Meeting Minutes
December 1, 2005

General Announcements
As noted last month, burglaries and property theft increase during the holiday season. Our Beat 1431 suffered an increase in property crimes this past month to 44 cases compared to 40 cases last month according to the Citizen ICAM. Please be mindful of locking gates, closing window blinds and not leaving items of value in plain site to deter potential thefts. Finally, please be mindful of your surroundings when walking or jogging wearing headphones.

LT Bocian announced that there is a new feature at the Chicago Police Department web site that allows the public to query license plates to determine if a car has been or is scheduled to be towed/impounded or if the car has been stolen. You can access this service at http://www.chicagopolice.org/vehicles/

SECTION 1
1) 2062 Bingham continues to remain a sanctuary for drug dealing in this section. A criminal named "Carlos" has been seen dealing drugs out of his car parked in front of this problem property.
2) The property at 2064 Stave was set ablaze and badly damaged. The fire department identified the cause of the fire to be arson and the investigation is ongoing.
3) There was a burglary at 2151 Stave, however, the burglar was caught in the act by 1431 officers. The burglar was also connected with a previous burglary to a property. The criminal was charged with multiple felonies.
4) "Tank", a heavy set Latino neighborhood delinquent who has been charged with a criminal sexual offense has been seen in a white van with brown stripes at 2113 Bingham.
5) There were 3 drug arrests this past month for this section.
action: Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911.

SECTION 2
1) 1st Ward Alderman Manny Flores has requested to see the contract Congress Theater has with Chase Elementary School to use the school's parking lot to handle overflow parking for concerts. Residents and police have complained that cars are haphazardly parked in the school, oftentimes overhanging pedestrian sidewalks.

SECTION 3
1) A representative from Danny's Liquors reported that they are continuing to disperse the homeless from the premises.
2) A drug arrest was made at 2202 Rockwell. Police seized 580 grams of cocaine, over $7000 in cash, a scale and a shotgun.
action: Danny's Liquors to continue to disperse homeless congregating around premises.

SECTION 4
1) At around 2am on November, 8th, MLD graffiti vandalized the property at Belden and Talman. Nearby Blockbluster on Milwaukee was also tagged both on the side and rear of the establishment.
2) Early morning November 30th, a van parked on Belden near Talman had all it's windows smashed, likely gang related.
action: Police and residents to continue focused attention on gang activity in this area. Residents are strongly encouraged to call 911.

SECTION 5
1) A rash of graffiti occurred the Friday following Thanksgiving, November 25th, along Washtenaw North to Logan Blvd. Many homes and garages were vandalized with the graffiti which was likely done by a rival gang to the Maniac Latin Disciples Altgeld and Washtenaw. (MLD AW).
2) A resident mentioned to the police that there has been gang graffiti of a pitchfork on the sidewalk on Fairfield near the park entrance and has yet to be removed despite calls to 311.

SECTION 6
1) "MOM" graffiti continues to appear in this section. Police believe they know the neighborhood resident who is responsible for this activity and will continue to apply pressure on the individual to discontinue the vandalism.
2) A neighborhood resident is trying to work with city services to get the street lights back on at Artesian and Western.
3) Graffiti on the Kennedy Expressway and around its viaducts needs to be removed by IDOT (Illinois Dept of Transportation, 847-705-4610). The highway is considered state versus city responsibility.
4) There is a community meeting scheduled December 7th, 6:30 - 8:00pm at St. John Berchmans Hall, 2545 N. Maplewood St to discuss the development plans of the Skate Park that will be located under and along the Kennedy Expressway overpass on the North side of Logan Blvd. Neighborhood residents are strongly encouraged to attend this meeting.
action: Homeless, graffiti and the Cheerios gang continues to be a blight in this section. Residents should call 911 and IDOT to report this activity.

Recurring Problem Areas for BEAT 1431
1) Section 1 gangs and drug activity remains a serious monthly problem and needs more proactive action by law enforcement.
2) Graffiti appears to be on the increase in all sections. Call frequently to 311 to have Graffiti Blasters remove the vandalism as soon as possible. Owners of properties vandalized by graffiti should try to remove or cover the graffiti as soon as possible to deter others and rival gangs from tagging on top of the existing graffiti.
3) Residents should continue to call 911 and are encouraged to establish phone trees to increase the number of 911 calls.

November 3, 2005

General Announcements
Burglaries and property theft is on the increase as we approach the holiday season. Our Beat 1431 suffered approximately 40 property crimes over the month of October according to the Citizen ICAM. Included in this category were 4 burglaries. On a positive note, the criminals involved in these burglaries in 1431 have been arrested. Our neighboring Bucktown and Wicker Park Beats 1432 and 1433 have seen a spike in property crimes over the last month and it is expected to remain a problem through the remainder of the year. Please be mindful of locking gates, closing window blinds and not leaving items of value in plain site to deter potential thefts.

SECTION 1 & 2
1) The drug and gang activity on Bingham has lessened over the past month but continues to exist.
2) Hand-to-hand drug deals have been witnessed on the sidewalk in front of 2062 Bingham during the early evening hours.
3) Stave is seeing an increase in activity as a result of heavy police attention on Bingham.
4) The property owner of known problem property 2113 Bingham is under increasing pressure by city inspectors.
5) Drug dealing has been seen on St. Helen St.
6) A representative from the Congress Theater reported heavy littering at Chase School after a recent heavy metal concert (Slipknot?). The Congress apoligized for the problem, underestimating the potential nefarious activity of these particular concertgoers. The Congress has been paying Chase Elementary for use of their school parking lot for concerts.
action: Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911.

SECTION 3
1) A representative from Danny's Liquors reported that they have been dispersing the homeless from the premises in response to problems over the last month.
2) Gang graffiti was reported in this section.
action: Danny's Liquors to continue to disperse homeless congregating around premises.

SECTION 4 & 5
1) Latin Lovers gang congregated at Dickens and Mozart this past month and vandalized property with graffiti.
2) 2700 block of Belden and Medill have seen Latin Lover activity. A Latin Lover is known to reside at 2710 Medill.
3) Police reported that Haas Park did not have the gang activity it suffered last month.
action: Police and residents to continue focused attention on gang activity in this area. Residents are strongly encouraged to call 911.

SECTION 6
1) Homeless vagrant Darrel Chambers has returned to living on the South side of the Kennedy Expressway. Chambers was arrested last month for possession of Crack Cocaine, however, he has recently returned to this area. IDOT is refusing to be responsible for this criminal and police have been notified of his reappearance. Chambers has blonde curly hair and is often seen panhandling on Fullerton and engaging in criminal drug and prostitution activity in and around the Kennnedy Expressway viaducts at both Western and at Fullerton. Residents are encouraged to continue to call 911 and IDOT, Illinois Dept of Transportation, at 847-705-4610 to report this vagrant.
2) Cheerios gang members Ricky Fisher, Ivan Bermudez and Marcelino Ferrar continue to loiter in this area.
3) Police made an arrest the evening of October 10th resulting from 911 calls on a congregation of people apparently smoking marijuana near Artesian and Western.
4) 2300 block of Altgeld has been tagged with graffiti resembling "MOM" and amusingly "Almighty Monster". PO Trempe feels he may know the individual responsible for this vandalism and will follow up with him.
5) There has been a noticeable decrease in gang activity at Aspira Inc of Illinois (2435 N. Western Avenue) since the arrest of numerous Spanish Lord gang members in August.
action: Darrel Chambers and Cheerios gang continues to be a blight in this section. Residents should call 911 to report this activity.

The next meeting is scheduled for November 3, 2005, 7:00 pm at Goethe School, 2236 N. Rockwell.

Officers Present: PO Ayalla, PO Crawford, PO Trempe, PO Schazzante, SGT Schackelmayer, SGT Giambrone, and Liz Rios of Community Policing

General Announcements
SGT Giambrone spoke of a recurring rash of burglaries in the late evening at the North and Milwaukee Avenue intersection carried out mainly by 2 black males in their late teens. They have been seen carrying a weapon and are obviously dangerous. A young female also participated in the last burglary and she was reportedly wearing jeans with a "V" shape stitched in the hem of her jeans. The criminals have been reported to be in either a black Chevy Monte Carlo or a gray Nissan. Police will be monitoring this heavily trafficked intersection through the weekend. Please be extra careful traveling through this intersection and report any suspicious activity to the police by calling 911.

SECTION 1 & 2
1) During the past month, there were 39 arrests in Beat 1431, 11 of which occurred on Bingham.
2) A shooting occurred Tuesday evening (Oct. 4th) near 2119 Bingham.
3) A burglary occurred at 2132 Bingham over the past month.
4) Drug and gang activity continues to be rampant at 2113 Bingham. This residence is currently under investigation by the city housing inspectors.
5) Street lights on Bingham were reportedly extinguished on Wednesday evening by local drug dealers. Residents called 311 to repair the service and the lights were back on as recent as yesterday.
6) Residents reported that a car has been regularly disturbing the block by honking its horn between 5am - 5:15am every morning at 2115 N. Stave.
7) There was a shooting at the intersection of McClean and Campbell injuring a young female and an older male. The shooter turned himself in and based upon evidence was not charged.
8) A representative from the Congress Theater encouraged residents to share problems, concerns or ideas regarding the Congress Theater and its events by contacting them via email jraider2@aol.com or phone, 847-347-3293.

SECTION 3
1) Danny's Liquors has been attracting larger numbers of homeless disrupting surrounding businesses and residences requiring more calls to service.
action: Police and Alderman's office to talk with Danny's Liquors to discuss options for addressing this problem.

SECTION 4
1) "Tank" has been seen loitering on Talman, just South of Lyndale and on Bingham in Section 1. He has a reputation of involvement with local gangs. He is a heavy set Latino male seen on several occasions wearing a red, black and white Atlanta Falcons jersey with "Vick" across the back. If seen loitering, call 911.
2) Infamous "Wheelchair Tony" has been loitering around Blockbuster and Bubbleland. He was arrested several times along with cohort Jonina Durkins over the last month. Wheelchair Tony is a dark skinned man in a wheelchair who is known to break into cars. Police suggest calling 911 immediately if you see this individual.
3) There were 3 gun possession arrests involving Latin Lover gang members, 2 on the 2700 block of Belden Avenue and 1 in the 2700 block of Palmer.
4) Police believe that the removal of the basketball rims in the Goethe Elementary School campus has dramatically helped to reduce the amount of gang activity in this section over the past several months.

SECTION 5
1) Longstanding Latin Lover gang members have been seen drinking and loitering around Haas Park over the past month. These same individuals have also been seen at Danny's liquors.
2) The play lot enforcement at Haas Park seems to have been working to minimize the amount of gang activity. Kids are only allowed in the play lot if they are playing, no loitering is allowed.
action: Police and residents to maintain attention on gang activity in this section.

SECTION 6
1) Known vagrant, Darrel Chambers, has been arrested with possession of Crack Cocaine and is not expected to return in the foreseeable future. This criminal has been involved in prostitution and drug activity in this area during the past summer and has been a terror to the neighborhood.
2) The South side of the Kennedy Expressway between Western, Artesian and Logan is still providing a sanctuary for area homeless. They have been chased off several times but return the same day. They have knocked out the street lights along the sidewalk there and have been seen drinking, loitering and littering. Residents should call IDOT, Illinois Dept of Transportation, at 847-705-4610 to report them and ask for their removal.
3) Marcelino Ferrar, member of the Cheerios gang was arrested for the 3rd time in possession of marijuana.
4) Ivan Bermudez has been seen walking on Artesian and loitering with fellow Cheerios gang members in front of 2425 Artesian.
5) A loud party disrupted the neighborhood over the past month and involved several calls to service.
action: Cheerios gang continues to be a blight in this section. Residents should call 911 to report this activity.

Sept 1, 2005

The next meeting is scheduled for Oct 6, 2005, 7:00 pm at the 14th District, 2150 N. California.

Officers Present: PO Trempe, PO Ortiz, PO Crawford, PO Strazante, PO Rodriguez, and Sgt Nieves

SECTION 1
1) There were guys with bats and sticks going after a car that had been in accident near 2074 Stave.around 530pm on Aug 31. Then later that night around midnight 5 shots were fired from a Red Toyota.
2) There have been a lot of drug sales and gang activity in the alley between the Congress Theater and Bingham near 2113 Bingham during the past month. Gang members are putting the drugs in small plastic bags and putting them in their mouth when the police come by.
3) There also continues to be criminal gang activity and drug sales on Attrill under the El tracks. Gang members are often seen gathering around 5pm.
4) Cristobel and other drug dealers are also often seen racing around on motor cycles in the area. And Charles Dryer often drives by blasting his boom box so loud it set off car alarms.
5) Two brothers in the Juarez family were drinking and fighting in the street near 2118 Bingham. They were seen carrying baseball bats and smashing out windows.
6) Ricky Vasquez has pled guilty and is going to jail. He will get out in 2007.
7) A roll call attended by Alderman Flores was held in sector one on Aug 12. And Sgt Nieves announced that the 14th district is running a mission every night in this section.
action: Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911. It was suggested that we follow up on buildings that have been a constant home for drug dealers and gang members. Sgt Nieves will have Sgt Torres in Buildings at the 14th give us an update at the next meeting and put problem houses on the fast track. Community members also suggested that speed bumps on Bingham and Stave would be useful.

SECTION 2
1) It has been quiet in section 2 during the past month.
action: Residents are encouraged to keep a vigilant eye on gang loitering and drug dealing and calling 911.

SECTION 3
1) On Aug 15 there was a shooting on Lyndale by the Liquor Store and a MLD gang member was hit in the leg. The shooter and the gun were found at 2206 Campbell. He is being charged with aggravated battery.
2) On Aug 31 around midnight there was a shooting at Danny's Liquors. One guy threw rocks at another guy who pulled out a gun and started shooting. One shot went through the store window. Both guys ran west. Many police showed up quickly.
3) Wisco has been hit with gang graffiti and needs to clean it up promptly.
action: Residents are encouraged to stay vigilant and call 911 with any suspicious activity. Police will look at putting 2206 Campbell on the nuisance abatement program.

SECTION 4
1) It has been quiet in section 4 during the past month.
action: Police and residents to continue focused attention on gang activity in this area.

SECTION 5
1) Gang members in a red van have been seen hanging out in the alley behind 2418 N. Washtenaw.

August 4, 2005

Beat 1431 SGT Nieves was absent.

General Announcements
1) Due to the ongoing, unacceptable crimes that continue in Section 1, a Police roll call has been planned for Friday, August 12th at 6:30pm at the intersection of Francis and Bingham. Please plan on arriving at 6:15pm as the roll call will begin promptly at 6:30pm.
2) SGT O'Grady spoke of the fear that gang members try to utilize by being disrespectful to neighborhood residents and encouraged neighbors to support each other when confronting these criminals or calling 911. O'Grady also mentioned the importance of having a Court Advocacy group when making court appearances against these criminals.
3) Please continue to call 911 to report crimes. The number of 911 calls directly influences the likelihood that our Beat will receive the police attention it needs. The more 911 calls are made in a certain area, the more likely the police will target the particular area.

The 14th District Beat

SECTION 1
1) The gang loitering, drug transactions, car vandalism, and property tagging continues to be a major problem on the 2100 block of Bingham, day and night. Drug trafficking is such that there are gangs competing and controlling the East and West sides of the street. Long term residents of this section claim that it has never been this bad as the situation continues to degrade. Residents are calling 911 and are not pleased with the police attention.
2) A roll call has been scheduled for Friday, August 12th at 6:30pm at the intersection of Francis and Bingham.
3) Gangs are loitering and managing drug transactions in front of the properties at 2114 and 2116 Bingham. The gangs seem to be stashing the drugs in the vacant lot at 2112 Bingham.
4) 2129 Bingham was also identified as a drug dealing property.
5) 2074 Stave as been identified as a storefront for crack sales. Dealers have been seen keeping the crack in plastic baggies, placing them in their mouth to hide them.
6) Some Bingham residents spoke with the 14th District proposing a new sign that can be placed in the windows of homes that indicate to the police that they do not want gang members loitering in front of their properties as an incentive to assist the police in dispersing the loiterers. SGT O'Grady recommended purchasing "NO TRESSPASSING" signs on property gates and doors to clearly indicate the boundary of legal trespass. People who cross these lines can be arrested.
7) A Bingham resident recently spoke with 14th District Commander Avila who promised an increase in police attention to this area including police drug teams.
action: Police attention is desperately needed in this section. Residents are encouraged to call 911 and all Beat residents are encouraged to write letters to the Mayor's office and Commander Avila requesting more attention to this area. Section 1 has been subject to this degree of gang terrorism for months.

SECTION 2
1) A representative from the Congress Theater announced that they are currently working on a solution to help reduce the amount of litter concertgoers leave behind in the neighborhood after concerts. If residents would like to share problems, concerns or ideas for the Congress Theater, they should contact jraider2@aol.com. The Congress Theater has also generously offered their auditorium for community meetings and will provide free soft drinks as well as tickets to future shows for participating residents.
2) Recently, homeless people have been loitering and doing drugs in the alley behind Congress Theater. The theater asks that the police check the alley more frequently to disperse this activity.

SECTION 3 & 4
1) An individual named Tony Santiago was arrested by the police for tagging the residence at 2417 Washtenaw.
2) Evening of Saturday, July 6th, numerous Latino males were drinking, shouting and loitering on Talman between Belden and Lyndale. Police attention to 911 calls was very responsive and were successful in dispersing the crowd after several attempts.
action: Residents are encouraged to call 911 for any activity that seems suspicious or if there are unknown people loitering around their properties.

SECTION 5 & 6
1) There was a large rash of graffiti in these sections including "Depte R.I.P." The tagging was a result of a Cheerios gang member named "Depte" who was shot in the early hours of Sunday, July 10th on the South side. Subsequently there has been a lot of gang loitering in the 2400 - 2500 block of Artesian including very late partying (2:30 - 3:00am) outside and in the alleys as a sort of informal "wake" or display of respect to the deceased.
2) The Cheerios gang continues to be a major nuisance in the area, members Ricky Fisher, Ivan Bermudez, Marcelino Ferrar have been seen loitering numerous times. The Cheerios gang tag is "CHE38538".
3) There is graffiti on a green construction fence at 2512 Artesian, 311 reference #0501164482 that has not been removed for weeks.
4) There was a shooting in front of 2440 Artesian in the early hours of July 22nd. No injuries were known, but the shooting was believed to be gang related.
5) 2 cars were fire bombed in the empty lot between Artesian and Western. Neighborhood residents believe Ivan Bermudez was responsible for the vandalism.
6) Known drug and gang criminals Ivan Bermudez and Marcelino Ferrar have been seen together numerous times. Bermudez has been seen driving a small black car recently. Marcelino Ferrar appears to own approximately 3 cars, illegally passing a temporary license plate between them. One of these cars is a Pontiac Parisienne, the temporary plate number is 211F219. The car is also missing a city sticker. The vehicle has been seen parked in front of 2428 Artesian and is thought to be used as a place to stash drugs. He usually drives a small blue Honda wagon, plate #788 7848.
7) A resident witnessed a drug deal at 2538 W. Fullerton.
8) Over the last month, a gang arrest was made in front of Hector's Barbershop. The owner has since reduced the hours the shop is open to help minimize the loitering at the location.
9) The homeless situation continues to be a problem off of Logan Blvd, Avondale and the Kennedy expressway. Many of the homeless are dealing drugs, vandalizing cars, and interacting with local gangs.

General Announcements

1) Please join the community walk scheduled by Rev. Dan Wood of the Fourth Congregational Church for Friday the 15th at 6:30pm meeting at the corner of Bingham and Francis. Attendance is strongly needed to help send a positive message to the residents of section 1.
2) According to Citizen ICAM results over the last month, Beat 1431 had 16 reported crimes. For comparison, our neighboring Bucktown Beat 1434 suffered 34 reported crimes (the majority being property related).
The 14th District Beat
3) It is very important to insist that a police officer write a report of a crime. Reports can be reviewed by our Beat officers, providing a summary of events that are occuring in our area as well as providing important statistical information. There was a shooting on Stave during June and according to our Beat 1431 officers, no report was filed indicating that this crime occured. Residents can insist that the police offers they call write a report for the incidents.
4) The number of 911 calls directly influences the the likelihood that our Beat will receive targeted police missions. Police have been heavily relying upon the Deployment Operations Center (DOC) which uses the Geographic Information System (GIS) that organizes crime data around the areas reported. Police missions are then directed in the areas the DOC chooses based upon statistical analysis. The basic understanding is, the more calls to service in an area, the more likely the police will receive a DOC mission to target the particular area.
5) Rev. Dan Wood of the Fourth Congregational Church announced there will be a "community-led service of blessing" for the 14th District Chicago Police Department. The event will be held Thursday, July 28th at 7pm at the Fourth Congregational Church at 2625 N. Talman (between Logan and Schubert). Community residents are invited to attend, there will be a BBQ following the service.
6) The Fourth Congregational Church will also be hosting "Lawn Chair Thursday Nights - 7pm" from July 14th through September 1st. Local residents are encouraged to bring their lawn chairs to enjoy music and to meet fellow neighbors.

SECTION 1
1) Gang loitering, drug transactions, car vandalism, and property tagging are a continuing problem on the 2100 block of Bingham and residents are frustrated at the apparent lack of police presence despite numerous requests.
2) 1431 Community Policing failed to organize a resident requested police roll call during the month of June.
3) Drug transactions have been witnessed by residents behind the ACE Hardware on Milwaukee. The exchanges are being made at all hours of the day.
4) The owner of the property at 2113 Bingham has been filed with numerous building code violations.
5) The basement of 2074 Stave has been reportedly used for drug sales over the past month.
6) A shooting was reported on the 2000 block of Stave one evening during June between 9-10pm.
action: Police attention is desperately needed in this section. Residents also deserve the police roll call they were promised in June by the Beat 1431 Sgt. Nieves. Residents must continue the 911 calls to increase the number of calls of service to the area to increase the chances for targeted police activity.

SECTION 2
1) Anthony Jones (reported May 8th as involved with a shooting at 2206 N. Campbell) has been arrested along with Alexander Scott for dealing marijuana. Scott was caught in possesion of a gun which adds to his existing gun carrying record. Police assured us that Scott will be off the streets for a long time.
action: Police and residents to maintain attention on gang drug activity in this section.

SECTION 3 & 4
1) Geothe Elementary and neighboring properties were tagged several times last month, however, police caught two of the vandals. One vandal was from an outside gang called the Orchestra Albany Gang. The other was a local "artist" residing on the 2100 block of Dickens who has been using acid to etch glass on the windows of properties in the neighborhood.
2) Loitering involving drinking and known gang members continues to be a problem behind the Goethe Elementary School Annex in front of the diagonal parking on Talman, under the cover of the overhanging tree branches at Talman and Lyndale.
action: Residents are encouraged to call 911 for any activity that seems suspicious or if there are unknown people loitering around their properties.

SECTION 5
1) A resident informed the police in attendance of her displeasure in being wrongly pulled over and harrassed by a police officer. Beat officers mentioned that police officer harrassment can be reported to the Office of Professional Standards. For more information on this department, see "What you can do" at the Human Rights Watch site.
2) The former gang member residing at 2426 N. Washtenaw has apparently moved out according to beat police.
3) Ivan Morales and Marcelino Ferrar were arrested at Haas Park for possession of marijuana. PO Trempe will forward the court date for these arrests to the community this month to encourage neighborhood attendance. These 2 criminals were not charged with drug possession near a playground which greatly increases the criminal offense. This may still be an option during the trial.
4) The drug dealer residing at 2448 N. Rockwell apparently is "back in action" after being arrested last month.
action: Police and residents to maintain attention on gang drug activity in this section.

SECTION 6
1) Numerous residents were in attendance reporting their concern for the amount of homeless congregating around Logan Boulevard and the former Avondale Avenue (Avondale Avenue is now Logan Blvd as well). Residents have called 911, 311 and the Department of Human Services numerous times in attempts to disperse the homeless. Criminal activity has increased in the area the homeless have been congregating including frequent car break-ins on Logan Blvd, drug activity and graffiti.
2) Rev. Dan Wood of the Fourth Congregational Church is in contact with Ald. Colon assisting with solutions for the increased homeless situation in this area.
3) Known drug dealer Ricky Fisher has been seen loitering near Tile Outlet along with the Cheerios gang.
action: Department of Human Services and Police need to assist in dispersing the homeless in this area which seems to be attracting criminal activity. Residents should continue making 911 calls to service for criminal activity to help increase the severity for police attention.

General Announcements

1) Be very specific when making 911 calls. Describe who is there and describe the clothing that they are wearing particularly colors of shirts, hats, pants, shoes. If possible get car make and license plate numbers. Also, describe where drugs and/or guns were hidden.
2) Call 311 to report problem buildings. Ask for the City Inspector and be sure get a service request number when you call.
3) Report problems to your Alderman.
4) Write letters to the Mayor about concerns and copy the Alderman and Commander of the 14th district. Get a lot of people on your block to sign it.
5) The garden thief who is stealing flowers, pots and other garden and yard items was identified as Johnny Durhas. He is selling items on Bingham street.


SECTION 1
1) There was a shooting at 2113 Bingham on Saturday night, May 28. Gang members were throwing stuff at cars from 2113 and 2118 Bingham and then shots were fired. This is the second month that problems were reported at 2113 Bingham.
2) There also continues to be criminal gang activity and drug sales at 2062 Bingham.
3) The store on Francis and Bingham was tagged.
4) When there are big events on Milwaukee Ave, there are problems on the surrounding streets. These problems include drug sales and people throwing beer cans and other garbage in people’s yards. There is also a lot of noise when events end. Permit parking is not being enforced and cars are not being ticketed.
5) The building at 2076 Stave appears to be abandoned and is covered with lots of graffiti.
action: Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911. It was suggested that there be a roll call and positive loitering in this section in the near future.

SECTION 2
1) There was a shooting at 2206 N. Campbell on May 8. Anthony Jones, who has been arrested many times lives at that building, which is owned by his mother. People sit on the roof and throw stuff at people on the street.
action: Police and residents to focus attention on continued gang activity in this area. Follow up on 2206 N. Campbell as a problem building.

SECTION 3 & 4
1) On Tuesday, May 31 around 7:30pm several gang members collected near the diagonal parking on Lyndale and Talman. There were shouting and gang signs being flashed, and then shots were fired. And then people were being chased through the school grounds and a car was racing backwards down the streets. A car parked at 2322 Rockwell received damage.
2) A man with a gun was arrested on 2739 Medill.
action: Residents are encouraged to stay vigilant and call 911 with any suspicious activity.

SECTION 5 & 6
1) It was reported that Misala "restaurant" has lost its liquor license.
2) A former gang member currently resides at 2426 N. Washtenaw and residents have noted increased loitering and car activity since his arrival.
3) Drug and gang activity is also still being reported at 2448 N. Rockwell. Police said the known drug dealer who moved into that building was arrested.
4) There was new gang graffiti on Rockwell and in the alley that runs parallel and just north of Fullerton.

May 5th, 2005

The next meeting is scheduled for June 2nd, 2005, 7:00 pm at the 14th District Police Station, 2150 N. California.

Officers Present: PO Crawford, Mr. Bernath and Liz Rios from the 14th District Community Policing.

General Announcements

1) There was only one 1431 Beat officer in attendance at this meeting.
2) Burglaries were down from 16 to 4 over the last month.
3) Arrests were up (mainly in Section 1) and will likely continue to go up in the entire beat as the weather gets warmer.
4) Drinking alcohol in a parked car is illegal. Please call 911 if you see any public display of drinking and the offenders should be arrested.
5) Calls to 911 are extremely important. The police remain unaware of the crimes unless people report them.
When calling 911 and offering descriptions of the offenders, try to also clearly identify what kind of shoes they are wearing. These are often articles of clothing that are the least likely to change.
NOTE: Gang members own police scanners. If you wish to protect your name and address from being revealed in a police dispatch you can 1) request to remain anonymous and 2) tell the dispatcher to send the dispatch directly to the car computers of the intended officers and not via radio.
6) Liz Rios mentioned numerous upcoming Beat events. For more information on the following events, please contact Liz at the 14th District Police Station at 312-747-0966:
- Saturday, May 7th, Mayor's Assembly at McCormick Place from 8am until noon. Breakfast and lunch will be provided. Transportation can be obtained at the 14th District.
- Tuesday, May 17th, the Mayor will be attending a positive loitering march in Beat 1422 at 6pm. Interested participants are encouraged to join the Mayor on this walk.
- Alderman Flores is planning a positive loitering march between the 1st and 2nd week of June within Beat 1431.
- Wednesday, June 8th there will be a workshop on domestic violence

SECTION 1
1) The Principal from Chase School claimed that the gang threat of violence diminished over the last month and police were doing an effective job of dispersing gang members loitering around the school.
2) The 2000 block of Bingham St. continues to be active with criminal gang activity. 2113 Bingham was reported to have gang activity occurring in front of the property.
3) A street light between 2113 and 2119 Bingham has been out due to vandalism. The light has been on and off on numerous occasions.
4) Street lights on Stave to Attrill have been on and off consistently over the last month due to tampering. During an outage last month, street permit parking signs on the 2100 block of Stave were removed by vandals. New permit signs have yet to be installed. Residents are suggesting that the city securely anchor the signs in concrete to prevent further vandalism.
5) Ricky Vasquez was arrested the evening of April 12th for "aggravated battery" in his participation of a shooting on Armitage involving a 14 year old boy.
action: Again, Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911. Streets and Sanitation need to adjust the height of the electrical boxes for the street lights to make their vandalism more difficult.

SECTION 2
1) Gang violence and activity was reportedly increasing on the corners of McLean and Campbell, and McLean and Western.
2) A resident reported a possible gang related brutal beating involving baseball bats against an African American man occurring around 5:30pm on McLean during a weekday last month. The beating took place before police and fire crews arrived on the scene.
3) A resident police officer reportedly shot and wounded one or more homeless individuals who had cornered and threatened him with makeshift weapons when asked to leave his property.
action: Police and residents to focus attention on increasing gang activity and violence along McLean Avenue West to Western.

SECTION 3 & 4
1) Latin Lover gang activity was reported on Medill near Washtenaw over the last month.
2) Corner house at Medill and Washtenaw with basketball hoop in alley has been attracting gang loitering and tagging of garages down the block. This house is apparently where 2 gang members known as "Tank" and "Loonie" reside.
3) Numerous incidences of drinking in cars, littering of beer bottles and vandalized cars on Medill near Washtenaw were also reported for the month.
4) Gang loitering on Talman between Belden and Lyndale behind Goethe Elementary remains an ongoing problem especially during the afternoons and early evenings.
5) The light brown multi-unit apartment building on the southwest corner of Belden and Washtenaw was tagged with Spanish Lords graffiti, Saturday, April 23rd.
6) Residents of the Brauhaus condominium complex on the corner of Belden and Washtenaw reported that a homeless person is living behind their building.
7) There were reported incidences of drinking alcohol in cars on Belden between Washtenaw and Talman. Residents were encouraged to report these incidences by calling 911.
action:Residents are encouraged to perform positive loitering to disperse gang loitering in area and to establish 911 phone trees.

SECTION 5 & 6
1) The Misala "restaurant" will be losing it's liquor license for at least a year having defaulted on their court appearance last month. The building, corner of Fullerton and Rockwell, appears to be for sale.
2) There was a report that a nanny had her wallet stolen out of her stroller while she played with the child she was caring for at Haas Park during daytime hours.
3) A fire was set to a wooden fence in this area but was extinguished by firemen. The cause of the fire may have been gang related.
4) For another month, 2448 Rockwell continues to be a hotspot for drug and gang activity due to new tenants known for past drug activity. This property was reported last month to Beat officer Ken Trempe who was very familiar with the new tenants as drug dealers. This activity has increased drug and gang activity from Rockwell to Artesian.
5) The Cheerios gang continues to terrorize the 2400 block of Artesian, known offenders include Ricky Fisher and Ivan Bermudez among others.
action: 2448 Rockwell and Cheerios gang demand police action.

General Announcements

Officer Jim Milanski gave us a handout on Auto Theft Prevention and spoke about this for a few minutes
Sgt Giambrone reported beat 1431 is down on all crimes in the last month.

SECTION 1
1) There was no follow up with the Assistant Principal from Chase school about the threat to one of the Chase students by the Spanish Lords reported last month. There was a call from the school on April 6 reporting a black male and a Hispanic male holding up a gun as they drove by the school in a red jeep of the tracker type. This occurred as school was letting out.
2) The 2000 block of Bingham St. continues to be active with criminal gang activity, particularly 2068 and 2062 Bingham.
3) On March 18th, Jesus Laguna, a MLD gang member was arrested and charged with aggravated assault. He apparently drove by a car and started shooting at it while making MLD signs and yelling.
4) There are reports of increased prostitution in this sector.
5) There was a strong arm robbery at 2160 N. Milwaukee by one black male and two black females.
action: Police to follow up with gang activity at Chase School and parents are strongly urged to call 911 (anonymity will be preserved) at the sight of any criminal gang activity. Bingham and Stave streets remain a consistent area of reported criminal activity and require continued police attention and calls to 911.

SECTION 2
1) Jose Martinez was arrested April 2 at 2445 McLean. He had a gun on him and is going back to prison.
2) Gun shots were heard on Saturday, March 26 coming from Lyndale and Western area. Nine guys believed to be Spanish Lords were seen sitting on a porch at 2033 Western before the shooting.
3) A police saturation team picked up a Glock Automatic gun in the 2100 block of Western. Two officers picked up a guy that had been reported as a police impersonator and found the gun, which was reported stolen in 1993, and some coke. He has been charged with a felony and lives in our beat.
4) On Apr 5, a guy threw bottles across Western Ave at four girls walking by the Alderman’s office.
action: Police and residents to focus attention on continued gang activity on McLean, Lyndale and Western.

SECTION 3 & 4
1) Gang intimidation was reported at Goethe Elementary School on March 1 and 15. The Goethe basketball courts will be shut down at 9:00pm at night.
2) New lights are going up on Lyndale in section 4.
3) There was a roll call at 2535 W. Belden in March.
4) The owner and an employee from Hector’s Barbershop came to the CAPS meeting again wanting to know how they can help.
action:Residents are encouraged to stay vigilant and call 911 with any suspicious activity. Parents of students be threatened by gang members should report the crime by calling 911 (anonymity will be preserved).

SECTION 5 & 6
1) It was reported that the lawyers for Misala “restaurant” have withdrawn because they have not been paid, that the Misala hearings have been declared a default by the city and that Misala will lose its license. It still appears to be closed, but there have been break ins reported to police.
2) A burglary was reported at 2509 Maplewood, where a former gang member used to live. As discussed last month also, according to the police, it is not uncommon for break ins to occur at properties known for past drug activity as the burglars may not be aware that the drug dealers no longer live at those addresses.
3) HYPERLINK "http://www.aspirail.org/" Aspira Inc of Illinois Mirta Ramirez Computer Science Charter School at 2435 N. Western Avenue continues to be a consistent gathering place for Spanish Lords gang members. There is currently more police attention on the premises at this school than at Goethe or Chase Elementary schools. There were also reports that students at the school were tagging the 2400 block of Western in March.
4) The Cheerios gang made big ugly graffiti on the Kennedy Expressway and Artesian in March. They are also hanging out on Artesian and Altgeld again. Neighbors have called 911 on several occasions in the last few weeks to report gang members gathering, drinking in public and trespassing. Ricky Fisher has been seen driving a dark red Nissan Altima with IL license plate # 755-2672.
5) Known neighborhood drug dealer Ivan Bermudez continues to be seen circling this section currently in a white Nissan.
6) Drug activity is being reported at 2448 N. Rockwell. Police said a known drug dealer has moved into that building.
7) Large numbers of motorcycles have started gathering on Fullerton in front of Tile Outlet and by the BP gas station on the SE corner of Fullerton and Western. There is a noise ordinance which the police used effectively last year to stop this problem.

General Announcements

1) Dan Wood, Pastor of the 4th Congregational Church announced an upcoming "Town Hall Planning Meeting" at the church (2625 N. Talman) on Thursday, March 10th from 1-3pm or 6-8pm, refreshments will be provided. The meeting will address neighborhood violence and the importance of communicating with the youth of our community.
2) Congress Theater representatives Jason Raider and Eddie Carranza reinforced efforts of the theater to open it's doors to local community events and to work with the neighborhood to prevent problems during events. The Congress is also currently looking for businesses who are willing to lease parking spaces during events.

SECTION 1
1) Assisstant Principal from Chase school announced that one of the Chase students has been physically beaten and threatened by the Spanish Lords gang. Parents of the students are concerned by the threats and are concerned with the rumors of the Spanish Lords trying to maintain more of a presence in the neighborhood.
2) The 2000 block of Stave St. continues to be active with criminal gang activity, particularly 2064 and 2044 Stave.
3) On Monday, February 14th, a man was arrested with unlawful possession of a fully automatic sub machine gun at 2600 W. Armitage. He had numerous past felons including car jacking and a warrant for arrest for escape and aggravated assault. The criminal was apparently living in the Cabrini Green housing projects.
4) A mugger was arrested after attempting to mug patrons of the currency exchange at Milwaukee and California. The criminal apparently entered the currency exchange and then left waiting immediately outside. He mugged a patron who called 911 and chased the mugger down in her car and proceeded to get into a fist fight with the mugger at Fullerton and Western. Police with an ambulance were at the scene and managed to sedate and arrest the criminal.
action: Police to follow up with Spanish Lord activity at Chase School and parents are strongly urged to call 911 (anonymity will be preserved) at the sight of any criminal gang activity. Stave st. remains a consistent area of reported criminal activity and requires continued police attention and calls to 911.

SECTION 2
1) At 7:45pm on Sunday, February 13th, 4 shots were reportedly fired at McLean and Campbell avenues.
2) The Martinez family residing at 2427 McLean continues to be a problem in this section (see minutes from 10/2004).
3) There are 2 open foundations filled with water with no fencing on the NE corner of Shakespeare and Maplewood that need to be fenced off for public safety (e.g. possibility of drowning for young children wandering too close).
action: Community policing is tasked with handling the fencing off of the open, water filled foundations at Shakespeare and Maplewood.
Police and residents to focus attention on continued gang activity on McLean.

SECTION 3 & 4
1) A group of Spanish Lords gang members were seen walking from Western and Fullerton to Campbell and Fullerton at 7pm the week of February 21st.
2) On Monday, February 28th, a burglary took place during the day at 2531 Medill. The burglars managed to get away with numerous possessions including identity and financial information of the home owners.
3) Police arrested a burglar associated with last month's burglary at 2509 Maplewood providing many names in conjunction with other area robberies.
4) Three incidences of gang intimidation were reported at Goethe Elementary School. The school and a few surrounding residences were also tagged with Latin King graffiti.
action:Residents are encouraged to stay vigilant and call 911 with any suspicious activity. Please keep an eye out for doors being ajar and report any questionable activity to 911. Parents of students be threatened by gang members should report the crime by calling 911 (anonymity will be preserved).

SECTION 5 & 6
1) The infamous Missala restaurant appears to be closed.
2) Resident reported that numerous garage breakins occurred over the last month in the 1500 block of North Rockwell. The cause of the breakins is unknown, however, according to the police, it is not uncommon for breakins to occur at properties known for past drug activity as the burglars may not be aware that the drug dealers no longer live at those addresses.
3) Aspira Inc of Illinois Mirta Ramirez Computer Science Charter School at 2435 N. Western Avenue continues to be a consistent gathering place for Spanish Lords gang members. There is currently more police attention on the premises at this school than at Goethe or Chase Elementary schools.
4) A teenager was arrested after tossing a .22 caliber hand gun into a yard and fleeing police from Aspira.
5) Unusually heavy parking ticketing occurred February 20th during the early morning from Rockwell to Artesian. Residents were surprised and aggravated since many felt they were wrongly ticketed.
6) Known neighborhood drug dealer Ivan Bermudez continues to be seen circling this section currently in a white Nissan.
7) Another former section resident, Ivan Gomez, was arrested after apparently pushing a person off a building.
8) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. The progress of this case is apparently dependent upon witnesses who will not step forward to report what they saw.

General Announcements

1) Office Koloze of the 911 Emergency Management and Communications department briefly spoke on three topics:
- What happens when a 911 call is placed and finished
- How to remain anonymous
- When to call 311 versus 911

The first person accepting the 911 call is responsible for gathering information regarding the emergency reported by the caller. First, if an interpreter is required, the call will be routed appropriately. Currently, over 144 languages can be efficiently accommodated. Secondly, numerous questions may be asked of the caller to establish the context for the emergency that will be useful and possibly life saving for the officers that will be dispatched. For example, license plate information, were weapons involved and were there sounds of shooting. During the phone call, address information associated with the callers phone number is presented to the 911 recipient for the callers safety. In case the caller is in an emergency this information reveals where officers can find the caller. At this time 911 calls originating from cellphones however do not provide address information. In the event a 911 call is made on a cellphone please provide location information as necessary to establish a location for the call. There is apparently a trial program underway that triangulates on a cellphone locations.

In order to maintain anonymity on 911 calls, you can simply mention that you "wish to remain anonymous". This will remove your contact information from the 911 call. This is especially useful when calling in gang related calls. Criminals are known to have police scanners that receive dispatches that may include caller address information that could potentially put the caller in harm. On gang related calls, 911 officers should ask if you would like to remain anonymous.
Contrary to information received in past CAPS meetings, anonymous 911 calls have the same level of priority as non-anonymous phone calls.

911 calls should be placed for any emergency that requires a physical presence of a police officer.
311 calls should be placed for any non-emergency services such as filing a police report or requesting a city service. Police reports for a crime that has already happened (e.g. stolen property, lost wallet) can be filed over the phone using 311 and the police report will be mailed free of charge. 311 city services includes a wide spectrum of requests including graffiti removal, pothole reporting, street light outages, location of CAPS meetings, alderman office locations, Navy Pier events and first time home buying information for Chicago.

2) A representative from the Humboldt Park Social Services department responsible for the shelter at 2120 Mozart was present to learn if any of their clients have been involved in criminal activity in the area. 2120 Mozart serves as a warming shelter during the day and a sleeping shelter in the evening from September through May. From 6-8pm the shelter transitions from warming to sleeping and requires the clients step out during that time. The 14th District allows the clients to reside on the premises during this transition.

3) The Citizen ICAM provides a searchable interface to criminal events reported by region.

4) A graduate student from Loyola University studying disaster awareness and preparedness in Chicago handed out surveys for attendees to fill out anonymously to assist in her thesis research at the University.

5) Safety tips when walking outside:
- Be aware of your surroundings and make eye contact with people, especially those who look suspicious. This gives you the power to identify these individuals in case of criminal activity and serves as a powerful deterrent.
- Walk with a partner when possible.
- Carry a cellphone when walking and try not to keep it in a purse or bag in case of a mugging. Keep all valuables in a concealed location on your body outside a bag or purse.
- Keep an eye out for suspicious vehicles and doors to properties left ajar, call 911!

SECTION 1
1) The problematic residents at 2133 Bingham have reportedly moved to 2025 Bingham.
2) The abandoned building at 2076 is currently in court.
3) A total of 5 arrests were made in this section the past month
- 1 arrests pertained to throwing snowballs at a resident
- 2 Cannabis (pot) user arrests
- 1 damage to vehicle arrest was made at 2024 Stave
- 1 warrant arrest was made at 2068 Stave
4) Diligent police action and cooler weather minimized the criminal activity in this area.
action: Bingham and Stave remain consistent areas of reported criminal activity which require police and residents proactive attention.

SECTION 2
1) A known sex offender targeting prostitutes named Anthony Jones was arrested for sexual assault last month and currently resides at 2206 Campbell. Narcotics have also been reportedly dealt at this address.
2) The Martinez family residing at 2427 McLean continues to be a problem in this section (see minutes from 10/2004).
3) There have been a total of 23 auto thefts within the last 2 months on McLean and Campbell.
action: Police and residents to focus attention on McLean.

SECTION 3 & 4
1) Over the last month there were 11 burglaries reported and 4 arrests were made, several at 2509 Maplewood.
action:Residents are encouraged to look for suspicious cars blocking driveways and with car hoods up. Please keep an eye out for doors being ajar and report any questionable activity to 911.

SECTION 5 & 6
1) A rumor was reported that the MLDs (Maniac Latin Disciples gang) may be moving out of this area due to the increased police attention they have drawn over the past year.
2) 7 arrests were made in these sections:
- 2 arrests were made for graffiti
- 2 arrests were made for battery
- 1 DUI arrest
- 2 burglaries
3) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. The progress of this case is apparently dependent upon witnesses who will not step forward to report what they saw.
action: Police to maintain attention on gangs and burglaries in this section.


Recurring Problem Areas for BEAT 1431
1) Gangs and drug activity on Bingham and Stave in Section 1 remains a consistent problem
2) 2400 block of McLean continues to have car theft problems and harboring gang and drug activity.
3) Residents should continue to call 911 and are encouraged to establish phone trees to increase the number of 911 calls.

BEAT 1431 CAPS
Meeting Minutes
January 6, 2005

The next meeting will be February 3rd, 2005 at the 14th District Police Station, 2150 N. California at 7:00 pm.

Officers Present: 14th District Commander Avila, CAPS SGT Velgara, SGT Giambrone, PO Brownlee, PO Muniz among others.

SECTION 1
1) The problematic residents at 2133 Bingham have reportedly moved. Members of this same family have also reportedly moved from their previous location on Stave. Police reported a warrant arrest of one of the previous tenants at 2133 Bingham for battery.
2) Fighting in the street in the 2000 block of Bingham was reported New Years Eve around midnight.
3) The knifing criminal originally reported last month has not been found yet.
action: Bingham and Stave remain consistent areas of reported criminal activity which require police and residents proactive attention.

SECTION 2
1) McLean has had numerous incidences of car thefts over the past month. Commander Avila is asking for community support in maintaining a vigilant watch on McLean in order to help identify the thieves.
action: Police and residents to focus attention on car thefts on McLean.

SECTION 3
1) On January 1st, Marijuana possession arrests were made on the 2300 blocks of Campbell and Rockwell. One of the arrests involved over 30 grams of Marijuana which is most likely a dealer.
2) The owner of Hector's Barber Shop (located corner of Fullerton and Maplewood) as well as a couple employees were present to make statements that they are not hospitable to any drug dealing that has been rumored at their establishment. Also, patrons commonly stand at the corner to smoke since Hector's does not allow smoking within the shop. Patrons are encouraged to take a walk around the block to have a smoke as opposed to congregating at the corner.
3) A gray, extended van with a black stripe and rounded side windows has been seen on Maplewood and Fullerton being followed by a couple hooded individuals on bikes. These are most likely neighborhood gang members and should be reported immediately if seen by calling 911.
action: Police and residents to maintain watch on gang activity.

SECTION 4
1) From 12/8 - 12/13 Goethe Elementary and surrounding buildings on Rockwell and Talman were hit with graffiti which is likely the result of feuding between the Latin Lovers and the MLD's.
action: Gang loitering and graffiti continues to be a problem in and around Goethe Elementary School.

SECTION 5 & 6
1) The current owners of Missala continue to be a major nuisance in these sections. Last month neighbors reported that the restaurant did not have their garbage picked up for over 3 weeks. The restaurant is currently up for sale.
2) Fighting was reported in the 2400 block of Washtenaw between 12/17 and 12/18.
3) An arrest was made at 5am Wednesday, January 5th in the 2500 block of Talman. A 6 foot tall, dark skinned male was arrested for tresspassing and the possession of a knife after police followed him for 45 minutes hopping backyard fences in the area. The criminal apparently had been hiding in the backyard of one of the properties in the 2500 block of Talman unbeknownst to the owner. Police underscored the importance of installing motion sensor lights in backyards to help police and to discourage criminals.
4) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. The progress of this case is apparently dependent upon witnesses who will not step forward to report what they saw.
action: Missala and gang graffiti are monthly problems.

General Announcements

1) Commander Avila gave a brief year end summary championing the impact the 14th district police force has made with the help of the community claiming a decrease in the number of homicides by 150 cases as well as 1000 less drive by shooting incidences in 2003. A year ago Chicago was called the "Homicide Capital of the Country" with the 14th district receiving heavier media attention in early 2003 regarding gang and shooting violence. Avila cited the Deployment Operations Center as a major reason for this decrease in crime. In 2003 the DOC began using a new Geographic Information System (GIS) that organizes crime data around areas it actually occurred. This tool helps direct police efforts to areas where more support is needed.
2) SGT Nieves will be serving as the 1431 Beat SGT in 2005 taking the place of SGT Giambrone.
3) If there are sidewalks not being shovelled affecting the safety of pedestrians, call 311 to report the problem providing the address of the particular property.
4) There has been an increase in the number of Police patrolling and riding the CTA Blue Line in the last month.
