BEAT 1431 CAPS
Meeting Minutes
April 7th, 2005

The next meeting is scheduled for May 5th, 2005, 7:00 pm at Goethe School, 2236 N. Rockwell

Officers Present: SGT Giambrone, PO Trempe, PO Crawford, and others.

General Announcements

Officer Jim Milanski gave us a handout on Auto Theft Prevention and spoke about this for a few minutes
Sgt Giambrone reported beat 1431 is down on all crimes in the last month.

SECTION 1
1) There was no follow up with the Assistant Principal from Chase school about the threat to one of the Chase students by the Spanish Lords reported last month. There was a call from the school on April 6 reporting a black male and a Hispanic male holding up a gun as they drove by the school in a red jeep of the tracker type. This occurred as school was letting out.
2) The 2000 block of Bingham St. continues to be active with criminal gang activity, particularly 2068 and 2062 Bingham.
3) On March 18th, Jesus Laguna, a MLD gang member was arrested and charged with aggravated assault. He apparently drove by a car and started shooting at it while making MLD signs and yelling.
4) There are reports of increased prostitution in this sector.
5) There was a strong arm robbery at 2160 N. Milwaukee by one black male and two black females.
action: Police to follow up with gang activity at Chase School and parents are strongly urged to call 911 (anonymity will be preserved) at the sight of any criminal gang activity. Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911.

SECTION 2
1) Jose Martinez was arrested April 2 at 2445 McLean. He had a gun on him and is going back to prison.
2) Gun shots were heard on Saturday, March 26 coming from Lyndale and Western area. Nine guys believed to be Spanish Lords were seen sitting on a porch at 2033 Western before the shooting.
3) A police saturation team picked up a Glock Automatic gun in the 2100 block of Western. Two officers picked up a guy that had been reported as a police impersonator and found the gun, which was reported stolen in 1993, and some coke. He has been charged with a felony and lives in our beat.
4) On Apr 5, a guy threw bottles across Western Ave at four girls walking by the Alderman’s office.
action: Police and residents to focus attention on continued gang activity on McLean, Lyndale and Western.

SECTION 3 & 4
1) Gang intimidation was reported at Goethe Elementary School on March 1 and 15. The Goethe basketball courts will be shut down at 9:00pm at night.
2) New lights are going up on Lyndale in section 4.
3) There was a roll call at 2535 W. Belden in March.
4) The owner and an employee from Hector’s Barbershop came to the CAPS meeting again wanting to know how they can help.
action:Residents are encouraged to stay vigilant and call 911 with any suspicious activity. Parents of students be threatened by gang members should report the crime by calling 911 (anonymity will be preserved).

SECTION 5 & 6
1) It was reported that the lawyers for Misala “restaurant” have withdrawn because they have not been paid, that the Misala hearings have been declared a default by the city and that Misala will lose its license. It still appears to be closed, but there have been break ins reported to police.
2) A burglary was reported at 2509 Maplewood, where a former gang member used to live. As discussed last month also, according to the police, it is not uncommon for break ins to occur at properties known for past drug activity as the burglars may not be aware that the drug dealers no longer live at those addresses.
3) HYPERLINK "http://www.aspirail.org/" Aspira Inc of Illinois Mirta Ramirez Computer Science Charter School at 2435 N. Western Avenue continues to be a consistent gathering place for Spanish Lords gang members. There is currently more police attention on the premises at this school than at Goethe or Chase Elementary schools. There were also reports that students at the school were tagging the 2400 block of Western in March.
4) The Cheerios gang made big ugly graffiti on the Kennedy Expressway and Artesian in March. They are also hanging out on Artesian and Altgeld again. Neighbors have called 911 on several occasions in the last few weeks to report gang members gathering, drinking in public and trespassing. Ricky Fisher has been seen driving a dark red Nissan Altima with IL license plate # 755-2672.
5) Known neighborhood drug dealer Ivan Bermudez continues to be seen circling this section currently in a white Nissan.
6) Drug activity is being reported at 2448 N. Rockwell. Police said a known drug dealer has moved into that building.
7) Large numbers of motorcycles have started gathering on Fullerton in front of Tile Outlet and by the BP gas station on the SE corner of Fullerton and Western. There is a noise ordinance which the police used effectively last year to stop this problem.
action: Police to maintain attention on gangs and burglaries in this section.


Recurring Problem Areas for BEAT 1431
1) Gangs and drug activity in Section 1 remains a consistent problem
2) 2400 block of McLean continues to have problems harboring gang and drug activity.
3) Gang and drug activities in Section 6 also remain consistent problem
4) Residents should continue to call 911 and are encouraged to establish phone trees to increase the number of 911 calls.
