and very loud, late night parties occurring at the corner building at Point and Chinay.
12) There was a domestic battery arrest on the 2100 block of Bingham.
13) A burglar residing on Stave was caught performing an inside job out in Lincolnwood, trying to steal money from a safe from a business.
14) A business owner reported he has security footage of a 6ft. Black male in his late teens tagging "OK" on Armitage in this section. This vandal apparently travels with a few friends. SGT Giambrone recommended calling 911 immediately when this individual is seen and gave instructions on how the business owner can share his surveillance tapes with authorities.
15) A resident reported that his car windows were smashed while parked on Francis and Stave. The crime might have been caught on the police security camera. SGT Giambrone said he would review the camera footage between the period of 9pm Sept. 2nd to 6am Sept. 3rd during which time the crime was believed to have occurred.
action: Residents should continue to call 911 for any emergency or crime in this section. They are also encouraged to call 311 for graffiti and the Alderman’s Office for problems with abandoned buildings.
SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) The area behind Congress Pizza has been much quieter after the effective positive loitering event held before last month's CAPS meeting. An area resident thanked everyone at CAPS for their participation.
2) Drugs are being sold on the 2400 block of W. McLean. A suspicious white van with license plate #G841591 has been seen in connection with the reported drug selling.
An individual was also seen shooting up outside 2535 W. McLean at 6:30pm over a weekend - this individual is a male Caucasian and dresses like a gang banger.
A Caucasian woman in her 40s, with very dark hair has been seen living at this address who may or may not be in connection with the drug sales in the rear of the property.
3) There was a reckless conduct arrest of Jose Martinez at 2435 McLean.
4) Gym shoes hanging from the phone wires were removed on the 2400 block of McLean as well. These are generally understood as indicators of drug sales at a property.
5) There were 2 drug arrests on the 2000 - 2200 block of Campbell for heroin and cocaine.
6) There was a DUI arrest on the 2300 block of Milwaukee August 10th.
7) Notorious criminal, Anthony Jones was recently acquitted from pending charges and is back in the neighborhood.
8) A young male arrested for littering in the public way during a recent police roll call event was acquitted of charges in court.
9) There have been at least 6 loitering and trespass arrests between the 2000 and 2300 blocks of Western as part of a "zero tolerance" initiative in conjunction with Alderman Flores' office to address the gang loitering in this area.
10) There was a disorderly conduct arrest on the 2400 block of Armitage, August 23rd.
11) A Congress Pizza delivery man was mugged on the 2000 block of Milwaukee. The offenders stole about $300 and a roll of electrical tape thought to be a wallet.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There was a possession of Ecstasy arrest on the 2500 block of Belden.
2) Louis Lopez was arrested for embezzling $17,000
3) There was a DUI arrest on the 2300 block of Western on August 24th.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A resident walking on Belden between Washtenaw and Talman, reported seeing two individuals in a car apparently high from drug use, one appeared passed out in the passenger seat. A suspicious black, Mercedes sedan with tinted windows was seen near these individuals and then drove away when the resident approached.
2) There were numerous obstruction of traffic arrests on the 2200 block of Talman on August 26th. GGNA list serve reported gang activity on the 2200 block of Talman around 9pm, Tuesday August 27th involving 12 - 15 individuals. Gang members were drinking, approaching residents and flashing gang signs at passing cars. Due to a strong neighborhood phone tree network, numerous 911 calls were placed by the residents and the police were quick to respond and made several arrests.
3) SGT Giambrone mentioned that there are at least 2 additional bike patrol officers in the area that have been extremely effective during afternoons between 1 and 2pm before the 3rd watch officers are deployed.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There was a disorderly conduct arrest on the 2400 block of Talman, August 17th. The offender struck the arresting officer when he was being taken into custody. Both offender and officer recovered from the altercation.
2) There was a purse snatching on the 2700 block of Logan. There were 2 black male offenders, one was described being 6ft tall, around 220 lbs and in his 30s. A black vehicle with license plate #9617170 was reported at the scene. If anyone sees activity matching this description, please call 911.

General Announcements
The third watch sergeant, PO Bettancourt is being placed in charge of the CAPS meetings for the 14th District. This is a result of cost saving measures preventing overtime pay for officers attending CAPS meetings during non-work hours. SGT Giambrone will continue to stay abreast of what is happening in our Beat, however, SGT Bettancourt will be taking over his role for now. He is a highly regarded gang and tactical officer and he will communicate all CAPS related matters to the appropriate section sergeants and officers in the district.
SGT Giambrone strongly urges residents who walk within the Beat to walk with a friend and a cellphone.
SGT Giambrone also announced that our Beat 1431 had the lowest number of crimes within the 14 beats of the 14th District.
An employee of C3 Productions (promoter that frequently works with the Congress Theater) who is involved with security planning was present at the CAPS meeting to hear any concerns from residents regarding the Congress.

General Announcements
The meeting began at 6:30 pm with a roll call at Campbell and McLean, followed by a walk with signs from there through the Goethe School yard and part of Section 1 to the police station.
Sgt. Giambrone announced that there is a budget crunch, so officers are not paid overtime for coming to CAPS meetings during their non-working hours. He was on furlough but came in for the roll call and Beat meeting on his own time. Those present at the meeting expressed their appreciation.
He also said there has been an increase in thefts of all kinds of cycles.
Be sure to keep your property secured.
Liz Rios reported that the National Night Out was a huge success with more than 2100 people in attendance.
Liz Rios also reported that you should ask to speak to a supervisor if you call 911 and do not get a satisfactory response. Operators are obliged to transfer your call to a supervisor on request.
Alderman Flores said to call his office concerning homeless people sitting on furniture in the alleys drinking. His office will make a referral to the Department of Health and Human Services and ask Streets and San to remove the furniture. You can remain anonymous when calling. Also, the office DOES NOT pass on the caller's name when making a referral.
Paul Levine from the Logan Square Chamber of Commerce and 2 owners from Tini Martini came to the meeting on behalf of liquor license holders on Milwaukee Avenue. This is a new group and representative will be coming to future CAPS meetings to share information with us.
Residents should continue to send out information over the list serve about shots fired even if no police report is made.
Officer Trempe may be back in September.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gangs are selling drugs behind the store at Stave and Francis, moving from Point down St. Helen's.
2) Drinking on the public way is occurring at Stave and Bingham. There have been several arrests for this violation in Section 1 and near McLean and Campbell in Section 2.
3) Police gave an administrative notice of violation for setting off fireworks at Point and Francis on July 4th. Children were being allowed to shoot off really big fireworks.
4) Gang members are hanging out at 2062 Bingham and whistling to other gang members when they see the police coming.
5) The building at 2117 Point has been secured with help from the alderman's office.
6) 2117 Stave, which is in foreclosure, has been broken into a few times. Squatters are still breaking into the rear of the property.
7) There has been a big increase in tagging "MOB" in this area.
8) A motorcycle was stolen from the front yard at 2074 Stave. The owner saw it and police stopped him on California. The offender was taken to the hospital after an altercation with the police and arrested. The cycle was recovered.
9) A minor was arrested at Chase School for unlawful use of weapons. It was not a gun.
10) Sgt Giambrone announced that there were arrests for domestic battery in the 2100 block of California and two more on Milwaukee. There were also arrests for trespass to property and for possession of cannabis in Section 1.
11) Police are responding to calls about loud late night parties and issuing tickets to cars parking without permits.
12) Section 1 had no gun shots this past month, but had 4 shootings earlier this year.

1) Garage break-ins have been reported on the GGNA list serve.
2) Homeless people are loitering and drinking in alleys behind the empty lots owned by Tile Outlet on Fullerton.
3) Many "rummage sales", probably not legal, are going on the south side of Fullerton in the brick house across the alley from the gas station. Stolen goods were fenced there in the past.
4) Spanish Lords have been hanging out on Campbell and Medill.
5) Sgt Giambrone reported that there have been arrests on July 18 for theft of labor and services and on the 2600 block of W. Fullerton, on July 8 for retail theft on the 2400 block of W. Fullerton. Also, Misty Martinez was arrested for crack cocaine on the 2400 block of W. Fullerton.
SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) The area around the Goethe playground has been quiet this past month.

1) There was a strong arm robbery of a bike in this section. The victim resisted and was beaten with a 2x4. The offenders did not get the bike and got away in a gray cargo van with no window and faded lettering and without license plates. The case has not been solved but if anyone sees a van like that they report it to 911.
SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) A bicycle was stolen from a backyard on the 2400 block of Artesian.
2) Gang graffiti on garage doors was reported in late July in the alley between the 2400 and 2500 blocks of Campbell and Artesian.

The meeting began at 6:30 pm with a roll call at Campbell and McLean, followed by a walk with signs from there through the Goethe School yard and part of Section 1 to the police station.
Sgt. Giambrone announced that there is a budget crunch, so officers are not paid overtime for coming to CAPS meetings during their non-working hours. He was on furlough but came in for the roll call and Beat meeting on his own time. Those present at the meeting expressed their appreciation.
He also said there has been an increase in thefts of all kinds of cycles.
Be sure to keep your property secured.
Liz Rios reported that the National Night Out was a huge success with more than 2100 people in attendance.
Liz Rios also reported that you should ask to speak to a supervisor if you call 911 and do not get a satisfactory response. Operators are obliged to transfer your call to a supervisor on request.
Alderman Flores said to call his office concerning homeless people sitting on furniture in the alleys drinking. His office will make a referral to the Department of Health and Human Services and ask Streets and San to remove the furniture. You can remain anonymous when calling. Also, the office DOES NOT pass on the caller's name when making a referral.
Paul Levine from the Logan Square Chamber of Commerce and 2 owners from Tini Martini came to the meeting on behalf of liquor license holders on Milwaukee Avenue. This is a new group and representative will be coming to future CAPS meetings to share information with us.
Residents should continue to send out information over the list serve about shots fired even if no police report is made.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Gangs are selling drugs behind the store at Stave and Francis, moving from Point down St. Helen's.
2) Drinking on the public way is occurring at Stave and Bingham. There have been several arrests for this violation in Section 1 and near McLean and Campbell in Section 2.
3) Police gave an administrative notice of violation for setting off fireworks at Point and Francis on July 4th. Children were being allowed to shoot off really big fireworks.
4) Gang members are hanging out at 2062 Bingham and whistling to other gang members when they see the police coming.
5) The building at 2117 Point has been secured with help from the alderman's office.
6) 2117 Stave, which is in foreclosure, has been broken into a few times. Squatters are still breaking into the rear of the property.
7) There has been a big increase in tagging "MOB" in this area.
8) A motorcycle was stolen from the front yard at 2074 Stave. The owner saw it and police stopped him on California. The offender was taken to the hospital after an altercation with the police and arrested. The cycle was recovered.
9) A minor was arrested at Chase School for unlawful use of weapons. It was not a gun.
10) Sgt Giambrone announced that there were arrests for domestic battery in the 2100 block of California and two more on Milwaukee. There were also arrests for trespass to property and for possession of cannabis in Section 1.
11) Police are responding to calls about loud late night parties and issuing tickets to cars parking without permits.
12) Section 1 had no gun shots this past month, but had 4 shootings earlier this year.

General Announcements
To help deter robberies and encourage public safety, SGT Giambrone recommends walking in pairs and always carrying a cell phone and keep an eye on residents to make sure they are safe. Also, residents are encouraged to keep watchful eyes on alleys and making sure outside grills are locked.
SGT Giambrone reported that burglaries and thefts in our Beat were down over the past month. Alderman Flores reported that police bike patrols have made a big impact on deterring burglaries in the area.
SGT Giambrone announced our Beat was down in all crimes compared to last month except for non-index Simple Assault crimes where individuals verbally threaten one another.
GGNA Block Party, Saturday July 19th
GGNA will be co-hosting an annual block party on the 2200 block of Maplewood Saturday, July 19th. This is a great opportunity for neighborhood adults and children to get together as a community and have fun as well as address concerns in the neighborhood, particularly recent gang activity.

Court Advocacy Report
Branch 50 and Branch 23 at Grand and Central for the following cases in Beats 1422, 1423 and 1431.
1) Beat 1422 - Eligio Santoyo - UUW, Possession of a 18" Sword
This case was in Branch 23 outside of the 1431 Beat Court Advocacy list, but because of the nature of the case and the fact that it was up for a bench trial, our Court Advocates participated.
The suspect was found NOT GUILTY due to a technicality. The state attorney charged Santoyo under section 24.1.a.1. The judge, Kenneth Fletcher, found him Not Guilty because he should have been tried under section 24.1.a.2. The section he was tried under (Section 24.1.a.1) doesn't include a sword or the likes in the wording of the law, while Section 24.1.a.2 does. If he would have been charged under that section he would have been found guilty. Our Court Advocates believe Santoyo was taken into custody at 3401 W North Ave. with the sword under his jacket around the same time that the 2 gang bangers were killed on Potomic St. Advocates were discouraged by this ruling, but apparently the judge was just following the law.
2) Beat 1423 - Johnathan Hardy - Robbery and Darryl Robinson - Robbery / Battery at Branch 50
The victim was in court at 9:00 AM and both defendant's were being held with NO BOND. Therefore, the case had it's preliminary hearing in the morning. Probable Cause was found at this hearing and this case is now continued until 07/30/08 at 26th and California per info from the ASA.
3) Beat 1431 - Jim Hermiz - Criminal Damage to Property < 300 at Branch 23
This happened at the senior building at 2061 N Campbell. The management of the building failed to send a representative so this case was dismissed.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) On June 6th, there was an aggravated UUW (unlawful use of a weapon) arrest made on an individual under the age of 21 on the 2100 block of Bingham.
2) On June 8th, there was a criminal tresspass arrest on the 2100 block of Stave.
3) On June 26th, there were 2 possession of cannabis arrests on the 2100 block of California.
4) On June 28th, there were 2 arrests made for drinking alcohol in the public way on the 2700 block of Francis.
5) On June 9th, there was an arrest made for drinking alcohol in the public way on the 2000 block of California.
6) On June 10th, there was an issuance of warrant arrest on the 2000 block of Point.
7) On June 22nd, there was a driving under the influence arrest on the 2800 block of Armitage.
8) On June 14th, there was a PCP possession arrest on the 2100 block of Milwaukee. This arrest was made possible by a security guard working at the Congress Theater noticing 2 small vials on one of the concert goers. The security guard flagged down a Beat officer and the arrest was made.
9) A resident asked whether the rear of the problem property at 2117 Point reported at last month's meeting was secured, and SGT Giambrone reported he believed it was based upon his last visit to the property.
10) Joniah Dirkins (known as the "artiste" for his graffiti) was arrested for assault, threatening an individual.
11) Alderman Flores met with the owner of 2108 Bingham (who currently does not live there any longer) based upon the chronic problems with gang activity at this property and she claimed that she didn't understand why her property was being targeted by the police. She claims there are no problems. Alderman Flores told her that she was not controlling the property effectively and if this activity continues it will get out of hand and she could lose her property. The property owner claimed that she was not aware of any arrests at the property and that her son who used to be a gang banger is no longer involved in gang activity. Alderman Flores was wondering if there was additional documentation that he could share with the property owner to demonstrate the number of problems her property has been a part of.
12) SGT Giambrone mentioned the increased presence of the Spanish Lords gang moving into the area and the violence that movement is instigating. SGT Giambrone also mentioned the importance of having eye witnesses come forward to report individuals committing crime to aid in making arrests.
13) Last week, there were shots fired on Stave near Armitage around 6:30pm near Calvin's Barbecue restaurant. The shooting is known to be gang related and according to SGT Giambrone, there were no reporting eye witnesses. The Alderman's office reported that they have some shell casings from the scene for the police to collect. Alderman Flores also voiced that he found the shooting to be disturbing, particularly the fact that it occurred in the early evening.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) On June 15th, a 77 year old tenant of the senior apartment building at 2061 Campbell had a sum of money stolen from his apartment. His door was open and the criminal who was in the building apparently claiming to sell a bicycle saw the money in the apartment and stole it. The suspect was able to enter the apartment building since his mother is a senior tenant there. On June 25th, the police recovered video tape from the surveillance camera and Beat Officer Komo and his partner were able to identify the suspect as Emilio Martinez (a local known burglar) who can be arrested on probable cause. SGT Giambrone passed around a photo of Martinez at the meeting for people to identify should they see him in our neighborhood. He has a huge tattoo of a vulture on his left arm and apparently has been seen at the hotdog stand at Armitage and Western. If so, residents should call 911 immediately.
2) There was a theft reported on Fullerton just West of Western, SGT Anjou chased down the suspects aided by bike patrol officers.
3) A resident reported that their grill with a green cover was recently stolen from their backyard. They usually have the grill locked to the property, but this one occasion they left it unlocked and it was stolen overnight after midnight. SGT Giambrone suggested that the resident check the front yard of 2074 Stave which is a known front for stolen grills and other items from around the neighborhood.
SGT Giambrone reported Joniah Dirkens an older, gray haired man, and Demetrius Rice is a smaller black male, have been arrested for stealing grills together in the past.
4) Another resident reported seeing a larger man pushing an individual in a wheelchair with a stolen grill. SGT Giambrone mentioned this could be the notorious Wheelchair Tony who is a known burglar who has historically broken into cars by breaking the glass, throwing a spark plug at it.
5) There were 3 shots fired on Tuesday, June 17th at 10:20pm on the 2200 block of North Maplewood. Neighbors reported 3 thin males running North on Maplewood after the shooting. Additional accounts added that the offenders ran West heading towards Goethe Elementary School. Police were reportedly on the scene within 5 minutes of the 911 calls and took statements. This shooting is believed to be gang related and has been articulated in good detail on the GGNA email listserve.
The shooter is still an unknown Hispanic male. Police are looking for the gun to link to the crime. There was a single gun shot wound to the back of a young male.
Some neighbors reported that the shooter had braided hair with a baseball cap on backwards.
6) Alderman Flores reported that they have been getting a lot of calls for loitering at McLean and Campbell behind Congress Pizzeria. SGT Giambrone reported that the police have received several shots fired calls at that location. Alderman Flores asked if residents have noticed any particular gang colors but no one could say definitively. There has been a lot of activity between 6pm and 8pm in the evening involving 4 - 5 males.
Residents also reported seeing a young male near Western and McLean believed to be gang related communicating via cell phone looking down McLean and Campbell.
7) Alderman Flores' office has noticed an increase in gang loitering outside it's office
8) Two young males were seen loitering at Western and Armitage near Lazo's tacos wearing red colored clothing. SGT Giambrone believes they might have been Latin Lover gang members responding to Spanish Lords coming West of Western.
9) A resident noticed a group of 10 gang members likely to be Spanish Lords during one afternoon walking West on Lyndale.
10) Residents discussed what could be the cause for the gang movements in the Beat and believe it might simply be the attempt to claim old territories previously controlled by other gangs and not necessarily about selling drugs.
11) A resident mentioned that there is a rumored history with Congress Pizza delivery drivers being drug addicts and that they could possibly be creating a drug economy in that area.
12) There has also been a lot of gang tagging, particularly Spanish Lords - at least 10 cases were reported by residents.
13) There is reportedly a Hispanic, female prostitute seen walking along McLean near Western usually intoxicated. She wears her hair pulled back, commonly wearing camouflage pants and has a very distinctive walk. The police were aware of this individual and reported that she goes by the name of Sonia. SGT Giambrone has also seen her on Milwaukee.
14) There are a few foreclosed homes on Maplewood that the homeless have been reportedly breaking into.
action: A spike in gang activity and graffiti and loitering at McLean and Campbell. Police need to pay special attention to that area. Residents should call 911 for any emergency or crime in this section including gang activity.
SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Nothing significant was reported.
SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A large group of 10 - 15 gang members wearing white t-shirts (likely Spanish Lords) were reportedly seen at Goethe Elementary School walking West down Belden during the evening of Thursday, June 5th. SGT Giambrone believes they are likely trying to recruit around the school.
2) Alderman Flores reported that his office has put together a task force targeting all businesses with liquor license on Milwaukee avenue to develop a better self-enforcement mechanism to control their patrons.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti. Police to address Spanish Lord gang infestation at Goethe Elementary School in the afternoons.
SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Residents reported that the former Bolzano's pizzeria now has a sign for Bingo on Friday nights and that it's also an AMVETS station.
2) There was no further information from police on the shooting reported at last month's Beat meeting at 2500 N. Washtenaw.
action: Alderman Flores' office and the Police need to investigate on the 2500 blcok of Washtenaw.

1) SGT Giambrone reported that a resident just East of our Beat on Hamilton (near Avondale just East of Western) had a large amount of tools stolen from his property. Apparently, there was a police call to stop a vehicle that had tools including a very noticeable large saw. Apparently the burglar had robbed 2 properties in the same day. Beat officers arrested the suspect for theft and were able to return the tools back to the property owner. unfortunately, the suspect could not also be charged for burglary since there were no witnesses placing him at the scene.

Court Advocacy Report
Branch 50 and Branch 23 at Grand and Central for the following cases in Beats 1422, 1423 and 1431.
1) Beat 1422 - Eligio Santoyo - UUW, Possession of a 18" Sword
This case was in Branch 23 outside of the 1431 Beat Court Advocacy list, but because of the nature of the case and the fact that it was up for a bench trial, our Court Advocates participated.
The suspect was found NOT GUILTY due to a technicality. The state attorney charged Santoyo under section 24.1.a.1. The judge, Kenneth Fletcher, found him Not Guilty because he should have been tried under section 24.1.a.2. The section he was tried under (Section 24.1.a.1) doesn't include a sword or the likes in the wording of the law, while Section 24.1.a.2 does. If he would have been charged under that section he would have been found guilty. Our Court Advocates believe Santoyo was taken into custody at 3401 W North Ave. with the sword under his jacket around the same time that the 2 gang bangers were killed on Potomic St. Advocates were discouraged by this ruling, but apparently the judge was just following the law.
2) Beat 1423 - Johnathan Hardy - Robbery and Darryl Robinson - Robbery / Battery at Branch 50
The victim was in court at 9:00 AM and both defendant's were being held with NO BOND. Therefore, the case had it's preliminary hearing in the morning. Probable Cause was found at this hearing and this case is now continued until 07/30/08 at 26th and California per info from the ASA.
3) Beat 1431 - Jim Hermiz - Criminal Damage to Property < 300 at Branch 23
This happened at the senior building at 2061 N Campbell. The management of the building failed to send a representative so this case was dismissed.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) On June 6th, there was an aggravated UUW (unlawful use of a weapon) arrest made on an individual under the age of 21 on the 2100 block of Bingham.
2) On June 8th, there was a criminal tresspass arrest on the 2100 block of Stave.
3) On June 26th, there were 2 possession of cannabis arrests on the 2100 block of California.
4) On June 28th, there were 2 arrests made for drinking alcohol in the public way on the 2700 block of Francis.
5) On June 9th, there was an arrest made for drinking alcohol in the public way on the 2000 block of California.
6) On June 10th, there was an issuance of warrant arrest on the 2000 block of Point.
7) On June 22nd, there was a driving under the influence arrest on the 2800 block of Armitage.
8) On June 14th, there was a PCP possession arrest on the 2100 block of Milwaukee. This arrest was made possible by a security guard working at the Congress Theater noticing 2 small vials on one of the concert goers. The security guard flagged down a Beat officer and the arrest was made.
9) A resident asked whether the rear of the problem property at 2117 Point reported at last month's meeting was secured, and SGT Giambrone reported he believed it was based upon his last visit to the property.
10) Joniah Dirkins (known as the "artiste" for his graffiti) was arrested for assault, threatening an individual.
11) Alderman Flores met with the owner of 2108 Bingham (who currently does not live there any longer) based upon the chronic problems with gang activity at this property and she claimed that she didn't understand why her property was being targeted by the police. She claims there are no problems. Alderman Flores told her that she was not controlling the property effectively and if this activity continues it will get out of hand and she could lose her property. The property owner claimed that she was not aware of any arrests at the property and that her son who used to be a gang banger is no longer involved in gang activity. Alderman Flores was wondering if there was additional documentation that he could share with the property owner to demonstrate the number of problems her property has been a part of.
12) SGT Giambrone mentioned the increased presence of the Spanish Lords gang moving into the area and the violence that movement is instigating. SGT Giambrone also mentioned the importance of having eye witnesses come forward to report individuals committing crime to aid in making arrests.
13) Last week, there were shots fired on Stave near Armitage around 6:30pm near Calvin's Barbecue restaurant. The shooting is known to be gang related and according to SGT Giambrone, there were no reporting eye witnesses. The Alderman's office reported that they have some shell casings from the scene for the police to collect. Alderman Flores also voiced that he found the shooting to be disturbing, particularly the fact that it occurred in the early evening.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) On June 15th, a 77 year old tenant of the senior apartment building at 2061 Campbell had a sum of money stolen from his apartment. His door was open and the criminal who was in the building apparently claiming to sell a bicycle saw the money in the apartment and stole it. The suspect was able to enter the apartment building since his mother is a senior tenant there. On June 25th, the police recovered video tape from the surveillance camera and Beat Officer Komo and his partner were able to identify the suspect as Emilio Martinez (a local known burglar) who can be arrested on probable cause. SGT Giambrone passed around a photo of Martinez at the meeting for people to identify should they see him in our neighborhood. He has a huge tattoo of a vulture on his left arm and apparently has been seen at the hotdog stand at Armitage and Western. If so, residents should call 911 immediately.
2) There was a theft reported on Fullerton just West of Western, SGT Anjou chased down the suspects aided by bike patrol officers.
3) A resident reported that their grill with a green cover was recently stolen from their backyard. They usually have the grill locked to the property, but this one occasion they left it unlocked and it was stolen overnight after midnight. SGT Giambrone suggested that the resident check the front yard of 2074 Stave which is a known front for stolen grills and other items from around the neighborhood.
SGT Giambrone reported Joniah Dirkens an older, gray haired man, and Demetrius Rice is a smaller black male, have been arrested for stealing grills together in the past.
4) Another resident reported seeing a larger man pushing an individual in a wheelchair with a stolen grill. SGT Giambrone mentioned this could be the notorious Wheelchair Tony who is a known burglar who has historically broken into cars by breaking the glass, throwing a spark plug at it.
5) There were 3 shots fired on Tuesday, June 17th at 10:20pm on the 2200 block of North Maplewood. Neighbors reported 3 thin males running North on Maplewood after the shooting. Additional accounts added that the offenders ran West heading towards Goethe Elementary School. Police were reportedly on the scene within 5 minutes of the 911 calls and took statements. This shooting is believed to be gang related and has been articulated in good detail on the GGNA email listserve.
The shooter is still an unknown Hispanic male. Police are looking for the gun to link to the crime. There was a single gun shot wound to the back of a young male.
Some neighbors reported that the shooter had braided hair with a baseball cap on backwards.
6) Alderman Flores reported that they have been getting a lot of calls for loitering at McLean and Campbell behind Congress Pizzeria. SGT Giambrone reported that the police have received several shots fired calls at that location. Alderman Flores asked if residents have noticed any particular gang colors but no one could say definitively. There has been a lot of activity between 6pm and 8pm in the evening involving 4 - 5 males.
Residents also reported seeing a young male near Western and McLean believed to be gang related communicating via cell phone looking down McLean and Campbell.
7) Alderman Flores' office has noticed an increase in gang loitering outside it's office
8) Two young males were seen loitering at Western and Armitage near Lazo's tacos wearing red colored clothing. SGT Giambrone believes they might have been Latin Lover gang members responding to Spanish Lords coming West of Western.
9) A resident noticed a group of 10 gang members likely to be Spanish Lords during one afternoon walking West on Lyndale.
10) Residents discussed what could be the cause for the gang movements in the Beat and believe it might simply be the attempt to claim old territories previously controlled by other gangs and not necessarily about selling drugs.
11) A resident mentioned that there is a rumored history with Congress Pizza delivery drivers being drug addicts and that they could possibly be creating a drug economy in that area.
12) There has also been a lot of gang tagging, particularly Spanish Lords - at least 10 cases were reported by residents.
13) There is reportedly a Hispanic, female prostitute seen walking along McLean near Western usually intoxicated. She wears her hair pulled back, commonly wearing camouflage pants and has a very distinctive walk. The police were aware of this individual and reported that she goes by the name of Sonia. SGT Giambrone has also seen her on Milwaukee.
14) There are a few foreclosed homes on Maplewood that the homeless have been reportedly breaking into.
action: A spike in gang activity and graffiti and loitering at McLean and Campbell. Police need to pay special attention to that area. Residents should call 911 for any emergency or crime in this section including gang activity.
SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Nothing significant was reported.
SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) A large group of 10 - 15 gang members wearing white t-shirts (likely Spanish Lords) were reportedly seen at Goethe Elementary School walking West down Belden during the evening of Thursday, June 5th. SGT Giambrone believes they are likely trying to recruit around the school.
2) Alderman Flores reported that his office has put together a task force targeting all businesses with liquor license on Milwaukee avenue to develop a better self-enforcement mechanism to control their patrons.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti. Police to address Spanish Lord gang infestation at Goethe Elementary School in the afternoons.
SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Residents reported that the former Bolzano's pizzeria now has a sign for Bingo on Friday nights and that it's also an AMVETS station.
2) There was no further information from police on the shooting reported at last month's Beat meeting at 2500 N. Washtenaw.
action: Alderman Flores' office and the Police need to investigate on the 2500 blcok of Washtenaw.
SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) SGT Giambrone reported that a resident just East of our Beat on Hamilton (near Avondale just East of Western) had a large amount of tools stolen from his property. Apparently, there was a police call to stop a vehicle that had tools including a very noticeable large saw. Apparently the burglar had robbed 2 properties in the same day. Beat officers arrested the suspect for theft and were able to return the tools back to the property owner. unfortunately, the suspect could not also be charged for burglary since there were no witnesses placing him at the scene.

SGT Giambrone expressed his thanks for being honored at the CAPS Appreciation Dinner held during the evening of Tuesday, April 29th. PO Trempe who suffered a heart attack last month was also present and honored at the dinner for his service.
Sgt Giambrone recognized PO Smith and PO Komo for arresting vandals tagging a property on the 2700 block of Prindiville. SGT Giambrone also recognized PO Levine for arresting a criminal for Attempted Robbery who also had possession of a knife on the 2700 block of West Armitage.
A resident mentioned the recent publicized deaths of 2 bicyclists in Logan Square and wondered if the police had any public service announcements planned. SGT Giambrone mentioned that the police bike patrol in the past has done positive traffic stops for cyclists to make them aware that it's against the law not to have a front bike headlight. Giambrone also strongly urged the use of a taillight.
Another resident reported that during the evening of Friday April 25th, he was headed South on Elston near Logan and ran into a Critical Mass bike ride that took over all lanes of traffic (involving what appeared to be hundreds of cyclists). Critical Mass occurs the last Friday of every month during the summer months, you can find more information at the Critical Mass website. The police try to get these riders safely and quickly through the district by putting a squad car at the front and in the rear of the group of riders.
SGT Griambrone mentioned that they did on one occasion have to arrest a Critical Mass rider after he tried to interfere with a CTA bus driver by tapping the bus windows and reaching in at the driver. The bus driver was able to grab the cyclist to help aide in the arrest. There are generally 300 - 500 riders that show up for these rides that are held, among other things, to bring awareness to cyclists.
SGT Giambrone highlighted particular crime stats for the month of April.
There were 3 unlawful entries which indicates that either a window or door were left open, inviting this type of crime to occur. SGT Giambrone mentioned it is extremely important, particularly during the coming warmer days, to not leave first floor windows or doors open when leaving a residence.
The total "Index" crimes were down 8 from the previous month, and the total "Non-index" crimes were down 7 from last month. Combined, there was a decrease of 21% in these crimes from the previous month. Also on a positive note, arrests were up by 11 compared to the previous month.
Finally, PO Williams announced that there are many new police personnel at the 14th District. Starting next week, police teams on bikes and 4-wheel ATVS will be patrolling our beat.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) There was a Burglary arrest on April 14th, on the 2000 block of Stave.
2) There were 3 graffiti arrests on Prindville. One of the vandals is named Miguel Perez, and he is scheduled to be in court on May 27th at Grand and Central at 1:30pm.
3) There was a Disorderly Conduct arrest on April 3rd, on the 2400 block of Armitage.
4) There was a Deceptive Practice arrest on April 28th on 2300 block of California, the individual tried to cash a bad check for $150 or less.
5) 2108 Bingham, former residence of Lino Quinn, has been a problem with late night parties on Friday and Saturday nights. Former Cobra gang members are attending the parties and loitering in the street, flashing gang signs and disrupting traffic.
Well known criminals, J.J. Morgan, Ricky Vasquez are amongst the offenders.
Liquor bottles are also being dumped in the lot at 2110 Bingham.
This sort of activity was occurring last year and resulted in shots fired in the street.
6) 2124 Bingham has had suspicious activity reported involving 7-8 people during midnights during the week.
7) 2074 Stave has been a problem property with a number of young males loitering outside. This property sits next to new condos that are gradually being purchased. Police hope these new residents will attend CAPS meetings and call 911 for crime at 2074 Stave.
8) A resident expressed the need to keep the camera on Stave for another year to help control crime on the block. Jerry Gabrielatos from Alderman Flores' office announced that the camera on Stave is ready to be moved and will organize a formal community meeting to vote on whether it should be moved or not.
9) SGT Giambrone announced that they have increased patrols in this section.
10) The vacant lot at 2110 Bingham needs work done securing the surrounding fence and maintenance of overgrowth. This lot has been exploited by gangs littering liquor bottles and stashing drugs. The lot is currently for sale and the Alderman's office will follow up to get the current owner to clean up the property.
11) Parking around the coffee shop at Milwaukee and Prindiville has been a problem during street cleaning. The cars are not being moved during cleaning days causing a large accumulation of garbage that is being blown onto properties. The Alderman's office will attempt to furnish better signs to indicate street cleaning days and the police will attempt to ticket cars if they're not being moved.
12) Sunday, April 20th at 2:45am a resident called 911 to report activity involving a van and a sedan outside 2133 N. Bingham. There were several people making noise, and one person held a gun to the head of another. No shots were fired, however, the sedan with the gun got away from the police when they arrived at the scene.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Jerry Gabrielatos reported that the house at 2417 W. McLean, reported last month as being used by vagrants, has been secured.
2) There were 3 arrests for Obstruction of Traffic at 6:50pm on April 9th, on the 2400 block of McLean, that were most likely for selling drugs. At least 1 of the offenders was a Spanish Lords gang member.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) At the corner of Lyndale and Campbell, there was an attempted robbery and assault of a local resident reported at 1:30am.
2) SGT Giambrone reported an Aggravated Assault involving a handgun on the 2400 block of Fullerton on April 20th at 2:30am. The offenders both had black ski masks and fled the scene.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) The City Department of Water trailer parked on the 2300 block of Talman was aggressively tagged with gang graffiti Saturday, April 19th. Residents have called 311 to remove the graffiti but no action has been taken. The Alderman's office will take action to get the graffiti removed. The area is being fought over between the Latin Lovers, Maniac Latin Disciples and Spanish Lords.
2) There was a warrant arrest on the 2200 block of Talman April 17th as well as the 2500 block of Fullerton on April 20th.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) The former Bolzano's restaurant property was discussed again and the rumors about it being a Latin fusion restaurant are being questioned. There were new rumors that it might be another "dominoe's club" similar to the one at California and Fullerton. Apparently, there have been late night parties at this property during the week, lights have been seen in the property at night as well as cars in the parking lot. The midnight officer will check into the location as well as the Alderman's office. This could involve illegal residency and any number of liquor law violations.
2) On April 5th, 2 minors were arrested on the 2700 block of Fullerton for drinking.
3) On April 26th, there was a domestic battery arrest at Logan and California.
4) The police reported that Haas Park has not had any notable crime incidents over the last month.
SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Antonio Phillips and Alexis Medina, charged in the Derek Tate Jr. murder outside Tile Outlet in 2003 were indicted in court April 23rd. They are going back to court on May 9th for arraignment.
2) There was gang graffiti reported at Maplewood and Altgeld. The building owners quickly removed the tagging.
3) SGT Giambrone reported that the MLDs in this section are becoming more aggressive, reaching out to neighboring MLDs outside our district to fight with the Latin Kings, North near Belmont.
4) The massage parlor that was closed by the Police last month for a drug arrest was located at 2608 Fullerton. This parlor has no relation to the new "AOL Massage" storefront that is located nearby between Rockwell and Maplewood.
5) There was a prostitution arrest on April 16th on the 2400 block of Artesian.
6) There was an Aggravated DUI arrest on April 13th on the 2800 block of Fullerton.

10) The vacant lot at 2110 Bingham needs work done securing the surrounding fence and maintenance of overgrowth. This lot has been exploited by gangs littering liquor bottles and stashing drugs. The lot is currently for sale and the Alderman's office will follow up to get the current owner to clean up the property.
11) Parking around the coffee shop at Milwaukee and Prindiville has been a problem during street cleaning. The cars are not being moved during cleaning days causing a large accumulation of garbage that is being blown onto properties. The Alderman's office will attempt to furnish better signs to indicate street cleaning days and the police will attempt to ticket cars if they're not being moved.
12) Sunday, April 20th at 2:45am a resident called 911 to report activity involving a van and a sedan outside 2133 N. Bingham. There were several people making noise, and one person held a gun to the head of another. No shots were fired, however, the sedan with the gun got away from the police when they arrived at the scene.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Jerry Gabrielatos reported that the house at 2417 W. McLean, reported last month as being used by vagrants, has been secured.
2) There were 3 arrests for Obstruction of Traffic at 6:50pm on April 9th, on the 2400 block of McLean, that were most likely for selling drugs. At least 1 of the offenders was a Spanish Lords gang member.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) At the corner of Lyndale and Campbell, there was an attempted robbery and assault of a local resident reported at 1:30am.
2) SGT Giambrone reported an Aggravated Assault involving a handgun on the 2400 block of Fullerton on April 20th at 2:30am. The offenders both had black ski masks and fled the scene.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) The City Department of Water trailer parked on the 2300 block of Talman was aggressively tagged with gang graffiti Saturday, April 19th. Residents have called 311 to remove the graffiti but no action has been taken. The Alderman's office will take action to get the graffiti removed. The area is being fought over between the Latin Lovers, Maniac Latin Disciples and Spanish Lords.
2) There was a warrant arrest on the 2200 block of Talman April 17th as well as the 2500 block of Fullerton on April 20th.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) The former Bolzano's restaurant property was discussed again and the rumors about it being a Latin fusion restaurant are being questioned. There were new rumors that it might be another "dominoe's club" similar to the one at California and Fullerton. Apparently, there have been late night parties at this property during the week, lights have been seen in the property at night as well as cars in the parking lot. The midnight officer will check into the location as well as the Alderman's office. This could involve illegal residency and any number of liquor law violations.
2) On April 5th, 2 minors were arrested on the 2700 block of Fullerton for drinking.
3) On April 26th, there was a domestic battery arrest at Logan and California.
4) The police reported that Haas Park has not had any notable crime incidents over the last month.
SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Antonio Phillips and Alexis Medina, charged in the Derek Tate Jr. murder outside Tile Outlet in 2003 were indicted in court April 23rd. They are going back to court on May 9th for arraignment.
2) There was gang graffiti reported at Maplewood and Altgeld. The building owners quickly removed the tagging.
3) SGT Giambrone reported that the MLDs in this section are becoming more aggressive, reaching out to neighboring MLDs outside our district to fight with the Latin Kings, North near Belmont.
4) The massage parlor that was closed by the Police last month for a drug arrest was located at 2608 Fullerton. This parlor has no relation to the new "AOL Massage" storefront that is located nearby between Rockwell and Maplewood.
5) There was a prostitution arrest on April 16th on the 2400 block of Artesian.
6) There was an Aggravated DUI arrest on April 13th on the 2800 block of Fullerton.
