BEAT 1431 CAPS
Meeting Minutes
December 2, 2004

The next meeting will be January 6th, 2005 at the Nazareth Church, 2500 N. Talman at 7:00 pm.

Officers Present: PO Crawford, PO Muniz, PO Retamozo, PO Olivares, PO Helwink

SECTION 1
1) Gun shots were fired near Stave and Francis Street and near 2133 Bingham at 9pm, Friday, November 5th.
2) Car was firebombed in front of 2038 Bingham as well as on Rockwell at 5am, Saturday, Novemeber 6th.
3) Shots were fired at 2034 Bingham 10:30pm, Thursday, November 11th damaging a residents car.
4) Fireworks have been a nuisance on Bingham - reportedly going off up to 6 hours at a time.
5) The knifing criminal reported last month is apparently still at large.
6) The condemned building at 2078 Stave has been tagged and seems to be attracting criminal activity.
7) Kings gang members on Point are clashing with the Cobras in this area. PO Retamozo mentioned that a vehicle driven by several Cobra gang members was conviscated when they were pulled over without valid licenses.
action: Bingham and Stave remain consistent areas of criminal activity which require proactive attention.

SECTION 2
1) McLean continues to be a major problem with drug, gang and gunfire activity.
2) A successful Methamphetamine drug raid occured on McLean resulting in an arrest of a dealer who was also reported to be a high school teacher.
action: Police to focus attention on cleaning up McLean.

SECTION 3
1) A representative from Danny's Liquors was again present reporting that the security cameras and security officers have been successfully dispersing congregating addicts who have historically been a nuisance around the establishment.

SECTION 4
1) Numerous random cars on Rockwell and Talman surrounding Goethe School were vandalized after the reported shooting on Bingham in Section 1, Friday, November 5th. Goethe Elementary was also tagged with graffiti.
2) Congress Theater crowds are parking on Talman littering alcoholic beverage bottles in Goethe Elementary School diagonal parking on Talman between Medill and Belden.
3) Gang activity has decreased during the month.
action: Gang activity and gun violence remains a lingering concern. Talman avenue apparently has several households fostering gang members, residents are strongly encouraged to call 911.

SECTION 5 & 6
1) Missala is changing ownership. A new owner will be taking over the neighborhood nuisance Missala (corner "restaurant" at Fullerton and Rockwell). The new owner owns property in Beat 1431 and will be investing in providing casual to fine dining with "five star service". The grand opening has not been established as of yet.
2) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. The progress of this case is apparently dependent upon witnesses who will not step forward to report what they saw.
action: Police need to control Cheerios gang activity in Section 6.


Recurring Problem Areas for BEAT 1431
1) Gang shooting and drug activity on Bingham and Stave in Section 1 remains a consistent problem
2) 2400 block of McLean continues to be gang and drug infested.
3) Gang turf wars at Goethe School.
4) Residents should continue to call 911 and are encouraged to establish phone trees to increase the number of 911 calls.


General Announcements

The United States Attorney for the Northern District of Illinois released a press statement on Wednesday, December 1st titled, "U.S. CHARGES 21 MANIAC LATIN DISCIPLES LEADERS AND ASSOCIATES IN FEDERAL DRUG CONSPIRACY CENTERED ON CITY'S NORTHWEST SIDE". Many of the convicted gang members are operating in areas in and around Beat 1431. Many local newspapers including Chicago Tribune (http://www.chicagotribune.com/news/local/nearwest/chi-0412020315dec02,1,6498366.story?coll=chi-newslocalnearwest-hed) have articles covering this recent press release. This is great news!

BEAT 1431 CAPS
Meeting Minutes
November 4, 2004

The next meeting will be December 2nd, 2004 at the 14th District Police Station, 2150 N. California at 7:00 pm.

Officers Present: SGT Giambrone, PO Vasquez, PO Ortiz, PO Crawford, PO Muniz and Liz Rios of Community Policing

SECTION 1
1) 2133 Bingham has seen a decrease in activity and is reported to be in building court.
2) 2105 and 2034 Bingham were also reported to have a decrease in drug and gang activity.
3) Stave has seen an increase in drug and gang activity
4) A gang related shooting occured on October 26th at Chase School. Three arrests were made in connection with the shooting, two of the three were Cobra gang members.
5) A knifing incident occured at 2007 California at approximately 7:30pm on October 7th. The suspect is still at large, reportedly named Alex and of South American descent.
6) Two gun arrests were also made in Section 1
action: Bingham and Stave remain consistent areas of criminal activity which require proactive attention.

SECTION 2
1) McLean continues to be a major problem with drug, gang and gunfire activity.
2) Parking continues to be a problem during Congress Theater events. Concertgoers continue to park illegally aggravating residents.
3) Burglary occured at 2134 Maplewood on October 8th.
4) Attempted forced entries at 2132 N. Maplewood and 2153 N. Rockwell also occured, an arrest was made in connection to the 2153 N. Rockwell incident.
action:Residents should be mindful of recent burglaries and attempted entries in this section.

SECTION 3
1) Quenchers Bar at Fullerton and Western suffered property damage to the front entrance when a car was forced into the entry way. This accident was a result of more than one car drag racing Northbound on Western Avenue. Apparently, the cars involved in the drag race also bounced off several parked cars near Lyndale and Western, continuing to Fullerton where one of the cars hit a car travelling East on Fullerton, sending it into the Quenchers front entry after impact. Luckily there were no reported deaths.

SECTION 4
1) Campus cameras provided by Goethe Elementary School were adjusted to better capture activity in and around the school. Also, the Alderman's office has requested lighting improvements to the school campus.
2) There was a car jacking incident on the 2500 block of Belden October 1st.
3) Gang activity appeared to decrease during the month.
action: Gang activity and gun violence remains a consistent concern. Weekday late afternoon and early evenings, and weekend evenings seem to draw increased activity. Talman avenue apparently has several households fostering gang members, residents are strongly encouraged to call 911.

SECTION 5 & 6
1) Missala (corner "restaurant" at Fullerton and Rockwell) is nearing a year of reported illegal activity. Fighting was reported on the two nights/early mornings of October 22nd and 23rd. The latter incident the manager of the "restaurant" was seen fleeing to his vehicle despite police presence. Live music has also occurred which is in violation of it's license.
This property continues to be a nuisance for the neighbhorhood.
2) An individual of the name Salazaar, reportedly a former pimp, was seen in Section 5 on Rockwell just North of Fullerton on October 26th with another individual carrying hockey sticks. Residents familiar with this individual are concerned to see him back in this area.
3) The Cheerios gang members continue to be a recurring nuisance in Section 6, actively on the streets 5-6 days of the week seen frequently driving around Artesian and Altgeld and making drug sales.
4) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. For the third month in a row, Area 5 officers were not present to provide their promised update on the case.
action: Missala Alderman and 14th District Commander to maintain pressure on Missala. Police need to control Cheerios gang activity in Section 6.

General Announcements

A Hispanic male in his twenties has been reportedly seen just outside BEAT 1431 masquerading as a fire extinguisher inspector requesting entry into homes and businesses to inspect extinguishers and then charging $100. Please call 911 to report this individual should you encounter him.


Overall the gang activity in Beat 1431 seems to have diminished over the last month and police arrests were optimistically numerous. This is good news.

Meeting Minutes
October 7, 2004

The next meeting will be November 4th, 2004 at Goethe School, 2236 N. Rockwell at 7:00 pm.

Officers Present: SGT Giambrone, PO Trempe, PO Crawford, PO Muniz and Liz Rios of Community Policing

SECTION 1
1) Daily gang and drug activity continues to be a major, recurring problem.
2) 2133 Bingham remains a sanctuary for drug dealing despite the recent arrest of Ricardo Luiz for possession of Crack.
3) Gang loitering was reported in the alley behind 2139 Point.
4) Rick Vasquez was arrested for pointing a gun at a 9 year old child on Chanay St.
5) 2034 and 2133 Bingham continue to be consistent drug and gang sanctuaries.
6) A known drug supplier has been reportedly seeking shelter at 2775 Francis Pl.
action: Bingham drug properties continue to flourish despite drug arrests on the premises. The Police and Alderman Flores' officer need to apply pressure on the property owners harboring these criminals. Recurring patterns of illegal activity continue to be reported.

SECTION 2
1) McLean continues to be a major problem with drug, gang and gunfire activity.
2) The 2400 block of McLean is reportedly a major drug and gang infested area, especially the properties of 2427 and 2435 McLean. A known, formerly convicted criminal, Jose Martinez and his family reside at 2427 McLean and are regarded as responsible for recent increase in gang violence between the MLDs and Spanish Lords.
Upcoming court dates for Jose Martinez include: October 22nd, and November 4th. Please contact the 14th District for more details on the court appearance.
3) September 12th, the Congress Theater hosted the Rap artist, Fat Joe, who later was a victim in a shooting rumored to be a publicity stunt. Properties on Maplewood, where the shooting occurred, were damaged and Fat Joe was reportedly also wounded in the gun battle.
Despite this recent shooting, the Congress has been commended on its continued effort to keep the crowds moving around the venue and the parking violations reported. Until the Congress Theater provides adequate parking, large events will continue to exacerbate the parking shortage surrounding the venue.
action: The 2400 block of McLean is a major problem. Police attention required. Residents are encouraged to call 911 in connection with drug and gang violence on this block in particular.

SECTION 3
1) A representative from Danny's Liquor reported that several cameras have been installed around the store and a hired security service is keeping the problematic homeless and addicts away from the store. This is great news.

SECTION 4
1) Another shooting between rival gangs (MLDs and Latin Lovers) occurred September 16th at approximately 9:45pm involving numerous gun shots in and around the Goethe School Playground. The police reported the one of the guns involved in the shooting was found at 2638 Belden near the known Latin Lover property at 2638 Lyndale.
2) Gang presence was still reported at Goethe School despite the recent police attention surrounding the shooting violence.
3) The police camera request was denied for Goethe Elementary School despite the increasing pattern of shooting and gun violence within the school playground. This request was sent by Commander Avila of the 14th District. This is a major setback for the safety of this public playground.
4) Properties on Belden and Lyndale were reportedly tagged with MLD graffiti antagonzing the rival Latin Lovers.
action: Gang activity and gun violence remains a consistent problem. Weekday late afternoon and early evenings, and weekend evenings seem to draw increased activity. Talman avenue apparently has several households fostering gang members, residents are strongly encouraged to call 911.

SECTION 5 & 6
1) MLDAWs (Maniac Latin Disciples Altgeld Washtenaw) apparently have returned and tagged many area properties with graffiti.
2) Missala (corner "restaurant" at Fullerton and Rockwell) continues to be under investigation. A recent community meeting was postponed several months regarding the activities of the venue. This property continues to be a nuisance for the neighbhorhood.
3) Residents parking off Logan Blvd should be warned of consistent break-ins near the viaduct at Artesian and Western. Please do not leave anything valuable in your car, including small change as it is a target for thefts.
4) Cheerios gang members remain active in this area, recently loitering at Tile Outlet. They continue to circle the Artesian block establishing their drug trade and harassing residents.
6) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. For the third month in a row, Area 5 officers were not present to provide their promised update on the case.
action: Alderman and 14th District Commander to maintain pressure on Missala. Police to monitor gang loitering on Artesian and continued activity on Campbell.

General Announcements
Mark Nielsen, (Deputy District Chief) presented the importance of home fire prevention.
1) Make sure you have a CO2 and a smoke detector on every level of your home near bedrooms.
2) Change the batteries of your detectors every 6 months (every time you change your clock for daylight savings).
3) Residents are encouraged to practive Exit Drills In The Home (EDITH) involving 2 means of escape from your home in case of fire. Chief Nielsen recommends practicing with blindfolds to simulate the degree of visibility when smoke has infiltrated the home. Establish a meeting place oustide the home for your family in order to account for each family member, reporting any missing members to 911.
4) When you hear a smoke or CO2 detector alarm, immediate get low to the ground and safely exit the property. Please remember to feel doors before opening. If the door is hot, do not open the door and seek alternate escape route. If the only route is a window, open the window and call for help.

Liz Rios, (Community Policing) announced an upcoming event on October 23rd at Roberto Clemente High School educating youth on child abductions. This will be an educational opportunity for children to learn how to recognize behavior that commonly leads to child abduction. Please contact the 14th District Police Station for more information on this important educational workshop.

September 2, 2004

The next meeting will be October 7th, 2004 at the 14th District Police Station, 2150 N. California at 7:00 pm.

Officers Present: SGT Giambrone, PO Crawford, PO Schilling, PO Muniz of Community Policing

SECTION 1
1) Daily drug activity during all hours of the day was reported at 2105 N. Bingham.
2) Gang members frequently congregrate at the grocery store located at the corner of Stave and Francis Pl at the end of the school day harassing and hazing students.
3) Street racing of motorcycles continues to be a problem (reported last month) on Stave and Bingham during the evenings from 7pm - 11pm. These delinquents have been consistently seen loitering at 2064 Bingham.
4) The individual driving a white, GMC Jimmy SUV reported last month in section 4 as a drug dealer has been seen in section 1 and is a known Cobra gang member.
5) There are reports that street lights are being knocked out on Francis Pl. between Stave and Point.
6) Gang activity on the 2000 block of Stave has been increasing the last couple of days.
action: Police need to continue aggressive presence. Recurring patterns of illegal activity continue to be reported.

SECTION 2
1) A gang shooting - believed to be rival Cobras and Disciples - occurred today, 9/2/2004, at Charleston and Campbell. The police were near the scene when the shooting occurred, however, the shooters escaped.
2) Drug activity was reported at McClean and Western Avenues along with loitering around 2435 McClean including 3-4 males on bikes. These same individuals have also been seen in cars drinking and littering and playing loud music.
action: Gang activity seems to be increasing in sections 2 and 3. Police seem to be aware of the problem, residents are encouraged to call 911. SGT Giambrone recommends when calling 911 for reports of drug use, explicitly ask that Gang/Tactical units be dispatched if possible.

SECTION 3
1) Danny's Liquor continues to be a sanctuary for drinking, fighting and drug use, especially catering to the homeless.
2) The rival Disciples and Cobra gangs have been intensifying activity in this area.
action: Police and Alderman need to confront Danny's Liquors selling to addicts.

SECTION 4
1) At 12:30am August 8th, an arrest was made with the aid of police gang/tactical units of two young men with a gun hiding in the bushes in the 2200 block of Talman. Both offenders were reported to be Latin Lover gang members active in Section 4.
2) The individual in a white SUV reported last month continues to be active on Rockwell and Talman avenues around Goethe School dealing drugs. (as well as appearing in section 1)
3) Gang loitering at Geothe School continues. Recent reports indicate increased activity from 6pm into the evening.
4) There was no information on the status of the police camera for Goethe Elementary School.
action: Gang activity and gun violence remains a consistent problem. Weekday late afternoon and early evenings, and weekend evenings seem to draw increased activity. Talman avenue apparently has several households fostering gang members, residents are strongly encouraged to call 911.

SECTION 5 & 6
1) Missala (corner "restaurant" at Fullerton and Rockwell) continues to be under investigation. Neighborhood residents along with Alderman Manny Flores and 14th District Commander Avila met Wednesday, August 25th to discuss the continued problems created by this establishment. Missala has been warned to "start behaving like a restaurant" or it will face futher consequences. The "restaurant" must also close at 11pm nightly. Garbage remains a constant nuisance.
2) The Brentano Math & Science Academy was reported to be a location for recent gang recruitment for the Disciples.
3) Car break-ins were reported on the 2400 block of Logan Blvd. Police advise to leave absolutely nothing in your car to discourage theft.
4) The persistent, criminal thug, Ivan Bermudez, was arrested for expired plates after the CAPS meeting last month by PO Schilling. This is great news.
5) The usual Cheerios gang members remain active in this area, frequently circling the Artesian block establishing their drug trade.
6) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. Again, Area 5 officers were not present to provide their promised update on the case.
action: Alderman and 14th District Commander to maintain pressure on Missala. Police to monitor gang loitering on Artesian and continued activity on Campbell.

1) Danny's liquor has been an annual fixture in section 3 for nurturing alcohol and drug abuse especially among the homeless.
2) Motorcycle drag racing at Stave and Bingham and the 2000 block of Bingham and Stave involving gangs and drugs continue to require persistent police attention.
3) Gang activity: all sections in BEAT 1431 are seeing intensifying levels of gang activity.
4) Gang turf wars and violence at Goethe School.
5) Residents should continue to call 911 and are encouraged to establish phone trees to increase the number of 911 calls.

Meeting Minutes
August 5, 2004

The next meeting will be September 2nd, 2004 at Chase School, 2021 N. Point at 7:00 pm.

Officers Present: SGT Giambrone, PO Muniz of Community Policing, Liz Rios among others.

SGT Giambrone introduced the meeting highlighting certain police arrests and responses of some of our Beat officers. Section 1 was reported as having a continued aggressive police presence.

A guest speaker specializing in youth gang intervention was present to answer questions regarding gang symbols. Handouts were also available including descriptions of the symbols, colors and creeds of the various gangs divided into the two main groups of "People" and "Folks" (useful reference 1995 Chicago Crime Commission Gang Book. Active gangs in our Beat 1431 include the Latin Lovers, Cobras, and MLDs (Maniac Latin Disciples). Another recommended online resource that includes a photo library of the numerous Chicago street gang tags and signs can be found here (www.chicagohoodz.com)

SECTION 1
1) Despite SGT Giambrone's report of aggressive police activity in this area, it is still being plagued with daily gang loitering, drinking and drug activity.
2) Problem areas include drug dealing between Stave and Bingham, especially the lot at 2060 Bingham and adjacent property. Plastic baggies have been seen scattered around this area daily.
3) Street racing of motorcycles was reported on Stave and Bingham during the evenings from 7pm - 11pm. These delinquents have been consistently seen loitering at 2064 Bingham.
4) There was a fire bombing of a Chevrolet Suburban on Bingham around 5am over a weekend.
5) Police have maintained an aggressive car ticketing campaign in this section.
action:SGT Giambrone underscored the importance of witnesses to illegal activity to offer extreme detail especially as it relates to the transferring of drugs. Drugs are being placed in crumpled paper and tossed on the street or in garbage carts to avoid detection. Please try to include in your calls a descriptive identification of the person throwing/exchanging the drugs and where the drugs end up (if thrown).

SECTION 2
1) Positive reports were made of the new crowd control policies the Congress Theater has put into place. (view policies presented to CAPS attendees last month under SECTION 2)
2) At Palmer and Campbell, young males reportedly flashed a gun at another individual questioning if they had a gang affiliation.
action: Both Police and Alderman's attention should stay focused on seeing that the new Congress Theater strategies are consistently adhered to and diminish the overall impact the events have in our neighborhood.

SECTION 3
1) The area behind Mid America Bank has been a recent sanctuary for drinking and drug use.
action: Police and Alderman to address this issue as it is related to continued requests to confront Danny's Liquors of selling to addicts.

SECTION 4
1) Thursday, July 15th, at 10:45pm several gun shots were fired East and West at the intersection of Belden and Talman avenues including the Goethe School playground while children and residents were present. Surprisingly, no one was injured during the shooting, however, several bullets hit the car of a resident returning home.
Alderman Flores and Commander Avila of the 14th District were made aware of this continued pattern of gun violence in the area centralized at Goethe School. Jim Rhodes reported that Commander Avila has sent a request for a police camera for this particular area.
Community Police Officer Muniz adamantly interjected that the Commander simply filed a request and that there are no promises that such a camera will be provided. The consensus of the police officers present was that there was little if any chance of a police camera being granted to our area. Despite the consistent reported gang and gun violence at Goethe School, our area is considered much less of a problem than other areas in the 14th District and the number of calls and reports of criminal activity remain minimal.
A resident questioned one police officer whether a shooting death of a child in the Goethe School playground would make a stronger case for a police camera and the officer agreed that it would.
2) An individual (or individuals) in a white SUV has been seen on Rockwell and Talman avenues around Goethe School dealing drugs.
3) Resident currently running a summer basketball program in the Goethe Playground reported that the area gang members have been respectful of a non-loitering agreement at the playground from 3:30pm - 9pm while the basketball rims are up.
4) Resident reported that dog owners were not respecting the curbing signs clearly posted on the Goethe School campus.
action: Gang activity and gun violence remains a consistent problem. Weekday late afternoon and early evenings, and weekend evenings seem to draw increased activity.

SECTION 5 & 6
1) Missala (corner "restaurant" at Fullerton and Rockwell) remains under investigation. Garbage has been piling up outside and the late night noise and activity remains a major nuisance.
2) Drug sales remain a problem on Campbell including the lobby of 2451 Campbell.
3) A fire bombing occurred behind Tile Outlet during the last weekend of July.
4) Still no progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. Again, Area 5 officers were not present to provide their promised update on the case.
action: Alderman to maintain pressure on Missala. Police to monitor gang loitering on Artesian and continued activity on Campbell.

1) The 2000 block of Bingham and Stave, involving gangs and drugs continue to require persistent police attention.
2) Gang activity: all sections in BEAT 1431 are seeing persistent levels of gang activity, especially in sections 1, 4, and 6.

Meeting Minutes
July 1, 2004

The next meeting will be August 5th, 2004 at the 14th District Police Station, 2150 N. California at 7:00 pm.

Officers Present: SGT Giambrone, PO Romero, PO Muniz of Community Policing, PO Sackett, among others.

SECTION 1
1) This section is still being plagued with daily gang loitering, drinking and drug use.
2) Problem houses including 2101 and 2133 Bingham are being investigated by the 14th District.
3) Residents on Chamay reported daily drinking and loitering incidents.
4) JJ Morgan, a well-known delinquent in the area, has been seen driving at dangerous speeds on Bingham and neighboring streets. Residents are fearful of pedestrian safety, especially with children playing in the neighborhood.
action: Police and residents maintain current proactive vigil. Residents should continue calling 911.

SECTION 2
1) Four representatives for the Congress Theater presented several new strategies that are being used to manage the crowds that patronize their venue and impact our neighborhood. Additionally, one of these representatives promised to attend our subsequent monthly CAPS meetings.
The following new procedures will be implemented at Congress Theater events:
a) A vehicle will patrol the neighborhood around the theater calling the police with any witnessed illegal activity.
b) A garbage detail will be responsible for picking up the garbage around the theater during the performance.
c) During and after the performance the following phone number: 773-491-1879 can be called by neighborhood residents to report any problems related to the event.
d) The theater will allow patrons to use the restrooms in the theater in order to diminish the pressure and abuse neighboring businesses endure for use of their facilities.
e) More security personnel will be placed at the front entrance of the theater.
f) No beverage containers of any kind will be allowed outside the theater.
2) The 1st Ward Alderman's office will be posting signs in the Goethe Elementary School campus displaying the park hours. The signs will also be placed in a position that deters vandalism, which has been a problem with such signs in the past.
action: Both Police and Alderman's attention should stay focused on seeing that the new Congress Theater strategies are effective and diminish the overall impact the events have in our neighborhood.

SECTION 3
1) The Domino's Pizza parking lot on Fullerton has reportedly been accommodating a number of cars with "For Sale" signs.
2) An arrest for battery was reportedly made on Medill over the past month.
action: The police will stop Domino's Pizza to investigate the legality and extent of the potentially illegal use of property to sell cars.

SECTION 4
1) The integrity of the reports of the incident on June 2nd involving an altercation between rival gangs at the Goethe School was questioned by SGT Giambrone, who stated that no 911 calls were recorded and news of the incident were reported secondhand. Despite the fact that gun violence and gang activity has been a consistent, known and recurring problem in the area, residents are advised that firsthand reports and 911 calls are the best way to verify and record the validity of reported crimes.
2) Friday, 6/11 at approximately 9:30pm, several young males were seen shooting fireworks off in the middle of Talman between Medill and Belden (across from Goethe school park). Police responded quickly and were able to disperse the delinquents with potential arrests.
3) Early Saturday morning, 6/19 at 1:15am at least 5 gun shots were heard fired from a moving car at Belden and Talman, next to the Goethe Elementary School. Additional reports from residents involved additional cars and possibly more shooting. Several 911 calls were made by neighborhood residents.
action: Police need to monitor gang activity in this area. Weekday late afternoon and early evenings, and weekend evenings seem to draw increased activity.

SECTION 5 & 6
1) Missala (corner "restaurant" at Fullerton and Rockwell) remains under investigation.
2) 2440 Campbell has been catering to a couple known delinquent brothers, seen drinking and loitering in the street.
3) Drug sales have been reported in the lobby of 2451 Campbell.
4) The MLDs (Maniac Latin Disciple gang) have been active in this area.
5) No progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. Area 5 officers were not present to provide their promised update on the case.

June 3, 2004

The next meeting will be July 1, 2004 at the Nazareth Church, 2500 N. Talman at 7:00 pm.

Officers Present: SGT Giambrone, PO Romero, PO Muniz of Community Policing, PO Ortiz, PO Hernandez, PO Singh, CAPS Community Organizer Liz Rios and two officers from Area 5 and other officers.

Stephanie Packard-Bell from CAPS Implementation was there, as well as Erica Hawkins from the Office of Problem Buildings. William Townsell from the CAPS Office attended to discuss Problem Buildings issue and how to address them.

Liz Rios said that a list of problem building on Bingham has been collected by Officer Torres who handles gang and drug houses. But Officer Torres was not there and no one present had the list. Jim Rhodes asked that we get a list of the buildings and their court dates.

William Townsell talked about how we can put pressure on property owners of problem properties. He said that one or two felony arrests have to be made before a building can be designated as a Drug or Gang house. But he said that the police can contact the owners of problem buildings and bring them to a meeting at the Police District. Other tactics can include working with the owner to solve the problem and also brining in other city service to do inspections of the buildings.

The two officers from Area 5 also talked about the difficulty of getting felony charges against gang members that assault CAPS volunteers. The law allows the charges to stay as misdemeanor if we can not prove that the victim was targeted because they are a CAP volunteer. Like hate crimes, the burden of proof is on us to show that the gang member knew the victim was a CAPS volunteer.

SECTION 1
1) Leno Quinn court date was held on June 3 and continued until July 6.
2) Greg Belke's hearing is scheduled for Monday at 1pm at Grand and Central/ Area 5/Branch 23- 5555 W. Grand.
3) Three Latin Kings were arrested on May 27 on Point and Francis. The Latin Kings are hanging out there in force.
4) The police are following up the car arson and talking to suspects of interest.
5) A walk through Section 1 with a police escort was held prior to the CAPS meeting.
action: Police and residents maintain current effective vigil and proactivity.

SECTION 2 & 3
1) The police reported that the Congress Theater is having another big event on June 4 & 5 with 1,000 to 3,000 people expected. They said the Congress Theater has been notifying the 14th District in advance much better.
2) Neighbors from the Campbell and Milwaukee area said that the Congress Theater events are still causing major problems in the area. They reported beer bottles all over the street, fights and people parking illegally on permit parking streets. They will be trying to get permit parking on Campbell. They also reported a robbery in that area and that tires were slashed two times recently.
3) A business owner from Milwaukee also reported problems with the Congress Theater events. He said that people attending the concert want to use businesses’ bathrooms and that the theater should provide those facilities since the Alderman does not want to put up port-a-potties for those events. He also reported fights in the streets and that there are cars selling drugs all around the area pretending to sell concert tickets. He also said that no parking signs were being put up on Milwaukee for the concerts and this is very bad for all the businesses in the area.
action: Follow up by the Police and Alderman's office on the Congress Theater concerts is still needed.

SECTION 4
1) Two groups of gang members were hanging out on the East side of Goethe School on June 2 in the late afternoon. One of the gang members asked a female friend to give him his gun which she was carrying in her purse. But she dropped it. Police were called.
action: Police need to monitor gang activity in this area. Weekday late afternoon and early evenings, and weekend evenings seem to draw increased activity.

SECTION 5 & 6
1) No progress has been reported on the Derek Tate, Jr., murder on June 6, 2003 at Fullerton and Artesian. On the first anniversary of his death, the police were asked to question witnesses again, particularly Joseph Zuniga. The Area 5 officers said they would get an update on his case for the next CAPS meeting.
2) Gang loitering on Artesian and Campbell has continued to be a problem over the last month.
3) There were also two women who were robbed at gun point during the evening hours in the last month – one on the corner of Artesian and Altgeld and the other in front of St John Berchman’s Church.

The next meeting will be June 3rd, 2004 at the 14th District, 2150 N. California at 7:00 pm.

Officers Present: SGT Giambrone, PO Trempe, PO Romero, PO Crawford, PO Muniz of Community Policing, PO Ortiz

Two detectives from the 14th district presented information regarding the criminal sentencing procedures for crimes committed against community policing volunteers. According to the provided handout of Illinois Compiled Statutes, "'Community policing volunteer' means a person who is summoned or directed by a peace officer or any person actively participating in a community policing program and who is engaged in lawful conduct intended to assist any unit of government in enforcing any criminal or civil law. For the purpose of this Section, 'community policing program' means any plan, system or strategy established by and conducted under the auspices of a law enforcement agency in which citizens participate with and are guided by the law enforcement agency and work with members of that agency to reduce or prevent crime within a defined geopgraphic area."

SECTION 1
1) The report for this section was extremely positive. The criminal activity in this area was reported to be notably better and the positive and proactive efforts of the police and neighborhood residents were recognized. The police reported they served 22 missions in the area, including warrants, and arrests for both assault and car theft. This is great news.
2) A vacant building at 2130 N. Stave was reported having neglected graffiti and is serving as a possible sanctuary for gang loitering.
3) Court date is set for June 7th, 2004 at 1:30pm for criminal arrested (Orton) for drug charges at 2025 N. Bingham.
4) Please note, the past minutes wrongly listed a drug house address at 2107 N. Bingham. This address should have been 2105 N. Bingham. Thank you for bringing this correction to our attention and we sincerely apologize for this mistake! We have updated past CAPS minutes to reflect this change.
action: Police and residents maintain current effective vigil and proactivity.

SECTION 2 & 3
1) Alderman Flores' 1st Ward office will be working with the Special Events Police department to prepare for the Congress Theater events that draw large crowds.
2) Danny's Liquors has recently been attracting larger numbers of homeless behind the store drinking alcohol.
3) 2182 N. Maplewood was reported to be illegally selling cars on the street using Indiana plates.
4) There was no report on further information regarding the mugging that occurred Monday, 2/16 at mugging on Campbell near Medill.
5) The reported problem resident at 2137 N. Western is no longer living at that address.
action: Police and Alderman's office to talk with Danny's Liquors to discuss options for addressing this problem. Police to follow up on reported car selling on Maplewood.

SECTION 4
1) Gang activity was reported at Talman and Lyndale as well as the diagonal parking near Talman and Belden.
2) MLD Graffitti was reported on side of garage at Lyndale and Talman Thursday, April 29th and may be the direct cause for the increased loitering at Lyndale and Talman during the following week.
3) 2701 W. Belden (near corner of Washtenaw and Belden) reportedly sustained multiple break-ins over the last month. Police to investigate.
4) There was a request for an update on when speed bumps will be placed on Talman and Rockwell around the school.
5) Officers did not have any new information on August murder on Talman. Apparently, no witnesses are coming forward preventing any further progress.
action: Diagonal parking on Talman (from Lyndale to Medill) continues to be a preferred place for gang activity and loitering. Police to monitor gang activity in this area. Weekday late afternoon and early evenings, and Weekend evenings seem to draw increased activity.

1) Missala (corner "restaurant" at Fullerton and Rockwell) is currently under investigation by the Liquor Commission for not having proper licenses as a restaurant (with a secondary liquor license). They are still reportedly having late night parties and strictly selling alcohol (in violation of current licenses). If there were violations for rudeness their late night party patrons would reportedly be frequent offenders.
2) Gang loitering on Artesian has been a problem over the last month. Ivan Bermudez was arrested for a shooting incident (outside Section 1) the second week of April and should have a forthcoming court date.
3) The Aspira school reportedly has hired a security agent and gang activity has been manageable. There have been reports of tagging on Montana, however.
4) No progress has been reported on the Derek Tate, Jr., murder on June 6 at Fullerton and Artesian. Apparently, no witnesses are coming forward to allow further progress.
5) No progress has been reported on the September 9th shooting at 4pm on Fullerton and Artesian. Even though there was an eye witness and pictures of a gang member holding a gun, police say that no one can be convicted with that evidence.

The arrests involved car thefts (started as a street chase, went onto sidewalks, then on foot, almost on a train, and then back to the street for the arrest with the help of innocent bystanders), gun possession, and drug sales. Officers Present: CMDR Avila, SGT Anderson of Community Policing (newly appointed SGT of Community Policing), SGT Giambrone, PO Doyle, PO Romero, PO Retamozo, PO Crawford, CAPS Community Organizer Liz Rios, and Miriam Alvarez of the School Safety Initiative, 1st Ward Alderman Flores.

SECTION 1
Very large attendance from this section due to the increasing, unacceptable levels of criminal activity in this area over the last month alone consisting of Gang loitering and shootings, drug activity, and verbal and physical assaults on residents. Although Police have been responsive to calls, the criminal activity has not been adequately deterred.

1) The 2000 block of Bingham continues to be a growing drug hotspot with 2 new drug houses reported at 2025 and 2027. In the last two months the following Bingham addresses have been cited for drug and criminal activity: 2025, 2027, 2058, 2062, 2101, 2105, 2108, 2133.
action: 1) Commander Avila of the 14th District promised increased attention to the area.
2) Police Roll Calls will be held Saturday, April 3rd and Wednesday, April 14th at 6:30pm in the middle of the 2000 block of Bingham (2062 Bingham).
3) Liz Rios, our CAPS Community Organizer, suggested positive loitering in the area, grill outs, and also offered arm bands and walkie talkies to residents to assist in deterring and reporting criminal activity.
4) May 1st there will be a Clean and Green clean up initiative in this area.

SECTION 2
1) Gang activity on Western.
2) A lot of tagging (predominantly Latin Lovers) has been occurring in this area, especially around Congress Theater.
3) No report was made on any discussions with the Congress Theater regarding the Ludacris concert last month.
action: SGT Giambrone to discuss resources for policing events at the Congress Theater with Commander Avila of the 14th District and possibly organize a meeting with the 1st Ward Alderman's office and community.

SECTION 3
1) Gang (Spanish Lords) and drug activity was reported at 2137 N . Western.
2) There has been heavy gang graffiti in the area.
3) There was no report on further information regarding the mugging that occurred Monday, 2/16 at mugging on Campbell near Medill.
action: The activity at 2137 N. Western needs to be controlled. Provide followup on 2/16 mugging.at next CAPS meeting.

SECTION 4
1) A female student at Goethe School was harassed by Cobra gang members which led to 10 rival Latin Lover gang members to be loitering around the school at 6pm in the school diagonal parking on Talman. Cobra and Latin Lover rivalry apparently is intensifying in this section.
2) Officers did not have any new information on August murder on Talman. Apparently, no witnesses are coming forward preventing any further progress.
action: Diagonal parking on Talman (from Lyndale to Medill) continues to be a preferred place for gang activity and loitering. Police to monitor gang activity in this area. Weekend evenings seem to draw increased activity.

1) A short, Hispanic person carrying several bags was reported to be ringing doorbells at 3am.

SECTION 6
1) An Aspira school administrator was accompanied by a student to report on continued physical and verbal violence from Spanish Lords gang members. Parents are starting to organize to help control the violent activity at the school. Aspira has cancelled their outdoor recreation activities at Holstein Park due to gang threats. The Police have offered support to the school and will be meeting with Aspira school officials to establish a plan to resolve these recurring problems.
2) Commander Avila mentioned that calls of service were low for Holstein Park last month despite the reports that were made. (Calls to 911 to report criminal activity is the most effective way we can get more attention to problem areas.)
3) Artestian is seeing increased loitering and driving activity with cars circling the block possibly looking for drug sales. Cars seen include: white SUV #444 9429, Chevy wagon #563 9086.
4) Missala (corner "restaurant" at Fullerton and Rockwell) was reportedly open until 5am at least one day during the month. Apparently it has no chef and that it is illegally selling liquor without a license. It also reportedly does not have a garbage service and is storing garbage inside.
4) No progress has been reported on the Derek Tate, Jr., murder on June 6 at Fullerton and Artesian. Apparently, no witnesses are coming forward to allow further progress.
5) No progress has been reported on the September 9th shooting at 4pm on Fullerton and Artesian. Even though there was an eye witness and pictures of a gang member holding a gun, police say that no one can be convicted with that evidence.
action: Police and Aspira to meet to establish plan to resolve the recurring criminal activity at the school. Holstein Park needs to be more aggressive in dealing with the gang control it is under. 1) J.J. (Jeffrey Morgan) and Ricky Vasquez were arrested for selling drugs out of J.J.'s car. His car was confiscated.

General Announcements
1) In addition to promising more police support in Section 1 (specifically Bingham and Stave), Commander Avila underscored the importance of vigilant residents and police working together to make our neighborhoods safer. Avila also mentioned that BEAT 1431 has one of the better CAPS meetings in the 14th district due mainly to resident participation.
2) Acid graffiti on glass: please contact 14th District Community Policing Officer Doyle if you have seen any acid graffiti on glass. The acid destroys the glass so severely it must be replaced and the police want more information on where it is occurring. Currently, bus and train stops are popular areas being vandalized by this form of graffiti.
3) Advice when calling 911
In general, the more detail the better.
a) Offer clear descriptions starting from head to toe
b) Describe the location of the offense
c) Where are the offenders going/what direction did they run? Did they hide any evidence (e.g. drugs)? If so, where?
4) Alderman Flores recognized PO Muniz of Community Policing for his diligent handling of gang threats to a neighborhood resident.
5) Alderman Flores also strongly requested that residents keep their garbage carts in garages or on private property to help deter drug activity (hiding drugs in garbage cans is not uncommon) and litter.

Court Dates
1) Carlos Machis, owner of Huckleberries, at 2514 W. Fullerton, was arrested for possession of guns and drugs in early 2003.
The next court date is scheduled for April 12th. Residents, please attend this court date if you can, call the 14th district station for more details!
2) April 19th at 5th District (Grand and Central) for Leno Quinn, hearing at 1:30pm. Please allow time to handle construction around the courthouse and consider car pooling due to lack of parking.

SECTION 1
1) The 2000 block of Bingham including: 2058, 2062, 2101, 2108, 2133 were reported for drug sales and gang activity.
2) Drug activity under the Attrill "L" tracks was reported.
3) Drug activity was also reported at 2064 Stave
4) A known drug offender J.J. Morgan was seen in a green Ford Taurus selling drugs in the Bubbleland parking lot.
5) 2025 N. California - continues to be a sanctuary for homeless people, prostitutes and junkies.
action: Officers to target activity on 2000 block of Bingham, Stave and 2025 N. California.

SECTION 2
1) Recent Ludacris concert at the Congress Theater generated a major problem with parking violations, under age drinking and littering in our neighborhood. This appears to be an ongoing problem with large concerts and must be dealt with. Business owners were present to complain about the large crowds of concert goers who abused their restrooms while waiting for the doors to open at the Congress.
action: SGT Giambrone to discuss resources for policing events at the Congress Theater with Commander Avila of the 14th District and possibly organize a meeting with the 1st Ward Alderman's office and community.

SECTION 3
1) Monday, 2/16 at 6:30pm a resident was mugged at gunpoint on Campbell near Medill. No arrests have been made at this time.
2) Apartment building at Rockwell and Lyndale had it's front door windows broken over a weekend at around 4am.
3) Property at 2334 N. Campbell was reported to need bush trimming since the overgrown bushes are being used by criminals to hide behind.
action: This is at least the 3rd robbery/mugging in this section! The ATM on Western appears to be attracting criminals. Police officers need to target this area and especially the ATM on Western.

SECTION 4
1) Tuesday, 2/24 Latin Lover tag on property at Belden and Talman.
2) Saturday, 2/28 3:30am and 4:15am 6-7 hispanic males in a dark blue Buick and black Chevy Blazer, drinking and blasting music at Belden and Talman in Goethe School parking.
3) Red "Latin Lovers" tagging on wood fence of loft building at corner of Washtenaw and Medill
approximately 5'x6' area still has not been removed despite numerous calls into 311.
4) Officers did not have any new information on August murder on Talman.
action: Police to monitor gang activity in this area. Weekend evenings seem to draw increased activity on Talman side of Goethe diagonal parking.

SECTION 5
1) Two individuals were involved in an attempt to be lured into a gray car at the Fullerton and Washtenaw bus stop.
2) Parking violations continue to be a problem in this area.
action: Police and residents on alert for recent attempts of child abduction.

SECTION 6
1) Gang members are loitering at the corner of Campbell and Artesian during late afternoon and evening hours.
2) 3-5 calls were made to the Police to handle gang fights and gun possessions around the Aspyrah school on Western near Fullerton. The Spanish Lords seem to target this area.
3) "CSU" tagging was very heavy over February all along Fullerton avenue from Western to California.
4) A resident's house was egged Monday, 3/1 at 1:30am by gang members.
5) During the weekend of 2/28, 4 cars had their tires slashed on Friday night/Saturday early morning on the curve where Logan Blvd turns into Artesian.
6) A teacher and several students from Aspyrah reported threats that they have received from gang members trying to control Holstein Park. The Police have offered support to the school and are willing to accompany students to Holstein park so they can participate in athletic activity.
7) No progress has been reported on the Derek Tate, Jr., murder on June 6 at Fullerton and Artesian.

SECTION 1
1) The red minivan with Indiana plates 45E126 that was cruising the 2600 block of Bingham has been removed by our Beat officers.
2) 2133 Bingham and 2062 Bingham continue to have drug sales and gang activity.
Additionally, there was a domestic violence incident at 2062 Bingham reported 1/23/2004.
Four rifles were reported stolen in Jan. Only one with ammunition that didn’t fit it were found by Beat Officers in this area on 1/31/2004.
3) A major problem has developed at 2025 N. California. Drugs, homeless people, prostitutes and junkies are living in this building. There have been 7-8 arrests in the last 2 weeks on this property.
4) Keep the 911 crime calls coming! Due to the number of 911 calls in this section, the area has been designated a hotspot and officers have been targeting the area as of 1/1/2004.
action: Officers to target activity on 2000 block of Bingham and 2025 N. California. Enforcement officials responsible for building management offenses need to contact the owner of 2025 N. California regarding the criminal activity within the premises.

SECTION 2
1) Latin Players gang tagged new Church siding at Shakespeare and Maplewood
2) Artists gang has been tagging Fullerton buildings in this section.
3) The Maniac Latin Disciples, the Latin Players and the Spanish Lord are all in this area. Spanish Lords gang leader is currently in custody.
action: continue to maintain diligent watch on 2206 N. Campbell, apparently 2nd floor tenants are involved with the Disciples.

SECTION 3
1) Mugging occured on Jan 8 at 9:00 PM in front of 2425 West Medill. Young man returning from ATM at MidAmerica Bank was accosted by three young Hispanics in hooded sweatshirts and was robbed. Police responded quickly, however, the criminals were not caught.
2) Wednesday evening 1/21/2004 there was a mugging in the alley behind 2247 N. Maplewood. The muggers were 3 teenage males dressed in dark clothes: baggy pants and jackets with hoods. They are about 5' 8" tall. They did not talk at all, which may suggest that they have done this before. They grabbed the victim, knocked him around and took his wallet. The police were very responsive and several cars including an unmarked car responded.
3) A white SUV with license plate 777--- has been seen cruising this section.
action: Officers did not have any more information on these muggings. Officers need to follow up with any new information on these muggings next meeting

SECTION 4
1) Friday evening 1/16/2004 gang loitering behind Bubbleland (middle of Lyndale between Washtenaw and Talman, approx. 2638-9 Lyndale)
2) Sunday, 2/1/2004 "Artists" graffiti on both sides of building at 2625 W. Fullerton approximately 6'x10' area on east and west sides.
3) Red "Latin Lovers" tagging on wood fence of loft building at corner of Washtenaw and Medill
approximately 5'x6' area.
4) Officers did not have any new information on August murder on Talman.
action: Middle of 2600 block of Lyndale between Washtenaw and Talman, approx. 2638-9 Lyndale continues to be a recurring problem with gang loitering and parking violations. Contact Bubbleland owner so we can talk to him to see if he will put up lights and maybe a camera behind his property.

SECTION 5
1) Misala, formerly named "All-In-One" restaurant at 2556 W. Fullerton, is again becoming a problem with late night rowdiness and disorderly conduct. Late nights on Friday and Saturday are attracting a bar crowd and disturbing the neighborhood.
action: Night watch officers need to target this establishment.

SECTION 6
1) No progress is being made on the Derek Tate, Jr., murder on June 6 at Fullerton and Artesian. Witnesses to the murder are not talking and police say they can't force them to talk.
2) No progress has been made on the September 9th shooting at 4pm on Fullerton and Artesian. Even though there was an eye witness and pictures of a gang member holding a gun, police say that no one can be convicted with that evidence.
3) Carlos Machis, owner of Huckleberries, at 2514 W. Fullerton, was arrested for possession of guns and drugs in early 2003. Police think his court case is still being continued but were not sure of the status.

1) 2062 Bingham, and the 2000 block in general, continues to have serious, recurring drug and gang criminal activity.

General Announcements
1) Criminals impersonating police officers have been in our district targeting non-English speaking Hispanic residents. They are wearing plain clothes with a star pinned to their vest. They ask to see your wallet to verify identification and then flee the scene. One of these criminals has been seen in a white mini-van with a stripe and a temporary license plate. A legal officer is required to show police identification.
2) If you own a late 80s or early 90s Honda and Toyota, SGT Giambrone advises that you use an anti-theft device. These cars can be easily started by using a "Jiggler Key" (standard key filed down and then jiggled in the normal key ignition).

The next meeting is scheduled for February 5th, 2004, 7:00 pm at the 14th District Chicago Police Department, 2150 N. California.

Officers Present: PO Doyle from Community Policing, SGT Giambrone, PO Romero, PO Retamozo, PO Schweiger (new night watch officer?)

SECTION 1
Tonight there was a congregation of 10 individuals in front of 2062 Bingham which seems to be a recurring hot spot for drug activity and loitering. 2-3 weeks ago Disciples and Cobras shooting.
Red minivan with Indiana plates 45E126 seen circling that block of Bingham and has been seen involved in criminal activity and reported to police.
action: officers to follow up on activity check on red minivan, report on their handling of this problem area next meeting.

SECTION 2
Graffiti at Belden and Maplewood. There is concern that a new gang called the Latin Players are moving West of Western into Beat 1431.
Beat officers commended on handling of disruptive loitering at 2206 N. Campbell.
Week ago near Palmer and Maplewood (?) shootings between MLDs (Maniac Latin Disciples) and Spanish Lords, officers mentioned arrests were made.
action: maintain diligent watch on 2206 N. Campbell, apparently 2nd floor tenants are involved with the Disciples.

SECTION 3
Reported mugging of young male shortly after retrieving cash at ATM. Apparently the thieves are still at large and descriptions indicate that they are not known criminals in area.

SECTION 4
Observed cuffing of 2 young males at Belden and Washtenaw, but no record of any arrests made on that date.
Graffiti on Caballeros De San Juan at Fullerton and Washtenaw.
Officers had no further information on Talman shooting death in August.
action: Officers to report gang activity in section. Officers to follow up with any new information of Talman shooting next meeting.

Advised against warming up cars with keys in car unattended during cold weather. Consider adding keyless remote controlled ignition or similar devices that can discourage theft.
When out walking, especially at night, try to walk on well-travelled, well-lit streets with a friend and carry at least one cellphone.
