General Announcements
SGT Giambrone reported that our Beat 1431 had the lowest overall crimes for the past year. Beat 1431 had 974 incidents compared to 1620 from the highest beat.
He also recommended that people do not warm up their cars leaving a key in the car. Thieves will break the window and steal the car. SGT Giambrone also reported that there is usually a spike in burglaries before Christmas. Be alert and call 911 if you see anything suspicious.

He also advised everyone in our Beat to watch out for two men posing as city workers. Part of their disguise includes vests and helmets that resemble the city issued versions. Do not let them in your house, call 911 instead. There have been burglaries in other Beats by these criminals. City workers do not usually need to enter your house.

Court Advocacy Volunteers Needed
PO Deb Augustyn is looking for volunteers who are available for a couple hours for one afternoon (usually starting at 1:30pm), one day a month to be Court Advocates. There are recent cases in other beats that need our help. Advocates in the neighborhoods in which the crimes were committed are afraid to appear in court fearing retribution from the criminals. Therefore, advocates are needed from other beats (including ours) to help make a strong court appearance against these criminals.

Court Advocacy Report
There were 3 individuals in court for cases in Beat 1431:
1) Mancilla, Dafniz pled guilty to Criminal Defacement (graffiti) on Nov 6 with 80 hours of community service. This case had been continued from last month and was followed by court advocates both times.
2) Brendon Scanlon pled guilty to Criminal Defacement (graffiti) on Nov 9 with 1 year court supervision and 100 hours of community service.

Court advocates from Beat 1431 also attended court for other beats on several occasions.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) 2117 Point continues for the second month to have major gang activity with numerous incidences of "YLO Cobras" gang graffiti covering the fences. Neighbors called graffiti busters and also talked to the Alderman and the graffiti was removed within a few days. According to minutes from last month, the property is under investigation under the city's Nuisance Abatement program. The owner has been contacted about the gang members who are renting the property and they are choosing to do nothing about them.
2) Good news, the police camera on Bingham was installed last month and seems to be working. Also, the camera on Francis is also still up and working.
3) Carlos Martinez was arrested on Nov 10 for cannabis Possession by the Gang/Tactical police in this sector and again on Dec 4 on the 2400 Block of Maplewood for burglary. His first court date is Dec 20 at Grand and Central at 1:30 PM. Neighbors are encouraged to come and be a court advocate on this case.
4) Two men were arrested with a grill they were rolling down the street. According to notes from last month, the property at 2074 Bingham is a known fence for stolen goods, particularly gas grills.
5) There was a second cannabis arrest on St. Helen Street this past month.
6) Javier Rosales was arrested for "Soliciting Business" and "Obstruction of Traffic", both gang activities, on Point Street this month. Eric Garcia was also arrested on the 2100 block of Point.
7) There were concerns expressed about potential gang activity at the corner store on Stave Street and Francis Place.
8) Jacqueline Betancourt, a gang member, was also arrested for a "woman on woman" battery case on Nov 2.
9) Parking problems continue at Chase School during Congress Theater events. Patrons continue drinking and littering on the street during the night. There were also arrests for DUI.
action: The gang activity at 2117 N. Point needs immediate attention. Residents should continue to call 911 for any emergency or crime in this section.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) The Congress Theater continues to be a nuisance in this section as well. There were two arrests there this month; one for battery and one for reckless conduct. A representative from the Congress Theater was asked to attend this meeting but no one came. They will be asked again.
action: Congress Theater continues to be a major nuisance requiring further attention from Alderman Flores' office and the police. The Congress Theater should also be providing an accountable representative to be present at the CAPS meeting to take responsibility for the theater. This is a second request.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There were reports of some graffiti but less than last month in this sector.
2) There were two strong arm robberies on the 2100 and 2200 of California this past month.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) This sector was quiet this month. No activity was reported at the meeting. This is great news.
action: Police need to focus on keeping Goethe safe from gang violence. Residents are urged to call 911 when witnessing any gang activity in the area.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Anthony Risera was arrested on the 2500 block of Talman for criminal defacement (graffiti) on Dec 4.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) There were robberies on the 2400 block of Maplewood and the 2300 block of Campbell.
2) Copper piping was stolen from the empty Belzano’s Pizza business this month.
3) There was an arrest on the 2500 block of Artesian for criminal trespass on Oct 30.
4) There was an arrest for Aggravated DUI on the 2400 block of Fullerton. This DUI charge is a felony since the driver had a revoked license.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti

General Announcements
SGT Giambrone reported that our Beat 1431 was second in lowest overall crimes for the second month in a row. The Beat with the lowest crimes was Beat 1414.

Roy Gambill wanted for 17 counts for aggravated burglaries and the "self-professed CEO" of the Cobra Latino gang that has been terrorizing our beat has been extradited to Tennessee for his outstanding warrants for crimes he committed in Tennessee.

Anthony Jones who resides on the 2200 block of Campbell was arrested for a home invasion. He has a history as a criminal in our Beat, including a criminal sexual offense listed under Section 2 in the minutes in February 2005.

In addition to Anthony Jones, SGT Giambrone mentioned a handful of criminals residing in our Beat who were arrested over the past month.

Gang Intervention Probation Program
Any resident who sees the following individuals violating curfew or in the presence with a known gang member, should call 911.
- Jesus Ocampo (click here for photo) is currently living on the 2100 block of N. Bingham with mandatory curfew hours from 9pm - 7am during the period from 12/15/2005 - 12/14/2007.

Court Advocacy Report
There were 2 individuals in court for "YLO Cobras" gang graffiti vandalism on several properties on the 2000 block of California.
1) Ramirez, Agustim - 1 year court supervision and 40 hours of community service. This sentence was made possible by having a court advocate at the hearing.
2) Mancilla, Dafniz - hearing continued until 11/06/2007 at 1:30pm


Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) 2100 N. Stave had a burglary reported 10/11. PO Trempe believed that property could be under construction and vandals may have stolen copper tubing to sell to salvage yards.
2) 2117 Point continues to have major gang activity. The property is under investigation under the city's Nuisance Abatement program. The owner has been contacted about the gang members who are renting the property and they are choosing to do nothing about them. PO Trempe has been in the rear of the property which is divided into two buildings and both buildings are covered in gang graffiti.
The 3 gang members arrested at that property last month were released at their court hearing due to no officers being present.
3) There has been an increase in gang graffiti in the section overall
4) Good news, the police camera on Bingham is now installed and working. Also, the camera on Francis is also still up and working despite the fact that the blue light has been turned off.
5) The property at 2074 Bingham is a known fence for stolen goods. A resident noticed their grill had been stolen from their yard and discovered it sitting in the backyard of this property. Vagrants commonly exchange stolen goods for drugs and/or money at this property.
6) 2029 Bingham has had homeless individuals sleeping in it's gangway.
7) The Bingham street cleanup 10/27 was a positive experience for the area, thank you for everyone who participated. The owner of 2029 Bingham also participated in the clean up.
8) The derelict property at 2200 N. Milwaukee has been attracting a number of transients.
9) The property at 2159 N. Stave that is currently for sale reportedly has a vagrant living under the front porch and the landscaping has not been maintained. Residents are seeking help from the police to have the property owner (believed to be a bank) to take responsibility for their property. Also, the garage has been left open at the rear of the property inviting transients. PO Augustyn is going to call the Streets and Sanitation department to look at the property.
action:The gang activity at 2117 N. Point needs immediate attention. Residents should continue to call 911 for any emergency or crime in this section.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) The Congress Theater continues to be a nuisance in this section. A recent event featuring the Insane Clown Posse on the 28th of October created havoc in the neighborhood: drunken patrons disrespecting property, illegal parking, and residents parking spots were turned into tow zones. The noise level was also unacceptable outside the theater. A member of Alderman Flores' office was present at the meeting and will follow up with the Alderman on these latest issues and there is discussion that if the Theater continues to be a major nuisance they will lose their liquor license.
2) There is a seemingly abandoned property reported at 2144 N. Rockwell that has overgrown bushes and an unlocked gate that residents feel is unsafe.
3) The pedestrian crossing at Milwaukee and Rockwell has had several cases of cars running the lights jeopardizing the safety of pedestrians. Residents crossing the street to take their kids to Goethe Elementary are concerned for the frequent light violations. The Alderman's office will consider this issue and whether the intersection needs cameras to help control traffic.
4) Latin Lover gang graffiti has increased in the area. A property on the 2400 block of Talman was badly tagged.
Police mentioned that the criminals doing the graffiti often are wearing backpacks carrying their paint. Residents are urged to call 911 to report these individuals.
5) PO Trempe reported numerous Spanish Lords gang members throwing eggs along Western avenue Halloween night.
action: Congress Theater continues to be a major nuisance requiring further attention from Alderman Flores' office and the police. The Congress Theater should also be providing an accountable representative to be present at the CAPS meeting to take responsibility for the theater.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Latin Lover graffiti has increased in this section overall. Spanish Lords have been responding with graffiti just West of Western Ave in Beat 1432.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Joe, owner of Joe's barbershop on Fullerton near Talman, was reported by PO Trempe to be purchasing stolen bike parts to sell to patrons.
2) A property on the 2600 block of Belden was reported to potentially having gang activity and the police are running a check on the owner of the property.
action: Police need to focus on keeping Goethe safe from gang violence. Residents are urged to call 911 when witnessing any gang activity in the area.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
and
SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) MLDK (Maniac Latin Disciple Killers) graffiti has been appearing in these sections particularly in the alleys off of Artesian and also on Talman.
2) PO Trempe reported that Haas Park is currently "in play" between the MLD and the Latin Lover gangs.
3) Infamous transient Darrel Chambers continues to remain in this area although no major problems were reported with his behavior over the last month.
4) Monday, 10/29 at approximately 5am a 19 year old driver and a passenger were reportedly going 87mph on Fullerton near Western running a red light, hitting a van and then into a utility pole. The driver and passenger were ejected from the car which broke into two parts upon impact. The driver was dead on the scene and the passenger was taken to Illinois Masonic hospital and was arrested while in the ICU before dying. Link to Chicago Tribune article covering this story.

General Announcements
SGT Giambrone presented honorable mentions to PO Mathos, PO Komo and PO Trempe for their key roles in the arrest of Roy Gambill wanted for 17 counts for aggravated burglaries and the "self-professed CEO" of the Cobra Latino gang that has been terrorizing our beat (Section 1 in particular). Gambill also had outstanding warrants for crimes he committed in Tennessee. Gambill was finally arrested at his sister's residence in Chicago after fleeing another residence from Bolingbrook, IL.

PO Ortiz was also lauded by SGT Giambrone for recovering a significant amount of weapons (a shotgun and many rounds of ammunition for other caliber weapons) from a stolen vehicle in our Beat. A concerned resident called 911 to report the suspicious activity.

Gang Intervention Probation Program

Court Advocacy Report
- Anthony Chojnowski plead guilty for the animal abuse charges brought against him, among other penalties, he will not be allowed to have any animals in his house nor will he be able to have any contact with animals. A local dog advocacy group has played a pivotal role along with the Court Advocates in his conviction. (See item #2 under Section 2 of March minutes)
- There was also a case against an individual who was drinking in the public way who received 6 months court supervision
- There were several court cases that were thrown out due to officers not being present. PO Augustyn is looking into making sure the court notifications are sent to the appropriate officers. Additionally, officers must attend higher priority cases if they are scheduled for overlapping cases.


Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) JJ Morgan was charged with Misdemeanor Battery for his role in the physical abuse of a homeless man last month. The homeless victim was not reachable by the state's attorney to press further charges. The other criminal involved in the beating was Maurice Walls who is still at large, (Black male with long hair). The police will attempt to find the homeless victim to press the appropriate further charges against Morgan and Walls. JJ Morgan's car was also confiscated by the Police
2) The property at 2200 N. Milwaukee (near Stave and Attrill) has been involved in drug sales. The police were seen in the area and arrested Eduardo Gonzalez for Aggravated Assault.
3) There has been continued gang activity in the rear coach house at 2117 Point. Residents called 911 several times last month on this property for gang activity. The gang members have been chaining pit bulls to the fence, drinking and smoking pot on the property. SGT Giambrone reported that 3 people were arrested at this address on September 12th for criminal trespass. The property has also been listed under the city's nuisance abatement program. Plain clothes officers were seen in the area dispersing these gang members from Chase Elementary school and they were seen leaving to head back to the 2117 Point address.
4) Resident reported his garage was broken into but the criminals took off before they were able to steal the radio from his car.
5) Liz Rios will be distributing 911 information booklets written in Spanish to the properties in this section.
6) 2100 block of Bingham continues to have the continuing criminal gang activity.
7) The police arrested an individual for narcotics at Point and California (2061 California) after pulling the offender over for not wearing a seatbelt. He had an active probation violation warrant. He is a resident of Highland Park.
8) At approximately 6:30pm police this evening police were seen at Bingham and Francis making a warrant arrest.
action: Liz Rios to distribute 911 calling instruction packets written in Spanish for section residents to encourage more calls. This section continues to have major gang and drug activity. Residents are strongly urged to call 911 for any emergency or crime in this section. The more calls to 911 the more attention this area will receive.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) The Congress Theater has a temporary parking contract with the developer who owns the vacant property at Milwaukee and Talman. The Congress Theater still has an active parking contract with Chase Elementary School.
2) There was a narcotics arrest on the 2200 block of Rockwell for cocaine.
action: Congress Theater and Chase Elementary School are under scrutiny for parking practices in the section. Residents are strongly urged to call 911 to report any violations or disturbances to the neighborhood.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Intoxicated homeless people continue to frequent the alleyways but are generally quiet and keep to themselves.
2) Latin Lover and Spanish Lords graffiti has been seen at Lyndale and Western and SGT Giambrone reported an increase in activity between these two rival gangs.
3) There was a home invasion reported on the 2500 block of Medill. Two male blacks (5' 9", 6' 3", 20 - 25 years old) entered the basement apartment while the residents were there on Sept. 7th at 9:40pm.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) AW SLK gang graffiti (MLD Altgeld Washtenaw + Spanish Lord Killers) went up on properties located on the corners of Washtenaw and Belden. 311 was called to report the graffiti to the city. This tagging might be related to a recent tension between the Latin Lovers and Spanish Lords recognized by police further east in Section 3.
2) Goethe Elementary has 18 parent patrols (with more in training) who help police the school area in the morning and afternoons. They have been noticing cars running stop signs, illegal parking and some gang activity particularly on Rockwell and Lyndale and Talman and Lyndale intersections.
action: Police need to focus on keeping Goethe safe from gang violence. Residents are urged to call 911 when witnessing any gang activity in the area.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) A resident was robbed on the 2400 block of Rockwell, 3am September 8th. The criminals were 2 black males, one was 6' 2" tall at 220 lbs., 25 - 35 years old and appeared to have a weapon. They stole the victim's money and credit cards and struck the victim in the head and back.
The criminals are still at large, and were last seen loitering at the Dunkin Donuts on Fullerton and Rockwell. The 6' 2" criminal also has been seen wearing a Yankees baseball cap with a dark blue Yankees logo.
action: Residents should call 911 if they see a tall, suspicious black male matching the description above at Dunkin Donuts.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) One of the new unoccupied houses on the 2400 block of Rockwell was broken into.
2) The resident at 2457 Artesian has had several complaints against him for unsafe practices in the public way (running electrical cords across the street). He has also recently been a nuisance to neighbors by trying to sell faces/masks he's created by placing them on boulevard trees and asking the property owners to buy them. The police mentioned he can be fined for violating a city ordinance against this behavior on the boulevard.
3) Daniel Solak Jr. was arrested September 8th for criminal sexual abuse of a 9 year old girl.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

Sergeant Giambrone announced that Beat 1431 had the 3rd lowest total index crimes and the 2nd lowest total verified crimes (index and non-index) between July 1st and July 30th in the 14th District. Beat 1412 continues to have the lowest crime in the 14th District.
Index crimes are the most serious offenses and include:

Chicago Gun Buy Back
Deb Augustyn reported that the gun turn in for Chicago on July 29th brought in 6700 guns. The city ran out of money on hand for the weapons and had to give out IOUs. This was the largest number seized nationwide. The 14th District had one location that received 134 guns and 22 replicas.

Greater Goethe Neighborhood Association (GGNA)
GGNA is inviting Beat 1431 residents to become new members. GGNA encompasses the Beat 1431 area. You can learn more about GGNA on this Web site (http://www.ggna.org). 14th District Community Alert

The Chicago Police Department is investigating two incidents which occurred in the 14th District on June 10, 2007 at 11:00pm and on June 11, 2007 at 12:00am.

In the first incident, an attempted criminal sexual assault occurred as the victim walked in the 3100 N. block of Sawyer Ave.
In the second incident, an assault occurred as the victim walked in the 3000 North block of Elbridge Ave.

The offender in the first incident is described as a male white Hispanic, early 30's, approximately 5'02", slender build, black hair, and brown eyes. Last seen wearing a brown, possibly camouflaged, long sleeve shirt, blue pants, and cowboy boots. The offender was armed with a knife.

In the second incident, the offender is described as a male white Hispanic, early 20's, 5'02"-5'03", slender build, black hair, and brown eyes. Last seen wearing a long sleeve camouflaged shirt and dark colored pants. The offender was armed with a knife.

The Criminal Sexual Assault reported this month on Western and Fullerton was filed by a homeless individual who has had prior arrests for prostitution. After willingly performing a sexual favor she filed the claim but did not follow up. The police believe the report was filed possibly due to a dispute involving money for her action.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Bingham events:
- July 29th, bottles were seen thrown at cars
- Car windows were smashed
- J.J. Morgan and fellow Cobras have been loitering at 2106 Bingham
- July 30th, 10:45pm, a red Toyota was seen stopping at 2119 Bingham then reversing in front of 2113 and smashed a window of a van parked in front of this property. Police were called and responded quickly.
- A male was seen hanging a small black bag on the fence in front of the empty lot next to 2113. Another male was seen shortly thereafter picking up the bag and leaving the scene.
- Four people were seen in a small red car, one male left to go into 2113.
- A party started last Saturday night, July 28th, at 2108 Bingham (where Cobra member Lino Quinn resides) was reported to last until 6am in the morning on Sunday. Police happened to drive by causing the party-goers to run inside or hide behind cars until the police car left. Many of the cars at the party were illegally parked on Bingham without permits.
- 2029 Bingham is currently being used by drug addicts and prostitutes during the day. Two females and a black male were seen at 2:45pm using this abandoned property. The garage has been left open and apparently cannot be secured.
2) SGT Giambrone reported numerous arrests in this section:
- Aggravated assault arrest
- Simple assault arrest on the 2100 block of N. Bingham
- There were several warrant arrests on Milwaukee and California (2100 block)
- Weapons arrest on the 2600 Block of Francis Pl.
- 3 vehicles were confiscated
- Two targeted mission for prostitution that included Beats 1431, 1414 and 1413 from the 2400 block of Armitage to the 3600 block of Armitage resulted in 7 vehicles being confiscated with 11 arrests.
3) Resident brought up a recent GGNA email posting questioning whether the orientation of section 1 plays a role in harboring crime. SGT Giambrone mentioned that this section is unique and requires more bike and foot patrols in the area, keeping a chase car available as needed.
action: Bingham is consistently plagued with crime. This section continues to have major gang and drug activity. Residents are strongly urged to call 911 for any emergency or crime in this section. The more calls to 911 the more attention this area will receive.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Resident was woken up at around 12:30am by 4 Latino males in a 4 door white sedan across the street in front of 2205 N. Maplewood. Loud bass was blasting from the car, and one of the males was seen urinating outside the vehicle. The resident called his neighbor and both called 911. The police responded quickly, arresting the driver and impounding the vehicle. The resident thanked the 1431 police for their quick response and thorough arrest.
SGT Giambrone mentioned that a person can be arrested for drunk driving if they are intoxicated, behind the wheel of the car with the keys in the ignition. The car does not have to be running or moving in this situation. If the keys are in the ignition and the person is behind the wheel, that person is considered in control of the vehicle.
2) The manager in charge of the Congress Pizza delivery drivers pleaded his case to the police in response to allegations brought to the Alderman's office from the nearby senior citizen home that the delivery drivers have been blocking the alley behind the restaurant as well as the pedestrian walkways being used by the home's residents. According to this manager, Congress Pizza commonly will have up to 20 drivers on the weekends. He also said that he has been directing these drivers to not block the alleys or pedestrian walkways. He also added that there are numerous homeless drug addicts and dealers that approach the drivers of the restaurant. Congress Pizza has been trying to disperse these individuals and the drivers have been told not to buy any of the drugs being offered.
3) There was a posession of cocaine arrest on the 2100 block of Campbell
action: Congress Pizza and Congress Theater are both under scrutiny to make sure the alley behind the theater is clear and parking practices around the theater, Chase Elementary School and the senior citizens home are closely monitored. Residents are strongly urged to call 911 to report any violations.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) Resident reported that there was an extremely loud house party that the police had to respond to one evening between 10:30pm - 11pm. Police responded quickly and were able to quiet the gathering.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) An important arrest was made with the help of off-duty police officers volunteering their time riding the CTA system as added security. A resident called in a clear description of a known MLD gang member, Joshua Moro, who was walking with 3 others on Fullerton toward California. He was seen with a .22 caliber pistol wrapped in his hand with his t-shirt. The off-duty police tracked them down along with a police tactical unit and arrested him at Washtenaw and Fullerton. He was charged as a gang member carrying a weapon with a defaced serial number. SGT Giambrone mentioned this was a great example of citizens working with police to make the arrest. Moro does not live in Beat 1431 but the neighboring Beat 1425 and tends to loiter around the neighborhood with fellow MLDs.
2) Late Saturday, the 28th or early Sunday the 29th, Goethe Elementary was defaced with graffiti on the West side on Talman, by the Orchestra Albany (OA) gang.
3) PO Komo reported that Latin Lover gang members were dispersed from Goethe during the evening the Thursday or Friday before the graffiti occurred.
4) A resident reported that a neighborhood friend has had his car broken into 2-3 times. The vandals are believed to be going after the car radio. The resident also questioned the police if the number of car break-ins has increased or decreased over the month. SGT Giambrone remarked that there were no motor vehicle thefts and the amount of thefts that include thefts from auto went down from 23 to 20. These thefts tend to go under reported when the amount of damage is within insurance deductibles.
SGT Giambrone also mentioned that during Congress Theater events, police patrol is increased around parked cars particularly on Milwaukee avenue to help minimize break-ins.
Toyota and Saturn vehicles are apparently easier to break into than others via their doors. SGT Giambrone remarked that thieves can take a can opener and cut around the key hole on Saturn doors since the body panel is made out of a flexible plastic composite.
action: Police need to focus on keeping Goethe safe from gang violence. Residents are urged to call 911 when witnessing any gang activity in the area.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Police reported that the shooter involved in the Haas Park shooting last May has been incarcerated.
2) A citizen called 911 to report 2 males breaking into a garage on the 2500 block of Rockwell on the West side of the street between 6:30 - 6:45 in the evening. The police arrived as these burglars were exiting the garage with stolen items. One of the burglars is homeless.
3) MLD graffiti went up on a Saturday during the middle of the month at Altgeld between Talman and Rockwell. The owners of the buildings affected painted it off within 24 hours.
action: Residents are strongly urged to call 911 to report gang activity particularly at Haas Park.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Transient Daryl Chambers and other homeless have been defecating behind the pediatrician's office on the Southwest corner on Western. (last 2400 address on Altgeld and Western) and have been aggressively panhandling. Chambers has also setup a makeshift shelter in the empty lot between Western and Artesian. Chambers also reportedly punched a man in the grocery store at Artesian and Western.
2) Jim Rhodes reported an email he received that warned the community that there have been thefts of aluminum downspouts attached to buildings. A black truck has been seen doing this in the area.
3) Spanish Lords graffiti went up on a garage in the alley behind Tile Outlet between Artesian and Campbell.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

CAPS TIPS for Identifying Animal Cruelty
Animal fighting in Illinois is a felony, punishable by up to three years in jail. Simply attending an animal fight is a misdemeanor. If you have information about animal fighting in progress, call 911. If you have other information about animal cruelty or animal fighting that may be occurring in your neighborhood, call 311.
Recognizing Signs of Animal Fighting:
- People walking their dogs with large heavy chains, such as bike chains, and spike collars
- Dogs with fresh wounds or numerous scars
- People transporting dogs in the trunks of their cars
- Dogs that are overly aggressive towards people or other animals, particularly dogs that are fierce without any provocation
- People leaving dogs in empty apartments or abandoned buildings

In thirteen other cases that were followed, one warrant was issued for Roy Gambill, the case against Anthony Chojnowski was continued and in eleven other cases charges were dismissed because witnesses and/or police officers did not show up in court.

Everyone is encouraged to attend as many of the cases in July as possible.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) Cobra and Latin Lover gang activity continues. Between June 7th and June 12th, the following Cobra gang members Lino Quinn, Ricky Vasquez, J.J. Morgan and Roy Gambill were reportedly loitering at the following properties on Bingham: 2106, 2108 and 2113
2) June 17th at 3am, there was a shooting at Western and Milwaukee near the McDonald's
3) June 10th, gang tags vandalized resident's garage on Bingham
4) Bonsoiree, restaurant at 2728 W. Armitage, has been burglarized 4 times in the last 3-4 months. The owner has had his front door vandalized, plate glass windows have been destroyed and intruders were able to gain access through installed burglar bars. There is a new building being developed behind this property which is expected to have a full time security guard which may help deter further burglaries.
5) June 8th, the Family Dollar store was robbed by a thief using pepper spray.
6) J.J. Morgan has been seen speeding through the streets in a green Toyota.
7) Jim Rhodes mentioned his concern to the police that despite CAPS reports of serious gang crimes in this section, there has been no noticeable decrease in activity.
8) PO Trempe mentioned that Cobra gang member Jose Crespo is believed to be a major player in this section responsible for providing drugs, guns and gang members from outside the neighborhood. PO Trempe also mentioned that he has seen many of these gang members loitering at 2074 Stave over the last few days.
9) The Alderman's office has been trying to contact owners of several properties on the 2100 and 2200 block of Bingham and Stave to fix fences that are broken and providing access to gang members crossing between both streets.
10) 2113 Bingham reportedly has seen less criminal gang activity over the last month.
11) June 13th, J.J. Morgan was arrested for "obstructing" as well as Jose Hernandez who apparently had a Cook County Warrant, violating his parole. "Wheelchair Tony" was also arrested for criminal trespass over last month.
12) SGT Giambrone mentioned that arrests continue to be made in this section and that noticeable change in the criminal activity in this section will not happen overnight. The drug activity is not considered large enough to get as much attention as the open-air drug market that can bring in large number of warrants. Additionally, much of the activity is occurring at night which is harder to police.
PO Trempe further explained that there is a wealth of activity with the homeless who receive drugs in exchange for their stolen goods.
13) Several young males were seen drinking, loitering and then driving on the sidewalk on Bingham during the early morning hours (around 2am) July 1st.
14) SGT Giambrone brought attention to a crime he considers a "vehicular invasion" that occurred over the last month on Stave carried out by 2 males (one black one white). A male on the bike stopped in the middle of the street and then threw his bike onto an approaching car's hood, while the other male tried to gain access to the car via the passenger side door.
action: This section continues to have major gang activity. Residents are strongly urged to call 911 for any emergency or crime in this section. The more calls to 911 the more attention this area will receive.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) A Congress Theater representative appeared to address an incident that occurred a few months ago where the alley behind the theater was blocked off preventing residents access to their garages.
The Congress Theater representative was not personally aware of this problem and did not know what party acting on behalf of the Theater was responsible (could have been representatives from the House of Blues/LiveNation). Regardless, the Congress Theater representative promised this would not happen again.
14th District police mentioned they have had problems with the House of Blues security blocking access to the alley and have had to threaten to cancel the event before these House of Blues representative took action.
PO Strazzante encouraged residents to call 911 to have the police ticket and tow any vehicles if the alley or their garages are blocked.
2) The Congress Theater representative was also told to better manage the parking at Chase Elementary School. There has been a history of cars being driven and parked on the sidewalk and the police will continue to ticket and tow these vehicles. PO Strazzante also mentioned that residents have been selling temporary parking permits to concertgoers looking for parking spots.
action: Congress Theater is under scrutiny to make sure the alley behind the theater is clear and parking practices around the theater and at Chase Elementary School are closely monitored. Residents are strongly urged to call 911 to report any violations.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) During the early evening of June 26th or 27th an out of district police car collided with an SUV near Western and Fullerton. Apparently neither parties involved were seriously injured.
2) A robbery occurred around 3am just east of Western at Belden and Western. 14th District police assigned to Wicker Park area were flagged down by the victim and apprehended the criminals on foot. One was charged with a Class X felony and the other violated his parole.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) 1:52am, Saturday June 9th there was a gang related shooting supposedly between the Cobras and Latin Lovers at the corner of Belden and Talman in the diagonal parking at Goethe Elementary School. The victim who was shot in the leg is not pressing charges.
2) June 8th, there were 4-6 gang members attempting to disrupt the Goethe Elementary School graduation ceremony practice, the school principal and assistant principal called the police but there was no response.
3) June 9th, a Goethe student was assaulted at Rockwell and Fullerton.
4) June 11th, During the day of graduation at Goethe, the school's police officer was there for 2 1/2 hours and chased a young male away who was wielding 2 baseball bats
5) A resident reported that there has been drinking in the street on the 2100 block of Talman during the early morning (midnights - 2am).
6) Jim Rhodes, who is also a member of the LSC told the police present that based upon the gang violence at Goethe the past month, the school seems to be "in play" by the gangs and we cannot afford any harm to kids playing on the school grounds.
7) A resident questioned whether by calling 911 his name could be picked up by police scanners used by criminals. The police said his name would not be revealed and that he should elect to remain anonymous when calling 911. Click here to view 911 calling tips.
8) A resident reported a tan dog that appeared to be a pit bull mix, running loose behind 2638 Lyndale that approached the resident gnashing it's teeth when trying to walk down Lyndale.
action: Police need to focus on keeping Goethe safe from gang violence. Residents are urged to call 911 when witnessing any gang activity in the area.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There have been several older males loitering at Haas Park over the last month who were arrested for drinking. SGT Giambrone mentioned that the 14th District Police are trying to maintain the recently renovated park as a safe place for kids to enjoy.
action: Residents are strongly urged to call 911 to report gang activity particularly at Haas Park and the area of Altgeld and Washtenaw.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Infamous transient Daryl Chambers and known burglar, William Sobczech continue to live in and around the Kennedy Expressway viaduct near Logan and Artesian. PO Trempe noted residents should be wary of potential burglary attempts by Sobczech - a tall, thin, Caucasian male with blondish/brown hair and full beard and is missing the tip of one of his fingers.
Both have setup camp in that area for the last 4 weeks. Sobczech also badly beat up a "drinking mate" with a lock but the victim did not press charges.

From May 1st - 31st, according to CLEARMap, Beat 1431 suffered 77 crimes, an increase of 6 compared to last month (71):

Gang Intervention Probation Program
Any resident who sees the following individuals violating curfew or in the presence with a known gang member, should call 911.
- Jesus Ocampo (click here for photo) is currently living on the 2100 block of N. Bingham with mandatory curfew hours from 9pm - 7am during the period from 12/15/2005 - 12/14/2007.

Court Advocacy Report
Two members of beat 1431 were court advocates during the month of May. They attended court several times during the month. Five of the cases they were following resulted in guilty charges. They included the following:

In nine other cases they were following, one warrant was issued, three cases were continued and in five charges were dismissed. They encouraged everyone to attend as many of the cases in June as possible.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) There are continuing problems at 2108, 2110, 2112 and 2113 Bingham. Lino Quin and some other older gang members have returned to this area. Police were called on May 4th around 9pm, when Ricky Vazquez and others were drinking on the street. Police arrived and dispersed the group which reformed after they left.
2) The empty lot at 2112 Bingham was mowed but weeds and weed trees were left by the fence where drugs are sometimes hidden. The fence is also broken and gang members hop over it when police are called. The Alderman's office will follow up with owner to get both these problems fixed.
3) Drug dealing is going on at 2124 Bingham and look outs for the police are posted at Bingham and Francis.
4) 2059 Bingham which was having problems last month is much better since No Loitering sings have been put up. The owner is also trying to evict the tenants causing problems.
5) 2113 Bingham has returned as a problem again this month. New people, particularly young kids are hanging out there and going inside the house in the early mornings and late at night. It was noted that juvenile curfews are after 10:30pm on Sunday to Thursday nights and after 11:30pm on Friday and Saturday nights.
6) Prostitution, homeless men and drug sales are occurring at 2029 Bingham, near the alley. The burned building is for sale and has also been reported to be on the fast track for demolition. Alice Berry, a long time prostitute in the area, has been seen on Attrill and Milwaukee.
7) At 2035 N. California on May 29, gang members carrying bats were gathering. One man was arrested for Aggravated Assault.
8) Roy Gambill, who lives at 2040 Stave, has bounty hunters from Tennessee after him. He has warrants open on him from Tennessee for 16 counts of burglary. Roy Gambill has tattoos on his neck and right forearm and he hangs out in this area. If seen, call 911 to report him to police who will pick him up on the warrants. He also was arrested on April 28th at 2016 Stave, charged with Obstruction of Traffic and had a court date on June 13th. He did not show up and has a $3,000 warrant from that arrest.
action: This section continues to have numerous gang related crimes. Residents are strongly urged to call 911 for any emergency or crime in this section. The more calls to 911 the more attention this area will receive.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) In the last few weeks there have been two garage break in and one garage graffiti occurrence in the 2400 block of Charleston. The two garage doors were kicked in during the evening hours. And a group of guys, probably gang members, were putting graffiti on a garage at 2419 Charleston and pulled a gun on the owner when he returned home and found them. Police were called and residents reported that the officers were great. They also reported that two new homeless men have been seen in the area.
2) Wheelchair Tony has been seen in this area looking into car windows. Report him to the police if you see him doing this.
3) Congress Theater representatives did not come to the meeting even though the Alderman's office invited them to do so and they said they would come. They will be asked again.
4) Four Latin Lovers, Jorge Toranzo, Steven Figueroa, Roberto Hernandez, and David Medina were arrested at 2020 N. Western on May 11th for Criminal Trespass and will be in court on June 18th. See court advocacy report above for details.
action: Residents are urged to call 911 for any criminal gang activity.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) The owner of Bolero Restaurant on Western and Belden has lost his liquor license. The owners of El Cid (restaurant) will now be running Bolero.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) No new activity was reported.
action: Residents are urged to call 911 when witnessing any gang activity in the area. Jim Rhodes will try to get representatives from the Congress Theater to the next meeting.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) Two arrests for possession of cocaine were made in the 2400 Block of Western Ave.
action: Residents are strongly urged to call 911 to report gang activity particularly at Haas Park and the area of Altgeld and Washtenaw.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) A van was torched on May 22nd around 10:30pm in the alley between the 2500 block of Campbell and Artesian. It burned fiercely and there were explosions. The garage at 2529 Campbell caught on fire and was destroyed. Another garage at 2528 Artesian also had some fire damage. The van had been stolen.
2) Two robberies occurred on the 2500 block of Artesian this month. On May 12th a 3rd floor apartment in the yellow brick building on Artesian and Logan was broken into and several items were taken. On May 17th someone broke in the basement of the 6 flat at 2514-16 Artesian. Almost all the storage areas were robbed. Neighbors report that two new homeless men have been seen recently in the area.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) 2113 Bingham seems quieter after a meeting with the building owner, the police and Alderman Flores. The daughter who lived there (who associated with Latin Lovers) has left which has also helped. A "No Loitering" sign has been placed on the building.
2) Jerel Van was arrested on April 29 around 8 pm for Criminal Trespass.
3) Roy Gambill is living at 2040 Stave. He and five others including JJ Morgan and Jesus Campos were arrested there. Victor Arrita and Roy Gambill were arrested at 2016 Stave on April 28.
4) 2059 Bingham is having problems. There are too many people living there and they have two pit bulls which are bothering the elderly woman who lives on the 2nd floor with her handicapped son. A meeting with the owner, police and Alderman Flores will be set up soon.
5) Ricky Vasquez has reportedly been dealing drugs out of a blue Cadillac. A report was called in to the police but Lino Quin was seen getting the drugs out of the car before police got there.
6) On April 14 two Latin Lovers threw bottles through a car window with two small children in the back seat. The driver got out of his car and beat up the two Latin Lovers. Police were called and the two Latin Lovers were arrested.
7) No Friction Cafe on California and Point had its front door kicked down in the middle of April.
8) Monserve Restaurant on Armitage had a burglary that came in the back. Then a week later the windows were broken in front and then shortly after the new windows were put in the got etched with acid.
action: This section continues to have numerous gang related crimes. Residents are strongly urged to call 911 for any emergency or crime in this section. The more calls to 911 the more attention this area will receive.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) There was a shooting on Tues, May 1 shortly after 6pm on Rockwell just south of Goethe School. It was a gang shooting involving juveniles. Suspects were picked up within an hour of the shooting and the shooter has been identified and will be arrested soon.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) There were 2 layers of gang graffiti reported at 2331 Lyndale.
2) More gang graffiti was reported on the garage at 2236 Maplewood.
3) Hector from Hector's Barbershop at Maplewood and Fullerton reported that an anonymous letter had been sent to Alderman Flores saying that gangs were hanging out at his barbershop. He said that the problem is the people who are renting the garage.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) Gang graffiti was reported on the loft building on the North East corner of Medill and Washtenaw.
2) Ray Vaughn and Martin Fierro were arrested for possession of cocaine on April 10.
3) Wheelchair Tony was arrested and locked up for armed robbery with a knife but he is back out now.
4) Complaints about traffic and beer bottles being thrown were made against the Congress Theater after the last three big shows. But the number of calls about break in to cars being reported was down. Neighbors should call 911 if permit parking is not being enforced.
5) Neighbors from Rockwell were also complaining that the new Congress Security from the House of Blues, wearing Luna Production on their jackets, were blocking the alley and not allowing neighbors to get in and out of their garages. Again, call 911 because they can not block the alleys.
action: Residents are urged to call 911 when witnessing any gang activity in the area. Jim Rhodes will try to get representatives from the Congress Theater to the next meeting.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There were three arrests made in this area during the past month. One for DUI at 2750 N. Altgeld, a second for cocaine on the 2600 block of Fullerton and the third for Trespass to Vehicle on the 2400 block of California.
2) Latin Lover and AW-MLD gang graffiti was called in to 311 at 2416 N. Washtenaw and 2417 N. Washtenaw but had not been removed. This was clearly visible at Haas Park. PO Deb Augustyn will get it removed.
action: Residents are strongly urged to call 911 to report gang activity particularly at Haas Park and the area of Altgeld and Washtenaw.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) LL and MLD gang graffiti was called in to 311 for 2538 and 2554 W. Fullerton but had not been removed. PO Deb Augustyn will get it removed.
2) Neighbors reported drug sales activity at 2513 N. Artesian, A Hispanic man, who wears a baseball cap, comes out of the first floor apartment and goes down the alley to Altgeld. He then gets in cars parked near there and rides around block and comes back in through the alley. This has been going on for over a year. Also neighbors saw police take someone out of that apartment in the middle of April.
3) Neighbors called the police on April 29 because a man on the 2400 block of Artesian was blocking the side walk with tarps, poles and ladders. The alderman's office has also been called and neighbors were told that he can't do that without permits.
4) Darrell Chambers, one of the homeless individuals in this area, was arrested for drinking on the public way.
action: Residents are strongly urged to call 911 to report gang activity and 311 for graffiti.

General Announcements
There has been an increase in burglaries over the last month in Beat 1431. Several of the burglaries involved kick-in rear-entries. Residents are encouraged to be vigilant and consider the following:
- Keep doors and windows locked
- If you have a home security system, make sure it's armed
- Ensure stairways and walkways are well-lit
- Keep trees and bushes trimmed to prevent potential criminals from hiding within
- Keep exterior gates locked
- Report any suspicious activity, such as individuals carrying appliances, radios, or long ladders.

SGT Giambrone thanked officers in our beat for an increase in arrests over the last month. There were a total of 43 arrests made between 3/1 - 4/5 versus 27 arrests between 1/24 - 2/28th.
There was also an arrest made by police from the 25th district taking 2 criminals off the street. One of the offenders used to reside on Stave in section 1.

Reminder: CAPS Appreciation Day Volunteers
The 14th District will be celebrating CAPS Appreciation Day with 24 hours of activities beginning the evening of April 26th and ending the evening of April 27th.
The CAPS office is looking for volunteers interested in helping with this event. "Like last year under the direction of Maggie Martinez, we will be meeting at the 'vendateria room' located in the second floor across from the roll call room. We want to have refreshments such as coffee, energy bars, fruits, etc. We need volunteers that are willing to dedicate a few hours and help set up, decorate, or be available to host for a few hours." Beat 1431 Section Reports
SECTION 1 (Borders: California, Milwaukee, Armitage)
1) 2113 Bingham was a gang shooting target last month, MLD gang bangers fired shots at the building from the alley. Fortunately, no one was hurt, and the police responded by saturating the area.
Alderman Flores will be meeting on Tuesday, April 10th at 10am with the 14th District Community Policing Office and the owner of 2113 Bingham.
Residents have also complained of the amount of garbage coming from 2113 Bingham being dumped on the lot of 2118.
2) March 12th, SGT Giambrone reported a gang disturbance on 2100 block of Bingham. Police arrested Carlos "Flip" Garcia (Cobra) who had a criminal record as an "armed habitual offender" which is a "class x" felony resulting in a minimum sentence of 6 years in prison.
3) Jim Rhodes and the police called for the removal of the dumpster that was left in front of 2113 which became a target for gang graffiti. It has since been removed.
4) The Latin King gang member arrested at 2025 N. California on February 16th (reported at last month's meeting) was charged with firing a gun versus just possesion.
5) The new brick building at the intersection of Point and Francis had it's garage tagged with MLD gang graffiti.
SGT Giambrone reported that a week later the police arrested 4 juveniles in connection with this graffiti, 1 of which also was responsible for past graffiti on Bingham (as well as a past weapon possession charge). SGT Giambrone mentioned that he spoke with the delinquent and his parents strongly encouraging a change in the juvenile's behavior and parental guidance.
6) SGT Giambrone also reported that there has been a rash of gang related crimes south of Armitage on Rockwell including the smashing of car windows using fire hydrant caps (Cortland and Rockwell). SGT Giambrone mentioned the police have been actively addressing the problem trying to stymie this gang activity.
7) 2062 Bingham is also being targeted by Alderman Flores as a problem property. PO Augustyn mentioned that the owner of this property was asked to appear at this CAPs meeting, but failed to appear.
8) A tall, caucasian male believed to be Roy Gambill (spelling?) has been seen wandering along Stave and Bingham (he is reportedly living on Stave). He has a past record of burglary. PO Trempe reported that he is currently working for a car "booting" company. He has also been seen loitering with "Ricky" and Lino Quin around 2113 Bingham. PO Trempe has been aware of this activity.
action: This section continues to have numerous gang related crimes. Residents are strongly urged to call 911 for any emergency or crime in this section. The more calls to 911 the more attention this area will receive.

SECTION 2 (Borders: Rockwell, Lyndale, Western, Milwaukee)
1) Late night/early morning disturbances from Tini Martini have decreased over the last month. PO Trempe noted that this business has been more responsive and has seen them picking up litter and patrolling the area. Tini Martini representatives were not present at the CAPs meeting. Last month they appeared at the meeting per the Alderman's request to address numerous reported disturbances caused by patrons of their business. They promised to take more responsibility to address this issue.
2) SGT Giambrone reported an aggravated assault on Campbell. PO Trempe mentioned that the offender is a schizophrenic who is repeatedly picked up and brought to Swedish Covenant Hospital for his illness. He then signs himself out of their care and returns to his residence on Campbell.
3) PO Trempe reported that the bar "The Commander's Place" at 2024 N. Western is a hangout for Spanish Lords gang members.

SECTION 3 (Borders: Rockwell, Fullerton, Western, Lyndale)
1) The section has been relatively quiet except for homeless and transient activity.

SECTION 4 (Borders: California, Fullerton, Rockwell, Milwaukee)
1) SGT Giambrone reported, Pedro Hernandez, Latin Lover gang member, was arrested at 8:30pm March 17th, for possession of cannabis just west of Goethe.
SGT Giambrone also mentioned that there has been an influx of Beat 1431 officers moving to the Gang and Tactical division bringing their knowledge of our gang problems to the unit - playing a noticeable role in targeted area arrests.
2) There were burglarly arrests on the 2500 block of Medill.
3) A garage burglary arrest was made on the 2000 block of Western.
4) Red, MLD graffiti was reported on Thursday, April 8th at the corner of Belden and Talman, behind BlockBuster on the 2000 block of Lyndale and on the KFC/Pizza Hut at the corner of Washtenaw and Lyndale.
5) PO Trempe reported that he stopped 5 MLDs AW walking along Milwaukee Ave near the end of March. They apparently were later in jail for reckless conduct at Haas Park.
action: Gangs continue to loiter in this area, particularly at Goethe Elementary and on Lyndale ave between Washtenaw and Talman. Residents are urged to call 911 when witnessing any gang activity.

SECTION 5 (Borders: California, Logan Boulevard, Rockwell, Fullerton)
1) There were 5 MLDs arrested near Haas Park and 3 Latin Lovers at Altgeld and Washtenaw. Several of these gang members arrested were involved in past graffiti vandalism in this area.
action: Residents are strongly urged to call 911 to report gang activity particularly at Haas Park and the area of Altgeld and Washtenaw.

SECTION 6 (Borders: Rockwell, Logan Boulevard, Western, Fullerton)
1) Cherubs coffee shop on Fullerton was tagged between 9:15am - 9:30am, the graffiti was not believed to be gang related.
2) The restaurant, Caliente, has also had an increase in the amount of graffiti etched on their windows.
3) PO Trempe reported that the boyfriend of the owner of Caliente, restaurant on the 2500 block of Fullerton, was arrested for domestic child abuse on March 18th. He reportedly punched his 13 year old child in the face and kicked his rear causing very bad bruising.
4) The property owner of the building located at the corner of Logan and Artesian reported that a couple homeless individuals have been getting into fights and throwing beer bottles on the property. One of the homeless individuals is believed to be Daryl Chambers who is a repeat offender of crimes in this area. PO Trempe reported that Chambers has been seen with a known burglar, William Sobczech (spelling?), a tall, thin, caucasian male with blondish/brown hair, a bushy mustache and is missing the tip of one of his fingers.
These individuals are also believed to be hiding out in the vacant building next to the property at Logan and Artesian. They have also been seen drinking in public between Artesian and Western by the highway. Finally, he has been seen on a bicycle and is making his way through the entire section.
5) Cheerios gang members have been seen drinking and loitering on the 2500 block between Artesian and Western during the mild weather. Garbage cans have also been tagged with their gang signs. Several usual suspects in the area are loitering around the area in general.
PO Trempe reported that Ricky Fisher was arrested in the suburbs in December.
Ivan Bermudez has not been seen in the area.
